Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. The authors identify the workable coal seams, their distribution in relation to quality and economic occurrence and relate their analytical characteristics to industrial use. Two house trailers and a modem modular house, all pillar-supported with cantilevered perimeters, were monitored for structural response to vibrations from surface coal mine blasts. Due to the large blast site distances, peak particle velocities measured in the ground beside the houses did not exceed 0.32 ips, and airblasts did not exceed 106 dB. However, the structures responded significantly to the ground vibrations, with maximum high-comer amplification factors as high as 8.5 in the horizontal directions. Vertical structural responses were as high as 10 times the vertical peak particle velocities in the ground, but appeared to be driven more by horizontal ground motions. No measurable airblast responses were observed. The natural frequencies of the structures ranged from 5 to 10 Hz.

The vapor pressure-temperature relationships for saturated pure liquid nitrogen are calculated by the Strobridge equation using a digital computer. This information is presented in two tables: first) in pressure increments of 0.1 psi from 1.8 to 492.9 psia) and second) in temperature increments of 0.1° from 63.15° to 126.26° K. These tables should facilitate the calibration of temperature-measuring devices over this temperature range.

The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.

The legislation for the disposal of heavy metals contaminated substances is still going to be tightened up in the future. The main criteria for the utilization or deposition of these residues are the content and the water solubility of these metals. Through this, the use of slags from the lead-and zinc-industry in road building may become limited or even not possible at all. From an economic point of view this would lead to Pb/Zn losses and costs for safe dumping. This paper investigates the feeding of the reducing agent via hollow electrode DC smelting and the yield of metal reduction. After carrying out thermodynamic calculations, the process window conditions for electric-arc furnace tests were determined. Doing this, the zinc could be reduced, evaporated and recovered as an oxidic intermediate product flue dust, while the lead was present either in flue dust or in metallic form. The zinc content in the final slag could be reduced by up to 90%. The slag product has undergone an eluation test which allows it to be used as building materials. Le concept du forage horizontal a été développé voilà de nombreuses années. Différents types de plate-formes permettant le forage horizontal depuis une cheminée ont été conçus par divers manufacturiers ou opérateurs miniers. Entre autres, on connaît bien la griffe de montage Alimak à laquelle peut être fixée une plat-forme sur laquelle est montée une foreuse. En 1992, Ross-Finlay a développé sa propre plate-forme de forage qui à notre opinion améliore la flexibilité du concept du forage horizontal, en augmente la productivité et en diminue le coût d?ensemble tout en assurant une sécurité accrue des travailleurs. Tel que montré à la figure 1, la plate-forme employée à la Mine Kiena est composée d?un toit de protection contre les chutes d?objets et de deux passerelles de forage de forme carrée. Le toit et les passerelles sont fixées à une structure de 6.5 m de longueur équipée de deux assemblages de rouleaux (non montrés à la figure) permettant de faire glisser l?ensemble sur des rails Alimak. L?angle du toit et des passerelles peut être ajusté pour des cheminées dont le pendage varie de 65 degrés à 85 degrés.

The Century zinc-lead-silver deposit has a geological resource of 118 million tonnes averaging 10.2% zinc, 1.5% lead and 36 g/t silver. It lies approximately 250 krn NNW of Mt Isa in NW Queensland, Australia, and is hosted by middle Proterozoic age siltstones and shales of the Lawn Hill Formation. Within the orebody, most mineralisation occurs selectively within black shale units as fine grained sphalerite and galena lamellae with minor pyrite and siderite. The black shale units are separated by weakly mineralised sideritic siltstone horizons. The deposit is unmetamorphosed and only weakly deformed, displaying excellent lateral stratigraphic and grade continuity. The deposit is mostly overlain by younger Proterozoic sediments and later Cambrian age limestone cover and only a small proportion of the mineralisation crops out. Mineralisation has a subtle surface expression without a classic gossan profile, probably due to the low iron sulphide content of the ore. These factors contributed materially to the length of time between the first recognition of lead-zinc-silver mineralisation in the area by prospectors in the 1880s, to the discovery of the orebody by CRA Exploration Pty Ltd (CRAE) in April 1990.   Small scale prospecting and mining continued in the area from the date of the first mining lease in 1887. Post 1950, the deposit area was also included within nine separate regional exploration titles prior to CRAE's title acquisition in 1987. CRAE's original exploration strategy was partly pragmatically and partly conceptually inspired, but the eventual discovery only partly conformed to the original conceptual model. The deposit was found higher in the stratigraphy than the original target position, with unexpectedly low total sulphide content relative to other known deposits.   The discovery soil anomaly was located by the CRAE's first regional orientation traverse line in the area, but was not drill tested for three years. The discovery sequence at Century has strong elements of persistence, technical competence and some luck. It demonstrates that even in well explored terrains (by conventional standards) the exploration story can never be said to be over. The foreshadowed development of an economic resource at Century will hopefully inspire continued commitment to 'brownfields' exploration by mining companies, and demonstrate to external regulators the importance of genuine multiple land use strategies and the need for continued access to land for exploration and mining purposes.

Current dynamic testing practice to obtain pile total capacity will not yield optimum capacity due to the strain incompatibility between the side and tip resistances during driving. Superposition of end of initial drive- static tip capacity and the peak static skin capacity during beginning of restrike and adding them is the preferred method. The FDOT method determines independent pile static tip and skin capacities in real time analyzing appropriate blows from the embedded tip and top data of the Embedded Data Collectors (EDC). This data is collected through a wireless radio transmitter, receiver, and laptop software. The approach utilizes EDC tip and top data and nonlinear single degree of freedom system to satisfy force and energy equilibrium with a global genetic inversion analysis. Top impacted energy equals at pile tip as sum of Static, Damping and Inertial energy providing independent tip resistance. With EDC sensors as boundary conditions, pile is divided into desired segments and using global inversion techniques one dimensional equation is solved for independent skin friction for every blow. EDC data compared close static load test results. The EDC - FDOT method has enabled cost effective 100% testing of driven piles cost effective. INTRODUCTION Historical documentation has shown that not only driven piles have a long history of usage but also continues to advance unceasingly till today. Historians placed the first pile driving using timber piles in the 4th century BC. While modern pile driving systematically started around nineteenth century, the credit for conceiving the idea of the applicability of wave equation to driven piles goes to David Victor Isaccs of Australia. His 1931publication “Concrete Pile Driving Formulae” provides the basis for modern pile driving using stress wave theory. He felt that the dynamic formulae then in use lacked the capability of detecting integrity and hence developed stress wave theory. This work was further developed starting in 1938 by W.H. Glanville and colleagues of British Building Research Board as they developed the first solution to the wave equation. But these early efforts have really taken off only with the advent of computers. E.A.L. Smith (1960) published ‘Pile Driving Analysis with the Wave Equation’ and provided first numerical solution to the wave equation. Within few years, the FHWA funded research and in due course this effort ushered the era of externally instrumented pile driving.

Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

"This presentation will cover some crushing and grinding considerations in plant design and operation. There is nothing basically new in the subject matter presented here; however, the viewpoint and interpretation may be novel and some of it controversial.The presentation is based on experience gained in the metallurgical design of plants for Placer Development Limited from 1960 to the present. The plants are listed on SLIDE No. 1.These plants have conventional crushing, followed by rod mill and ball mill grinding. I would like to think that autogenous grinding plants are the answer for eliminating secondary crushing plants and reducing the capital and operating costs; however, the autogenous plants seem to have some problems of their own and I have had no experience with them.Fineness of Grinding RequiredFirst let us consider the fineness of grinding required.The fineness of grind will affect the recovery obtained, and the relationship must be determined. If the grinding is too coarse, some of the valuable mineral, either free or locked in middling grains, will not be floated. However, as grinding is probably the greatest single operating cost, we do not want to grind any finer than is justified economically.Finer grinding should not be carried beyond the point where the net smelter return for the increment saved becomes less than the added operating cost. Even this fineness will be beyond the economic limit because of the additional capital cost for the equipment needed to achieve it. These factors will be discussed in more detail later.The Bond work index is the commonest method of expressing a measure of the effort that has to be expended in grinding. It is the kilowatt-hours required to reduce a ton of rock from an infinite size to 80% passing 100 microns. The formula allows a calculation to be made for other size ranges."

For each tonne of chromite ore mined in Sukinda, approximately ten tonnes of fine overburden material is generated. The overburden typically contains about 30 - 60 per cent Fe2O3, 0.3 - 1.1 per cent Ni, four to nine per cent Cr2O3 and 0.04 - 0.2 per cent cobalt and is being discarded leading to loss of valuable metals and creating environmental pollution. In order to take the advantage of presence of iron, nickel and chromium, the present studies advocate the utilisation of nickel lateritic chromite overburden for production of Ni bearing pig iron through blast furnace extracting maximum iron and nickel from the chromite overburden. The present paper deals mainly with the beneficiation of chromite overburden, sintering characteristics and thermodynamic studies. The beneficiation study shows that a beneficiated concentrate having Fe - 50 per cent and Ni -- 1.1 per cent can be achieved from chromite overburden having Fe - 30 per cent and Ni -- 0.7 per cent. Sintering studies have been carried out with bed height of 300 and 450 mm at a suction of 600 and 900 WG respectively. The results reveal that good quality sinter can be produced from chromite overburden concentrate with a basicity of about 1.0 and coke breeze consumption rate about 16 per cent. In all the experiments, Tumbler Index, Abrasion Index and Shatter Index was found to be in the range of 65 - 70, 4.5 - 5.5 and 85 - 90 respectively. The other parameters namely softening temperature, melt down temperature, reduction degradation test and relative reducibility have also been determined. A thermodynamic analysis has also been carried out to make a technological assessment of the process for the production of alloyed pig iron from chromite overburden in blast furnace which shows that it is possible to produce nickel bearing pig iron in blast furnace using the sinter up to 80 per cent. Techno-economic analysis reveals that this route will yield a substantial profit even after accounting for cost of beneficiation, extra coke, raw materials and extra slag produced.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

The project now under construction will comprise a 1.2 km long raw water aqueduct, a major new 0.25million cubic metres per day water treatment works (with space for upgrading to 1.2Mm³/d), a 12.1 km long treated water aqueduct and a primary service reservoir. RÉSUMÉ La restauration du site minier Poirier, à Joutel s?est déroulée entre 1998 et 2001. Le principal élément des travaux a été la restauration du parc à résidus et des zones d?épanchement qui totalisaient 4,5 millions tonnes de résidus répartis sur une superficie de 74 hectares. Les résidus sont fortement générateurs de drainage minier acide. La première partie de la présentation consiste en un bref rappel du concept de restauration suivi d?une description des principaux éléments de travaux avec l?emphase sur les leçons apprises de l?exécution des travaux. La deuxième partie de la présentation est axée sur les résultats du programme de suivi en cours depuis la fin des travaux en 2001. Les éléments de suivi se rapportent à la baisse du niveau de la nappe phréatique à l?intérieur de la cellule, au tassement des résidus dans la cellule, aux mesures de température et d?oxygène à l?intérieur de la cellule et finalement à l?amélioration dans la qualité de l?eau de surface. ABSTRACT The reclamation of Poirier Mine, in Joutel, was carried out between 1998 and 2001. The main component of the works has been the reclamation of the tailings basin and tailings spill area which contained a total of 4,5 million tonnes of tailings and occupied some 74 hectares of ground surface. The mine tailings are highly acid-generating. The first part of the presentation will deal with a brief review of the reclamation plan followed by a short description of the main work components laying emphasis on experience gained during construction. The second part of the presentation will deal with the results obtained from the environmental monitoring program still in progress since the end of reclamation work in 2001. The aspects discussed include the drawdown of pore water inside the covered tailing pile, the settlement of mine waste material, the monitoring of moisture, temperature and oxygen underneath the liner and finally, the reduction of loadings in surface water.

Research was undertaken by the Bureau of Mines to determine the technical feasibility of producing lightweight aggregate from the waste glass fraction of municipal incinerator residues. Tests were conducted to determine the amount and optimum size of glass, the amount of sodium silicate, and the method used to form the material to be expanded. The most suitable mixture, 78 percent glass, 20 percent clay, and 2 percent sodium silicate, was pelletized and then expanded by exposure to a temperature of 1,550° F for 15 minutes The resulting lightweight material had a bulk density of 38 lb/cu ft and exhibited excellent pore structure. Concrete test cylinders made from the light weight aggregate had a unit weight of 104 lb/cu ft and a compressive strength of 2,550 lb/sq in after a 28-day steam cure.

The volatilization behavior of rhenium in the process of oxidative roasting of a molybdenite concentrate with 43.55 wt.% Mo and 321 g/t Re is explored based on identifying the relationship between volatilization of sulfur and rhenium. The results show that rhenium volatizes after sulfur and precise control of operating variables plays an important role in separating rhenium from molybdenite concentrate. When the roasting parameters are optimized as follows: roasting temperature 600 oC, roasting time 2 h, roasting atmosphere air, the volatilization rate of rhenium reaches 89.26%. In the process of solidification roasting, the volatilization rate of rhenium decreased almost to zero when the ratio of slaked lime/molybdenum concentrate was 10% excess to the stoichiometric requirement at 600 oC for 2 h.
