The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. The biggest Port of Latin America - the Santos Port in São Paulo, Brazil - has been drilled and blasted by controlled underwater techniques in order to remove around 40,000 m3 (52,318 cubic yard) of rock divided in two outcrop rocks: Teffé and Itapema. Underwater pumped explosive, in combination with small cartridges areas, was successfully used in order to reach a target depth of -15m (-49 ft) and a width of 220m (722 ft) in the navigation channel. It was the first time that a pumped explosive was used in underwater blasting in Brazil and it represents a historic benchmark for projects of this kind in this country. The main challenges faced in this project include the control of the ground vibration, due to the necessity to carry out detonations 40m (131 ft) away from the quay wall - where the passenger terminal and the 80 year-old warehouse were located – and the rush schedule available, in order to finish the underwater drilling and blasting phase before the coming cruise season. Therefore, the perfect combination of an ideal pumped product with an effective pumping system has permitted to carry out the project in a record of less time than 3 months (against to the original expected time of 18 months), with all vibration events under control as result of the special ground vibration program carried out.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

The Olive 8 excavation site in Seattle was surrounded on three sides by conditions requiring innovation, careful modeling, and extensive instrumentation to support use of a first-of-its-kind shoring system. The solution combined heavy soldier piles, long and steeply angled tieback anchors, and tightly spaced soil nails to support surcharge loads from a 33-story adjacent tower separated by a narrow alley housing critical utility lines. Land restrictions on two other sides of the site also required innovative applications of traditional methods. The Olive 8 project has won three state and local awards for innovation and has been reported on in Engineering News-Record and has been the subject of two feature articles in the Seattle Daily Journal of Commerce. This paper presents the conditions and site challenges, reviews the design analysis, discusses the shoring performance, and looks at other potential applications.

The Richmond-San Rafael Bridge was built in the early 50s' and was first opened to traffic on August 31, 1956. Among California's longest steel bridges, it spans more than 21,000 feet across the northern portion of San Francisco Bay. It is one of six toll bridges currently undergoing seismic retrofit in the Bay area. Current retrofit criteria require the structure not to collapse in a Magnitude 8.3 earthquake lasting 45 seconds on the San Andreas Fault. The earthquake epicenter is 10 miles to the west of the Bridge, near the mouth of San Francisco Bay. Another major fault is the Hayward Fault, with a potential of a 7.5 magnitude earthquake. It is only 4 miles east of the eastern end of the bridge. The retrofit criterion is that the structure survives these earthquakes without collapse or loss of life, and that they are capable of repair within a period of one year. Therefore an energy absorbing, ductility and nominal resistance based approach to the retrofit design have been adopted for the retrofit of this bridge. Foundation Retrofit The foundation retrofits were designed to satisfy of drift criteria of 6 inches at the base of the footings, and to keep the existing H-piles from experiencing unacceptable levels of permanent soil displacement and /or structural rupture. Full-scale structural lateral load testing of BP14x89 piling, to rupture, has helped to determine the drift criteria. However recent non-linear analytical results, have led to a redesign, which may allow for 12 inches of drift. The as-built analysis of the Micropile piers determined that those piers would not exceed the 6-inch drift criteria so lateral resisting shear piles were not needed at those piers.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. This is also the case in the production of ferrovanadium, where, increasingly, materials such as discarded capacitors, spent catalysts, slag, dust and sludge are used. As the V-content in the raw material varies greatly, the demands on process technology are very high. The share of perturbing elements depends very much on the source of the raw materials, which, in turn, makes a corresponding optimization of the various refining steps necessary. The raw materials are mostly available as oxides, which means that carbon, silicon or aluminium are used as reducing agents. Thermodynamic calculations were used to show especially the behavior of vanadium and phosphorus at different process conditions.

The Thor lake deposit is a world class resource of rare earth (REE) metals and minerals in Canada. Development work to optimize a REE mineral recovery process flow sheet is underway, however, given the ore mineralogy; the developed reagent scheme is relatively complex. As part of a research project, micro flotation tests were conducted on a feed sample in order to examine factors affecting stream partitioning. SEM-EDX was performed to evaluate variability in grain composition between streams (concentrate and tails) and TOF-SIMS surface analysis was used to determine statistically significant differences in surface species particularly related to potential activation (or depression) of the examined mineral phases. SEM-EDX analysis reveal that the concentrate has a significantly higher proportion of REE bearing grains (carbonates and phosphates) relative to the tail (almost none were identified). Spectral fingerprinting by TOF-SIMS has allowed for the identification of all reagent species investigated. Reagent signal intensity discrimination on test stream mineral surfaces was observed by the TOF-SIMS analysis using reagents at plant concentration levels. TOF-SIMS analysis confirmed that REE bearing grains reporting to the concentrate are doing so in response to collector attachment whereas grains reporting to the tail are doing so in response to a lack of collector and/or in combination with the presence of the depressant. The surface analysis of gangue phases reveal a similar reagent discrimination; the signal intensity of collector species was significantly higher on the concentrate samples relative to the tails while depressant species were significantly enriched on the surface of the gangue phases in the tail samples. A detailed evaluation of the surface species representing the various reagents used in flotation scheme revealed a distinct competitive relationship between two of the reagents. The surface analysis identified that when used in concurrently, there appears to be a negative feedback resulting in a significant reduction in loading for several of the collectors on grains reporting to the concentrate. In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 37,542-acre portion of the 57,002-acre Riordan?s Well Wilderness Study Area (NV-040-166) in order to evaluate its mineral resources. The area studied is located in Nye County, NV, about 60 miles southwest of Ely, NV. Subeconomic mineral resources of limestone and sand and gravel were identified in the study area. The Troy and Irwin mining districts, 4 miles to the west, were active between 1868 and 1963, producing small amounts of gold, silver, lead, and tungsten from mines well outside the study area. Except for minor prospecting activity, most mining activity in the study area has been since 1980, consisting of claim locations and geochemical surveys.

Le drainage minier acide (DMA) provenant de la circulation des eaux à travers les rejets miniers sulfureux est sans doute le principal problème environnemental auquel est confrontée l?industrie minière. Afin de prévenir les problèmes environnementaux reliés au DMA, on doit restreindre la présence de l?une et/ou de l?autre des principales composantes menant à la production d?acide, soit l?eau, l?air et les sulfures. Pour ce faire, différentes techniques ont été proposées au cours des dernières années, dont la désulfuration environnementale et les couvertures avec effets de barrière capillaire (CEBC). Dans ce papier, on propose d?utiliser ces deux techniques en combinaison. Ainsi, on produirait un rejet désulfuré à l?usine de traitement qui pourrait, par la suite, être utilisé comme matériau pour la couche de rétention d?eau de la CEBC. Dans un premier temps, on présente les résultats d?une étude de laboratoire qui montre qu?il est possible de désulfurer les rejets de concentrateur à l?aide de la flottation non sélective jusqu?à l?obtention d?un résidu non générateur d?acide. Par la suite, des essais en colonne ont permis de démontrer qu?il est possible de limiter la production de DMA d?un résidu sulfureux à l?aide d?une CEBC dont la couche fine est constituée de résidus désulfurés. Des prédictions théoriques estiment même que la présence de sulfures résiduels dans la fraction désulfurée utilisée comme matériau pour la rétention d?eau peut avoir un effet bénéfique en réduisant la migration d?oxygène. En effet, les sulfures contenus dans la couche de rétention d?eau peuvent consommer l?oxygène qui tente de migrer vers le bas et, ainsi, réduire les flux d?oxygène qui atteignent les rejets réactifs.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

With widespread acceptance in the market place, many engineers are choosing ground improvement techniques to provide suitable foundation subgrade at sites that would have traditionally required deep foundations. This paper discusses the Controlled Modulus Columns (CMC) ground improvement technique and some case histories highlighting the use of this technique for retail development sites. CMC are a sustainable and cost-effective ground improvement technology that transmit load from the foundation to a lower bearing stratum through a composite CMC/soil matrix. The CMC installation is also an attractive option from an environmental perspective because it utilizes reverse flight augers, which displace the soil laterally. This installation technique achieves two goals: it densifies the soil around the CMC, which improves load transfer into the element and avoids spoil and its disposal. Through the introduction of two cases histories, we will present the key benefits of the CMC technology. Each case history will clearly illustrate how a CMC solution can reduce the overall cost of a project when compared to a more traditional type of deep foundations. They will also show how the use of CMCs has benefits that relate to the overall sustainability of the project. While CMCs are an attractive financial and sustainable option, they have also demonstrated that the performance of the system is comparable to that of deep pile foundations. Because CMCs are a relatively new technology many potential users are not aware of its benefits. While we discuss the use of CMCs to support buildings in this paper, CMCs also have been used for a variety of other applications including foundations for tanks, mechanically stabilized earth (MSE) walls, and embankments

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the US mining workforce who are potentially exposed as various ore bodies are drilled, blasted, hauled by truck, crushed, screened, and transported to their destinations. The current Mine Safety and Health Administration (MSHA) permissible exposure limit (PEL) for RCS remains at approximately 100 μg/m3 , but it is noteworthy that the Occupational Safety and Health Administration (OSHA) has lowered its PEL to 50 μg/ m3 (with enforcement dates staggered through 2022 for various sectors), and the National Institute for Occupational Safety and Health (NIOSH) has held a 50 μg/m3 recommended standard since 1976. To examine a method for reducing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on eighty miners across seven unique mining sites. The data was then collated and partitioned using a thresholding scheme to determine exposures that were in excess of ten times the mean exposure for that worker. Focusing on these short duration, high magnitude exposures can provide insight to implement controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20% or more by reducing exposures that occur during just 10 min of work per 8-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

Excavation for The Bow, EnCana, in downtown Calgary, occurred between May 2007 and September 2008. A monitoring programme was used to determine the behaviour of the shoring wall, soil and bedrock during the excavation for the 21 metre (69 ft) deep excavation with a footprint of approximately 17,000 m2 (183,000 sq ft). Results from the inclinometer readings indicated that significant horizontal movement due to a weak rock layer and shear band effect. These modes of movement account for up to 100 mm (4.0 in) and 45 mm (1.8 in) of lateral deflection, respectively. Based upon the results of the monitoring programme, rock samples were collected from the weak mudstone bedrock, with great difficulty, to determine the strength and deformation parameters. Results from the uniaxial compression tests indicate a UCS around 830 kPa (120 psi) and elastic modulus between 80 and 180 MPa (11 and 26 ksi). Mohr-Columb parameters were determined to be c' = 340 kPa (49 psi) and f' = 24°. Residual strengths were determined to be c'r = 0 and f'r = 15°. Using the results of the laboratory tests and field investigation records, an initial finite element analysis was conducted. Results of the analysis show good correlation when compared with the observed monitoring deformation, indicating accurate portrayal of rock parameters. Additional analysis and investigation is required to determine the principal horizontal stresses in magnitude and direction.
