The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

Weightings and water inflows into longwall workings often occur together, giving rise to discussions on their relative genesis. Case histories are introduced which indicate that most water inflows are associated with heavy weightings. Resultant large releases of energy can lead to extensive vertical fractures, which can drain water from aquifers or other sources, such as separation accumulations, onto the face. Effectively control of water inflows in these cases depends on face support and weighting control.

Very few mineral properties spend their entire lifespans from discovery to depletion in the hands of one owner. More likely, properties will have several owners, and partial interests may change quite often. Similarly, mineral companies are bought and sold with frequency, in recent years at what appears to be an accelerating rate. The reasons for selling a property can be manifold -need for additional capital in other parts of the business, need for development capital, realization of a large gain at a perceived high point in the market, pessimistic commodity outlook, retirement of principals, or resolution of estate problems. Regardless of the reasons for a sale, there are specific steps that logically follow. Spruce up the business, package the information, market the property, negotiate the terms, close the sale, and make sure it stays sold. Adherence to certain very basic ground rules in property sales can maximize the profits and minimize the effort.

One of the most common critical areas of longwall mining in terms of ground stability are the gateroad and bleeder entries. These critical entries provide much-needed safe access for miners and allow for adequate ventilation required for dilution of hazardous airborne contaminants and must remain open during mining of a multi-panel district. This paper focuses on the stability of the longwall entries subjected to a single abutment load such as bleeders, first tailgate, and last headgate. First tailgate and last headgate are also referred to as blind headgates and tailgates. A study of a longwall district through conditions mapping, support evaluations, and numerical modeling was conducted and evaluated by researchers from the National Institute for Occupational Safety and Health (NIOSH). The condition mapping and support evaluations were performed on entries that spanned the previous five years of mining and relied on a diverse selection of supports to maintain the functionality of the entry. Numerical modeling was also conducted to evaluate various support types with further investigation and comparison to the condition mapping. The study demonstrated the importance of the abutment load decay versus distance from the gob edge, the potential for a reduction in material handling related injuries, as well as optimal usage of secondary and standing support.

This report presents results of a U.S. Bureau of Mines study of longwall gob material. The objective of this work was to determine material stiffness properties of the gob for use in numerical models of rock mass response to longwall mining. Photographs of actual mine gob were digitized to obtain approximate particle size gradations of gob material. The gradation curve was shifted down to a lab- oratory scale, and 20 uniaxial compression tests were conducted. Varying the maximum particle size was not found to affect the stress-strain behavior, but changing the gradation appeared to influence the stress-strain behavior. The stress-strain relationship of the simulated gob material was nonlinear, the stress-secant-modulus relationship, was approximately linear, and the stress-tangent-modulus relationship was approximately a second-order polynomial function. Equations were generated from these curves, providing numerical modelers with a means to estimate gob moduli based on the stress level. In addition, the experimental data were statistically evaluated using multiple regression analyses, producing a series of equations to predict the secant and tangent moduli from the given stress level, bulking factor, rock strength, and thickness-to-width shape ratio of the particles.

In mechanized tunnelling operations, performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequately dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole project. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer’s point of view.

The Phoenix mine on the Mararoa Reef at Norseman, Western Australia, provides an outstanding: AUstralian instance of the recurrence of payable ore beneath the bottom of an abandoned mine, and an interesting and instructive example of the development ofideas with regard to ore recurrence in a particular district. The Mararoa Reef is the most productive of several hypothermal goldquartz vains in pre-Cambrian basic volc81olics which strike northsouth and dip on the average, 45 degrees east. The Phoenix minewas abandoned at 500 ft. vertical depth after producing 342,000 tons of 9.9 dwt. recovery grade (equivalent to nearly half of the total production of the Norseman field) from a 2,500 ft.. long, horizontally disposed oreshoot, which is reported to have had an ore outcrop only 30 ft. in length.Interest in the field was revived in 1933, and by 1941 new ore mined and developed on the Mararoa Reef by Central Norseman Gold Corporation N.L. amounted to approximately 700,000 tons of 6.7 dwt. recovery grade. In the same period another oreshoot of similar size and grade was developed by Norseman Gold Mines N.L., south of the old Mararoa company's site. As shown by the plans, the ore occurs in discontinuous shoots. The intervening area of shear is poor in quartz as well as in gold. Geological work on behalf of Western Mining Corporation Ltd., and Central Norseman Gold Corporation N.L. has been in progress in the mine and in the field more or less continuously from 1913 to 1941 and again since 1946. This paper describes the successive advances in the understanding of the exploratory problem up to late 1941, to which several investigators have contributed. H. E. McKinstryl visited the mine and recognised that the ore occurred primarily on the flatly dipping sections of the vein, as distinct from the steeply dippingsections, in a wide shear zone with reverse movement. Many of the flatly dipping fractures were seen to exhibit tension phenomena and to link one shear plane to the next below on the footwall side. Today, with the necessity of timely, on-budget and high quality completion of projects, proper use of construction equipment is essential to ensure project success. Construction equipment places a large monetary burden on the project and if not utilized efficiently, it can result in economic losses. Cranes are one of the most important and expensive operational devices on construction sites. They play a central role, and often activities that rely on crane services fall on the project?s critical path. Currently, material-handling scheduling is done by the crane operator or by an on-duty superintendent using his/hers personal judgment, making the process manual and timeconsuming. Thus, developing an optimal schedule, which considers different dynamic constraints in construction job site, may not be possible based on the current practice. This leads to longer operation times and a negative impact on project cost. This paper presents the latest results of an ongoing study, which aims to design and implement a nearreal time crane operation decision support system to be utilized directly by the crane operator or as an aid for the superintendent in scheduling optimal operation services. This system has several advantages such as maximizing the efficiency of crane operations, guaranteeing the best operation possible to reduce the crane?s travel time, reducing crews and equipment idle time, and minimizing the dependence on subjective human judgments.

THIS REPORT gives results of an investi¬gation of the carbonizing properties of coals from Pittsburgh bed, Jamison No. 9 mine, Marion County, W. Va., and from Upper Freeport bed, Bull Run No. 1 mine, Preston County, W. Va. The study included Bureau of Mines-American Gas Association tests at 800° and 900° C. and various chemical and physical tests designed to evaluate the plastic, expanding, and agglutinating properties of coal. A blend of each coal was carbonized in the 500-pound slot oven. The carbonization sample of Pittsburgh coal contained 2.7 percent moisture, 35.8 percent volatile matter, 54.4 percent fixed carbon, 7.1 percent ash, and 0.9 percent sulfur. It contained 60.9 percent fixed carbon on the dry, mineral-matter-free basis and had a heating value of 14,780 B. t. u. per pound on the moist, mineral-matter-free basis. It therefore ranks as high-volatile A bituminous and was blended with low-volatile Pocahontas No. 3 coal. Upper Freeport coal contained 2.8 percent moisture, 27.7 percent volatile matter, 60.9 percent fixed carbon, 8.6 percent ash, and 1.0 percent sulfur, as carbonized. It contained 69.5 percent fixed carbon on the dry, mineral-matter-free basis and therefore ranks as medium-volatile bituminous. It was blended with high-volatile A Pittsburgh coal from Allegheny County Pa.

In modern warfare, mica is truly indispensable. Coordination of combatant units necessitates maintenance of intricate communications equipment, in the construction of which high-grade sheet mica is essential. Scrap, ground, and the poorer qualities of block mica, which are less essential to the military program, are not considered in this paper. Furthermore, as the paper is designed primarily to assist mica miners, mica derivatives, Such as splittings and films, also are excluded from discussion. Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. "Measurements obtained during load testing of two steel H-piles driven at a site in Northeastern Mississippi are discussed. The general site conditions, equipment used, testing procedures and results of the pile load tests are presented. Both piles were tested in compression and one of the piles was subsequently tested in tension. The piles were instrumented with strain gauges and extensometers to measure the mobilized soil resistance and pile movement. Three different “zero strain” conditions were used to determine the mobilized soil resistance and residual loads due to driving or a load cycle. It was concluded that the effect of residual loads on driven piles could be significant. Driving residual loads influenced the magnitude and distribution of the load transfer curves more than those due to a load cycle. Results of the tension test were impacted by the residual loads from the previous compression test performed on the same pile.INTRODUCTIONSeveral factors affect the performance of a deep foundation system including the subsoil conditions, loading settings, pile type and installation method. Residual stresses develop in piles particularly due to pile driving, but they are typically not accounted for in the analysis (Fellenius 2002). Siegel and McGillivray (2009) presented an assessment of residual loads measured during load testing of instrumented auger-cast-in-place (ACIP) piles. The magnitude and distribution of residual stresses along the pile shaft and toe depend on the pile installation method, previous load cycles and time effects. Poulos (1987) reported that residual load due to driving at the pile toe is independent of pile driving equipment and may significantly affect the results of a pile load test. Hunter and Davisson (1969) reported results of pile load tests performed in compression on fully instrumented piles driven in cohesionless soils along with a discussion of the effects of residual loads. Tension loads of about 445 kN (100 kips) were measured at the pile toe after driving. Unloading residual compression load at the toe was detected as “apparent” tension since the instrumentation was zeroed prior to the test. The researchers suggested a graphical approach to obtain the “corrected” load distribution curves considering that residual load will dissipate following the tension test. Holloway et al. (1975) conducted a study on the effect of residual stresses due to pile driving and developed a computer software that accounts for residual loads. Briaud and Tucker (1984) suggested a method to account for residual loads based on the results of 33 pile load tests performed in mostly cohesionless soils."

Introduction The first experiment in underground gasification of coal in the United States was conducted at Gorgas, Walker county, Alabama, under a co-operative arrangement between the U.S. Bureau of Mines and the Alabama Power Company, at the suggestion of the Power Company. The test was conducted on property of the Alabama Power Company, that owns some 19,000 acres of coal-bearing lands on which there is developed a highly mechanized mine producing some 2,500 cons of good quality steam coal per day. At the same locality ?there is a 200,000 kilowatt steam plant one of the largest in the southern portion of the United States. The Alabama Power Company owes much of its beginning in 1912 to British vision and courage. The original plans for building hydroelectric plants in Alabama, and for the construction of necessary transmission lines, were submitted to Sperling & Company, bankers of London, who agreed to underwrite certain bond issues, the proceeds of which would be used in launching the new Company on its programme. The set-up by which these funds from England were received was through an intermediary Canadian company, which the English investors desired. The Canadian company - Alabama Traction, Light and Power Company, Ltd. became owner of the securities of the Alabama Power Company and marketed its own securities through the banking house of Sperling & Company. Without assistance at this time the Alabama Power Company could not have gone ahead with its programme of expansion and the bringing together of the properties necessary for laying the foundation for a strong Company, fortified with ample power resources essential for future requirements and for dependable service to the public.

THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. Frontier/Traylor Joint Venture is presently constructing a section of the Tri-County Metropolitan Transit District of Oregon's (TRI-MET) Westside Light Rail system. This new section will extend Portland's existing transit system to the western suburbs of Beaverton and Hillsboro. The drill-blast excavations at this project include 10,000 feet of 20 foot tunnel, 18 cross passages, three shafts, an underground railway station, and a U-wall open cut. From a blast designer's perspective, this job has been extremely challenging. Blast vibration is limited to 0.5 ips at 200 feet or at the nearest structure, and airblast is limited to 129 dB -- linear peak and 96 dB -- C scale. The tunnels pass under heavily built up areas and have top of tunnel to surface cover distances as low as 70 feet. Surface blasting in the 26,000 cubic yard U-wall excavation was limited to five short nighttime periods due to its proximity to the very busy highway 26.

Durability risks for underground facilities can be underestimated during design phase as compared to well-known geological risks. However, unclear durability requirements can result in construction schedule delay and change orders. Unlike bridges or buildings, a unified underground durability code or standard does not exist. This paper will provide a durability approach for underground facilities, including degradation modes, mitigations, and compliance measures during construction. In addition, this paper will address how to clearly specify durability requirements in a contract document to reduce disputes during construction and discuss key durability tests that are time consuming and will impact construction schedule if not timely planned.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

"The name bentonite has been applied to a group or series of clay-like materials characterized by an alkaline oxide and alkaline earth content of 5 to 10 per cent, fine grain Giza, high absorptive powers, and usually very strong colloidal properties.Bentonite probably represents no mineral of fixed composition, and its physical properties vary considerably. The type material from Wyoming is light yellow or greenish yellow in color, but from other localities it may be cream colored, white, gray, pink, dark brown or even black. It is exceedingly fine grained, very plastic and highly absorbent. The appearance may be dull or powdeay, but a freshly cut surface usually has a waxy luster. Some varieties have the appearance of wax and may be cut into very thin, translucent shavings. The fracture of the type material is roughly conchoidal, that of other varieties is platey and shale-like, while still others have no typical fracture. Bentonite is highly absorbent; .hen wetted it will absorb more than three times its weight or seven times its volume of water. Some varieties when wetted with water expand to more than six times (some experimenters report eight times) their original volume. The wetted material is exceedingly smooth and soft and feels like soft soap. Unlike most clays, bentonite is easily fusible at a comparatively low temperature.Under a high-power microscope bentonite seems to consist of extremely small, more or less rounded, grains of uniform size, but the texture of most varieties is so fine that individual grains can not be distinguished.Some varieties when finely ground and thoroughly agitated with water will stay in suspension indefinitely, forming a translucent gelatinous mass. The addition of small amounts of acids or sodium chloride seems to have little or no tendency to raid coagulation or settling. Other varieties of similar analysis and appearance go into suspension more easily, but settle out again in a comparatively short time. It has been suggested that the material which stays in suspension indefinitely is a true colloid of the emulsion or lyophilic type."
