The Expert Scheduling is a new, exciting method for scheduling underground and open-cut coal mines. A key feature of the Expert Scheduler is the adoption of an expert or artificial intelligence system. The expert system makes decisions regarding the schedule, such as which area should be mined. With existing scheduling systems these choices are made by the scheduling engineer. Developing one area may be better than another if it offers better quality or lower costs. Information the engineer considers in these decisions could be; • coal tonnage and quality targets, • equipment utilisation, • mining cost, • and other practical constraints. In expert scheduling a number of experts are appointed to make these decisions. A number of mining strategies are examined for each period. Information for each strategy is evaluated by "experts" and the "best" solution adopted. The method is based on the Blackboard Techniques. With this technique information is presented to "knowledge sources” or "experts" by the Blackboard Controller for their "opinions". These "opinions" are examined by the Blackboard Controller to select the best strategy. Engineers can readily add experts to the system, and modify the weighting of experts to suit mining conditions. Using an Expert Scheduler means that many schedule op- tions can be analysed quickly with full repeatability.

Attendance exceeded 4,500 minerals professionals from all over the world at SME's March 9-11 Annual Meeting and Exhibit in Orlando, FL. The exhibit, of more than 600 booths, featured 398 of the mining industry's premier suppliers. The keynote session, "Change makers in the industry," opened the meeting. The session featured Jeffrey Clevenger, president of Cyprus Climax Metals; Mark Baker, senior vice president of Modular Mining Systems, a division of Komatsu; and John Correnti, vice chairman, president and chief executive officer of Nucor. The SME meeting also featured four specialty programs: Bulk materials handling by conveyor belt, Latin American perspectives, plant operators' symposium and waste characterization and treatment. Also open to attendees were more than 60 technical sessions encom¬passing coal, the environment, industrial minerals, mining and exploration, minerals and metallurgical processing and minerals resource management. Ed Dowling was the chair of the 1998 SME technical programming committee. And Dowling, director of process management and engineering for Cyprus Minerals, acted as the host of the SME keynote session. Dowling said the mining industry has undergone incredible change over the last decade. And the forces of change continue to accelerate. These changes include globalization, regulatory pressures, technology, labor, competition, pricing and other market influences, he said. With that in mind, the SME program committee selected as the theme of this year's SME Annual Meeting, "The changing world of mining ... our role." Given some of the current commodity prices, Dowling said, the theme is timely. He also noted that a large percentage of the 60 technical sessions spoke to the evolving operational and business aspects of the mining industry as the industry crossed international boundaries. The keynote session mirrored the meeting theme by focusing on the increasing challenges and required changes the minerals industry faces. Dowling reminded keynote attendees that change is not a new idea. He said Benjamin Franklin described three types of people: Those who are immovable, those who can be moved and those who are movers. And so it was appropriate that three of the most forward-thinking movers in the business - Clevenger, Baker and Correnti - address the keynote session, Dowling said. John Callaway moderated the keynote session. He is senior correspondent for WTTW TV, the public broadcast station in Chicago. For the past 13 years, Callaway has served as host of WTTW's award-winning, primetime news analysis program, Chicago Tonight. Callaway said that the keynote changemakers are recognized as industry leaders whose vision has led to significant business transformation and results. "INTRODUCTION Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers, and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee Gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5oC to a high of 13.6oC, while in situ ore temperatures ranged from -0.5 to about -1.5oC. The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary. MODELING OBJECTIVES The successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. The operational parameters that were evaluated with the model included: • Burial depth of irrigation lines to prevent freezing during the winter months; • Variation in the temperature of the applied leach solution (to simulate heating of recirculated solution); • Variation in the rate of irrigation including seasonal variations between winter and summer months; • Seasonal versus year-round stacking of ore (to simulate the impact of the initial temperature of each ore layer as it is stacked); • Seasonal versus year-round crushing and stockpiling of ore, including the option to stockpile ore on the leach pad in the winter (i.e. stack but not leach fresh ore in winter); • Start date for seasonal stacking; • Variation of the heap geometry over time (both vertical and lateral expansion) and the associated heat storage within the heap; • Use of thermal covers (gravel or geomembrane) over the ore during the winter months; and • Effect of crush size on heat loss during crushing, stockpiling and stacking."

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

Lithium bearing lepidolites from three deposits in the province of Goias in Brazil were investigated to determine whether there is a correlation between the lithium content of the mineral and the colour of lepidolite and associated tourmaline. Such a correlation can be a useful guide to field geologists for outlining high grade ore zones. It was found that mauve-pink lepidolite associated with pink tourmaline, and brownish lepidolite associated with black tourmaline have high lithium contents, but the colour of lepidolite is not due to lithium. The pink colour of lepidolite and tourmaline is likely to Mn3+, and the brownish tint of lepidolite and black colour of tourmaline to Fe3+. Lepido lites appear to be lithium-rich when the lepidolite and associated tourmaline contain relatively high amounts of Mn3+ and/or-Fe3+.

The dissolution of gold in cyanide_ leaching has been we11 published with the genera1 acceptance that gold is oxidised by oxygen and stabilized by complexation with cyanide [1]. The dissolution of gold is essentially an electrochemical process. The rate of the anodic gold dissolution is controlled by the cyanide concentration. - (2) While the cathode reduction of oxygen is controlled by dissolved oxygen concentration - (3) There are a number of factors influencing the concentration of oxygen, and if 1owered substanth.lly will effect the efficiency of the leaching plant. These include: "' salinity "' temperature "'partial pressure "'oxygen consumption rate The use of pure oxygen for· cyanidation is only beneficial if oxygen is rate limiting, Conversely a slurry saturated with air (typically 5 - 8 ppm) may not be enough for maximum leach rate. The diagram below shows the maximum dissolved oxygen levels obtainable with pure oxygen and air. DISSOLVED OXYGEN (MAXIMUM) IN WATER At steady state, the rate of the cathodic reaction must equal the rate of the anodic reaction. Thus the rate of gold dissolution is dependent on both the· cyanide and oxygen concentrations. - (4) Using an average of Do/Den =· 1.5 [2] (where Do and Den are the oxygen and cyanide diffusion coefficients) the table below illustrates the maximum effective oxygen concentrations for given cyanide levels in clean water [3].

Renewed interest in the vast reserves of anthracite coal in eastern Pennsylvania led to the use of a numerical model for simulating the hydrologic effects of constructing an open-pit anthracite mine. The proposed mine would be approximately 1800-m (5900-ft) long, 1000-m (3300-ft) wide, and 300-m (1000-ft) deep. A two-dimensional, finite-difference, ground-water flow model was used to calculate ground-water seepage rates into the proposed mine, to evaluate the effectiveness of various deep-well dewatering systems, to calculate drawdown in adjacent wells and properties, and to estimate the capacity of the water-treatment plant. Site-specific values of pertinent hydrogeologic parameters were used in the simulations.

Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. The application of multiple point statistics (MPS) in oil studies has gained traction over the years; however, the use of MPS in mineral resource estimation and classification is still limited. This is despite MPS’ ability to deal with complex and heterogeneous geology better than the commonly applied two-point based methods. The availability and choice of a representative training image (TI) are often cited as the main challenge holding back MPS’ application in mining geostatistical studies. On the other hand, the general approach used in mining whereby early focus is on higher grade areas and lower grades are planned to be mined later presents a massive opportunity for the development of representative TIs. Mined-out areas provide large amounts of historical data that can be used to develop training images or training datasets that can be used to estimate in mining extension areas (often lower in grade), provided low grade areas are underpinned by similar geology analogue. This approach will enable more robust estimates in mine/pit extension areas for both high- and low-grade extensions than with traditional two-point geostatistical methods.

An easy to use microcomputer based geologic workstation fulfills this need and allows the geologist to independently process geochemical data. Functions necessary for geochemical data processing are: 1)Digitizing; 2)Communications; 3)Data base management; 4)Statistical analysis; 5)Mapping analysis; and 6)General purpose applications (ie: word processing). A geologic workstation that can perform these tasks will yield significant advantages in processing and interpreting geochemical data.

Computer Aided Design (CAD) systems are currently recognized as a necessary tool for the management of projects. Currently, CAD is used for TBM and conveyor setups, concrete lift design and overall constructability reviews. Typically, such CAD models exist only in 2 dimensions. The advent of more powerful computers, enhanced CAD programs and after market animation packages provides tremendous potential to the Tunneling industry. In particular, effective application of these technologies enhances cost, time and quality in field operations.

In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

For centuries tunnellers have made use of the experience of miners. In West German coalmining tunnellers have returned the impulses in recent years by giving the miners valuable stimuli with the result that a technology has evolved which benefits drill and blast heading, opens the door to TBM heading and has developed special measures for difficult strata conditions in deep coal mines. WHAT DO THESE ROCK HEADINGS LOOK LIKE? The main roadways dealt with in this paper have crosssections of 20 to 40 m2, big enough to allow the massive airflows needed to aircondition the mines. Because of the difficult strata conditions they have to be supported: in shotfired headings mainly with multi-element arches, in TBM headings with rings of 6 to 6.5 m diameter. In West German coalmining the majority of rock headings are blasted. The proportion of rock headings driven by TBM was 11 % in 1980 and 16 % in 1981, a rising trend expected to continue. Drill and blast headings Drill and blast headings are normally equipped with two or three-boom electro-hydraulic jumbos, electro-hydraulic crawler-mounted loaders with 1.2 m3 shovel capacity, a movable working platform and both chain and belt conveyors for dirt clearance to the minecar loading point. Fans and air-condition plant complete the equipment. Spacing between arches is usually 0.8 m. Investment for this type of mechanisation works out at around 1.3 m DM.

Short-hole horizontal degasification systems have been utilized in Island Creek's Virginia Division mines since 1986. These systems remove methane from the coal seam in advance of longwall mining. Without an in-seam methane drainage program, methane liberation rates from the longwall faces may exceed 0.47 cu m/s (1,000 cfrn), requiring 47 cu m/s (100,000 cfm) of air for adequate dilution capability. Optimization of the degas systems has enabled methane liberation levels and the associated ventilation requirements on the longwall faces to be reduced by 50 to 80 percent. Since the inception of the first degas system at the Virginia Pocahontas No. 6 Mine, Island Creek has developed an overall methane drainage program designed to maximize gas production and minimize ventilation requirements for methane dilution. Gas production from the degas systems is affected by four main design criteria: (1) hole location, (2) hole length and spacing, (3) collection system capacity, and (4) time available for drainage. Drilling equipment and materials for the gas collection system are selected to meet the necessary criteria while minimizing manpower requirements. Benefits gained from reducing methane liberation rates from the longwall faces are fourfold: (1) improved safety due to lower methane concentrations in the face area, (2) fewer production delays caused by excessive methane concentrations, (3) lower fan operating costs resulting from reduced air requirements, and (4) enhanced worker comfort resulting from lower air velocities and less dust generation.

On August 29, 1989, the Department of Labor, Mine Safety and Health Administration (MSHA), published a Federal Register concerning a new proposed rule on air quality, chemical substances and respiratory protection standards. As of this writing, their proposed rule has not become a standard. However, with little revision it could be expected to become a standard, and we in the mining industry will be expected to adhere to and enforce it.

The Eastern Shoshone and Northern Arapaho tribes of the Wind River Indian Reservation, Wyoming are interested in developing their industrial mineral resources. The U.S. Bureau of Indian Affairs (BIA), Division of Energy and Mineral Resources (DEMR) is assisting the tribes in evaluating the potential of their industrial mineral prospects for development. Gypsum occurs on both sides of the Owl Creek Mountains in the basal portion of the Jurassic Gypsum Springs Formation. The gypsum resources that are being evaluated crop out along the northern flank of the Owl Creek Mountains in the Sweetwater basin, a small topographic sub-basin of the Big Horn Basin. From October 1998, to April 1999, DEMR personnel mapped, sampled, and drilled the southcentral butte within the Sweetwater basin. Samples were analyzed for free and combined water, and major mineral oxides to determine gypsum purity. Gypsum purity averaged 93.6 percent for surface samples and 95.1 percent for drill core samples. The basal portion of the Gypsum Springs Formation is comprised of several beds of gypsum up to 9 feet (2.7 m) thick separated by 0.5 to 2.0 foot (0.15 to 0.61 m) thick lenses of siltstone and limestone. Overall gypsum in the formation ranges from 35 to 90 feet (11 to 27 m) in thickness. A resource of approximately 7 million short tons (st) (6.4 million metric tons [mt]) has been identified.
