"In order to protect public safety in the event of a deliberate fire attack, underground rail authorities are increasingly considering the need to design for arson-initiated fire scenarios. Where typical design fires for modern rolling stock mean a peak fire size is reached after 12 minutes, an arson-initiated fire reaches its peak within 2-3 minutes. We present the innovations required to successfully incorporate this requirement on a recent design-build project. In stations 3D modelling is used to optimise smoke reservoir designs, smoke chimneys, station boxes and tunnel geometry to allow coordination with structural requirements. In tunnels, novel coupling of one dimensional network modelling and 3D Computational Fluid Dynamics (CFD) is used to improve assessment of complex fire scenarios. Finally, the impact on tunnel structures is assessed through comparison with standard time-temperature curves and risk of explosive spalling. INTRODUCTION An increasing regulatory environment and the appreciable influence that terrorist incidents have had on public safety policy have motivated the need to protect against large arson fires, especially in civil structures and public transport systems. With a greater reliance of a growing urban population on underground subway systems, design of such infrastructure is continually being reassessed and developed worldwide. Underground rail authorities are paying increased consideration to the design of fires - with properties beyond the upper regions of growth and intensity - amongst arson fire studies. Use of fire hardened materials on modern rolling stock means fires caused accidentally can be expected to develop relative slowly. However, recent experiments involving large initiating fires (as would result from an arson attack) have shown rapid fire growth rates and flashover leading to greater maximum heat release rates, Hadjisophocleous (2012), White (2010), and Lönnermark, et al. (2015). This paper describes the challenges and innovations required to complete a detailed design to control smoke from such aggressive super-fast growing fires. Computational modelling is used to demonstrate the required smoke control design by configuring the mechanical exhaust system combined with careful coordination with the architectural and structural design. The design objectives are to provide tenable egress paths in accordance with NFPA 130 (2014) and fire-fighting access. Finally, analysis of the design fire is used to inform the tunnel lining design, reducing the risk of explosive spalling, protecting the asset in the event of a severe fire."

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)' These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn't generate toxic gases, is non-volatile, and is impervious to moisture [2].

Three substrates (MgO crystal, CaF2 crystal and Mg plate) were used to construct thin layers of Mg(OH)2. Various routes were used to modify these substrates, including surface hydration and sol-gel coating. In each case, it was found (by using Fourier transform infrared spectroscopy) that thin layers of Mg(OH)2 could be produced. In the case of hydrated layers, the surface morphology of the Mg(OH)2 resembles the bulk platelet shape of precipitated Mg(OH)2.

The success of Heavy Media Separation, the static sink-float process, is evidenced by the operation of an estimated 300 installations treating many millions of tons per year of a wide variety of mineral products ranging in value from gravel to diamonds. The static heavy media process is usually limited to the treatment of plus 1/4 inch material. Mr. Victor Rakowsky, who was largely instrumental in the development and application of heavy media separation, recognized the need for a new apparatus and process which would extend the application of heavy media into the finer size range without placing a restrictive limit on the top size of the feed. He recognized the requirement for the application of centrifugal force to augment the force of gravity in separating fines by sink-float techniques.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. NTRODUCTION In the mining industry, a "drill jumbo" is a drilling unit equipped with one or more rock drills and mounted on a mechanical conveyance. Jumbos range from single¬drill ring drills mounted on simple steel skids to sophisti¬cated multiple-drill units mounted on diesel engine powered carriers and equipped with automatic controls and sound-abatement cabs. Individual types of jumbos usually are designed for specific tasks such as fan drilling in sublevel caving operations. Some units, such as development jumbos, can be utilized for several functions in addition to their normal applications, e.g., for production drilling in room-and-pillar operations, stoping in cut-and-fill mining, etc. Mine operators can purchase individual components from manufacturers, assembling these components into a jumbo suitable for specific conditions. However, this requires that mine personnel have good engineering and mechanical abilities. Although manufacturers of jumbos maintain facilities for designing machines to meet con¬ditions created by new mining methods and unusual ap¬plications, the cost of the engineering and experimental work for new types of jumbos should be evaluated in terms of both costs and benefits; it may be advantageous to plan the mining operation so that existing and proven units can be utilized. GENERAL SELECTION CRITERIA Since the operating conditions vary in underground mines, the design of a jumbo must be selected to cope with the individual characteristics of the mine. The necessary considerations include access space into the working areas, grades expected to be encountered, radii of the curves, ambient temperatures, the characteristics of the rock, the acidity or alkalinity (pH rating) of the mine water, etc. Access to Mine Workings The mine workings must be accessible to the selected jumbo. Frequently, a jumbo must be disassembled at least partially to pass through the mine shafts. There¬fore, a bolted construction allowing disassembly into pieces of suitable size and weight is desirable in most applications. Type of Undercarriage Generally, a crawler-type undercarriage should not be used in trackless mines having acidic mine water. The acidic water causes an electrolytic action between the individual crawler parts and causes rapid corrosion and early failures. Propulsion A two-wheel drive on a pneumatic-tired jumbo is marginal for grades exceeding 12%. A four-wheel drive unit with good weight distribution is capable of operat¬ing on grades of up to 35%. At least 30% of the gross vehicle weight (GVW) should be carried on the steering axle; otherwise, the steering tires may not have sufficient traction on loose road surfaces and may "plow" instead of steer. To assure stable operation in mines with steep grades, the height of the center of gravity of the jumbo should be considered. It should not make the unit prone to rolling over on the steep grades that may be encoun¬tered. Turning Ability In confined working areas, a skid-steering or crawler unit has the best maneuverability. An articulated carrier is preferable when base-rotated parallel booms are being utilized. A rigid-frame jumbo with automotive steering is compact and economical, having lower maintenance requirements than the other two types. However, the turning radius of a rigid-frame unit is wider than either the skid-steering or articulated units, and this wider turning radius may be detrimental in mines with narrow drifts. JUMBO COMPONENTS Rail Undercarriages A mine with a rail-transportation system generally utilizes drill jumbos that are mounted on rail-type under¬carriages. With a light load and good weight distribu¬tion, this carrier may consist of a simple two-axle four-wheel platform onto which the boom-mounting brackets are attached. As the depth of the round and the penetration rates increase, the weight of the equip¬ment installed on the chassis also increases. The greatest problem with a heavy overhung load is balancing the carrier; a three-boom unit may require a substantial amount of counterweighting to maintain an acceptable 70% to 30% axle-load balance. Although lengthening the wheelbase helps balance the unit, a long wheelbase increases the turning radius, often creating problems on curves and sometimes requiring a swivel truck-type chassis. A good rule of thumb for a simple four-wheel undercarriage is to maintain a wheelbase length to track gage-width ratio that does not exceed 2.5 to 1.0. For a larger ratio, a swivel truck should be utilized. Swing-out outriggers or roof jacks help keep a jumbo in place during the drilling cycle. Usually, a rail-mounted jumbo is not self-propelled. Instead, it is maneuvered into place by a locomotive. Occasionally, several headings are being advanced in close proximity, and a self-propelled jumbo is con¬venient. In electrified mines, such a jumbo utilizes conventional battery-powered traction gear; in dieselized mines, hydrostatic drive components offer good flexi¬bility. The Cross Harbor Freight Movement Project is currently in the Environmental Impact Statement phase. The scheme is addressing alternative solutions to transport freight across the Upper Bay of New York Harbor, from New Jersey through to Brooklyn, Queens and Long Island. Amongst the alternatives being assessed are two tunnel options; from the north shore of Staten Island through to Brooklyn, and from Jersey City to Brooklyn. These tunnels are approximately 30,000 feet in length, and with up to17,000 feet under the Harbor, would make it one of the longest undersea crossings in the world.. The paper addresses the development of the project, from the Major Investment Study through to the current EIS, and describes the tunnel schemes that are being taken forward. The geological conditions that will be encountered, proposed construction methods, and the ventilation issues associated with such major undersea tunnels will all be described.

This paper presents the results of a recent study on the development of an in situ testing method for determining coal strength in mine pillars. The strength testing is performed in the horizontal holes drilled into the coal rib using a penetrometer, which is an hydraulically powered device that uses an indenter to press on the surface of the borehole until the load reaches the failure point of the coal. The pressure and the penetration of the loading pin are recorded by a data-acquisition unit. The results collected from several coal mines indicate that this testing method is ideally suited for the realistic coal strength measurements. The new testing system not only improves the accuracy of the pillar-strength determination, but it is more cost efficient than the conventional method.

Laboratory tests were conducted by the U.S. Bureau of Mines to determine the respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Exhausting face ventilation was varied from 3,000 to 9,000 cfm (1.42 to 4.25 m3/sec). Spray-water-flow was varied from 15 to 35 gpm (0.057 to 0.132 m3/min), while nozzle operating pressure was varied from 80 to 200 psi (5.62 to 14.06 kg/cm2). Results from gravimetric dust samples indicated that airflow had the greatest individual impact on reducing dust levels, with return and operator concentrations reduced by as much as 57% and 99%, respectively. Interactions between dust control parameters were found to be significant. Often, these interactions defined a level of application for a control parameter where further increases in that parameter failed to produce additional reductions in dust concentrations. In several cases, increases in a control parameter resulted in higher dust levels at the operator&apos;s location. These higher dust levels were attributed to additional rollback and/or airflow turbulence. Regression modeling indicated that increases in airflow to 8,400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.84 kg/cm2) typically were beneficial at the operator and return sampling locations.

The turning bands method for the simulation of spatially correlated data in two or three dimensions requires that the relation- ship between the covariance obeyed by the realizations first generated on lines, and the covariance of the two or three dimensional process must be solved. In three dimensions the solution is immediate, but in two dimensions the integral equation relating the covariances of the one and two dimensional processes is more complex. This is solved in this paper and is applied to the most common model used in ore deposit description, the spherical covariance.

As time progresses, new concerns regarding long-term post-mining effects are identified, increasing mine closure costs. Regulators responding to public interest must take a “worst case” view and require post-closure monitoring or remediation processes. Although closure costs depend on the size and type of operation, general cost categories are defined, and median values (per acre, or per unit of production) are identified. Closure cost categories, as well as amounts, have increased with time. Except for increased efficiency in earth-moving and water management (surface or subsurface), there are no apparent offsets to a steady rise in closure costs. When the historical trend of closure costs is considered, it is probable that additional cost categories will come into being. For mine operators, the challenge will be to anticipate them and devise cost-effective remedies.

In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.

The Colorado Department of Highways awarded a contract to construct the Second Bore of the Eisenhower Tunnel in August, 1975. The contract was completed June 29, 1979, nine days ahead of schedule, with¬out major claims or delays. The tunneling involved complex construction through difficult ground conditions. The contract, plans and specifications were specifically planned to more equitably share the risks involved and to minimize adversary relationships. The Department produced a detailed tunnel design and maintained responsibility for the design. The contract employed some new provisions; e.g., a review board for settlement of claims and disputes; escrow documents (contractor&apos;s bid documents) to determine the contractor&apos;s basis of bid when determining adjustments. The tunnel contract, plans and administrative efforts employed by the owner and contractor were very successful in this project.

A preliminary evaluation of a new in-stream particle size analyzer has been carried out using materials obtained from a taconite plant in Northern Minnesota. Results are reported for bench scale, pilot scale and full scale tests, the latter being carried out in a taconite plant concentrator. The unit employs a novel scanning laser microscopy principle and details of the equipment configuration and operating principles are presented and discussed. Data acquisition is via an eight channel digital electronic system and particle counts are collected on the basis of reflected light pulse time intervals which are a direct measure of particle size. Output is available as an eight point individual or cumulative size distribution or as computed averages. The practical aspects of sample point location and flow requirements for reproducible results are outlined and discussed.

Team, as defined by Katzenbach and Smith (1993), is a small number of people with complementary skills who are committed to a common purpose, performance goals and approach for which they hold themselves mutually accountable. As the mining industry searches for new ore discoveries increasingly under post-mineral cover, the process of mineral exploration has taken us from prospector to geologist to multidisciplined explorer to multi-disciplinary team. Multidisciplinary exploration techniques have improved in terms of sensitivities and penetration and more than ever before each technique requires specialists with appropriate training and skills to process data and interpret results. To produce a quality product, specialists must collaborate openly and honestly in an atmosphere where the collective result takes into account the knowledge and expertise of each individual and the relationships between all pertinent data sets.

In this paper several leaching tests were per-formed to optimize the leaching section of a hydrometallurgical process for the recycling of alkaline and zinc-carbon batteries. Zinc and manganese oxides were dissolved by an acidic-reductive leaching using sulphuric acid and oxalic acid as reductant. Leaching tests were developed according to a full factorial design. The operational variables were pulp percentage, sulphuric acid concentration, temperature and oxalic acid concentration. Additional tests were performed to evaluate the precipitation rate of Mn and Zn oxalates. Finally a hydrometallurgical process were proposed for the recycling of alkaline and zinc-carbon batteries, in which Zn and MnO2 are recovered from purified solution by electrowinning: Zn is recovered as metallic compound, while Mn can be recovered as electrolytic manganese dioxide (EMD), but recovery of further manganese compounds is possible with simple process changes.

Controlled-blasting experiments in small development drifts were conducted at CANMET&apos;s Experimental Mine in 1992 and 1993. The objective of these experiments was to develop suitable controlled-blasting techniques for small development headings that are drilled by jackleg with 32-mm-diam holes. The experimentation was also aimed at providing insight into blast-damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rock-mass structural data. The drift faces were approximately 2.4 by 2.4 m (7.9 x 7.9 ft) in size with 36 to 43 holes drilled to a depth of 2.4 m (7.9 ft). Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO was used as the main explosive and decoupled 19-mm (0.75 in.) diam semigelatin dynamite charges were used in the perimeter holes. Smooth-blasting techniques and presplitting were tested in the underground mine. All of the blasts were monitored with a multichannel blast-vibration monitor, to which was attached sets of high frequency geophones and accelerometers. These experiments demonstrated the efficiency of controlled-blasting techniques for the reduction of blast damage and also demonstrated the need to improve the safety and efficiency of using explosives.

The drill-and-shoot excavation of the two underground Pumphouses for the Metropolitan Sanitary District of Greater Chicago&apos;s Mainstream Pumping Station is described. The construction sequence involved the concurrent excavation and support of the two 19.2 m (63 feet) wide by 83.6 m (274 feet) long by 29.3 m (96 feet) high caverns. Excavation was interrupted after taking the 6.1 m (20 feet) high top heading in order to cast-in-place a 0.2 m (8 inch) thick by 19.2 m (63 feet) wide concrete arch. The remaining 23.3 m (76 feet) of rock was then excavated in benches below the concrete arch. PROJECT DESCRIPTION Twenty-four kilometers (15 miles) southwest of the city of Chicago, Peter Kiewit Sons&apos; Co., in a joint venture with John F. Shea Co., and Kenny Construction Co., has successfully completed the construction of the Mainstream Pumping Station for the Metropolitan Sanitary District of Greater Chicago. The five year, 169 millon dollar project is a vital component in Chicago&apos;s Deep Tunnel and Reservoir Plan in that its function is to lift the sanitary/ storm sewage back up to grade from 107 m (350 feet) below ground, and pump it to the treatment facilities 8 km (5 miles) away.
