INTRODUCTION Cross, et al. (1974), produced a retrospective study of standard setting for underground miners. This report had two distinct components; i) criteria of importance for the protection of the miners, and ii) economic considerations for standard setting. The methods for setting radiation safety standards reviewed were: dose calculations and consensus methods; epidemiology; pathology; bioassay; animal experiments; sputum cytology; chromosome aberrations; and, the Mantel-Bryan Model. By looking back, the authors intended to enable officials to look ahead in making future decisions based on reasonable conclusions. Now it may be time to consider underground miners' protection from another perspective: are there miners who may be especially susceptible to toxic environments?; and if so, are there any biomedical assays that might be indicative of exceptional sensitivities to toxic substances? The human population is genetically very heterogeneous. The data of Saccomanno, et al. (1973), reveal great variability in individual response to radon daughter exposure and only a small portion of the miner population subject to toxic inhalants develop squamous cell metaplasia (Saccomanno, et al., 1970). The majority of the miner population is either not susceptible or is resistant to the toxic agents. This information suggests the existence of a small subpopulation with increased sensitivity or reduced resistance and underscores the need for indicators from biomedical assays that might prove of value for the detection of such individuals. The heightened awareness of the contribution of pollutants in the environment for the potential induction of mutations and carcinogenesis lead to a profusion of short-term bioassays to circumvent the high cost and time-consuming large toxicity animal studies. Over 100 bioassays across taxa from microbes to man are at various stages of use or development (Hollstein, et al., 1979). Less than a dozen tests currently offer early promise for application to[ in vivo] effect studies of man. Many are still in early development, lack the sensitivity needed for a retrospective or prospective study at current permissible exposures, are impractical to conduct in the field, or are not cost effective. The purpose of this paper is to review some of the bioassays that may now, or in the near term, prove applicable for the detection of individual underground miners with increased susceptibility to toxic agents. Throughout this statement, it is assumed that any single test may give false negatives or false positives and, therefore, a tier of tests should be investigated. The possible tests are in various stages of development; some tests better proven than others with a firmer data base and, therefore, with greater probability of usefulness. Some of the less proven assays are not ruled out if they have practical or theoretical promise as indicators. Table I summarizes the assays critiqued for their potential to monitor the effects of [in vivo] exposure to genotoxic substances. POTENTIAL INDICATORS OF HIGHLY SENSITIVE MINERS Assays of Body Fluids It is desirable to have data on the agent(s) to which subjects are exposed when humans are monitored by biomedical effects. Obviously, to varying intensity, the underground mining environments are monitored for radon daughters and it is recognized that the miners are also exposed to other pollutants, most notably, uranium ore dust and diesel fumes. Further testing for the metabolites of the pollutants can be done on body fluid, urine. [High Performance Liquid Chromatography (HPLC)]: This is a very sensitive method for the detection of mutagenic metabolites in urine. The urine is treated with the enzyme sulfatase and beta-glucuronidase to permit identification of substances that are made nonmutagenic by conjugation as glucuronides. The sample is then passed through an XAD-2 resin column and the absorbed organic molecules eluted with acetone. The sample is then split and evaporated to 1 ml and used for direct chemical analysis using HPLC. One drawback to the test is the inability to measure cumulative exposure, but multiple samples can be obtained and comparison to baseline (control) and exposure samples can reveal qualitative differences as a consequence of exposure to mutagens. [The Ames/Salmonella Microbiological Assay]: The Ames/Salmonella microbiological mutagen test is the most extensively used short-term bioassay, with over 2,600 chemicals having undergone testing by this method (Hollstein, et al., 1979). The method, thoroughly worked out and tested for 10 years, consists of taking the second split urine sample from the HPLC preparation, evaporating to dryness and dissolving in dimethylsulfoxide (DMSO). INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

An extensive drilling and laboratory testing program indicates that diagenetic dolomitization of the Oligocene Sombrerito Fm. limestone, southwestern Dominican Republic, is detrimental to the usefulness and quality of the potential construction aggregate resource. The first part of this program was the collection, photographing, and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I (youngest) approximately 10 m of white, dense marine limestone; II, approximately 5 m of white, interbedded dense and chalky marine limestone; III, 2+ m of tan, chalky calcitic dolomite. Unit I has been often altered by lateritic weathering and/or dolomitization; Unit II is often altered by dolomitization. The quarry layers were individually crushed, by core, into coarse aggregate sizes for chemical and physical (specific gravity absorption, MgSO4 soundness, sand equivalent, and LA degradation) analyses. The non-weathered units decrease in coarse-aggregate yield and quality with depth and dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value, an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average 5-cycle MgSO4 soundness by about 17%.

Two types of factors direct the search for gypsum deposits-geologic factors and economic factors. The prime control and major economic factor is the market for the possible products. The major geologic factor is the control of the depositional environment, which determines whether or not a deposit exists within a given market area. After discovery of a deposit, the distinction between economic and geologic factors is not as clear as before, and the geologic characteristics of the deposit become the economic factors in evaluating the deposit for production and processing. The geologic characteristics are concerned with 1) the gypsum rock, 2) the host or country rock, and 3) geologic fluids, such as gas and water. Prospecting includes both original discovery and the continuing information-gathering period. During this time the above three characteristics of the deposit are determined, usually from core drilling, from phenomena observed during drilling, and from the core and hole. Important information and means of gathering it include sample analyses, sample volume, impurities and their distribution, water levels, aquifer tests, permeability measurements, rock strength tests, rock and overburden thicknesses, rock types, and direct observations of water and gas. Data gathered or inferred from all of these determine the mining or quarrying geometry and environment: which in turn determine the equipment, development, production, and processing costs. Impurities in gypsum deposits are very important in manufacturing processes. The impurities and their effects vary widely from inert minerals with little effect to reactive minerals with strong and mostly detrimental effects.

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

Aerial photography is a recognized and integral part of the search for petroleum and for the metallic ores, but its application lags seriously; in the search for the industrial minerals This is, in all probability, a result of the relatively stringent economics of the various industrial mineral industries. The oil and mining companies (particularly the oil companies) can afford generous exploration budgets and thus can experiment with unorthodox approaches such as photogeology. The industrial mineral industry is more restricted, and up to now has relied on less sophisticated methods of exploration. The industrial minerals have been generally defined as those materials extracted from the earth that are neither metals, metallic ores, fuels, nor ground water. Any group chat must be defined in such a negative manner, by citing the things that they do not include, must in themselves be extremely diverse in character. This is truly the case for the industrial minerals; the full list of industrial minerals is incredibly long and tends to increase year by year.

Introduction The Gold Quarry gold deposit is the largest bulk tonnage epithermal gold deposit in northeastern Nevada to be developed by Newmont Gold Co., formerly known as Carlin Gold Mining Co. Exploration and development of the deposit extended over a period of nearly 50 years before bulk tonnage mining became economically feasible. Proven reserves at Gold Quarry are currently estimated at more than 255 t (8.2 million oz.) of gold, accounting for more than 40% of the total Carlin Trend mineable reserves for 1986. Milling began in late 1985; dump leaching of lower grade ores began in May of 1986. The mill has exceeded the initial design throughput rate of 6.3 kt/d (7000 stpd) and is now processing more than 8 kt/d (9000 stpd). The dump leach facility will process more than 7.3 Mt (8.1 million st) of lower grade ores in 1986. The Gold Quarry ore body is to be developed by an open pit that will eventually be 1830 m (6000 ft) long, 1220 m (4000 ft) wide and 300 m (1000 ft) deep. The mine currently produces 77 kt/d (85,000 stpd) on a 24-hour-a-day, seven-day workweek. Planned pit production will increase to nearly 168 kt/d (185,000 stpd) in 1988. Production equipment currently includes one Demag H-/285, three Komatsu PC-1500 hydraulic shovels, two Cat 992C loaders and 21 90 to 135 t (100 to 150 st) haul trucks. This paper discusses recent Federal Bureau of Mines research on the selective flocculation of various minerals with insoluble crosslinked starch xanthate (ISX). ISX is insoluble, has a shelf life of over a year when kept cold, and has a higher molecular weight due to cross linking than the soluble noncrosslinked starch xanthate used in previous flocculation studies on nonsulfide minerals. ISX readily flocculates a number of sulfide mineral fines but not silicious gangue. Floc formation, floc size, and settling rate are strongly dependent on pH, with the pH dependence differing for each mineral. Bornite has been selectively flocculated from bornite-quartz mixtures, and the bornite-containing flocs were separated from the unflocculated quartz using decantation and washing procedures.

Teeter-bed (i.e., hindered-bed) separators are used throughout the mineral processing industry for both classification and density separation. The high capacity and sizing characteristics of these units make them ideal for feed preparation prior to coarse flotation (+0.100 mm) circuits. Teeter-bed separators are typically easy to control with two basic operating parameters including fluidization water rate and bed level. However, data show that these two parameters greatly interact with one another. Given this finding, a high-level automatic control scheme was developed and implemented on a full-scale separator. In addition, dialogue with plant operators has led to several simple changes to an already established design that improves operational and maintenance characteristics.

In previous reports by Hausel et. al., (1979 a, b, and c), Leighton and McCallum (1979), and McCallum (1974;1979), several exploration procedures were examined as to their effectiveness in locating kimberlite intrusives in northern Colorado and southeastern Wyoming, where approximately 90 kimberlites have been recognized within 5 districts (Figure I). Briefly, geological mapping and stream sediment sampling for indic- ative heavy minerals of kimberlite (pyrope garnet, chrome diopside, and magnesian ilmenite) proved to be the two most effective methods in isolating kimberlite occurrences within the granitic terrain of Colorado and Wyoming (Hausel et. al., 1979 a, b, and c; Leighton and McCallum, 1979). Where a kimberlite intrusive is deeply weathered, remote sensing using color and color infrared aerial photography may be a potential reconnaissance tool in kimberlite exploration. The kimberlitic eluvium supports thicker grassy vegetation, and at least one species of grass (the Bluebunch Wheatgrass) is found to grow only within the eluvium. The result is that vegetation in the kimberlitic eluvium is a better infrared reflector than the vegetation in the surrounding granitic soils (Hausel et. al., 1979 b; McCallum, 1974

Several researchers in the last 20 years have developed computer simulation models for designing coal mine belt systems. A careful review of these reveals that each omitted or oversimplified important factors, especially in belt loading. To remedy this, the coal mine belt capacity simulator (CMBCS) was developed to include various types of probability distributions, delays, and longwall and continuous haulage. CMBCS is computer coded in FORTRAN and employs the Monte Carlo simulation technique. Basically, the model simulates the loading and corresponding flow of coal through a belt system. By recording spillage and belt stoppage statistics for the simulated flow, belt and surge bin capacities can be evaluated. A complete user's guide is available. The modeling and verification of CMBCS are briefly described, and its major advantages and disadvantages are explored.

Dense medium cyclones are the preferred means for cleaning 112 in. x 14 Mesh to 28 Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2 mm) down to 14 Mesh to 28 Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

"Knowledge of the abrasion resistance of aggregates is important when using them for asphalt and concrete mixes and highway construction materials. In this study, the usability of natural building stone waste as aggregates for different engineering applications was investigated. To this end, test samples were obtained from a number of natural stone quarries and stone cutting factories. The abrasion tests were carried out on the test samples and results were compared between samples. The abrasion strength values were determined with both the Micro-Deval (MDe) and the Los Angeles (LA) abrasion test methods. A correlation coefficient was also determined between the LA and MDe tests results using an appropriate statistical model.Introduction The rapid consumption of natural resources has led researchers to work on the efficient utilization of such resources. To this end one can convert waste into useful raw materials, or determine alternative uses of the industrial waste materials. This has become increasingly important as storing or dumping waste may result in environmental problems. In addition, the use of industrial waste in a different application of the construction industry prevents rapid consumption of limited natural resources and can mitigate environmental problems related to raw material production, Industrial waste such as blast furnace slag, fly ash, building demolition material, marble waste and dismantled asphalt have been used as highway and concrete materials (Ahmed 1993, Ramaswamy and Aziz 1992, Schroeder 1994, Ceylan and Manca 2013, Holtz and Eighmy 2000, Hebhoub et al 2011). It is very important to analyze whether these aggregates are of the required quality in terms of their application and their economic life. This analysis can be carried out using various tests such as the Micro-Deval and the Los Angeles abrasion tests, sieve analysis, durability chemical resistance, peeling and adhesion, and freezing-thawing tests (Erdem et al 1996). Specifications for aggregates also include terms that define the grain shape, cleanliness and surface textures."

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The MPTM was first applied in the U.S.A. in 1950 as described by Lewis, W.E., 1951. The method was then abandoned in the USA and rediscovered some 20 years later in France where it was greatly improved and widened in its scope of application. It was subsequently successfully introduced to Italy and Spain. The technique, at its present stage of development, provides solutions to tunneling in soil and in the softer rock types, which often were troublesome geological environments for tunneling. When used in conjunction with drilling-and-blasting, over break, excessive vibration, noise and fissuring of the rock can all be avoided. When used as an alternative to the New Austrian Tunneling Method (NATM), the MPTM provides safe, full face tunneling in stead of multiple headings, excavated sequentially; in addition, surface settlement can be virtually eliminated. When used as an alternative to a TBM, the method's flexibility and low capital cost make it attractive. This attractiveness is enhanced when ground conditions are erratic or when the length of tunnel to be excavated is limited. The method holds promise for tunnels of large cross section, to be excavated in soft ground or rock with unconfined compressive strengths of less than 80 MPa (11 600 psi). While in itself not new, recognition and development of the method's potential are. Further development work, aimed at increasing the range over which the MPTM can be applied, is in progress.

The Bureau of Mines is conducting a research project in cooperation with the Mine Safety and Health Administration (MSHA). Mining companies, and equipment manufacturers are also participating through the Colorado Mining Association (CMA). The objectives of this cooperative research project are to determine the practicality of coupling a dry exhaust conditioning system (dry system) and diesel particulate filter (DPF) to make an integrated control system, and to determine the effectiveness and durability of the integrated system in an underground coal mine. Diesel-powered mining machines must be equipped with control devices to reduce surface and exhaust temperatures to safe levels and prevent flames and sparks from being emitted to the mine atmosphere. Diesel exhaust-gas water scrubbers have been successfully used for many years but they have several disadvantages; they are large, consume large quantities of water, and require frequent maintenance to remain functional. Additionally, diesel exhaust is a source of noxious gases and particulate matter. Particulate emissions are composed primarily of small carbon particles with absorbed hydrocarbons and they are almost entirely respirable in size. Even an engine in good mechanical condition can emit up to 400 mg/cu m of respirable particulate matter. A dry system for control of diesel fire and explosion hazards, coupled to a DPF, promises to be a complete control system for diesel engines. The dry system cools the exhaust and suppresses sparks and flame with a heat exchanger and flame and spark traps. The conditioner is smaller, consumes no water, and requires less maintenance than a comparable water scrubber. The DPF uses a ceramic substrate as a wall-flow filter and is very efficient at collecting exhaust particles. Average particulate mass collection efficiency is 90%. This report describes a cooperative research project to combine the dry system with the DPF, conduct performance tests on the integrated system at Bureau and MSHA 1aboratory facilities, and conduct field tests of the system on a production machine in an underground coal mine.

INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.
