Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Schreiber and R.P. Fronk, both of Behre Dolbear-Riverside, New York, NY. And W. Mayrsohn of Asamera Minerals, Denver, CO will present Marketing Fundamentals that Work for Small Mines. Historically, the control of flotation operations has been viewed by many as an art. Only recently has process measurement and control come to be viewed not as an ?art? but as a very complex and productive science. In recent years, process control applications to flotation plants have been established and already some gains have been reported for several industrial operations using individual stabilizing control loops including level, pulp flow, pulp density, reagent addition rate and pH (Paakinen, 1979; Hales, 1985). The use of process control computers combined with on-line x-ray florescence (XRF) in industrial flotation circuits has made the application of more sophisticated control techniques feasible in the mineral recovery process. In spite of the availability of reliable instrumentation in modern flotation plants, satisfactory control strategies are difficult to develop and implement. Extremely important factors such as changes in ore type, liberation characteristics, flotability, degree of oxidation on particle surfaces, and specific gravity constitute unmeasured disturbances to the process. Most current control systems cannot adapt specifically to such disturbances.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. Even though wet processes were used in coal preparation plants prior to 1941, dewatering coal was not a problem then because the finer sizes were uneconomical to recover and were considered waste. However, during the war years the scarcity of raw materials necessitated the utilization of every pound of natural resources and coal plants began seeking an economical mans of recovering fine coal. Early efforts to this end concentrated primarily on centrifugal dewatering devices. Such equipment produced good results but was relatively expensive. In 1944, a method was devised utilizing a vibrating screen fitted with a profile wire deck rather than the standard woven wire cloth deck. This machine came to be referred to as a dewaterizer. Results obtained with the dewaterizer approached those of the centrifugal equipment, but at a lower capital cost, Their use reduced either the number of centrifugal units required to follow the dewaterizers or the required energy input to heat dryers, In some cases they eliminated the need for any further dewatering equipment.

It is well known that titanium and zirconium alloys offer superior corrosion resistance in the oxidizing sulfuric acid environments present in sulfide pressure leaching operations. A system based on seismic techniques has been developed to detect and locate men trapped underground following a mine disaster. Both theoretical and field studies have been used to generate models to predict the performance of the system. For a strong source, it is almost certain that the miner's signal will be detected if the geophone array can be positioned over a likely area of entrapment. After signal processing, it is highly likely that the location of the miner can be determined within an accuracy of 100 ft (30.5 m). The system is presently operational in a state of readiness in the event of a mine disaster.

The human requirements have increased rapidly depending on population density and urbanization thus industrialization has grown steadily. As a result of the situation, the greenhouse gas emissions into the atmosphere and the global warming have increased slowly. Today this effect has continued to increase. Therefore, the effects of greenhouse gases in all areas of production must be controlled. The study presents the methods of determination the CO2 emissions (CO2-e) and energy consumption in aggregate production. The aggregate constitute approximately 70% by volume of concrete that has widespread use as construction material in the world. One of the most important elements in today's terms is sustainable use of resources and minimum CO2 emissions (CO2 + CO + NOx + CH4.vb.) at every stage of production of aggregate. Therefore, these elements must be taken into consideration in the aggregate production standards. The choice of production method of aggregate is very important for optimum use of energy and effects of greenhouse gas emissions. So the properties of the aggregate material must be known well to obtain the target. Within the scope of this study, the unit value of CO2-e that release when the production of aggregate in different formations is determined for our country. Thus, the effects of green house gas emission can be evaluated according to the characteristics of material in aggregate production planning. In this study, energies consumed during the production of aggregates at a quarry in Istanbul Cendere region were investigated by taking the different formations encountered at the quarry into consideration. The unit CO2 emission values per ton of produced aggregates were calculated as a result of this investigation. Besides, energy consumption values of previous months at this quarry were taken and the unit CO2 emission values were also calculated.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

The application of automatic control to mineral processing operations has been gaining momentum during recent years. Many strategies are being developed for controlling crushing, grinding and flotation circuits, however, their implementation in industrial plants is being slowed down because of the costs and difficulties in evaluating these strategies in a systematic manner. An interactive computer simulation package, developed at the University of California, provides the capability of analyzing the process dynamics of mineral processing circuits. This paper presents an overview of the simulator and its application to the case studies of grinding and flotation.

The AirBoss*200 is a unique ambient airflow sensor with important improvements in accuracy, especially in the critical low end, 0-61 m/min (0-200 fpm) where MSHA regulations apply. All solid state, its design is rugged, and there are no moving parts or delicate filaments. An on-board microprocessor calculates air velocity, linearizes and corrects for temperature, while driving voltage and current loop analog outputs to .3 meters/minute (1 ft/min) resolution. Recent developments also cover both positive and negative flow directions. A hand held computer is available to readout data and to adjust stored range selection, alarm set points, calibration data and the speed of response. Installation in hazardous areas is covered by MSHA Classes G, H and L.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. Researchers at BCD Technologies and the University of Alabama have applied three statistical techniques to the information contained in a large database of measurements from a phosphate ore processing plant. The rust, Principal Components Analysis (PCA), replaces many measured variables with a few fundamental and un-correlated variables. The second technique, Projection to Latent Structures (PLS), is an extension of PCA that explores the relation between variables identified as either independent or dependent. The third technique, Cluster Analysis (CA), is applied to the results of the PCA or the PLS calculations, and identifies individual data clusters that represent uniform operating conditions in the plant. All three statistical methods can be seen as geometrical operations on the data viewed as points in space. A Viewer gives a corresponding graphical presentation of the data points. This paper describes the use of the above three techniques and the Viewer to explore part of the phosphate flotation database.

Rockfall and unstable rock slopes can be effectively controlled by utilizing steel wire rope net systems, either as barriers or as slope draping. The chief advantage of such systems over rigid type barriers is the flexibility of wire rope netting, permitting kinetic energy dissipation, yet providing high strength and consequently low maintenance. A review of the design considerations involved with these systems, as well as a review of several mine and non-mine installations is presented with the hope that the information may contribute to the safety against the dangers of rockfall and other mine hazards in active and abandoned mines.

Three principal activities are involved in planning and developing a surface mine. These are 1) definition of economic and technical feasibility, 2) design, procurement and construction, and 3) mining and reclamation. The last is the only activity which begins in the feasibility study and continues throughout the life of a mine. It is also the activity which depends heavily on use of computers. This paper deals with a method of selecting mining software and dwells on the recent progress, made in this area. Discussed also is the status of computerized equipment management and information systems: a microprocessor based technology applied to dispatch systems, monitoring of equipment health and performance, wireless data transmission to a centralized data processing unit, and mine- wide information and reporting system. Reference has been made to upcoming developments which offer the potential- of transforming the surface mine of the year 2000 into a "manless pit". Canadian achievements in all of these areas have been highlighted at appropriate places in the text.

Puerto Rico lies within the remnants of a deformed Cretaceous island arc system in the northeastern Caribbean. The Island can be divided into three broad geologic provinces: the Central Volcanic-Plutonic Province (Lower Cretaceous to middle Eocene), and the Northern and Southern Limestone Provinces (early Oligocene to middle Miocene). Known precious metal deposits are generally small and occur in veins and shear zones within Lower and Upper Cretaceous volcanic and plutonic rocks. Some Tertiary igneous rocks are also mineralized. Selected indications of disseminated lithology-controlled mineralization could represent larger deposits. Associated metals in some deposits include copper, zinc, and lead. At present, tax policies, population density, political outlook, and lack of proven significant precious metal deposits discourage the establishment of a metal mining industry.

7.1 INTRODUCTION Subsidence measurements include surveys of surface and sub- surface movements and measurements and monitoring of surface structural damages. In this chapter the most commonly employed methods are discussed. 7.2 MEASUREMENT OF SURFACE MOVEMENT Surface movements involve two basic components, subsidence and displacement. The other five components (i.e., slope, curvature, strain, twisting, and shearing) are derived from the two basic components. Since all measurements are geometrical, they can be measured by common surveying techniques. 7.2.1 MONUMENTS The first step is to select the types of monuments or surveying stations. Various types of monuments have been employed. The simplest one is a paint mark on the pavement or concrete slab, although this should be discouraged because it is easily affected by artificial or environmental factors. Others use steel or wooden rods, 2 to 3 in. in diameter or square by 2 to 5 ft long, driven all the way down, flush with the ground. Both types of-monuments have no provision for frozen ground heave and both are tampered with easily. A more elaborate type is shown in Fig. 7.1 (O'Rourke et al., 1982). A rebar or iron pipe, 2 in. in diameter by 6 ft long is driven down to nearly flush with ground surface. The top 4-ft section of the hole around the pipe is enlarged to 1 ft in diameter and grouted with concrete. The most sophisticated type of monument is shown in Fig. 7.2 (Conroy and Gyannaty, 1983a). It consists of two hollow steel pipes. The inner I-in. pipe, 10 ft. long is enclosed by a 2-in. pipe at the upper 5-ft. interval. The gap between pipes is filled with foam to isolate the inner pipe from external environmental effects. The bottom of the inner pipe can either remain open or be sealed with a cap, depending on whether the ground is dry or wet. 7.2.2 MONUMENT ARRANGEMENT AND SURVEY LINES The monuments are installed strategically to form survey lines. Three basic types of monument arrangements are shown in Fig. 7.3. Figs. 7.3a and 7.3b are for single and multiple panels respectively; Fig. 7.3~ is mainly for research purposes with multiple survey lines both in longitudinal and transverse directions. This is extremely useful for defining the distributions of ground deformation, as shown in Figs. 2.10 and 2.11. Basically there are two types of survey lines: the whole basin survey line which extends across the panel width or length (e.g., lines R, R, in Fig. 7.3 a&b), and the half basin survey line which covers approximately half of the panel width or length (e.g., lines R, F in Fig. 7.3 &b). Survey lines are generally straight and linear. They should be located on the major crosssections of the subsidence basin. Survey lines must extend beyond the edge of the opening for a sufficient distance so that the edges of the subsidence basin can be determined accurately. The minimum distance from the edge of the opening must be [ ] where h = mining depth, [ ] = angle of draw, and [ ] = 5 to 7 times monument spacing for whole basin surveys, or 8 to 10 times the monument spacing for half basin surveys. There must be at least two controlling monuments at each end of each survey line. Controlling monuments must be located beyond the influence of underground mining. The spacing of the monuments ranges from 15 to 200 ft. The UK National Coal Board (NCB, 1975) recommended a spacing equivalent to 0.20 of the mining depth. Peng and Geng (1982) recommended that the maximum monument spacing be dependent on mining depths as follows:
