In 2005, Black & Veatch Corporation began designing a raw water conveyance system for San Luis Obispo County from Lake Nacimiento to the city of San Luis Obispo. The first element of the water transfer system will be a raw water pump station and lake tap. The wet well of the pump station will consist of a concrete lined shaft approximately 180 feet deep constructed in the very incompetent sandstone of the Vacqueros Formation. The lake will be wet tapped at approximately 172 feet below grade using a slurry earth pressure balance tunnel boring machine. The 48 to 72-inch finished diameter microtunnel will be approximately 500 feet in length. Construction is scheduled to begin in the winter of 2007.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

Yucca Mountain Overview The U.S. Department of Energy?s Yucca Mountain Project is a geologic repository project designed to receive, handle, package, transport, and emplace spent nuclear fuel and high level radioactive waste. The planned repository would be located in Yucca Mountain on the western edge of the Nevada Test Site, about 90 miles northwest of Las Vegas, Nevada, and would include both surface and subsurface areas. Yucca Mountain rock formations consist of successive layers of volcanic rocks (called tuffs) approximately 14 to 11.5 million years old, formed by eruptions of volcanic calderas to the north. With the volcanic rock the potential for methane emission is not an issue and the subsurface repository is a non-gassy (methane) classification. This paper will provide a summary of the development ventilation system design that provides fresh air for subsurface construction activities, and the emplacement ventilation system design that removes heat generated by the waste packages. The subsurface layout, illustrated in Figure 1, contains 108 emplacement drifts, one Performance Confirmation(PC) observation drift, nine intake/exhaust shafts, and three access ramps. The existing Yucca Mountain facilities, shown in bold lines in Figure 1, include a 7.8 km long, 7.62 m (25 ft) diameter U shaped tunnel that is formed by the North and South Ramps at both ends of the Exploratory Studies Facility (ESF) drift and a 1.5 km long, 5.0 m (16.4 ft) diameter Enhanced Characterization of the Repository Block drift (ECRB) that were constructed from 1994 through 1998. These drifts were used for site characterization activities and have been incorporated into the subsurface repository configuration. The unexcavated perimeter access main and exhaust main drifts are typically 7.62 m (25 ft) diameter TBM excavations and the emplacement drifts are 5.5 m (18 ft) diameter TBM excavations. The turnouts leading into the emplacement drifts are to be excavated by either mechanical, or drill and blast methods and serve as the launch chambers for the emplacement drift TBM excavations.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

The 30th annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 22-26, 2009. The field demonstration portion of the course was conducted June 25, at Hayward Baker, Inc.?s yard in Broomfield, CO. The full-scale field demonstration annually presents many different types of drilling equipment being operated as well as various grouting methods being performed under different field conditions. As part of the field demonstration, the class is shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and measured conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results. The goal of the sand column demonstration is to show the students the effect of the water cement ratio and the use of admixture as well as the fineness of the cement, portland versus ultrafine, used has on the engineering properties of the grout and the grout?s vertical permeation through the sand. Test results for the demonstrations conducted in 1999 and for two separate demonstrations, one at the grout course and one at Geo Denver, conducted in 2000 were published in the 2001 proceedings of the Rapid Excavation and Tunneling Conference (RETC) (Henn et al. 2001). The test results for the 2002 and the 2003 demonstrations were published in the 2005 proceeding of the RETC (Henn et al. 2005).

Lignin, the second most abundant natural polymer and bi-product of the pulp and paper industry, has been commercially available in a number of forms since 1940. This growing industry is fueled by demand in traditional applications. Reagents that offer unique solutions in various mineral process applications are examples of advanced uses that also fuel growth. These applications include flotation reagents in fluorspar, bastnäsite and potash, as well as in the zinc pressure leach process. Due to the fact that no concerted effort has been made to find applications for modified lignosulfonates, it is quite possible that this natural material will find use in other benefication processes.

SAG mill liner development draws primarily on practical experience from SAG milling operations supported by computer-based modeling of charge motion in SAG mills and on established good design practice. Liner design needs to respond to the process aspects of mill liner action that are critical to good SAG mill performance, i.e., the impact of shell liners on the grinding action and of grates and pulp lifters on pulp discharge. In recent years, the trend in large SAG mills has been to use wide-spaced shell lifters with large lifter face angles, primarily to reduce packing and ball/liner damage, and to use larger, hence fewer, mill liner parts to reduce downtime at liner change-outs.

The annual ICGCM China was initiated in 2014. Up to 2023, ICGCM China has been held 9 times. In the 9 conferences during the past 10 years, about 559 papers in 17 topical areas were presented and attendance ranged from 200+ to 400+ each conference. The 42nd ICGCM China was held in Xiangtan, Hunan, China, 10/20–10/22/2023. There were 86 papers presented in 26 topical areas. In addition, an MS and PhD Research Forum was held concurrently with 36 papers presented by MS and PhD candidates in mining engineering from 8 schools. The conference plays an important role in cultivating advanced degree student talents. In this paper, all 559 papers reviewed previously were summarized. In addition, the 42nd ICGCM China is used to illustrate the current and future development trends of coal mine ground control in China. It summarizes the 122 papers (including 36 MS and PhD forum papers) grouping into, and in terms of, 26 topical areas. In addition, its unique and innovative subject areas, short summary of developments as well as conference strengths and shortcomings will also be presented.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. A test system was developed for measuring airflow in the National Institute for Occupational Safety and Health (NIOSH) ventilation gallery using a three-axis ultrasonic anemometer. The gallery was used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data collected at multiple sampling locations between the face and the end of the curtain were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations, and displayed as methane distribution in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within two feet of the face.

The industrial vision system provides on-line 2D particle size analysis for aggregate slurries in both the overflow and underflow of hydrocyclones. This paper covers required vision system features allowing CCD cameras to function in the harsh environment of a mine milling area. The study conducted demonstrates the system’s capacity to obtain particle size distributions for controlling hydrocyclonic separators. The particle size distribution is obtained within seconds and immediately updated to allow for process adjustments. Results are then provided as a graphical computer generated display or output as a 4-20mA current loop for process control. The primary use of the vision system is in classifying particles in cyclone overflows which are often a few microns in size. Typical size information for actual mine slurry samples are presented and possible control schemes discussed.

In order for MSHA to require the use of a noise control, the control must be proven ?technologically feasible?. Technologically feasible controls must reduce a miner?s noise overexposure to the permissible exposure level (PEL) or achieve at least a 3 dBA reduction in the miner?s noise exposure. The miner?s total noise exposure should be examined from an occupational viewpoint and not solely on a machine or equipment basis. This examination requires a field evaluation of the occupation as opposed to an equipment test conducted in a laboratory. The operator of a Hilti TE MD20 LS electro-pneumatic drill realized a full shift noise exposure (TWA8) reduction exceeding 8 dBA as compared to when operating a Gardner Denver S83F pneumatic jackleg drill while installing an equal number of drill holes into the Idaho Springs Gneiss rock formation. However, the Hilti drill?s penetration rate was only 27% of that of the jackleg drill. Although the Hilti drill was proven to be technologically feasible as a noise control, its slower penetration rate would require its economic feasibility to be evaluated on a case-by-case basis.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of coal fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of coal fines. The results obtained from this study revealed that among the parameters studied, drum rotation and feed solids concentration play dominating roles in controlling the yield and ash content of the clean coal. Mathematical modeling equations that correlate the variables studied and the yield and ash contents of the clean coal were developed to predict the performance of an MGS under different operating and design conditions. The entire exercise revealed that the MGS could produce a clean coal with an ash content of 14.67% and a yield of 71.23% from a feed coal having an ash content of 24.61%.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. The low potential hydrophobic state of pyrite in amyl xanthate flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at Newmont’s Lone Tree Plant in Nevada. The N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Each of these issues is being studied in detail and research progress is discussed herein.

Tunneling in carbonate sedimentary rocks such as lime stones and dolomites can be difficult when solution channels or voids are anticipated. Addressing the risk aspects associated with these formations can be done effectively through the Geotechnical Baseline Report (GBR) by properly characterizing the ground and ensuring that the Owner?s and the Contractor?s interests are represented and protected. This paper presents a review of tunneling difficulties in these rocks and includes a review of site investigations, geologic characterization, and presentation in the GBR. Key construction issues are also discussed, including appropriate excavation technology, mechanisms of face support and groundwater control, and quantifying grout takes.
