"Air inversion is a meteorological phenomenon generally occurs during winter times. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for health and safety of miners. Mine operations cease if the concentration of NOx or CO exceeds the threshold limit value (TLV) of the pollutants. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Studies of the turbulence parameters suggest that effective ventilation of the pit and removal of pollutants can be accomplished if a large enough mixing length in the open pit can be created. Turbulent mixing by eddies of different length scales under an inversion layer is product of wind shear, thermal gradient and buoyancy. The main result of turbulence is mixing of the atmospheric profile and transport of momentum. Computational fluid dynamics (CFD) Simulation results of a novel mitigation approach using cloud cover will be presented in this paper. INTRODUCTION In extreme climatic conditions, deep open-pit mines tend to trap pollutants at the pit bottom due to air inversions. Keeping open pits adequately ventilated is a considerable challenge for the mining community. Mine operators in cold regions are very familiar with this problem, the severity of which can be judged from Figures 1 and 2. The top portion of the figures show clear sky and snow covered benches. The brown haze, containing various contaminants accumulated over time in the pit under the air inversion, can be seen in the bottom portion of the figures. Several Arctic or subarctic mines have reported air inversions. Even Rio Tinto’s Bingham Canyon pit in Utah has reported local air inversions from time to time [1].Mitigation of pollutants in deep open-pit mines in the Arctic is a challenging task. For continued mining operation, the levels of pollutants must be below the TLVs. If no significant synoptic meteorological situation changes during an inversion, a warm air mass sits over the cold air mass within the open pit. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Some of the early approaches in artificially ventilating open pits were attempted in the USSR. Most of the studies by Soviet researchers suggested the use of turbojets and turbo-propeller engines, airscrews, axial pit fans, and meteotrons [2, 3]. However, the majority of these studies were only theoretical in nature, with no evidence of an approach that really worked in practice."

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

Serpentinite minerals are available in large quantities from asbestos mining activity. The granular or fibrous serpentite, at temperatures greater than 700°C, will recrystalize into olivine, forsterite and enstatite. These minerals have been used and studied for decades and are environmentally safe. The thermal process changes the composition and properties of the original mineral. Therefore, the substitution of the original mineral cannot simply be made and the applications for these new synthetic minerals need to be redeveloped. The two original mineral forms allow a wide range of new synthetic raw materials which can be adjusted to specific applications or custom needs.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

As mine venti1ation systems become more complex, it is increasingly difficult to supply fresh air to the working face. A high percentage of the fresh air entering a mine never reaches the working face because it short circuits through stoppings and doors, exiting the mine without being utilized. When ventilation limits are reached, the only option presently available to most U.S. mines is to sink a new shaft - an extremely expensive undertaking that many companies cannot afford. Reusing or recirculating a percentage of ventilating airflow may make it possible for some mines to remain operational while maintaining a safe environment for workers. Such a study was performed at a trona mine in Granger. Wyoming. A vane axial fan was used to recirculate approximately 9.4 m /s (20,000 cfm), 25% of the total ventilating airflow, back to the working face area of a three-entry continuous miner section. This study involved two evaluations: the first when the face was 305m (1,000 ft) from the recirculation fan, the second when the face was 610m (2,000 ft) from the fan. The evaluation consisted of monitoring the mine atmosphere for respirable dust, methane (CH4). carbon monoxide (CO), and nitric oxide (NO), at various locations in the intake and return entries. Several shifts were monitored, with and without the recirculation system in operation. With the recirculation system in operation. there was an increase in measured respirable dust concentrations in the intake along with a slight increase in the mine temperature (1.67°C). There were also some minor changes in CO and NO levels in the intake entry, but this seemed to depend on the proximity of the instruments to the turn-around point for the diesel haulage vehicles, than to whether the recirculation system was or was not in use.

Ashanti Goldfields Corporation (Gh) Ltd., the leading gold mining operation in Ghana is embarking on a major rehabilitation and expansion programme to increase gold production. A new southern ventilation district was targeted for this programme, and the ventilation system was to be reviewed in order to cope with increased production. The southern ventilation district was previously ventilated by booster fans. This arrangement was however, inadequate to solve the problem of the need to reduce smoke clearance time of the production areas, and to generally improve the underground ventilation conditions. Fan maintenance costs increased with the number of fans installed in the booster fan arrangement, and the fact that the fans were installed underground made maintenance difficult and took longer time. It became necessary to consider the installation of a new main fan on the surface. This paper gives an overview of the ventilation systems of the southern ventilation district of the mine before and after the new main fan was installed. The field tests carried out on the fan to ensure that it complied with supplier's specifications are described, and the new system analysed to see it's effectiveness.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

The chapter describes how several OR techniques assisted the planning of a major new UR project. A computer system was developed to analyze reserves distribution and potential of possible underground layouts, to assist in choosing the location and size of access points. Manpower requirements of each proposed working plan were assessed and matched with the potential recruitment of skilled and unskilled labor. Computer simulations were used to determine the optimum capacity for coal preparation plant and surface bunkerage. For the overall assessment of robustness, financial modelling and risk analysis techniques were adapted to the special requirements of new mines.

The decline in coal production has been slowed somewhat in recent years, mostly because of the industry's own remarkable success in holding the line on costs, and partly as a result of advances achieved through industry and government research. Nevertheless, the decline has continued. This downward trend combined with the increased productivity of labor through mechanization that has been necessary for coal to retain even its present competitive position, has resulted in a serious reduction in the number of miners required and large scale economic dislocations in mining communities. For coal to regain a more favorable position it must either expand existing markets by reducing the cost of the delivered product and thereby compete more effectively with other fuels or develop new uses that will require large tonnages of coal. New markets involving several million tons, which would look extremely attractive to most other United States industries--including the organic chemical industry--would do little to alleviate the coal industry?s depressed economic conditions, While such small new markets would be welcome, an industry producing over 400 million tons per year must look to large tonnage outlets for solutions to its long range economic problems.

It is common problem (Huan Xinsheng, etc.,l992)for most iron ore concentrators in China that the concentration of thickened tailings is lower than the need for economical transportation. To solve the problem, two methods of improving the properties of the existing thickeners and using separate thickening technique have been applied in three iron ore concentrators. However, in the case of the Daye iron concentrator a new technique of cyclone-flocculated sedimentation was developed by present authors and verified by experiments. The new technique employs efficient hydrocydone designed by authors in conjunction with a low cost flocculant named KLP.

A brief review of the current state of the art manufacturing technology will be presented and some parameters related to the material used in the drag and conical type pick cutters and their impact on their life and performance will be explained In addition, the selection procedures for choosing the right bit for excavation of a particular geological formation will be reviewed A set of guidelines will be provided for initial selection of the tools for various machines and rock formations. The methods for estimation of the tool life in various materials and the influencing parameters along with limitations of the rock cutting tools will be discussed as well.

INTRODUCTION The Ningyo-toge Mine is located in the western part of Honshu, about 800 km from Tokyo. Since the discovery of uranium ore deposit at Ningyo-toge in 1955, different kinds of mining and milling tests have been carried out. A new pilot plant of milling and UF6 conversion is also being under construction. Operations are scheduled to start by the end of this year. In 1979, the uranium enrichment pilot plant was constructed at Ningyo-toge and test operations have started. Thus, the Ningyo-toge area is assigned to undertake the Research and Development of the upstream of the nuclear fuel cycle in Japan. PNC has been strengthening its security measures more than ever. This paper will focus on the disposal of wasted material, especially on the disposal of heap leaching residue, in Japan. URANIUM ORE DEPOSITS The uranium of the Ningyo-toge Mine is characterized genetically by epigenetic sedimentary type deposits. They occur in the host rock of Neogene tertiary fluviatile conglomerates and sandstones which unconformably overlies the Mesozoic-Palaeogene granitic basement covered with lucustrine deposits and volcanic ejecta. More than 12 deposits have been found over the area of approximately 160 km2, and distribution of the deposits are strongly controlled by the so-called channel structure, probably remnants of paleo-streams on the denudation surface of the underlying grantic basement. Each ore body has different shape and dimension respectively, but about 2-3 meters thickness with the average grade of 0.05-0.2% U308 is common feature of the ore bodies. The ore is soft and loose, and it is composed of common rock forming minerals of allogenic origin and their altered products. The chemical composition of the ore depends on the constituents of the country rocks or the pebbles. A primary mineral, ningyoite and secondary mineral, autunite are major ore minerals, although three primary tetravalent minerals and thirteen secondary hexavalent minerals have also been detected. MINING EXPERIMENT Since 1959, various types of underground mining tests have been carried out at Ningyo-toge Mine. The room and pillar method was safe and simple, although the uranium ore recovery was below 70%. After experiment of the retreating long-wall method and slicing mining method, it was found that the modified long wall method was the most appropriate for the underground mining of the Ningyo-toge uranium deposits. This method was completed successfully to increase efficiency up to 2 or 3 times, as compared to conventional methods. MILLING EXPERIMENT In 1964, a small test mill was constructed at Ningyo-toge, and a milling experiment using the Ningyo-toge uranium ore was started. Re-modelling of equipments and improvement of the process lead to the establishment of the technique of the so-called wet process, and produce UF4 directly from the ore. The flow diagram is shown in Fig. 1.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

Environmental regulations have become a decisive factor for many minerals industry operations. Managers face new liabilities as a result of environmental laws, and restrictive permitting requirements for new projects make mine development an increasingly difficult proposition. An abundance of federal, state and local environmental laws and regulations already confront on-going minerals operations, and complex new legislation and rule-making is always in progress. Acronyms and initials like RCRA, CERCLA, SARA and EIS become as familiar as reserves, tons, grades and recoveries. The growth of such regulation has created a new category of professional employees - environmental scientists and engineers-whose presence will influence minerals production activity from now on. The disciplines of environmental science and engineering are still being defined. While these definitions are being worked out, companies in the minerals industry have responded by hiring people with professional experience in existing disciplines and training them to their special needs. An environmental consulting industry of substantial proportions has developed to offer expertise where producing companies may not find it economic to hire full-time professionals. The mining schools have responded by introducing environmental course work, but these programs have yet to supply a significant number of environmental professionals to the minerals industry. To gain some perspective on where minerals producers now stand in their hiring of environmental professionals, ME recently surveyed 20 companies, with questions about how they go about the business of managing environmental compliance. Froth flotation is one of the most actively pursued research and development areas in the coal preparation industry today. Many new types of flotation machines and processes are being developed and compared in an effort to handle the increased quantity of coal fines produced by finer grinding for greater liberation of ash- forming and sulfur-bearing mineral matter. Of the many new machines and processes under development for deep cleaning ultrafine coals, it is quite likely that many will not reach industrial use in the near future; in fact, it is quite likely that some never will. Therefore, it is the objective of this paper to select and describe a few of the new flotation machines and processes that appear to have reached a level of development that would suggest their eventual use on an industrial scale. It is probable, and doubtless will be argued, that some of the selections given in this paper should not have been included, while others should have, but the reader must understand that the author is restricted by the information available. And because most of the information available comes from those who are developing the equipment and/ or processes, it is often confusing and conflicting. Thus with a somewhat moderated plan, the author proposes to point out some in- congruities in the literature in the hope that such information might promote more independent study and perhaps explain the abundant promise versus the scant use of the new equipment and processes described.

The environment at the lunar surface is drastically different from the one we are used to on Earth. The Moon has one-sixth of Earth's gravity, virtually no atmosphere, a surface bathed in radiation and micrometeorites, large temperature gradients, low seismicity, and a dusty, rubbly surface. To successfully mine and process materials on the Moon and to mitigate degradation effects in the hostile lunar environment, these factors require new designs for equipment and development of new techniques and technologies.

High-calcium limestones occur in the upper part of the New Market Formation, of Lower Middle Ordovician age, in Franklin and Cumberland Counties, Pennsylvania. The high-calcium facies of the New Market Formation is represented by sublithographic limestone or vaughanite, which probably formed in quiet water; low-energy environments such as intershoal lagoons, or in protected bays similar to the present-day Florida Bay environment. Rapid facies changes are characteristic of the strata. The better grade of stone lies in the upper 100 to 125 feet of the New Market Formation and averages 95-97% calcium carbonate. Silica and magnesia are about equal in amount as impurities. One high-calcium belt extends from the Maryland state line through Chambersburg and Newville to beyond Carlisle. The strata in this belt are structurally complex, which requires careful field study' and core-drilling prior to exploitation. Stone suitable for blast-furnace flux is present in relatively large amounts, but stone for open-hearth use or portland cement requires more selective quarrying.

A joint research effort by Newmont Gold and Du Pont, working with Kurtis Mooney, of Tri-Combined Resources has developed a new ore-sample bag made of "Tyvek," a spunbonded olefin. "The goal was to find a bag with the best trade-off between efficient draining of moisture, minimal fines loss and compatibility with the conveyor drying process we were developing for our new assay lab," Charles Bucknam, analytical development coordinator for Newmont Metallurgical Services states. None of the available polypropylene, cotton or canvas bags had the needed combination of properties. "Our original tests in 1987 on the plastic bags we had been using showed an average loss of 5.4% of mud sticking to the bags when they were emptied into drying pans. Part of the sample was still in the bag as a residual." Tests on bags of "Tyvek" showed low residuals when the samples were dried in the bags before they were emptied, but about 3% of the fines were lost through the seams. Mooney recommended a new bag design, with fold-over seams.

It is appropriate that this opening session of HAZPAC '91 and Randol Gold Forum CAIRNS '91 should address the question of what the two industries can learn from each other. The panel is made up of members with experience in both industry. Several are experts on managing both hazardous waste and the mine/mineral processing environment. There is a marked difference in the regulatory needs with respect to treating and disposing of mining and mineral processing wastes, and "hazardous" or industrial waste materials. The topic of this paper is on the things that the two industries have in common: Many of the processes and technologies that are being used or are currently being developed for treatment of hazardous waste are the same or similar to the processes that have been used for decades or k,nger in the mineral processing industry. Hazardous waste treatment and remediation of contaminated solid and/or groundwater is a relatively new industry. Many of the practitioners in this new industry are relatively inexperienced in most of the "new" technologies that are being applied or developed.
