New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

The separation of feldspars from quartz has been the subject of numerous studies since 1930 and the flotation process so far proved to be the most suitable method. In the conventional process, feldspars are separated from quartz using a cationic collector and hydrofluoric acid as an activator of feldspars. There is no general agreement on the mechanism of fluoride activation of feldspar surfaces and the role of fluoride ions is briefly discussed. The use of HF is no longer acceptable due to environmental and health problems, and a few new reagents schemes have been reported. The available evidence shows that the success of these new reagent schemes is very limited. A new reagent scheme which is environmentally safe and cost effective for the separation of feldspars from quartz is yet to be resolved.

Application of Quality Management philosophies and techniques commonly referred to as Managing for Continuous Improvement, Team Management , or Managing for Consistency is required in today's mining, manufacturing, and service industries in order to meet quality demands, beat competition, lower costs, optimize operations, effectively use personnel, improve morale, and enhance profitability. Most of these phiosophies and techniques are known to today's managers but either have fallen into disuse or were never allowed to surface in the corporate environment of the organization. Managers should review and adopt the philosophies and techniques of Quality Management and use them to revitalize their organizations and bring about a "paradigm" shift in the way we manage, thereby achieving the goals listed above.

Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

Industrial usage of clays for current and new applications will continue to grow into the next century. The rate of growth will be highest in the less developed areas of the world. Transportation costs are a significant part of the delivered price, so the location of reserves and processing facilities for kaolin, bentonite, and palygorskite (attapulgite) are reviewed relative to serving these emerging markets. New value added applications will increase in the more developed areas which will require high quality raw materials, more sophisticated processing, and rigorous quality control.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

Chemical, mineralogical, and petrographic data have been obtained for suites of plutonic rock samples from the Guichon Creek Batholith of British Columbia and the Mineral-Iron Mountain-Sturgill Peak- Cuddy Mountain-Peck Mountain areas of western Idaho. Intrusions at these two geographically separate localities represent composite plutons ranging from early gabbro through quartz diorite to late grano- diorite and more silicic-alkalic phases. They are early Mesozoic (200 m.y.) in age, and contain porphyry-type mineralization in close spatial and temporal association with late-stage intrusions of porphyry, aplite, pegmatite, and (or) breccia. Country rocks are eugeo-synclinal assemblages of metasedimentary and metavolcanic greenstones of Permian, Triassic, and Jurassic age. The petrochemical evolution of these intrusions, and the effects of subsequent hydrothermal alteration and metallization, are illustrated by standard ternary diagrams of the major oxide and mineralogical data. Samples plotted on an AFM diagram suggest a calc-alkaline magma trend. However, their distributions on NKC and Qz-Kf-Pf diagram show well-defined trondhjemitic (Na20-rich) and tonalitic (quartz-rich) variants to this trend, which are similar in part to those reported for mineralized island arc plutons of the northern Caribbean and southwest Pacific, but which contrast markedly to those for continental plutons of the Bingham District, Boulder Batholith, districts of southern Arizona, and elsewhere.

Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

"INTRODUCTION Mining and processing of sulfide ore bodies has the potential to solubilize sulfate. Gypsum in the host rock, as well as oxidation of sulfides during milling and processing can solubilize sulfate. Acid rock drainage (ARD) also has the potential to generate waters high in sulfate. Even after treatment of the ARD with lime, the treated water can have sulfate present in gypsum saturation levels. Most mine-sites reuse sulfate impacted water but as a mine nears closure, reuse options may be limited and water treatment becomes an option. Furthermore, sulfate discharge requirements, particularly for anti-degredation narrative standards, can be very strict. Freeport has investigated many new technologies to economically remove sulfate from these types of water. A Dutch company, Paques B.V. developed one of these technologies and it utilized biological reactors to convert sulfate into elemental sulfur in a 2-step process. In 1992 the first industrial reference of the SULFATEQTM technology was commissioned at the Nystar Budel zinc refinery in the Netherlands. PILOT PLANT TECHNOLOGY AND DESCRIPTION As shown in Figure 1, the plant contains several process steps, which can mainly be divided into the following sections: 1. Anaerobic biological system in which sulfate is reduced to hydrogen sulfide by sulfate reducing bacteria. 2. Aerobic biological system in which hydrogen sulfide is oxidized to elemental sulfur by sulfide oxidizing bacteria. 3. Solid/liquid separation in which sulfur, calcium carbonate and biomass solids are separated and dewatered. Sulfate impacted ground water is pumped to the feed water tank through a plate and frame heat exchanger to maintain the solution temperature around 95°F. A custom mix of micronutrients is dosed to the feed tank. This nutrient mixture provides essential elements for the growth of anaerobic and aerobic biomass. Urea is added to the feed tank and provides the required nitrogen source to the biomasses. The pretreated feed water is pumped into the anaerobic reactor. The reactor works on the gas lift principle. Sulfate reducing bacteria utilize hydrogen gas as electron donors and reduce sulfate to hydrogen sulfide. This reaction increases the alkalinity of the solution. Carbon dioxide gas is added in order to control the pH within working range of the reactor. Due to the low solubility of the hydrogen gas, the anaerobic gas mixture is recycled through the system. The gas mixture recycle also provides the gas lift for mixing within the anaerobic reactor."

Coal mines and power plants utilize different methods to control dust for the safety of their workers and to protect their installations. The methods that they use are limited by the Environmental Protection Agency or the states in which they operate. Now there is a new technology for controlling dust at conveyor transfers! The Passive Enclosure Dust Control System utilizes several proven technologies to mitigate fugitive dust. This new system has been proven to be four times more effective than standard enclosures utilizing bag house collection and is considerably less expensive to install and operate.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. Thermal reactivation of eluted carbon is an essential part of most carbon-in-pulp gold recovery plants. The effectiveness of the reactivation procedure depends on the nature and level of contaminants adsorbed on the carbon, the efficiency of the elution and the temperature, residence time and atmosphere within the kiln. The most commonly used kilns are evaluated in terms of their operating parameters and performance. Data obtained both in the laboratory and in the field emphasize the importance of carbon feed moisture content, kiln atmosphere and carbon conditioning on the activity of the kiln product.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole.
