The consumption rate of Estonian oil shale increases due to the growing rate of exported oil-shale oil. Estonian oil shale active resources in working mines are predicted until the year of 2025 when the consumption rate stays at the level of 12 tons per year. If the consumption rate stays at that level, new mines should be opened after 20 years, if the rate increases new mines should be opened even earlier. The predicted active resources in Estonian oil shale deposits are calculated for 60 years, based on the parameters of the power station technicoeconomics. As a result, there is a need to open new mines. One of the potential areas for surface mine is the Tammiku-Kose prospect area (Rheinbaun Engineering, 1996).

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.

When extending the life of an existing mine in Appalachia, it is common to acquire the adjacent reserves and extend the existing mine into it. The existing mine is often renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may he modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (MVS) that require proper planning and control procedures. This paper presents a study that was carried out for the ventilation system of a newly expanded underground coal mine in the Appalachian region. The process of correcting the ventilation system of the existing mine is discussed. That is followed by a discussion of some of the stages of controlling the expanded system. Numerical data for these steps are also presented.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

Metal production has traditionally been a cyclical industry. 1977 in the base metals industry has highlighted that fact with a steady decline in the market place for base metals. Corporate aggregate planning is based on good forecasting and when changing conditions make that forecasting inaccurate, alternate analysis of schedules must be accomplished quickly. The computer is the only medium powerful enough to answer management's questions within an acceptable time frame. Worldwide communications networks now make it possible for the many multinational mining companies to arrive at coordinated corporate production plans based on similar basic data from several producing divisions. The Ontario Div. of Inco Metals Co., a unit of Inco Ltd., encompassed during 1977 14 producing mines, 2 nonproducing mines, 1 nonproducing open pit, 5 flotation mills, I smelter, 2 nickel refineries, 1 copper refinery, and an iron ore recovery plant. Several new mines are under development. Mine production approximates 63 500 tpd (70,000 stpd) from some 1000 workplaces. The need for longrange mine planning and scheduling is obvious and until recently has been satisfied by manual methods. However, while manual methods are often quite practical for a small number of mines, or for mines with relatively short lives, or for mines with only one mining method, the situation in the Ontario Div. is too complex and long-term to allow effective, timely planning by such methods. In 1967, a year after the first computer was installed in the division, work was begun on the computerization of the more than 30,000 borehole logs kept in the mines exploration files with a view to speeding up the assessment of mineral resources. Also in 1967 one of the first substantial systems developed on the main business systems computer was the monthly scheduling of development and production for all mines. This system encompassed tons productions per workplace, feet development per workplace, auxiliary and service activities and the requisite labor for each of these. These two dates are mentioned to show that concurrently with the acquisition of computers in the division there was an early understanding of the importance of automating mine scheduling and planning and of the potential for effective and useful computerization of such activities. In 1970, a pilot program was developed in one of the mines containing a large number of workplaces (350) to schedule the production on a network basis. Varying degrees of interest were shown by the individual mine engineers based on the complexity of the production planning problem at each mine. In an evolutionary process, mines were added to the system as its value became obvious in terms of time saving, flexibility, and accuracy. In 1975, the central mine engineering department decided that the system should be extended to all mines so that a complete division-wide long-range scheduling system would be available upon which to base development and production planning. This system would use basic ore data, allow the addition of scheduling commands, and calculate a schedule for the life of the mine. Many reports could be produced for each mine and all-mine summaries would also be available. The significance of the system can be stated in one phrase-speed, accuracy, and flexibility. Whereas in the past a long-range all mines schedule might have been done once a year, taking from two to three months, now it can be done in a day. The chief mines engineer can incorporate changes in input data and external constraints and call for a "new look" at the long-range schedule to assist him and mines production management in their decision-making processes. Using previous manual methods this could not be done quickly enough to be useful.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. The improvement of mineral processing data using material balance computer programs is nowadays a current practice in many plants, engineering companies or research centers. It now becomes more obvious that such programs should integrate new features such as the preprocessing of data, the estimation of less accessible process variables and an in-depth interpretation of: the computed results. A few solutions to these new problems are already available. The feasibility of a mass balance computation for instance can be examined by analyzing the degree of redundancy of the measurements prior to any data adjustment. New variables such as chemical analyses in particle size intervals or liquid phase composition can be included in a set of measurements. Finally, a sensitivity analysis can be used to analyze the reliability of the results, to detect eventual outliers or to redesign a sampling scheme. Some illustrations of these new developments are presented.

The first Cyanisorb process was constructed in 1991 at the Golden Cross Mine in Waihi, New Zealand to recover cyanide from CIL tailings. The Golden Cross operation consists of an open-pit and underground gold mine with a conventional crushing, grinding and CIL circuit with Merrill Crowe zinc precipitation for gold recovery. Prior to disposal in the tailings pond, slurry tailings are stripped of cyanide at a pH of approxi­mately 7.5 using the Cyanisorb process. Mill throughput is approximately 2,500 tons per day (TPD), and CIL slurry tailings average 37% solids with a specific gravity of 1.27. CIL tailings WAD cyanide average 150 mg/L. The Cyanisorb process recovers approximately 85% of tailings WAD cyanide, produc­ing a slurry effluent with approximately 20 mg/L WAD cyanide. A second Cyanisorb process was commissioned at the NERCO DeLamar silver mine in southwest Idaho in May, 1992. The ore milling and silver recovery operation consists of crushing, grinding, a CIP circuit and Merrill Crowe zinc precipi­tation for silver recovery. Cyanide recovery is from clarified tailings with WAD cyanide ranging from 3 50 mg/L to 600 mg/L, producing an effluent with less than 30 mg/L to 60 mg/L WAD cyanide. Due to the presence of zinc-cyanide complexes in mill tailings resulting from the Merrill Crowe process, cyanide is stripped at a pH of approximately 5.5.

Upgrading molybdenite ore can be technically difficult and expensive if talc is a major impurity in the ore. The layered structure of molybdenite and talc decreases the surface specificity of floatation and suppression agents, thereby making molybdenite ore beneficiation inefficient if under some wet processing methods. However, oxidic talc surfaces may be distinct from the sulfidic or oxysulfidic molybdenite surfaces, such distinction related to electron work functions and/or densities of electron donors/acceptors sites. If such differences are present, the upgrading of finely sized molybdenite ore by dry triboelectrostatic methods may hold advantages over traditional wet methods.

Permissible exposure limits (PELs) have been established for gaseous pollutants, carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), nitrogen dioxide (NO2), and some gas-phase hydrocarbons emitted in diesel exhaust. There is, as yet, no PEL recommended for diesel exhaust aerosol (DEA), nor is there a standard method for sampling this aerosol. The University of Minnesota and the U.S. Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size-selective inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were made in underground coal mines that use diesel equipment. The mine mean DEA concentrations for the five mines surveyed, determined with the PDEAS in the haulageway, was 0.89 mg/m3 with a standard deviation of 0.44 mg/m3. DEA contributed 52 % of the respirable aerosol at this location. In three of the mines filter samples were collected for DEAassociated polynuclear aromatic hydrocarbons (PAHs) and biological activity determinations. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust. In general, the PAH and biological activity levels were similar for all three mines, and indicate that up to 25 % of the haulageway concentrations may be contributed by outby diesel vehicles. Measured concentrations of CO, C02, NO, NO2, and SO2, were well below regulated levels. INTRODUCTION Diesel exhaust contains pollutant gases, such as carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and gas-phase hydrocarbons, as well as DEA. Much of the health-related concern focuses on DEA and associated organic compounds (Watts, 1992a). A wide variety of these PAHs have been identified and some are known carcinogens and/or mutagens. The U.S. Mine Safety and Health Administration (MSHA) has proposed new PELs for these and other contaminants (MSHA, 1989). MSHA has also published an advance notice of proposed rulemaking to establish a separate PEL for diesel particulate (MSHA, 1992). The U.S. Bureau of Mines has collaborated with the University of Minnesota to develop and field test a PDEAS. The PDEAS is a three stage sampler based on the MSA' personal respirable dust sampler. It utilizes a respirable cyclone preclassifier followed by a 0.8 µm cut point impactor and afterfilter operating at a flow rate of 2 L/min. Respirable aerosol greater than 0.8, µm in size is collected by the impactor while DEA, less than 0.8 µm in size, is collected by the afterfilter. Hence, gravimetric analysis of the afterfilter permits measurement of DEA concentrations. This development and laboratory evaluation of the PDEAS were described previously by Cantrell (1990) and Rubow (1990). During field tests of the sampler, numerous air quality measurements were made in continuous miner sections of five underground coal mines that use diesel haulage equipment. These air quality measurements included levels of selected PAH and biological activity associated with DEA collected in the intake and haulageway areas of three of the five underground mines, and CO, CO2, NO, and NO2 in two of the mines. The objectives of this paper are to present the DEA and associated pollutant concentrations measured in these mines and to assess the impact of diesel face-haulage equipment on underground mine air quality. MINE DESCRIPTIONS The mines used for the PDEAS evaluation were designated J, K, L, N, and 0. Mines K, N, and 0 are located in the Western United States, while mines J and L are located in the East. Each mine produces high volatile, bituminous coal with shift production levels varying from 500 to 2000 tons/section. Seam heights varied from 1.5 to 3.0 m. Mines K and N use continuous mining to develop longwall panels. The others are strictly room-and-pillar operations using continuous miners. The number and types of diesel-powered vehicles used at these mines were described by Watts (1992b). Mines J, K, N, and 0 use diesel power to assist in a wide range of activities in addition to coal haulage. These included road maintenance, personnel and materials transport, lubrication, and welding. Mine L used only three diesel-powered shuttle cars to haul coal. SAMPLING AND ANALYSIS METHODS Aerosol Measurements Aerosol samples were collected in the mine portal area, the clean air intake to the continuous miner section, the haulageway one crosscut inby from the feeder breaker and belt, in the return airway, and on selected personnel. The haulageway sampling site was located near the point where the diesel-powered shuttle cars turn around to dump their loads. Additional respirable and DEA samples were collected and have been reported by Haney (1990).

We report on the upgrading of molybdenite ore using a laboratory-scale, drytriboelectrostatic beneficiation system. This system employs pneumatic transport conditions to tribocharge, beneficiate and collect the fine molybdenite ore particles. Using this system, two Mo ores were beneficiated under dry conditions without the addition of water or surface modifiers and additives. Beneficiation performance was dependent on the particle size of the feed ore. The surface and particulate morphology and elemental concentrations in the parent feeds and the beneficiated products were examined by scanning electron microscopy (SEM) and optical microscopy. These data, in conjunction with a complete recovery analysis, define some potential advantages of dry, triboelectrostatic beneficiation processing and provide insight into factors controlling molybdenite ore upgrading.

"As mine operators continuously look for ways to improve functionality and increase capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont USA (Newmont) in Nevada was faced with such a need in their Carbon-in-Leach (CIL) train. In a collaborative effort between Newmont and Derrick Corporation, tests were conceived to assess the viability of drop in replacement screen using a three dimensional screen panel. The urethane pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade their urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing, and other scalping applications.INTRODUCTION In Spring of 2014, Process Machinery Associates (PMA), Derrick Corporation’s (Derrick) local area representative, met with Newmont USA (Newmont) to discuss the operation of the in tank screens in the carbon in leach (CIL) train at Twin Creeks, near Golconda, Nevada. The process was originally designed for 13,000 +tons per day (tpd) but has been steadily rising since the plant was commissioned and now Newmont requires 16,000 tpd to be processed. The original screens were running at their maximum capacity and Newmont required additional screening capacity to continue the upward trend in production. Physical separation by use of screening is one of mineral processing oldest methods. Screening media can be prone to blinding and pegging and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and therefore larger machines, screening media that doesn’t blind, or a combination of both. In an effort to avoid larger machines, Derrick Corporation had been working on a revolutionary three dimensional panel which would add non blinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 (Carlin, Nevada) in July of 2013 and was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

Twenty years ago, when tunnel projects in the UK were generally procured by the public sector, many were completed late and over budget. Now a significant proportion of new infrastructure is developed by the private sector. Seeking more certainty in cost and programme, promoters have tried new and radically different methods of procurement and contract forms. The paper will review these developments, then examine the approach adopted for some of the largest current UK tunnelling projects (both in the public and private sectors) including the Channel Tunnel Rail Link, the Heathrow Terminal 5 Development and new highway tunnels.

As conveyor systems continue to improve in reliability due to improved design, installation, maintenance, and operation, one of the more common modes of failure is the rubber carry cover being abraded away to the tension member. Various types of abrasion are discussed as well as current laboratory methods for measuring wear. New lab methods to mimic types of abrasion in service are presented and data from current and improved rubber covers will be presented. Actual wear performance of current and new cover compounds in multiple applications (coal, limestone, granite) will be compared to the new lab test methods and cost benefits shown.

Researchers at the University of Alabama in cooperation with the U.S. Bureau of Mines have developed adaptive process control systems in which genetic algorithms (GAS) are used to augment fuzzy logic controllers (FLCs). GAS are search algorithms that rapidly locate near-optimum solutions to a wide spectrum of problems by mimicking the search procedures of natural genetics. FLCs are rule based systems that efficiently manipulate a problem environment by modeling the "rule-of-thumb" strategy used in human decision making. GAS and FLCs can be combined to produce powerful, efficient, and robust adaptive control systems. To perform efficiently, such control systems require a control element to manipulate the problem environment, an analysis element to recognize changes in the problem environment, and a learning element to adjust to the changes in the problem environment. I" this paper, the details of an ongoing research effort to develop and implement an adaptive process control system for a column flotation unit are discussed.

The mining industry has been a leader in developing liner technology for leach pads and tailings impoundments, but it is a newcomer to cap designs. Closure of waste piles, leach heaps and tailings require special design con­siderations. Factos such as differential settlement, surface ero­sion, veneer stability, vegetation and burrowing animals must be considered.

Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Outokumpu nickel refining process originally developed for nickel matte has been adapted to the mentioned new raw materials. Both new process routes contain the Outokumpu cobalt removal and nickel electrowinning stages but leaching and solution purification stages differ from the industrial process in operation in Harjavalta.

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.
