In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006 and 2007 (3.4, 4.3, and 3.4, respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016 the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. Although the first published optimum pit limit design algorithm by Lerchs-Grossmann dates back to 1965, the majority of the open-pit mines in the U.S. has not as yet adopted such a rigorous optimization algorithm. Instead, the floating cone approach initially developed by Kennecott Copper in 1961 is still used today for various reasons. However, shortcomings with the floating cone algorithm, particularly for precious metal deposits with erratic mineral distributions, have provided a renewed interest in optimizing algorithms.

The effect of sample storage in argon and in air on kinetics of oxidation of pyrite from a coal source was studied using accelerated weathering test in laboratory columns. Prior to the weathering tests the samples were crushed, ground, and stored for various time periods in argon and air. The results showed a dramatic difference in the rate of oxidation of the aged samples. The differences were interpreted based on the hypothesis that the aging of pyrite led to the formation of surface coatings which changed with time. The significance of these results in pyrite/reagent interactions in flotation and in evaluating the acid mine drainage potential of pyritic waste materials is discussed.

Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

Since the record year of 1981 through 1985 the tonnage of weighting materials (barite and other heavy minerals) used in drilling fluids has decreased an estimated 49%. As in the past, barite still makes up over 90% of the minerals used for weighting materials in drilling fluid. Domestic production of barite has decreased 69% since 1981 and imported barite has made up over 50% of the total barite consumed since 1982. See Figure 1 for usage of barite. The number of operating grinding plants has decreased from 69 in 1982 to 39 at the end of 1985. With the decrease in demand of weighting materials for drilling fluids and an over capacity of grinding existing, prices for weighting materials have decreased dramatically. Although the American Petroleum Institute has not changed any of the specifications for barite, some users have initiated their own new specifications and have proposed to have them included in the API specifications. The exploration for and development of oil and gas dictates the level of weighting material used in the drilling fluids industry. Most forecasters do not foresee (or predict) increases in the level of drilling until the 90's. The primary or unground barite produced in the U.S. mines has a difficult time competing with imported barite due to the location of the mines. These mines are located in North Central Nevada, with small tonnages being produced in California, Missouri, Illinois, Montana and Washington. The major reason, is the difference in transportation costs from the mines versus ocean freight rates from the foreign ports to the major area of use, the U.S. Gulf. Since 1981, the production of primary barite has decreased from 2,849,000/ST (2,584,596/MT) in 1981 to an estimated 890,000/ ST (807,403/MT) in 1985(1). If it were not for the use of unit trains by some producers the production of primary barite in the U.S. would have probably declined another 20% in 1985. During the same period, of the total amount of barite consumed in the U.S., imported barite ore increased from 417, in 1981 to 65% in 1985. The major exporting countries to the U.S. during this period were China 46.27, Morocco 15.27., Chile 10%, Peru 8.4%, India 7.9%, Mexico 5.4%, Thailand 3.9% and Ireland 2.3%.

Phelps Dodge’s Candelaria copper-gold mine is located 20 km (12miles) south of Copiapó in northern Chile’s Atacama province (Region III) (Fig. 1). The Candelaria Mine is about 800 km (500miles) north of Santiago and 75 km (47 miles) east of the Pacific Ocean. Its elevation is 600 m (1,970 ft) above sea level. The Copiapó River Valley is 6 km (4 miles) northeast of the mine site. It is the only major source of water in this arid region. The average rainfall is 14mm/a (0.5 in./year). During 1995, the mine produced 521.4 kt (574,800 st) of copper concentrate containing 150 kt (165,000 st) of salable copper and 3 t (98,800 oz) of gold. The 1995 unit cash cost was less than 50 cents/lb of copper. This makes Candelaria one the world’s lowest cost copper producers.

Increasing interest in the Bucket Wheel Excavator (BWE) technology calls for a universally understandable definition of suitable performance factors which would reflect the unique features of this technology. The importance of properly designed and calculated performance factors for the BWE systems cannot be overemphasised. They are used by all levels of management in any mining organization for a wide variety of purposes, in particular for budgeting, for selecting new equipment, for monitoring current equipment and for comparison with other operations.

A naturally aged and synthesized manganese oxide-coated granular media was found in our laboratory to have the capability of the removal of soluble Mn(H) from mine drainage by adsorption and oxidation. Mine drainage commonly also includes other heavy metal ions. Extending this principle, this paper presents the removal of heavy metals including lead, copper, cobalt, zinc and nickel in the aqueous solution by using the synthesized manganese oxide-coated granular media. It was found that the adsorption of lead, copper, cobalt, zinc and nickel on the manganese oxide-coated media follows both Langmuir and Dubinin-Radushkevich adsorption isotherms except in the concentration range less than 0.1 mmole/L. The adsorption mechanism involves the ion exchange between the heavy metal ions and synthesized manganese oxide coated on the media. The synthetic manganese oxide surface has a strong metal binding ability to the heavy metals in the order of Pb2+ > Cu2+ > Ni2+ > Zn2+ > C02+ based on the adsorption results using batch and continuous column operations. The breakthrough curves of these heavy metals showed that the synthesized media could be used effectively in the removal of these heavy metal ions in a cell or packed column. The process can simultaneously facilitate the immobilization of the heavy metals on the synthesized manganese oxide coated media. A subsequent pH adjustment dislodges the heavy metals and regenerates the synthetic media. Thus, the process accomplishes the adsorption, immobilization and concentration of the heavy metal from waste stream in one monolithic procedure.

Ion exchange technology is becoming more prevalent for metal recovery from low concentration solutions. The products of ion exchange are typically a metal free stream (product stream) and a concentrated metal stream (byproduct). The metals in the concentrate stream are usually precipitated and returned to the process or discarded. The unique features of emew® technology enable metals to be recovered directly from the concentrated stream. The advantage of the IX-emew® combination is the ability to have two product streams: 1) clean metal free solution and 2) metal product for sale. In addition to recovering metals from solution, it is also possible to separate metals from each other and recover more than one metal product. In this paper, examples of IX-emew® combinations are detailed including the recovery of copper, nickel and cobalt from an industrial waste stream, recovery of nickel from a spent electroless nickel plating solution and recovery of cobalt from an hydroxide cake.

Alunite has been utilized as raw materials for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores include quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 microns. Adequate separation techniques for such fine particles have not been developed. A new method for the beneficiation of alunite ore is proposed in this study. 'Ibis method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g. an alunite concentrate of 90% grade with 80% recovery, has been obtained from an Utah ore. Techniques for the selective co-flocculation of magnetite and quartz, the separation of the carried quartz, and the recovery of magnetite after separation are discussed.

The expansion in gold production in the Carlin 'Trend over the last few years has been one of staggering proportion. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the Mine Engineering group at Newmont Gold. This paper discusses the organizational changes implemented to effectively deal with a full range of engineering problems and how the Newmont Gold Mine Engineering group dealt with these problems. Specially developed computer software and their applications will be explained. Improvements in the techniques used in converting geologic resources into reserves, and in scheduling the mining of multiple pits to feed multiple processing facilities, as well as ore control procedures are presented. Current mine engineering practices are discussed.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

Industrial Mineral Fillers, LLC. is in the initial stages of mining and processing Anorthosite (CASPAR TM) at its CASPAR mine located in Soledad Canyon, Los Angeles County, California The CASPAR is being mined from the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. Preliminary results suggest that CASPAR is a desirable alternative to silica sand used in construction applications, such as, stucco, grout, abrasives, and other uses including filtration and golf course recreation sands. With the use of standard ore dressing techniques, CASPAR is suitable for use as a filler in paint, plastics and rubber. Environmentally, CASPAR has advantages over silica sand, in that, there is no detectable Free Silca.

Other production includes datolite in Russia and synthetic colemanite in Chile. Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.

Geological, hydrological, and geochemical information synthesized in a Geographical Information System (GIS) for water and rock surrounding South and Middle Forks of Mineral Creek, northwest of Silverton Colorado, was analyzed to distinguish between the natural and the mining-related sources of metals to dace waters in the watershed An important natural source of metals to surface water emanates from a porphyry molybdenum deposit south and upslope from the Middle Fork of Mineral Creek. Interaction of surface and ground water with fractured, altered rocks and permeable, Quatemay-age surficial deposits produces downstream water quality that does not meet current State of Colorado water quality standards for metals and pH. GIS site characterization and three-dimensional modeling distinguish surficial deposits as volumetrically substantial, significant sources of naturally occurring metals that strongly influence water quality and complicate ongoing mine-site mitigation efforts. Our findings indicate that regional hydrologic and geologic information needs to be evaluated before realistic water quality guidelines are established and mitigation recommendations are confidently implemented.

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. The McCoy/Cove mine is located 48 km (30 miles) south of Battle Mountain, Nevada, USA, in the Fish Creek Mountains at an elevation of 1548 m (5080 ft), see Figure 1. Joseph H. McCoy first discovered gold at this location in 1914. This discovery led to the Gold Dome Mine which produced the first gold from this area in 1928. After the Gold Dome era, the land remained relatively dormant until Houston oil and Minerals Corporation purchased the claims from the Summa corporation and defined an ore body at the present day McCoy pit. In 1986 Tenneco Minerals (formerly Houston oil and Minerals corporation), sold the McCoy mine and adjoining claims to Echo Bay Minerals corporation. The Cove ore body was discovered soon after the sale to Echo Bay. Echo Bay expanded the heap leach operation and built the present mill which began processing ore in the fall of 1989.
