You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. With unprecedented worldwide growth and increasing global demand for energy expected to swell by 60 per-cent in the next two decades, mining matters as much now, if not more, than it ever has. This was the consensus at the 110th Annual National Western Mining Conference presented by the Colorado Mining Association, Feb. 12-14 at the Westin Hotel in Denver, CO. The role of coal ? America?s most abundant energy source ? the future of uranium and its possible resurgence in the energy marketplace, the skyrocketing value of gold as well as the issues of health, safety, climate change, legislation and government?s role in mining were all discussed during the three-day conference that operated under the banner of ?Mining Matters.? Barbara Filas, chairperson of the 110th National Western Mining Conference, president of Knight Piesold Co. and former SME president, welcomed the record crowd with an inspiring speech in which she pointed out that although ?most normal folks don?t know what role mining plays in their everyday life, mining does matter. ?Our industry,? she said, ?matters to Colorado. It matters to Colorado because it is a $3-billion industry. It matters to the 13,000 people who are employed directly or indirectly by the industry and it matters to schools that receive more than half of the royalties that are generated by mining.? During discussions of mining?s place in Colorado, the western United States and the world, special attention was paid to coal, uranium and the future of energy. ?It is time to rethink our perceptions about coal,? said Mark A. Smith, president and chief executive officer of Chevron Mining Inc. He spoke during the opening reception in a presentation titled, ?Coal to Liquids: Bridging America?s Energy Gap.? Although coal is America?s most abundant, and cheapest energy source, it is also one of the most scrutinized because of the pollution it causes and recent, and heavily publicized, tragedies that have claimed the lives of some who mine it.

"Mining is an important part of the economy of Namibia. In 2016, 11.1 percent of the GDP was the result of mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists of an underground mining operation.The global annual production of fluorspar is approximately 5.4 to 6.3 Mt (6 to 7 million st) (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu has produced on average about 45 kt/a (50,000 stpy) in recent years (U.S. Geological Survey National Minerals Information Center, 2015).The Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an openpit mine with four individual pits (A-D) since 1980. In 2014, the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently, Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village.The intent is to develop a concept for the further underground development of the mine. There are still about 6.3 Mt (7 million st) of measured resources left in the deposit, with an average grade of 27.5 percent CaF2. This study focuses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged.For solving the task to design the mine, a site visit for data collecting was conducted. Resource estimations were calculated based on existing drill data, and consequently, block models were created. The development of the mine design included the selection of the most suitable mining method, mining technology and mine organization. Moreover, some economic considerations are pointed out, followed by a profitability assessment."

NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

"The design of an appropriate pre-grouting program can be the difference between a successful tunnel construction and an expensive on-the-go repair. However, current grout design relies heavily on rulesof- thumb and outdated charts. The geotechnical investigation is rarely targeted towards grouting design and the final grouting decisions are made based on fines content or soil classification. The current paper presents an experimental study performed to determine the optimal grout for a tunnel in soft ground below the ground water table (GWT). The testing program consisted of sieve analysis and undrained static triaxial tests on reconstituted sonic samples. Rheological tests were used to compare the different grout mixes and identify best candidates before performing one-dimensional permeation tests. Pressure and volume measurements during the permeation tests, along with the unconfined compression strength results on the permeated soils, helped evaluate the filtration potential for the different grouts and select the optimal grout.INTRODUCTIONConstruction of the Millwoods Double Barrel Replacement Project commenced in 2009 and was expected to be completed by 2015. To facilitate ongoing city development in south Edmonton, the City implemented construction of a major sanitary trunk network along 91st Street and 30th Avenue. The project involved the design and construction of approximately 1.2 miles (2 km) of 7.8-ft (2,400 mm) sanitary tunnel and 2.1 miles (3.4 km) of 11.5-ft. (3,500 mm) and 9.5-ft. (2,900 mm) storm tunnel. Part of the project also involved the conversion of the existing double barrel storm and sanitary trunk to full sanitary service, and reconnecting the local storm sewers from the double barrel pipe to the new storm tunnel. The tunnels range in depth from 26-ft. (8 m) to 115-ft. (35 m) and are being installed using a one pass system with precast concrete segmental liners."

This paper will review the basic aspects of the U.S. coal business and explore the commercial approaches which have proven to be most successful.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

The Mexican fluorspar industry is faced with and will face serious problems, some of their own making and others beyond their control. However, they still offer the most secure source of fluorspar for North American' consumers. Since 1975, even in light of declining markets, they have, increased then production capabilities' as shown in Table #1. In analyzing Table #1, we note that Compania Miners Rio Colorado has closed down due to their ore reserves being exhausted. Fluorita de Rio Verde expanded their acid grade fluorspar capacity in anticipation of additional North American business. Campania Miners Las Cuevas presumably increased capacity to meet their North American contractual commitments and to supply their own hydrofluoric acid plant (Fluorex) at Juarez, Mexico. Historically, the Mexican fluorspar industry has relied on the United States as the mainstay for their sales. As shown in Tables #2 and #3, the Mexican share of the United States market has moderately decreased. However, as noted in Table #4 the volume loss is substantial as explained below.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

Policies for reducing NOx emissions have led power plants to restrict O2, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer of a Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy. INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

During 1995, the estimated consumption of lithium minerals in the western world was 139 kt (153,000 st).This amounted to 18 kt (20,000 st) of lithium carbonate equivalent (LCE). Overall tonnage demand for lithium minerals increased by 10.8 kt (11,900 st) during 1995from 1994. From 1992 to 1995, overall tonnage demand has increased 62%, from 85.5 to 139 kt (94,240 st). There are four major producers of lithium minerals. Gwalia Consolidated in Western Australia is the largest producer of spodumene. It supplies high-grade spodumene concentrate, fine-spodumene concentrate, glass-grade spodumene and chemical-grade spodumene.Tantalum Mining (Tanco) of Manitoba, Canada, produces high-grade spodumene concentrate, fine-spodumene, concentrate and montebrasite. Bikita Minerals in Zimbabwe is the largest manufacturer of petalite. It supplies high-grade and container-glass petalite.

A case study was conducted on a metal mine operating in Kazakhstan, in which problems were associated with use of a complicated and outdated ventilation system and its high expenses. The mine needs to reconsider its existing ventilation system and identify the risks associated with operational losses when using this ventilation system. The aim of this study was to develop an efficient risk analysis method capable of estimating operational risks and financial benefits of the existing mine ventilation system. The developed risk analysismethod considers ventilationmodelling, riskmodelling, and financialmodelling.Ventilation modelling comprises ventilation simulation and ventilation financial simulation. In risk modelling, the number of risk events occurring with the use of existing ventilation system and the operational losses during these events is estimated. Financial modelling considers operational losses and ventilation financial simulation benefits and uses a dynamic cash flow model to estimate how cost variability influences the cash flow. As a result, the improved ventilation system attains an additional NPVa ranging from 3.2 to 8.5 million US$ at the corresponding defined probability of 90%. The results of this study reveal that the developed risk analysis method can efficiently estimate the financial benefits of ventilation modelling and consider risk events and their total operational losses associated with use of the existing ventilation system. This approach provides a range of possible outcomes and helps with deciding whether the ventilation system is appropriate or whether it should be updated to better suit the project financial benefits.

Explosions in underground coal mines have been a serious safety concern since the advent of mining; despite significant technological advances, they are still occurring. Parameters such as barometric pressure, geological changes, and changes in ventilation can contribute to an explosion. These factors can be monitored with available and developing technologies to create algorithms that predict when explosions are more likely to occur. This paper reviews current underground atmospheric monitoring systems and related regulations around the world. In addition, suggestions for improvement and implications for explosion prevention are discussed.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.
