An exploration program which covered an area of about 17 000 km2(6564 sq miles), was carried out between 1966 and 1969 by the United Nations project named "Mineral Survey of the Azuero Area." The target became Cerro Petaquilla, Province of Colon, Panama. See Fig. 1. Regional exploration led to discoveries of many geochemical anomalies and minor mineralization, but it was only toward the end of the project that a promising target was indicated by a large zone of comer and molybdenum anomalies in stream sediments in a remote 1, area between the Cordillera and the Caribbean coast. Follow-up surveys established the presence of porphyry-type copper mineralization in the area now known as Cerro Petaquilla.

This paper discusses some important industrial interactions between size reduction and downstream froth flotation processes. Experience gained at the industrial level is clearly indicating that how size reduction circuits are designed and/or operated can have a significant impact on froth flotation beyond normal considerations of particle size, liberation, etc. Three specific interactions will be discussed: 1) the impact of steel grinding media versus autogeneous grinding on the efficiency of sulfide mineral flotation with varying thiol collectors and water sources; 2) the importance of appropriately utilizing the electrochemical window that is created in the grinding to enhance sulfide mineral recovery by froth flotation; and 3) the interaction of particle size distribution with collector dosage and frother type.

This paper describes the Boroo Gold Company (BGC) ore processing plant which is the first CIL/CIP plant in Mongolia. BGC is the first foreign investment in Mongolia since 1990 and follows the highest safety and environmental standards. Commissioning of the plant commenced in October 2003 and commercial production began in March 2004. Gold recovery is by gravity and conventional leaching and carbon adsorption. Detoxification of the leach tails is by the SO2/Air method before discharging the tails to the tailings pond. Ore types treated at Boroo are predominantly oxide with some transition ore as mining reaches the lower sulphide zone. There are several interesting technological issues and projects ongoing at Boroo which will also be discussed.

Pyrrhotite (FeS1+x ,0<x<0.15) is an iron sulfide which is considered to be a pest in carbon-in-pulp/ leach (CIP/L) gold processing [l].The perceived influence of pyrrhotite on gold processing by CIP/L is a competing consumption of 02 and CN­as the pyrrhotite dissolves by oxidation [1,2]. The few studies of the oxidation chemistry, kinetics and mechanism of the oxidation ofpyrrhotite are reviewed in detail elsewhere [3].There is broad agreement that the surface of pyrrhotite is very rapidly oxidized to form a thin (e.g. 10 nm) ferric hydroxy-oxide layer which overlays an iron-deficient sulfide lattice covering the original pyrrhotite. Previous XRD work by us (McKee, Renault, Barker; 199Oa, 1990b) showed that by using pressed powder briquettes and a peak deconvolution technique, quartz in perlite can be routinely determined at <0.1 wt. %. In the present report, we discuss two additional methods of standardization: 1) chemical determination of quartz in silicate standards and 2) addition of a large amount of quartz to an unknown mixture. The first method applies the concept of mass balance and is sensitive to the analysis of silica and a monitor element. The second minimizes mixing errors; its equation is non-linear and is derived from the two component case with unequal mass absorption coefficients treated by Klug and Alexander (1974).

INTRODUCTION Coal is geologically a sedimentary rock with distinct bedding planes containing a mixture of petrographic constituents. Yet. because of its chemical nature, it also has some of the characteristics of a polymeric material. In addition, it is extensively precracked to give a macropore structure and also has a substantial internal volume of microporosity. Add to this the mineral constituents dispersed in the coal in a variety of forms and sizes. and it can be readily appreciated that coal is a complex and heterogeneous material. It has to date not been possible to predict the particle size distributions produced by breakage of coals from a priori application of the principles of fracture mechanics. However, there is a substantial body of data resulting from empirical observation of size distributions produced under various conditions, primarily from grinding mills. It is the function of this review to outline how this empirical information can be used to predict product size distributions for those systems which have been studied systematically, and to suggest future avenues of research using similar methodology. FRACTURE THEORY APPLIED TO COAL It is, of course, possible to devise experiments for slow crack propagation in a coal. However, the evidence is that coal breaks by brittle fracture in the mills and mining machines of industrial importance and therefore the theory of brittle fracture is sufficient to illustrate the important features of the fracture of coal. In order to produce size reduction a solid must be stressed by the application of force. The force can be a tensile (stretching), compressive, or shear force, and the three dimensional stress pattern in the solid represents the tensile, compressive, and shear forces per unit area acting in any direction through any point in the solid. As an illustration consider the case of a simple one-dimensional tensile stress: then stress is defined as a=F/A where F is the force. A is the cross-sectional area of the solid normal to F and strain. E, is defined as the fractional change in the length of the solid. so that E= x/L where x is the extension of an original length of L. Coal behaves as an elastic material over short times (although viscoelastic creep can occur if the stress is maintained over long times) and if it is not stretched too far the coal returns to its original shape when the stress is removed; otherwise catastrophic failure occurs and the coal fractures at a stress termed the tensile strength. The failure under stress of an elastic material is termed brittle fracture. Elastic material fails at small stain and the stress-stain relation to where brittle fracture occurs is the empirical Hooke&apos;s law. a= YE, where Y is Young&apos;s modulus. The work done on the solid to take the solid from zero external stress to a stressed state by slowly increasing F up to a final stress u is the integral of the stress times the strain. This reversible strain energy is stored in the solid and. using Hooke&apos;s law. is u /2Y per unit volume of solid. If the solid is immediately loaded to u the work done is [EAuL] which Is a2 /Y per unit volume, that is, twice the reversible work.

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. This paper presents a cyclic queueing model which evaluates the productivity of a shovel-truck materials haulage system. For a cyclic queueing problem with exponentially distributed service times, a cyclic queueing model provides exact solutions in a fraction of the time that simulation takes to produce an approximate solution. The model is applied to an example problem, and the results are validated with simulation. Simulation is used to show that the assumptions of exponentially distributed service times and steady-state are not serious problems. A cyclic queueing model can be used to quickly obtain an accurate assessment of the productivity of a shovel-truck system.

The purpose of this paper is to outline briefly some basic principles of ground- water hydrology that have application in mine hydrology. The development of a mine below the water table pleads for accurate values to answers of hydrology problems. Such problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by isotropic rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where isotropic rocks are not present. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground water used by -hydrologists in the study of behavior of wells should be helpful to mine operators, The work of the Ground Water Branch of the U.S. Geological Survey through its history has been confined largely to the study of ground water as a resource, In view of the increasing number of problems relating to drainage of mines, the Branch started an investigation of mine hydrology in 1945 under the direction of W.T. Stuart, Mr. Stuart and other workers are making detailed studies of specific mine areas. In the present paper an attempt is made to synthesize some facts about ground water into usable form for the typical mine operator. Mining operations that extend below the water table disturb the natural hydrologic regimen, Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine. The behavior of the cone of depression, as it tends to deepen and increase in areal extent when the mine deepens, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised.

For many years, the Machinery Division of Dravo Corporation has been designing and constructing bins and hunkers as part of overall plant facilities. We have designed bins to handle a variety of materials including coal, coke, iron ores and concentrates, sintered and pelletized ores, calcined and raw limestone, bentonite, alloys for BOF shops, and even cast iron chips from machining operations. We, along with everyone else in this business, have had our bin problems. The bins either plug, rathole, segregate, wear out, flood the discharge device, or overload it. Surprisingly, sometimes they have worked. As engineers, it has long concerned us that something as important as bin design should be so imprecise and that it has been so conspicuously avoided in research and in literature. In past years, rule-of-thumb design criteria had been to keep the sides of the bins as steep as possible and the outlets of the bin as large as possible. This criteria led to the design of bins with 600 to 700 side slopes and table feeders which were very large. Unfortunately, this meant trying to fit tall, skinny bins into a layout where minimum building height was required for obvious economic reasons. Like everyone else in the industry, we found that this design procedure was expensive and ineffective.

The practice of roof bolting in world-wide mining activities is very well known, having been used extensively for over 50 years. The theory of roof bolting, however, is extremely complicated, and only recently have investigators attempted to explain the theory. Discussions of the mechanics involved usually originate with actual experience gained in the use of roof bolts. The use of roof bolting in mines has grown dramatically during the period after World War II. Other scientific techniques have emerged in mining research in the same period. Included in these techniques is the study of rock mechanics, which has now developed into an impressive research effort. Various means of analysis have been utilized in rock mechanics, most of which reduce rock to an isotropic, homogeneous medium that could be easily analyzed. Because of the inherent nature of rock, direct research methods frequently are not certain to provide satisfactory results, whereas indirect methods must idealize a given set of conditions in order to be useful. One of the indirect research methods is the photoelastic technique, the theory of which is widely known and needs no elaboration. This technique has been used extensively to examine the state of stress around underground openings of various shapes in certain types of strata, and under various configurations (1,2,3,4,5). Much of the theory used now in the design of underground openings is based on photoelastic evaluation. Unless rigorously applied, how- ever, the photoelastic technique is at best a qualitative means of evaluation. It is useful, however, for unusual examples which can be more or less easily analyzed to obtain the overall state of stress which could not be determined by other means. Little work has been done in the photoelastic analysis of rock bolting, mainly because direct research techniques have proven useful.

Resource Enterprises, Inc. (REI) is exploiting the coalbed gas resource by working in unison with active underground mining operations. At REI?s pilot project at the Soldier Canyon Mine, Carbon County, Utah, REI has drilled nearly 15,250 m of horizontal in- seam and slant boreholes during the initial two years of drilling activity. Produced gas has been sold to a natural gas transmission company on a continuous basis since mid 1983.

As a part of the Department of the Interior&apos;s rutile and titaniferous materials development program conducted under the Defense Production Act, the Bureau of Mines investigated the potential for producing national stockpile grade rutile from plant products of phosphate beneficiation plants operating in the central Florida pebble phosphate district. The potential for producing ilmenite, zircon, and monazite concentrates from the plant products was also investigated. Results of these studies indicated that 3,000 to 6,000 tons of rutile, 28,000 to 55,000 tons of ilmenite, 9,000 to 19,000 tons of zircon, and 400 to 800 tons of monazite passed through the plant circuits annually. All of these minerals are presently being sent to waste ponds. Beneficiation of a bulk heavy mineral concentrate separated from the amine flotation tailing (froth product) of numerous plants in the district showed that it was possible to produce a rutile concentrate containing over 94 percent Ti02. Additional studies showed that over 70 percent of the Ti02 in the rutile concentrate could be isolated in a product containing 98.0 percent Ti02. The studies also showed that it was possible to produce ilmenite concentrates containing 63 percent Ti02, zircon concen¬trates containing 65 percent Zr02, monazite concentrates containing over 85 percent monazite [(Ce,La,Y,Th) (P04)], and xenotime concentrates containing over 35 percent xenotime (YPO4).

INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.

Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world&apos;s population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world&apos;s phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth&apos;s crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane&apos;s physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world&apos;s phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco&apos;s El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company&apos;s plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco&apos;s Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7&apos; foundation with minimum modification and yet be capable of twice the production of a 7&apos; cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. The MP1000 was also designed to operate with a head throw that can be greater than the equivalent Symons design. The wear behaviors of grinding media with different chemical compositions and microstructures in wet grinding of a quartz-pyrrhotite mixture was investigated under various environments. The marked ball wear tests showed that the wear rate could be minimized by a suitable combination of martensite and ferrite within the same ball. A ball composed solely of hard martensite exhibited increased wear under an oxygen environment, while balls composed of both soft ferrite together with hard martensite exhibited decreased wear due presumably to the difference in their passivation? behaviors. The galvanic interactions between the two phases as well as among these phases and an electroactive mineral were investigated through electrochemical measurements under abrasive conditions in a slurry. The rates of formation of passive films controlled the corrosion currents of the high chromium steel media. Corrosive wear and its effect on flotation are discussed using the passivation kinetics model thereby developed.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA&apos;s activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation&apos;s metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry&apos;s eyes and ears and its collective voice in Washington."
