The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation's mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau's resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation's dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. With high expectations and promises, computers were introduced to the mining industry in the late 1950s and 1960s. Applications spread in the 1970s when capabilities began to catch up to early promises, and people within the industry began to see the benefits of using computers in business and engineering. The 1980s have seen a wide acceptance of computers, both large and small, and the use of computers is accelerating throughout the industry. Computers have changed dramatically over the last 25 years. The power of some microcomputers matches the capabilities of main frame computers from less than 10 years ago. The variety of software on these micros exceeds what is available on many larger computers today. Changes over the next 10 years are likely to be greater than those of the last 10 years. Making use of available computer technology while trying to cope with the rapid changes in this industry will take much effort within mining. To take advantage of existing computers, consider and evaluate: project needs and applications; professional, administrative, and support personnel; computer software and technology; and computer and related hardware. Note that this list is in the order of decreasing importance. These categories are also presented in the order for which organization and solutions should be provided to get the most out of computers. To start with a computer and go up the list has cost many mining companies needless expenditures, wear and tear on personnel, and frustration. It is assumed for this article that the need for computer tools is self evident. You can do without a computer by using the appropriate techniques (manual methods) with any required shortcuts plus a lot of personnel time. Indeed, several companies are doing that as a "solution" to what to do with their excess engineering personnel in these lean times. However, the future may be better served if some of these people could be prepared to handle the applications and technology presently available. People and Problems To present the factors related to turning the computer into a productivity aide, it may be enlightening to examine some common people problems that reduce productivity. The most valuable resource any mining company has is its mining professionals. And, particularly with computers, people either make the successes or create the barriers, not the machines. The following list of people problems (syndromes and complexes) has been amply observed during some 23 years of the author's experience with computers and their applications in mining. Home Grown Syndrome - "Nobody else can really understand my problem or provide `exactly' what I need to solve it." While there may be some truth to this syndrome, it would be an unusual project that cannot be handled with existing solutions for at least 75-80% of the needs. Having a base to build on will also speed the development of any remaining needs. It does not seem justified to start all over for a new application, even if "our problem is unique." Not Invented Here Syndrome - This "justification" for the continued existence and budgets of some groups has various forms: "It wasn't done here so it obviously can't do the project the way I think it should be done"; and, "If it wasn't invented here, it obviously

The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

"INTRODUCTION Characterization of waste rock is frequently an oversight in mine planning which can contribute to significant delay in permitting and ultimately development. Thorough waste rock characterization is now a prerequisite to developing operating and closure plans acceptable to regulators and the public. BACKGROUND A long history of mine development has placed virtually all focus on the economic extraction and beneficiation of ore materials, while waste rock characterization and management received substantially less attention and consideration. Inadequate waste rock characterization has contributed to planning and management practices that are having unintended and unforeseen impacts to surface and groundwater, and in some cases lead to significant long term closure liability. In response, the regulatory community has developed guidelines for performing waste rock characterization during the pre- mine permitting process that in some cases seem onerous (BLM, 2013). Additionally, where a project proponent has not met these guidelines or results have been deemed “inadequate”, the Nevada Division of Environmental Protection and Bureau of Land Management (regulatory agencies) will only issue operating permits with rigid management practices to address the uncertainty, including requirements for lining waste rock facilities. WASTE ROCK CHARACTERIZATION FOR NEVADA PROJECTS Newmont Mining Corporation (Newmont) operations in Nevada approaches waste rock characterization like ore characterization, as it requires a similar investment of time, funding and attention to detail in order to pass public and regulatory scrutiny. Newmont follows a tiered approach to characterization that creates three over-lapping data sets representing an “escalation” in analysis at each tier, an approach that has thus far gained regulatory approval. “Tier 1” waste rock characterization for most Newmont projects begins with exploration drilling which follows internal standards and procedures. 20-foot composite samples are prepared from all drilling and analyzed for multiple trace elements using inductively coupled plasma mass spectrometry (ICP-MS) methods and for acid-base characterization using method ASTM-E1915. If the exploration program is successful and further resource or reserve development is recommended, the Tier 1 data are used to prepare a Waste Rock Characterization Plan (Plan) that will be presented to regulatory agencies as a part of baseline project characterization."

When operations begin early next year at the $100-million Port Kembla coal loading facility in New South Wales, Australia, a sophisticated computer system, directed by two of Hewlett-Packard's HP1000 mini-computers, will perform a number of functions ranging from monitoring and reporting arrivals and departures to maintaining a library of events for up to one year. The three-processor HP1000 system configuration, valued at $215,000, is one of the largest single orders, in terms of dollar value, ever submitted in Australia for Hewlett-Packard's line of engineering and manufacturing minicomputers. The processors will be linked in a fully "backed-up'' configuration using Hewlett-Packard's fourth generation distributed networking system, DS/1000-IV, making the system one of the most sophisticated in Australia. Interfaced to a number of weightometers and programmable logic controllers (PLCs), the computers will be the heart of a coal inventory system for the facility which, in its first phase, will be capable of handling more than 13.5 Mt/a of coal. The computers will report on all plant functions, including conveyor belt and water spray operations. Specifically, the system will: • Monitor and report all coal movements related to road and rail deliveries, dispatches from ship loaders, and interstockpile transfers. •Maintain a ''running log" of all events pertaining to overall plant operations, such as conveyor starts and stops and anti-pollution spray activation. • Accept and maintain plant data entered manually or acquired automatically from various remote locations via either visual display units (VDUs) or PLCs. • Maintain complete historical records of all transactions and related plant events for up to one year. • Provide a facility for stockpile management, modeling-type programs, and training or other simulation activity. The facility was designed with the following characteristics in mind, based on an analysis of requirements for an automated coal loading operation that would optimize productivity and be flexible to change and grow with facility needs and changing technology: • Continuous Operations-Due to the need for continuous plant logging and control, the overall facility will be capable of uninterrupted, 24¬hour operation. • Handling Current and Projected Workloads-The facility will be capable of not only handling current workloads, but also any additional workloads required during future coal loading operations. • Expansion-The facility will be capable of expansion, for a minimum cost, at any time with minimum disruption in operations. • Single Source of Supply and Maintenance-The facility will be supplied and maintained by one supplier, through hardware and software maintenance support contracts. System Configuration Two HP1000 minicomputers, each with 500K bytes of main memory, will be front-ended by a pre-processor with 256K bytes of main memory. These three systems, active, backup, and front-end, will be interconnected into a triangular array, as shown in the accompanying diagram. Under normal conditions, the front-end will transmit plant status data to one of the main systems, whose primary function will be to monitor coal flow and maintain a relevant dialogue with operators. The front-end, therefore, handles all communication with the plant PLCs, effectively removing this overhead from the current plant monitor (either of the two main systems). The front-end pre-processes and post-processes all information flowing from the plant monitor to the PLCs and vice versa, thus effectively handling all communication between the two units. A second main system will handle reporting, administrative, and modeling functions, and will also be capable of performing both front-end and monitoring operations. Linking all

The colloidal stability of synthetic silica spheres with clean, methylated and dehydroxylated sur¬faces was studied at different concentrations of dissolved gas and KCl electrolyte at a fixed pH of 4.2. A classic stability ratio/electrolyte concentration analysis shows that hydrophobic, methy¬lated particles undergo faster rates of aggregation with increasing concentrations of dissolved carbon dioxide. Similar data for hydrophilic particles and dehydroxylated particles show no change as a function of dissolved carbon dioxide concentration. Zeta potential data behave simi¬larly, showing a strong influence of dissolved gas only for methylated particles. The results are interpreted in terms of DLVO theory, with the surface-to-surface interaction dominated by the presence of very small protruding bubbles. Direct evidence for the existence of these very small gas bubbles (or "nanobubbles") was obtained using tapping mode atomic force microscopy. Small bubbles do not form on smooth, hydrophilic, or dehydroxylated silicon oxide water sur¬faces immersed in aqueous solutions under known levels of gas supersaturation. Randomly dis¬tributed small bubbles were observed over the whole surface of observation on methylated surfaces of controlled roughness. Bubbles formed on rough, methylated surfaces were larger and less-densely distributed than those on a smooth surface of similar hydrophobicity. The process of bubble coalescence was observed as a function of time. The macroscopic contact angle, measured with respect to the aqueous or gas phase, is very different from the microscopic contact angle detected by TMAFM and appears to be due to the influence of line tension at the pinned three¬phase contact line. The latter has a value of -3 x 10-10 N and acts to stabilize the small bubbles, flattening them and thereby reducing the Laplace pressure.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. INTRODUCTION Drift design problems in caving operations are a re¬sult of the geologic factors contributing to the overall success of the system, of the engineering factors dictated by economic and technical considerations, and of ore production practices. Combining these factors, a rational underground sup¬port system of rock reinforcement, light steel channel section or welded wire fabric, and shotcrete can be de¬signed based on rock fracturing, rock load, abutment loadings, ground movement, expected repair and desired flexibility. The design concept uses the effect achieved by restraining, reinforcing, and maintaining some of the intrinsic strength of the fractured rock mass composed of interlocked blocks of intact rock and rock fractures. Three different examples of drift support design in hypo¬thetical mines using the caving system are given. Caving is a system of underground mining where ore is extracted by means of gravity after the ore body is allowed to fail by removing support from underneath. The rock mass of the ore body fractures and flows ver¬tically downward to let gravity do as much work as pos¬sible. Caving differs from many other mining systems in that blasting is used only to initiate the rock mass failure by removing the rock supporting the ore but not to break the ore itself. The initial movement of the rock mass dur¬ing failure and the consequent crushing and grinding during the continued movement serve to reduce the ore to particles of a manageable size, with only limited sec¬ondary blasting necessary. The broken ore is extracted from the bottom of the failed rock mass through funnels of some sort pre-excavated in the rock. Ore extraction must continue or the swell of the broken rock will even¬tually fill the cavity and stop further rock mass failure and movement. The excellent general discussion on block caving in the SME Mining Engineering Handbook (Julin and Tobie, 1973) adequately covers the principles and application of this type of underground mining. Many rock mechanics aspects of block caving have been covered by others (McMahon and Kendrick, 1969; Swaisgood, et al., 1972; Mahtab and Dixon, 1975; King, 1946) and will not be reviewed further. Maintaining the stability of production drifts is one of the most troublesome problems plaguing the mine manager in a caving operation. Many factors contrib¬ute to drift support problems, and identifying the causes of instability and producing a reasonable support design are two steps toward achieving stability consistent with the mine plan. This chapter sets forth a technique for the design of support systems for production drifts in caving opera¬tions. The basic support system elements employed are rock reinforcement, welded wire fabric, and shotcrete. Recognized as contributing to the design are the factors of rock load, additional load from mining activity, rock fracture characteristics, repair expected, and flexibility. It must be emphasized that the drift must first be stabilized as for a tunnel, and the additional strengthen¬ing for mining-induced loads cannot contribute to the initial premining stabilization, or the reserve of strength is used up. MINE PLANNING The efficient mine planning engineer not only must satisfy the economic, human, and environmental aspects of his task but must also consider the mechanical con¬sequences of his plan. The problems created for the mine by placing parallel drifts too close, by crossing drifts on different levels with inadequate, if any, separa¬tion, and by installing connections and crossovers in the haulage plan without regard for the effective spans cre¬ated, are only a few of the problems a mine planning engineer can create for himself and the mine. The effect on immediately adjacent mine areas when an area is caved is important to drift design because the removal of vertical support from a rock mass causes the weight of that rock mass to be shifted elsewhere. The adjacent rock mass will carry this load and reach a new equilibrium with the applied stress. The advancing front of stress increase that results from caving (and many other mining systems) is generally called the abutment load and is the increase in stress over the gravity or tec¬tonic stress that already exists, as shown in Fig. 1. In general, the abutment load will be similar in nature to the stress change found around an opening in rock and will be taken as causing an increase in the vertical prin¬cipal stress, due to an approaching caving boundary, so that

Introduction Microcomputers are becoming more convenient to use at all levels in the business world, including the mining industry. The state of the mining industry requires that we become more productive and innovative in our analysis of deposits and operations. With the help of computers, examination of options to increase productivity can be performed quickly and inexpensively. Effective computer use to design underground workings combines the calculating power and speed of a computer with the technical expertise and judgment of an engineer. Computer programs can perform in minutes calculations that might take several months for an engineer. But the engineer must be on guard when using computers for calculations. It is easy to assume the results produced by a computer program are always correct. However, the computer is only a sophisticated calculator. It cannot recognize logical errors or transposition of numbers. Also, some intuitive or obvious decisions made by an engineer are difficult or impossible to program effectively. In this article, selected commercial programs are discussed. These programs can provide engineers with tools to evaluate engineering designs for underground mines. The programs perform much of the tedious calculation. The engineer, though, must still make decisions and conceptualize designs. The software mentioned in this article runs on microcomputers and minicomputers. The mention of particular software, however, does not imply endorsement. Mining projects After a decision has been made to proceed with an underground mining project, more detailed evaluation of the mining method and extraction sequence begins. If a mine is already in operation, schedules and plans are needed to more clearly define future production. Existing operations can benefit from identification of bottlenecks in material movement and produce extraction options to make the mine more efficient. Detailed studies for a new mine are based on the technical engineering design. These studies provide specific details to determine equipment requirements. Detailed studies done during a project are similar to short-term planning and control carried out daily by the mining engineers. The engineering design phase includes: • Study of the infrastructures - entries, shaft, access from surface to underground; • Definition of the mine layout, hydrogeology, geotechnical considerations, transport, and ventilation; • Choice of machines and equipment; • Mine scheduling, including waste extraction and production sequencing; and • Economics, including labor and supplies. Further detailed studies include: • Blasting patterns; • Detailed geotechnical calculations; • Secondary ventilation; and • Production cycles along with coordination of the workings. Objectives The primary objective of underground mine planning is moving material out of the mine at the least cost. Development of the production schedule considers location and volume of ore units, transport distance, equipment and manpower interactions, and grade or quality of material. Two methods can be used to determine the scheduled material removal: optimization or trial and error. The microcomputer programs discussed here do not cover optimization for underground mine planning. For several reasons, optimization is often a "black box" approach. Although optimization is possible with linear programming techniques, few mining operations can be described effectively with linear equations. An interactive trial-and-error approach is desirable because engineering judgment can be inserted as a plan develops. Because of the large number of factors in an underground operation, an optimization technique seldom covers all possibilities. Few of the programs available consider all of the possible parameters. The programs use an interactive sequencing or a simulation approach and are either event-oriented or deposit-oriented. The most desirable programs offer an integrated approach. They consider a broad range of operating conditions including equipment, labor, costs, material movement, timing, and mine layout, among other factors. The two types of models generally used in designing underground workings include: • The interactive model, which requires direct, incremental input from the user. Outlines of the section to be mined may show on the screen. The engineer causes the model to develop piece-by-piece. The program may offer feedback on parameters such as tons and grade, or other values, as the section is "mined." • The simulation model, which is usually an automatic technique. Parameters related to the process are entered. The program then calculates the mining sequence over a designated time period or until the economic material is exhausted. A simulation model imitates step-by-step performance of equipment or other processes.

Hoses provide a variety of critical functions in nearly every mining operation. Care must be taken when selecting, installing, and maintaining hoses to insure maximum hose life. This article provides some tips on selecting, installing, and maintaining hoses, and gives some background on hose construction and safety. In the mining industry, hoses are used for everything from hydraulic systems that power drills and hammers, to suction systems that carry away dust and debris. Hoses are used on such a large scale that a detailed discussion of specific applications would require many volumes. Dayco Corp. has, however, provided these basic and brief guidelines on how to select and maintain hoses for mining applications. Hose Construction Industrial hoses are classified as much by construction as they are by application. So, it is a good idea to start any discussion of hoses with a description of their basic construction. There are four basic components to hoses: the tube, reinforcement, cover, and couplings. The tube is the inner core or lining, and is usually made of smooth rubber or plastic. Rubber or plastic composition is scientifically determined to be compatible with the materials passing through it, such as fluids, chemicals, gases, or substances. Other considerations in compounding rubber or plastic for the tube are temperature ranges and stresses. In practice, the required compound can be precisely chosen from various charts listing them according to application. There are, however, applications where the compounding of tube rubber or plastic must be customized. The reinforcement hose layer immediately surrounds the tube. As its name implies, this layer gives the hose strength and provides protection for the tube component. Reinforcement must be able to contain the inner forces-pressure and shock-transmitted through the tube, and such external forces as twisting, bending, and crushing. So it is usually made of high tensile strength cord, fabric, or wire that is wrapped, wound, or braided around the tube. The cover is the outermost layer, so it may encounter oils, acids, water, dust, abrasion, and other potentially damaging influences depending, of course, on the application. An appropriate cover material must be selected, usually a rubber compound. Couplings, even though they are a hose attachment, are as vital as any other component and should be considered part of the hose. Couplings are usually made of carbon steel or malleable iron; however, bronze or stainless steel might be used if corrosive chemicals are involved and brass or aluminum might be used for flammable fluids. A coupling is usually in two parts: an insert that fits into the hose bore and contains the threaded male, female, or other type of connection, and the ferrule or collar that fits over the hose and secures the coupling in place. There are, however, some one-part couplings that fit securely into the hose without a ferrule. These are usually limited to low pressure applications and are secured to the hose by clamps or metal bands. Some fittings can also be permanently "built-in" as the hose is made. Couplings can be classified as reusable or permanent. The reusables can be removed when the old hose expires and used again on a new hose. The permanent types are crimped or swaged on at the factory or in the field (using special equipment) and must be discarded with the hose. Although couplings are most commonly thought of as having threaded fittings, there is another type called "quick connect." These either have a crow-foot or jaw-type design that permits a fast, "snap" connection. This can

Although most bauxite mined is used to make metallic alu¬minum, more than a million tons of bauxite is used annually in the United States in the manufacture of refractories, chemicals, abrasives, and cement. Raw material requirements are becoming increasingly difficult to meet because high-grade bauxite, required for some uses, is limited. The supply of raw material for high-alumina refractories is most critical because a low-iron bauxite is needed. Although there are substantial bauxite reserves in the world, bauxite suitable for use in refractories is limited to a few districts.
