1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. One of the most difficult areas in concession contracts in resource-rich developing countries is achieving an equitable balance between the interests of investors, host states and, increasingly, mine and near mine communities. While some countries in the Andean region have resorted to outright or creeping expropriation of natural resource contracts under the guise of resource nationalism, others such as the Democratic Republic of the Congo (DRC), have claimed international best practice in the review (and setting aside) of important concession contracts.

"Operational challenges associated with solvent extraction (SX) plants include the effective on-line management of solids introduced from a variety of process streams. Solids are carried over from leaching circuits due to incomplete solid–liquid separation, may be formed as a result of chemical precipitation within the SX circuits, or introduced from downstream electrowinning operations. Solids in SX settlers result in operational challenges that impact plant availability and reduce optimized name-plate design capacity operation. Most available SX crud and bottom solids removal systems are limited in their effectiveness to handle high total suspended solids in SX circuits. Operations are often forced to take settlers off-line for complete removal of contained solids. These cleaning operations are hazardous, high risk, labour-intensive and costly in terms of production down-time and organic extractant and diluent reagent losses. Production pressure results in operations being reluctant to take SX settler units off-line for solids clean-out, resulting in continued operation of the SX, at reduced levels of mass transfer performance. Crud ForxTM is an SX solids removal system, for the on-line removal of interfacial and bottom solids associated with hydrometallurgical SX processes. A case study conducted at Glencore’s Mutanda Mining copper and cobalt operation in the Democratic Republic of Congo demonstrated the effectiveness of the Crud Forx. Benefits identified were an overall improvement in SX fire risk reduction, SX occupational health and safety and an improvement in copper mass transfer. INTRODUCTION Hydrometallurgical copper extraction and purification processes are often associated with ultra-fine solids distribution profiles throughout the process flowsheet (Virnig et al., 1999). The level and impact of the undesired deportment of solids to process streams varies from operation to operation, but the common denominator for all operations that employ solvent extraction (SX) as a copper upgrading and purification step is that, at some stage, they will have to manage solids (crud) within the SX circuit. Available crud removal systems in the industry have had limited success in continuous, effective interfacial crud and bottom solids removal from SX settlers. Most operations use basic removal methodologies which, at best, only result in delaying the requirement for taking the affected SX settler stages off-line for complete clean-out. This operational methodology results in production loss, increased SX organic extractant consumption and adds occupational health and safety risk to SX operations. The integrated Crud ForxTM/Crud FrogzTM SX solids management system assists operations in on-line SX solids management. The system has been proven to significantly reduce the requirement for off-line cleaning of settlers."

A review of thermodynamic information and models of slags, including associated software when available, is presented. The pertinence and accuracy of these models is discussed by comparison of their predictions for various slag thermodynamic properties with the available experimental data. Practical industrial applications will be illustrated by a literature review of the dephosphorization process of ferromanganese alloys and by the description of Ti behavior during silico-manganese alloys production. This latter example will show how the thermodynamic models have been used to propose a flotation treatment at low temperature to enhance TiC removal.

Mine planning and scheduling is based on using a geological model for the deposit. Blocks are used to discretize the deposit into mineable volumes where grade values are assigned. Traditional estimation techniques such as kriging or inverse distance weighting are frequently used for this task where an interpolated value is calculated within a discrete volume. This group of block grades is the input for sequence optimizers, which base their decision on the economical value of a given block. Ultimately, the economical value of a block depends on its grade, making mine sequencing sensitive to all estimated values. If one looks to a block not as a single grade but as a set of equally possible grades, its economical value will change as different grades can be assigned to it. Stochastic simulation is known to provide the tools to assess grade variability, which makes it possible to generate equally probable values in a block. Different grade block models can thus be built and multiple sequencing alternatives are observed by running the optimizer for these distinct inputs. The results demonstrate that the methodology is adequate for risk assessment and proves to be useful for mining project sensitivity analyses. Differences in the project net present value showed that there is little difference between the two simulation methodologies (sequential Gaussian simulation and sequential indicator simulation) applied. The process is demonstrated using a Brazilian kaolin deposit. Keywords: geostatistical simulation, mine planning, sequencing, risk assessment, open pit optimization.

The development of feedforward semi-empirical control models for furnaces and the evaluation of mass balances are based on plant data. The models can only be as good as the data and it is therefore required to know the inherent uncertainty associated with the plant data. This uncertainty stems mainly from the fact that the slag, alloy or dust, have a distributed nature that depends on the degree of mixedness. It is commonly accepted that melts from open bath furnaces are well-mixed, and submerged arc furnaces less so. The impact of this assumption is significant, as a reasonably homogeneous melt could be represented by one sample only. As so much of metallurgical control depends on the assay information of the alloy and slag melts from furnaces, it was decided to characterise the possible variation in melt chemistry and temperature. Sampling campaigns and continuous temperature measurement of the melts were performed for different alloy and slag taps at a major ferrochrome producer. Both a submerged arc furnace and open arc furnace are evaluated in this way, by way of comparison. The slags of both open arc and submerged arc furnaces were found to be of similar degrees of homogeneity, with much spatial variance in the reducible iron and chromium oxides. However, it was found that the alloy melts deriving from open arc furnaces were significantly less homogeneous than the alloy derived from submerged arc furnace alloy production. The compositional variance could be related to the furnace operating conditions and it affects both metallurgical accounting and process control. In all cases it was found that the variance in melt solute components are larger than can be ascribed to analysis instrument error. It will be shown how this predetermined variance in melt composition could be included in process modelling and control.

In typical conventional narrow vein stoping operations, the use of temporary support components to offer some support to workers, whilst the permanent and generally more elaborate support system gets installed or constructed, still results in injuries to people. The authors wishes to explore the probability and practicality of making use of new generation support products to make the support operations safer as well as enhance productivity in the stope face. This paper will examine the use of Autorock Drills as a means to drill roof support holes and install appropriate support components into these holes, as well as the application of ?Thin Spray Liners?, commonly called TSL?s as an additional means of creating a safer operating environment. The installation of netting as a means of roof protection and other support aspects such as cemented roof-bolts will also be explored. These proposed items are envisaged to improve the safety of our people and reduce production down time and increase production and productivity.

In this paper some failure phenomena observed in the crossing of brittle rock formations at the Lötschberg base tunnel are presented. A brittle failure criteria, recently developed by Canadian researchers, is applied through finite element calculations together with a semi-empirical failure criterion, to explain these behaviours. Good agreement is found between predicted and observed failures at the tunnel walls. This study also shows some of the limitations of this approach. Dans cet article sont présentés certains phénomènes de rupture observés durant la traversée de zones de roches fragiles lors de l’excavation du tunnel du Lötschberg. Un critère de rupture développé récemment par la recherche canadienne est utilisé à travers des calculs par éléments finis. En parallèle, les résultats sont comparés avec ceux d’un critère semi-empirique. Au niveau des parements, l’ampleur des ruptures observées est assez proche des résultats de calcul. Cette étude a également permis de mettre en avant certaines limites de l’approche choisie. In diesem Artikel werden verschiedene Brucharten dargestellt, die bei der Durchfahrung von sprödem Gestein im Rahmen des Ausbaus des Lötschberg-Basistunnels beobachtet wurden. Zur Erklärung des vorliegenden Verhaltens wurden die erst kürzlich in Kanada entwickelten Theorien zur Beschreibung von Sprödbrüchen herangezogen und bei der Berechnung mittels der Finite-Elemente-Methode und eines semi-empirischen Kriteriums angewendet. Die so vorhergesagten Versagenszonen an den Tunnelwänden stimmen mit den Beobachtungen gut überein. Die Studie hat auch dazu beigetragen, die bei der Anwendung des Lösungsansatzes angetroffenen Schwierigkeiten aufzuzeigen.

Gravity separation techniques have been in use in the mineral sands industry for decades; from the Reichert cone to Wilfley tables, Wright sluices and the Kelsey Jig, all attempting that elusive perfect gravity separation. Just as the gravity separation industry evolved, Richards Bay Minerals also evolved in their use and approach to gravity separation. This paper discusses the history of gravity separation at Richards Bay Minerals and briefly comments on future developments. History Primary Concentration Richards Bay Mineral?s (RBM) first mining concentrator and mineral separation plant commenced operation in 1977 to process ilmenite, rutile and zircon bearing dunal deposits along the northern Natal coast. The orebody contained a greater proportion of non-valuable magnetic heavy mineral in the SG range of 3 to 4 compared to West Australian and Florida USA deposits, making mineral separation more difficult(1). The deposit was mined using two dredges feeding a floating 2000 tph concentrator. Concentrator feed was screened and fed to two four-stage circuits consisting of primary, scavenger, cleaner and recleaner Reichert cones [see Figure 1]. The primary units were fed at a rate of 80 tph and a density of 60% solids by weight.

Mineral resource evaluation and estimation process is not an exact science; however it depends on the knowledge and experience of the competent person and his ability to apply his mind, make reasonable assumptions, interpretations and exercise sound judgment in the mineral resource estimation process. The mineral resource evaluation results in a mineral resource statement are disclosed to investors. The minerals industry is presently undergoing rapid changes in legislation governing the public reporting of mineral assets. It has gone through different phases of development with respect to the reporting of mineral resources and mineral reserves (mineral assets). In the past no reporting was done and currently mineral assets are reported as a supplementary section that briefly describes the mineral asset termed ?the mineral reserve and mineral resource statement?. The current industry trend appears to be going towards recognition and disclosure of the mineral assets on to the balance sheet. This paper explores the salient issues behind the mineral resources and mineral reserve statement of vein and reef deposits published in the public domain. It also highlights the potential misleading consequences of these issues and which filter through to the valuation of these particular mineral assets. The creation of reporting standards in the minerals industry has made significant inroads in standardizing and consolidating the interpretation and understanding of the different classification categories in the industry in an effort to promote common interpretation towards these salient issues.

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.

The move away from the use of strike stabilising pillars at depth and the adoption of the more flexible system of mining towards final dip remnant pillars brings new opportunities for optimising mine design. In the initial planning stage, the size and spacing of the final pillars is designed using classical design criteria, through limiting modelled values of Energy Release Rate (ERR), Average Pillar Stress (APS) and Excess Shear Stress (ESS). In reality, mines often leave pillars that are larger than those originally designed. One of the reasons for leaving more ground is an unexpectedly high rate of seismicity. In this paper, we present developments in integration of modelling and seismicity that are aimed at developing design criteria that are more responsive to local conditions.

Block Cave mining is one method used to extract ore from underground diamond mines as well as other massive orebodies such as copper. This necessitates the excavation of many kilometers of tunnel within the ore body. The integrity of these excavations needs to be maintained over a number of years. Most Kimberlites and weak orebodies are extremely susceptible to degradation when exposed to moisture and the atmosphere. It is therefore essential that some form of weathering protection is applied as soon as possible after exposure. Conventional methods of weathering protection such as shotcrete do not easily fit in with the production schedule, hence the need for a more efficient system that could be applied immediately after exposure and serve as a temporary support or even as a permanent support medium. The main advantages of thin sprayed liners (TSL) compared to shotcrete are the ease of application, speed of application, early strength, much reduced transportation of material, less labour intensive and cost effectiveness. Several Thin Sprayed Liners suitable for various mining environments and geotechnical conditions are available and could be well suited as additional support the undercut level development in a block cave where this may be required. TSL offer a cost effective support solution as an alternative to shotcrete in areas where the building of a support structure is not a requirement.

INTRODUCTION The first references in the literature to the so-called C.S.I.R. 'doorstopper' strain cell were made in 1964 1,2,3,4. These were the climax of nearly two years of experimental and developmental work with the instruments and the operating techniques involved. Since that time numerous field measurements have been made with 'doorstoppers' and they have been developed to a stage where they are in commercial production and are being supplied to users throughout the world. No detailed description of the latest 'doorstopper' equipment has, however, appeared in print and this paper is written to bring the literature up to date in this respect. The triaxial strain cell was developed three years ago 5, 6, 7 and was first described at the First Congress of the International Society for Rock Mechanics in Lisbon in 1966 8. Since that date laboratory tests and-particularly important-field tests 7' 9 have demonstrated the validity and practicality of the instruments and techniques. These instruments have also been developed to a stage where they have been released for commercial production. In this form they are very different from those described two years ago and a full description of them at this stage seems to be justified. THE INFORMATION SUPPLIED BY 'DOORSTOPPER' AND TRIAXIAL STRAIN CELLS Both the 'doorstopper' and triaxial strain cells were designed specifically to determine the absolute stress in rock using an overcoring stress relieving technique. They were not designed to measure changes in stress. They may, however, be used for the latter purpose provided the glue which is used to stick the strain gauges to the rock is known to possess sufficiently stable strain-time characteristics as not to affect the accuracy of the results during the time the measurements are made. The 'doorstopper' was designed primarily to measure the major principal stress in situations where its direction and those of the two other principal stresses were either known or could be assumed. For example, at great depth in undisturbed virgin ground, it is reasonable to assume that the maximum principal stress is vertical and that the other two lie in a horizontal plane. The borehole in which the 'doorstopper' is installed would thus be drilled in the horizontal plane parallel to one of the minor principal stresses, the direction of which would either have to be assumed or determined as described later. The stresses measured would be the vertical major principal stress and the principal stress acting in a horizontal plane normal to the borehole axis. It is possible, as will be shown later, to obtained the complete state of stress using 'doorstoppers'. In this event, it is necessary to make measurements in three boreholes drilled in any three known directions to each other and relative to a system of three orthogonal axes. The triaxial strain cell was designed to determine the complete state of stress in a single borehole drilled in any direction in any stress field. The high final total moisture content of fine coal after mining and processing is one of the major reasons that this resource is not extensively used in subsequent power generation, combustion, or other conversion processes. Some coal products, like export coal, may be subjected to a variety of environmental conditions during transport and storage, such as temperature and humidity. To understand the mechanisms by which moisture is attracted and held on and within fine coal particles, further information is needed regarding the processes occurring at the coal surface. In order to determine the correlation between physical coal properties and its moisture adsorption and desorption characteristics, a series of sorption experiments were conducted on various coal samples under climatically controlled conditions. Equilibrium moisture data was collected while changing the temperature and humidity. This data was correlated to coal properties such as particle size, porosity, maceral composition, and mineral content. All the coals that were studied were medium-rank bituminous coals. It was found that the best predictors for moisture adsorption and desorption were the mineral and inertinite contents. Keywords moisture, adsorption, desorption, fine coal, surface properties.

There have been several high-profile accidents in the South African mining industry where fatigue was identified as either causal or contributory. The risk of fatigue is inherent in any work-time arrangement involving shift work and work that is physically or mentally demanding, repetitive, or requires high vigilance. The management of fatigue is not simply a matter of correct shift scheduling. Amore comprehensive approach is needed. In order to be successful, a fatigue management programme should address the unique needs of the operation in which it will be implemented and should be integrated into normal operations. Fatigue management is a shared responsibility between the organization and its employees, and all stakeholders should participate in order to provide the safest and healthiest working environment possible.

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching.
