The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.

This report presents the results of a U.S. Bureau of Mines evaluation of smoke detectors placed in conveyor belt entries of underground coal mines. The selected mines are located in six different Mine Safety and Health Administration (MSHA) districts, are operated by seven different companies, and use atmospheric monitoring systems from seven different manufacturers. Principal concerns are early detection and warning of fires, reliability of operation, frequency of maintenance, and adaptability of detectors to monitoring systems and the mining environment. The data contained in this report provide for some comparisons between smoke detectors and CO sensors, specifically in the areas of early detection of fires and susceptibility to nuisance alarms due to diesel exhaust contaminants. Finally, recommendations for performance standards, sensitivity tests, detector classification, and maintenance are presented.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. The storage facilities and the transportation system in France were studied, and recommendations based on the information gained were made to the director of the oil division of the Fuel Administra- tion and to the chairman of the Shipping Board. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. France. At the request of Ambassador Sharp, a re- port was prepared on the advisability of developing the petroleum resources in France.

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

As a part of the work which the Bureau of Mines carried out in 1916 and 1917 pertaining to the compressibility of natural gas , it became necessary to de termine the pressure -volume relations of several of the paraffin hydrocarbons of which natural gas is composed . Results of the work on natural gas were published in Technical papers 131 (Burrell , G.A. , and Robertson , I.W. , The compressibility of natural gas to high pressure , Bureau of Mines Tech . Paper 131 , 1916 , 12 pp. ) and 158 (Burrell , G.A. , and Robertson , I.W. , Compressibility of natural gas and its constituents with analyses of natural gas from 31 cities in the United States , Bureau of Mines Tech . Paper 158 , 1917 , 12 pp . ) , and curves were given of pressure volume deviations of the gases , methane , ethane , propane , and carbon dioxide at high pressures . original experimental data on these gases , however , were not published . The In view of many inquiries which the Bureau has received with reference to the original data on the se gases , and the importance of the pressure -volume relations from which it is possible to calculate the deviation of any natural gas who se composition is known , the original data as determined by Burrell and Robertson are pre sented below .

The temperature entropy (T, S) chart? of thermodynamic properties of nitrogen herewith presented is a complete (1949) revision and a considerable extension of similar charts prepared by the author for use of the helium section of the Bureau of Mines about 25 years previously on the basis of inadequate data then obtaining. During the interval since that early effort, much experimentally determined information on nitrogen properties and behavior has been published, which now permits a more nearly accurate layout and more extensive charting of these relations.

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. In 1986, at the request Of the Bureau of Land Management, the U.S. Bureau of Mines studied the central portion, encompassing 20,727 acres of the 32,261-acre Badlands Wilderness Study Area (OR-005-021) in order to evaluate its identified mineral resources. The study area is located in Crook and Deschutes Counties, OR, about 12 miles east from Bend. No mineral resources were identified. The area studied is underlain by Tertiary and Quaternary basalt flows which are largely covered by a veneer of sand and silt. No mines, prospects, or mineralized areas occur within or near the study area, but some sand and gravel has been removed from alluvial deposits at the east and west sides of the area. Slab lava of marketable grade and quantity was not found in the study area. None of the study area is of current interest for geothermal resources, but the eastern third of the wilderness study area is leased (1984) for oil and gas.

"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."

The Bureau of Mines has recently collected two samples of crude oil from wells in the Greasewood Flat, area of northeastern Colorado. Sample 31310 was taken from the Continental Oi1 Co.'s well Briggs No. 1 which came in on September 27,7.931, with a maximum production of 940 barrels per day. Sample 31311 was taken from the Reiter-Foster Oil Co.'s well Ida Johnson No. 1 which came in on August 24, 1931 with a maximum production of approximately 1000 barrels per day. These two samples of crude oil are typical "intermediate base" crude oils according to the classification defined by Smith and Lane. The characteristics of these two samples, as shown by the Hempel analyses, indicate that they are almost identical. They have a very low sulphur content, and the residuum has a low carbon-residue content which would indicate that they are excellent crude oils for refining. Crude oils yielding a residuum which has a carbon-residue content of 4 per cent or less usually make good material for the manufacture of cylinder stocks. The pour points of the samples and the cloud test of the fractions obtained from the vacuum distillation indicate that the Greasewood Flat oil contains considerable wax. The high wax content would cause some difficulty in transmitting this oil through a pipe fine during extreme cold weather.

In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. The use of oxygen breathing apparatus during rescue and recovery operations at both coal and metal mines has become so commonplace that there is a tendency for the industry not to give such apparetus the full measure of credit that it deserves in any particular disaster , therefore , the data presented herein should give some idea of what has been done in this regard during the past 15 years that is , up to 1910 by the Technologic Branch of the U. S. Geological Survey , and thence ( to the end of 1922) by the U. S. Bureau of Mines .

The Allah Cooper mine, in Louisa County, Va., formerly was a producer of lead and zinc. It was believed that the critical shortage of leach and zinc and the fact that some ore had been produced at this mine justified exploration of it. A preliminary examination was made on April 30, 1943, by J. E. Hill, a Bureau of Mines Engineer. Diamond drilling was done on the property from November 30 to December 18, 1943, to determine whether the sulfide body extended to depth. One hole drilled to a depth of 650 feet and located so as to cut the Allah Cooper ore shoot about 150 feet below the lowest known mine workings failed to disclose sulfide vein at that depth.

It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .

A mineral investigation by the U.S. Bureau of Mines revealed no mines or prospects and no past or present mining claims in the Agua Tibia Wilderness Study Area (WSA). The area is underlain mainly by weakly foliated gabbro similar to rock that has hosted gem- and lithium-bearing pegmatites in the Pala district about 6 mi to the south. However, no gem- or lithium-bearing pegmatites have been discovered in the WSA. Nearby quarries in the gabbro have yielded rock for facing and dimension stone. No sand, gravel, or energy (oil, gas, coal, or geothermal) resources were identified.
