The alveolar macrophage (AM) responds to stimuli such as coal mine dust by releasing inflammatory mediators such as cytokines, growth factors. reactive oxygen species. and eicosanoids. Eicosanoids are synthesized by°AM through the action of cyclooxygenase and lipoxygenase enzymes and serve to modulate the proinflammatory function of this cell as part of the lungs' host defense mechanism. Reactive oxygen species can be generated by AM as a by-product in the biosynthetic pathway of the prostaglandins. AM produces primarily prostaglandin E2, thromboxane A2, and leukotriene B4 as part of the cellular response to an inflammatory stimulus. There is evidence to suggest that eicosanoid production by AM is functionally linked to both surface interaction with mine dust particles like silica and by the phagocytosis of the dust particle itself. In this report, we examined the effects of an antioxidant, vitamin E. on dust-induced synthesis of PGE2 and TXB2 in vitro and in vivo by AM obtained by bronchoalveolar lavage from rats. We also looked at the effects of the surface of silica particles on AM eicosanoid biosynthesis under conditions of calcination, a process that removes exposed hydroxyl groups from the surface of silica particles, thus reducing the likelihood of soluble hydroxyl radical formation. Treatment of AM with vitamin E in vivo and in vitro reduced the augmentation in eicosanoid production usually observed when AM are exposed to mine dusts. These results suggest that vitamin E may effectively reduce the inflammatory and fibrotic response produced by inhalation of mineral dust through an antioxidant mechanism. Silica that has been chemically altered by calcination was unable to activate AM eicosanoid production in vitro when compared to untreated, freshly fractured silica. These findings suggest that the mechanism by which dust particles can activate AM eicosanoid release may involve interaction of surface and/or soluble factors with the cell membrane. Taken together, these studies point to the involvement of AM eicosanoid production as part of the proinflammatory response of this cell to occupational inhalation of mineral dust. - Environ Health Perspect 102(Suppl 10):97-100 (1994)

This report investigates the effects of adding a layer of extra padding to the palm area of leather gloves typically worn by low seam coal miners. The first study showed that added glove padding provides more potential protection but does not affect manual dexterity. The second study, in a simulated low seam coal mine, showed no significant differences using padded and non-padded gloves in crawling, shoveling, timbering, and cart pushing task completion times. In general, subjects preferred the padded gloves although they expressed some complaints about awkardness and loss of sensitivity. Recommendations are given for the design of padded gloves that will provide comfort, protection, and maximum hand sensitivity for miners.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . "INTRODCICTIONThe search for the cause(s) of coal workers' Pneunoconiosis continues despite the vast amount of research that has been undertaken over the past forty to fifty years. Good correlation between the mass of dust inhaled over workers' lifetimes and the incidence of the disease has led to the development of effective environmental standards and implementation of good procedures for the control of dust generation and dispersion in the working place. Research has only begun, however, to uncover the biochemical mechanisms involved in initiating the disease.Correlation between the rank of the coal seam in which miners worked and disease incidence and severity is acknowledged worldwide, but the agents in the higher rank coal seams which cause CWP arc still not defined. The basic components of the coal seams, i.e., the elements and minerals, are generally known, but the way in which they interact with human pulmonary cells is largely still a mystery.The process of disease development is a biochemical one which depends on the characteristics of the pulmonary cells within their immediate biochemical environment and the characteristics of invading respirable coal mine dust particles, probably both chemical and physical ones. The cell-particle relationship, therefore, must be defined, and both cells and particles must be characterized according to properties which potentially are involved in the disease process.Following such characterization, specific respirable dusts from different coal seams, which appear to have different effects on coal workers, must be obtained or constructed and then used in experiments designed to determine dust toxicity or the response of animals exposed to the dusts.The results presented here focus on characterizing properties of respirable coal mine dust particles collected from operating longwalls in West Virginia and Virginia Longwall panels were selected for analysis because the respirable dust in the coal face areas is largely uncontaminated by rock dust and analysis of the dust yields results unconfounded by rock dust."

One phase of the research and development work on synthetic liquid fuels conducted by the Bureau of Mines at Morgantown, W. Va. in cooperation with West Virginia University deals with the purification of synthesis gas.2/ Most of the experimental studies on gas purification have been directed toward the removal of organic sulfur from gas, either catalytically or by adsorption with activated carbon. An important part of the purification program has been the development of suitable analytical methods for determining organic sulfur compounds. As the total sulfur content, organic and inorganic, of purified synthesis gas should not exceed 0.1 grain per 100 cubic feet, the need for accurate analytical methods is apparent. It is also apparent that such methods must be rapid if one wishes to evaluate various processes for removing sulfur from gas. The organic sulfur found in most gas produced from coal is usually present as carbon disulfide, carbon oxysulfide, methyl and ethyl mercaptans, and thiophene, with the exception of thiophene, the remaining organic sulfur compounds respond similarly to catalytic treatment and can be removed effectively. Not only does thiophene resist most catalytic treatment, but it poisons some catalysts, rendering them ineffective in removing the other forms of organic sulfur.

The Bureau of Mines is cooperating with the U.S. Department of Energy in a directional degasification project at the Emerald mine near Waynesburg, Pa. This project is designed to combine the highly successful underground horizontal degasification technology with surface drilling methods. The objective of this program is to demonstrate that directional drilling can be used as a technique for degasifying coalbeds ahead of mining to reduce the hazards of methane-air explosions in coal mines. The directional hole at the Emerald mine is designed to start vertically and enter the Pittsburgh coalbed horizontally. A 3-inch-pilot hole entered the Pittsburgh coalbed at a vertical depth of 999 feet. The hole will be reamed to 8-3/4 inches in diameter, and 5-1/2-inch casing will be cemented in place. Three individual 3-inch-diameter, 3,000-foot horizontal gas collection holes will be drilled into the coalbed in a "bird foot" pattern. A corehole and vertical dewatering hole have been completed at the anticipated coalbed intercept. The dewatering hole was drilled to 130 feet below the Pittsburgh coalbed, a depth of 900 feet, and 880 feet of 7-inch-OD casing was cemented in place. Seven vertical holes for monitoring the extent and progress of degasification have been drilled within the horizontal drilling area.

A personal dust monitor (PDM) was developed to measure respirable coal mine dust mass to provide accurate exposure data at the end of a work shift. Additionally, the new monitor continuously displays near-real-time dust exposure data during the shift. The PDM uses a tapered-element oscillating microbalance to measure the mass of dust deposited on a filter and continually displays the cumulative exposure concentration data. The accuracy and precision of the instrument was determined by comparison to gravimetric filter samplers in the laboratory and in four mines. Laboratory results with different coal types and size distributions showed that there is a 95% confidence that the individual PDM measurements were within ±25% of the reference measurements. Mine test results indicate that data taken with adjacent PDM and reference samplers are indistinguishable. The technology proved durable enough to successfully measure 108 shifts of data out of 115 attempts in the mines. Under these specific test conditions, the PDM demonstrated that it was convenient to wear, robust, provided accurate data, provided timely data that could be used to prevent overexposure, and was easy to use.

The Bureau of Milts studied repetitive batch electrowinning of molybdenum from molybdic oxide ) to determine the effects upon the electrolyte life, purity of metal product , and overall cell performance. The electrolyte consisted of 54.0 weight-percent sodium tetraborate (Na2B407), 23.6 weight-percent sodium chloride (NaC1), 14.9 weight-percent sodium fluoride (NaF), and 7.5 weight-percent Mo03. The feed materials were pure and technical-grade Mo03. Electrolysis was conducted at l,000° C in a graphite cell in an atmosphere of air and carbon oxides. Electrolyte degradation did not occur during repetitive winning of molybdenum from pure Mo03 in an 8-day (5,400-ampere-hour) period of operation. Electrowon metal contained <0.1 percent total impurities. The electrode configuration is a key factor in the direct conversion of technical-grade Mo03 to metal by repetitive cyclic electrolysis. The best configuration found was a cathodic crucible and a central anode. Metal purity of 99.8 percent and a current efficiency of 91 percent were maintained until the combined impurity buildup the electrolyte reached 4.7 percent silicon, l.0 percent aluminum, and 0.6 percent iron. One pound of molybdenum was produced per 1.5 pounds of solvent salts employed. About 25 percent of the initial NaCl and NaF contents of the electrolyte were lost owing to volatilization and crucible penetration.

An attempt has been made to fit assay data from an underground copper deposit to a three-dimensional polynomial surface as a means of expressing assay points in terms of their mine coordinates by a mathematical equation. The resulting equation was evaluated to predict the grade trend of the deposit. Although the fit obtained by this initial experiment is not considered accurate enough to provide good predictions about the deposit, the methodology is presented in this preliminary report to show the potential usefulness of the technique in mineral deposit evaluation. The technique also should be useful in determining the grade of blocks of ore for production scheduling and blending problems in open pit operations. Further experimentation is needed to increase the reliability of the computer program, to increase the precision of the method, and to make the solution more flexible for use on other mineral deposits.

Etchants containing hexavalent chromium and sulfuric acid are used in a variety of surface-finishing operations. When the resultant spent solutions are discarded, substantial quantities of chromium are lost and pollution prob¬lems are created. To minimize the undesirable environmental effects while improving metal and minerals recycling technology, the Bureau of Mines is conducting research on a method for the economic inplant recycling of these waste etchants. Trivalent chromium, produced when the etchant reacts with a sub¬strate, is oxidized in the anode chamber of a diaphragm cell; other metals, dissolved during the etching operation, are transferred to the catholyte. When waste brass etchants are treated in this manner, all of the trivalent chromium is oxidized and more than 40 percent of the copper and zinc is removed. Similar copper removal and chromium oxidation are achieved with waste printed circuit board etchants and rinse waters from plastic etching operations. The electrical energy needed to regenerate 1 kg sodium dichromate is less than 9 kwhr. Regenerated brass etchants evaluated by two companies equaled or exceeded the performance of fresh etchants.

The oft-repeated expression that the taproot of safety lies in the attitude of the management toward accident-prevention work is indisputable and has become almost an axiom. Trite and somewhat timeworn though the statement may be, it is nevertheless true that the supervisory force must earnestly support a policy of safety and maintain at all times a con¬ siderate regard for the welfare of the employee if that high degree of cooperation of the employee, so vital to the successful prosecution of any safety program, is to be expected. The responsibility for preventing accidents rests upon the management, and in the case of the Spring Canyon Coal Co. such responsibility is recognized and accepted with little or no reservation. This company, aside from the humanitarian aspects involved, believes that safety is good business and not a matter to be treated passively or in a perfunctory manner. The problems with respect to safety that have been met and wholly or partly solved can best be appreciated when some of the natural conditions, adverse and otherwise, existing at this operation are taken into consideration. Mine 1 is about 1 mile north of the town of Spring Canyon, Carbon County, Utah, and is served by both the Denver & Rio Grande Western and Utah Coal Route railways. During the year 1931 the mine produced 312,397 tons, approximately 10 per cent being derived from pillar workings. The normal daily output during the summer months is about 2,000 tons, and during the peak of production in the winter season the daily production varies from 2,500 to 3,000 tons. The number of miners varies from 87 in summer to 220 in winter, and the day men vary in number from 66 in the winter to 45 in the summer; 12 company men are employed the year around. The officers of the company are J. B. Smith, president, San Francisco, California; T. R. Stockett, general manager, Salt Lake City; and G. A. Murphy, superintendent, David Brown, assistant superintendent, and John Sullivan, mine foreman, all of Spring Canyon, Utah.

Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

The program listing (B.6) can be used to prepare a card deck and the data cards can be punched from the directions given in Section B. 2. Typical input data and output printout summarized in B 5 provides guidelines for the program use. Sections B 3 (Program Nomenclature) and B 4 (Subroutine Description) describe, in detail, the inner workings of the program and are particularly useful for a user interested in modifying the program.

In the normal operation of mines, the aggregate effect of many seemingly minor op rations may be very important as respects economy and safety. Anion: these operations is the method employed in coupling and uncoupling mine cars. For economic reasons the equipment in mines has not been protected as well as railroad equipment. It is pertinent that haulage accidents rank second in severity among mine accidents, and that manual coupling of cars has been one of the most frequent causes of such accidents. One study4/ revealed that coupling was responsible for about 20 percent of haulage accidents underground. A review of early conditions on steam railroads, which were responsible for the introduction of safer methods of coupling cars, indicates how conditions in might be improved. THE STORY OF RAILROAD COUPLING As any considerable improvement in mine-car coupling probably will follow lines somewhat similar to those that brought order out of chaos for the railroads, it seems appropriate to review briefly the steps taken to improve railroad coupling from the days of link and pin couplings of various types to the adoption of the standard ?M.C.E? automatic coupler.

"Diesel exhaust particulate material from exhaust pipe scrapings of two trucks, diluted automobile diesel exhaust particulate material collected on filters, and two oil shale ores were prepared for the Ames mutagenrcity assay by dichloromethane OOP ex¬traction, by dispersion into 0.85% saline, or by dispersion into dipalmitoyl lecithin (DPL) emulsion in saline. Salmonella typhimunum TA98 was used to detect frameshift mutagens in the samples. Samples of diesel soot gave positive mutagenic responses with both DCM extraction and DPL dispersion, with the DPL dispersion giving higher results in some cases. The results suggest that possible mutagens associated with inhaled particles may be dispersed or solubilized into the phospholipid component of pulmonary surfactant and become active in such a phase.INTRODUCTIONThe Ames Salmonella/microsome assay (Ames et al., 1975) has been shown to be a useful test for detecting genotoxic properties of various agents. Hundreds of specific chemicals have been screened (McCann et al., 1975), and the test has been applied for many types of environmental samples. Airborne mutagenic agents, for example, have been found in urban air (Chrisp and Fisher, 1980; Hughes et al., 1980; Ro· senkranz et al., 1978), in diesel engine exhausts (Huisingh et al., 1978), and in the by-products of coal combustion processes (Chrisp et al., 1978).Samples of airborne particles are typically collected on membrane filters, and undergo a rigorous extraction procedure with organic solvents and/or ultrasonic agitation (Clark and Hobbs, 1980). Often extracts are transferred to another solvent that is compatible with the assay system. These extraction procedures, while efficient from an analytical perspective, are not physiologically plausible. The questions that present themselves are whether a demonstrated mutagen can be taken up in vivo and whether the process is quantitatively or qualitatively different from the above laboratory procedure (Wallace et al., 1984).When a particle of respirable size is inhaled to the alveolar region of the lung, its first physiological contact is with pulmonary surfactant that lines the inner surfaces of the alveoli. This surfactant is an aqueous fluid containing proteins, phospholipids, and other components (R. J. King, 1982). The principal phospholipid constituent is L·alpha-phosphatidylcholine, beta,gamma-dipalmitoyl, or dipalmitoyl lecithin (OPL) (l. C. King et al., 1981)."

The fibrogenic effects of silica in experimental animals and humans has been extensively studied (I 7, 20). However, the pathogenesis and molecular mechanisms underlying lung injury and fibrosis resulting from silica exposure remain to be elucidated. It is well-documented that silica can stimulate monocyte-macrophage lineage cells to produce cytokines and growth factors, including interleukin-I (IL- I) (20), tumor necrosis factor-ex (TNF-cx) (I 7), insulin-like growth factor-I (IGF-1) (4), and transforming growth factor-P (TGF-P) (24). Consequently, it has been suggested that the fibrogenic effect of silica may be mediated by cytokines in the fater stages of silicosis. During the early phase of interaction between silica and the pulmonary alveolar macrophage, several direct and indirect lines of evidence suggest that reactive oxygen intermediates (ROI) may play a pivotal role in silica- induced tissue damage (2I, 22). One of the most important components of and contributors to ROI is nitric oxide (NO) produced from L-arginine and molecular oxygen under the catalytic influence of NO synthase (NOS) (I 9). At present, at least three NOS genes have been cloned: a constitutive neuron NOS, a constitutive endothelial cell NOS and an inducible NOS (iNOS) (16). A number of factors have been shown to differentially induce iNOS gene expression in different cell lines including bacterial cell products and foreign antigens. During inflammation, NO is a double-edged sword in terms of the host immune defense mechanisms and the physiologic response to an inflammatory insult. The macrophage is one of the major cellular sources of NO. During the early phase of acute inflammation, NO produced from the macrophage appears to facilitate the clearance of pathogens and promotes a local relaxation effect on the microcirculation of vascular smooth muscle. When the production of NO is left unattenuated, especially under oxidative stress, direct cytotoxic effects of NO can emerge through the formation of peroxynitrite as a result of a reaction between NO and superoxide (2).

Develop a safer, more effective, and more efficient method to control fires in abandoned coal mines and waste banks. Maintain the costs of this new method at less than or comparable to conventional AMI fire control methods. How It Works Cryogenic extinguishment of subsurface fires is a method of heat transfer. Bureau-designed injection equipment produces a pumpable slurry of liquid nitrogen and solid particles of carbon dioxide. Liquid or gaseous carbon dioxide from a pressurized tank flows to a bell-shaped nozzle where the change in pressure causes the carbon dioxide to form a granular snow. The solid carbon dioxide is mixed with liquid nitrogen. A jet pump is used to move the slurry through the delivery lines and into a simple injection probe. At injection, the nitrogen vaporizes and the carbon dioxide sublimes. This phase change produces a cold gas (-180° C) that, as it expands and moves in all directions, removes heat and also displaces oxygen. This combined process inhibits the combustion process and lowers the temperature below the reignition point. So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types
