1. In 2001, a total of 785 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Examples of nonmetal mining operations include the mining of clay, trona, barite, phosphate rock, gypsum, talc, gemstones, and pumice. Nonmetal mines comprised 5.4% of all mining operations.1 • Nonmetal mining operations are located in all but seven states or territories (Alaska, Delaware, Maine, New Hampshire, Rhode Island, Puerto Rico, and the Virgin Islands). • The median number of operator employees per nonmetal mine was 6.1.2 • Mines producing common clay comprised 31.2% (n = 245) of all nonmetal mining operations.

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. In extracting helium from natural gas at Bureau of Mines helium plants, a continuous analysis of the helium content of inlet and outlet gas streams is required to determine extraction efficiency. An analyzer, using established principles of gas chromatography to effect the analysis, has been developed by the Bureau of Mines to meet this need. It will record the helium content of inlet or discharge gases from helium-extraction plants every five minutes, continuously, without the attendance of an operator. A 25-inch column of activated charcoal is used as a partitioning agent; nitrogen is the carrier gas; and a hot-wire, thermal-conductivity cell is the detector. A 1.0 mv, strip chart indicates the unbalance of the detector cell, Sample size is 0.37 cc, and carrier gas flow rate is 75 cc, per minute. Significant improvements in helium extraction have been demonstrated by using the chromatograph in three helium-extraction plants.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

"The significant facts in the problem of the relation between the production of crude petroleum, and the ever-increasing demand for petroleum products are that in spite of continually increasing production, improvements in methods of refining and utilization, and heavy increases in imports, demands grow still more rapidly and we seem always faced with a shortage at hand or lust ahead. On the other hand, our foremost authorities warn um of entirely inadequate domestic reserves. Looking abroad we find some large fields and many of speculative promise, 'tut the situation is complicated by international relations and demands by other countries which promise to be even more insistent than oars. This is the situation, then. We can not rely upon our own Crude Petroleum to meet the Ever Increasing Demand for Petroleum Products.I wish to follow this somewhat alarming statement by saying at once that the Bureau of Mines is not pessimistic in facing this situation. To my mind those who discuss the oil situation may be placed in three categories; the pessimists, the optimists, and the super-optimists. The pessimists I call those who see darkly and will concede no possibility of solution. According to them a few years will see the automobiles piled in windrows of 'dilapidated junk, I have no sympathy with this point of view and deem it vicious and entirely unwarranted.The optimists I term those who believe that there is a solution and that we shall be able to meet all of our reasonable requirements for as far into the future as can be foreseen, yet who recognizes that this desired end can not be attained without prevision and energetic effort.The super-optimists are those who will say to you, ""There is nothing to this talk of shortage, whenever we have needed oil we have always found it and always will."" To these gentlemen the possibility of an inadequate supply of oil is as incomprehensible as the possibility of the extinction of the passenger pigeon was to the early settlers who saw flocks that hid the sun for days during their passage. The passenger pigeon disappeared within two generations thereafter, and I deem this point of view as being perhaps more vicious than that of the extreme pessimist. It seems to me it is nothing less than improvidence lulling us into a false sense of security. There is an old proverb to the effect that ""The Lord helps him who helps himself."" I believe that we shall solve the oil problem, but I do not think it will be solved by vague optimism. It is going to call for our most energetic efforts and I believe we shall have to do a lot of ""helping ourselves."""

The U.S. Bureau of Mines has designed and tested a system called the Bag and Belt Cleaner Device (B&BCD) to reduce dust levels in and around the bag conveying and stacking process. The device physically cleans either 22.7 kg (50 lb) or 45.4 kg (100 lb) paper bags by using a combination of brushes and air jets. It is completely self-contained and is kept under negative pressure by a baghouse to ensure that dust and product removed from the bags during cleaning does not flow into the work environment and contaminate workers. The bags travel through the device on a chain conveyor, which permits any product or dust cleaned from the bags to fall into a hopper at the bottom of the device and be recycled back into the process via a screw conveyor. Once exiting the B&BCD, the outside of the bags and the conveyor are essentially product and dust free. The B&BCD was evaluated at two mineral processing plants to determine reductions with the device in use. The results of both field evaluations showed that the amount of product removed from the outside of the bags varied from 77 to 93 pet.

The New York State Department of Transportation recently commenced highway widening and drainage improvement projects in Clarence and Amherst, NY. Drainage improvements including the installation of storm sewer lines required excavation to a depth of 2.5 m (8.2 ft). In September 2002, NYSDOT stopped further blasting when 800 ppm CO was detected in the basement of a house near the blasting site. At the insistence of NYSDOT, the general contractor developed a new blast plan with the assistance of an environmental consultant. The plan provided for the installation of multi-gas monitors in buildings of special concern and/or with basements and residential type CO monitors in all other buildings within 100m (330 ft) of the blast. The multi-gas monitors would be remotely monitored. The plan provided action levels which would ensure public safety. The blast design was also modified to allow for better venting of CO. Blasts were limited to 20 ft lengths. The overburden was to be removed from the rock and blasting mats put in place to prevent flyrock. Approximately twenty feet of trench adjacent to the blast was left open to allow ground movement and gas release. The use of CO monitors was effective to alert occupants of a building to the presence of CO. The most effective appeared to be the residential type CO alarms with digital readouts. They were simple and easy to use and allowed the public to participate in the process. False alarms were repeatedly received with the more sophisticated instrumentation. Residential type CO monitors are preferable to warn people near blast sites. More sophisticated instrumentation should be avoided unless personnel are experienced in its use. A general overview of the blasting and monitoring is presented and discussed. The use and effectiveness of residential type CO monitors and multi-gas monitors are discussed.

The search for new alloys for application in the atomic energy field had prompted investigation of zirconium-rare earth metal alloys by the Federal Bureau of Mines. In this instance the zirconium-dysprosium system was investigated by melting point, thermal analysis, resistivity, X-ray and metallographic methods. Results indicate a single eutectic system with a peritectoid reaction occurring at 890° C. The eutectic isotherm extends from 30 to 95-percent dysprosium at 1,280° C. Eutectic composition is located at approximately 70 percent dysprosium. Solid solubility of dysprosium in both alpha and beta zirconium is extensive. The extent of solid solubility of zirconium in dysprosium has not been determined. Although zirconium rich alloys exhibit a significant increase in hardness, they can be cold worked extensively. These alloys also appear adaptable to solution heat treatment. Additional investigations concerning corrosion resistance and other mechanical properties are necessary for satisfactory evaluation of these alloys. The superior corrosion resistance of zirconium and the nuclear cross-section characteristics of the rare earth metals have stimulated alloy investigations using zirconium as a base metal. Alloys combining these characteristics present a possible substitute for hafnium as a control rod material. In this particular study dysprosium was chosen as the alloying element, and several series of alloys were used to establish the equilibrium diagram.

This paper is one of a series on milling methods being published by the United States Bureau of Mines. Atlanta is in Elmore County, Idaho, about 80 miles from the railroad at Mountain Home, Idaho. The concentrator is at an elevation of, 6,000 feet and located in a timbered, well-watered region of relatively heavy snowfall. The snow, however, does not seriously affect local operations. The track road to Mountain Home, which passes over a mountain range, is closed each winter from about November 1 to June 15. During this period concentrates are stored and bullion is shipped by airplane. Power is generated by a Diesel engine and by an auxiliary hydroelectric plant. Gold is the principal metal produced; the or also contains an able quantity of silver.

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. High-quality sheet of electrowon molybdenum was attained by a sequence of procedure on pressed and arc-melted crystalline powders. The procedures included high-temperature, high-vacuum sintering treatments and the use of metal deoxidizers instead of carbon to improve the mechanical properties of the molybdenum sheet. Rolled sheet 60 mils thick was evaluated by tensile and bend tests, hardness measurements, microstructures, and recrystallization treatments. After stress relieving, yield strength ranged from 85,000 to 110,500 psi (0.2- percent offset) and ultimate strength ranged from 87,200 to 117,250 psi with 4.5- to 25-percent elongation observed for arc-melted sheet, and 5.0- to 23- percent elongation observed for powder metallurgy sheet. In room temperature bend tests the sheet yielded plastically, indicating that the ductile-brittle transition point was below room temperature. The diamond pyramid hardness (DPH) of the molybdenum sheet changed from 214 to 293 DPH for the stress-relieved condition to 177 to 185 DPH for the fully recrystallized condition. The brittleness of recrystallized molybdenum, reported by other investigators as characteristic of sheet prepared from commercial-grade hydrogen-reduced powders, was not in evidence. Recrystallized tensile specimens pulled at room temperature had an average elongation of 31 percent.
