Toxic fumes produced by detonating explosives in surface mining and construction operations pose potential hazards to workers and the public. Blasting operations produce both toxic and nontoxic gaseous products; the toxic products are mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings as well as one fatality. At worst people may be fatally poisoned and the least to be expected is increased public objections to blasting. Local and state agencies could demand a cessation of the blasting requiring more expensive mechanical means to break the rock. This paper discusses the most feasible means of preventing CO migration, mitigating CO that has migrated, and detecting CO in an underground enclosed space and may help reduce the exposure of unsuspecting area residents to carbon monoxide and help prevent the implementation of unnecessary regulations and limitations on blasting. Single-hole shots and small-scale multiple-hole blasts were performed that indicate promising means of prevention and mitigation.

The U.S. Bureau of Mines (USBM) is investigating hydrometallurgical processing techniques to recycle metals from semiconductors and other advanced materials. Cadmium and tellurium were recovered from mixed CdTe/CdS scrap produced in the manufacture of thin-film photovoltaic devices. Selective cadmium dissolution was achieved using oxygen-pressure leaching in dilute sulfuric acid. Leaching the scrap for 90 min at 110° C in 2.2NH2S04 under 400 psig 02 yielded 97% Cd extraction; however, cadmium content of the residue ranged between 4% and 7%. Soluble iron was added to the lixiviant to catalyze oxidation of the CdS component. Tellurium and sulfur remained in the leach residue primarily in the elemental form. The iron and tellurium were removed from the cadmium-rich leach liquor by adjusting the pH to 5.3. The cadmium was recovered as cadmium sulfate crystals by evaporating the solution. Alternative leaching and purification schemes are discussed.

Methods of preparing small heats of steel containing radioisotopes were developed, and the techniques of stripping film autoradiography were used to detect and study the carbide and sulfide phases in titanium-bearing steels. Metallography had revealed areas of titanium sulfide and ferrite or pearlite adjacent to areas of titanium carbide and ferrite, and unidentified, irregular phases at the boundaries between these two areas. Sulfur 35 was used to deter-mine the extent of the titanium sulfide inclusions, and carbon 14 was used to delineate the titanium carbide phase. Individual radioactive areas were located with a resolution of approximately 10 microns. A general background exposure that was not correlated with microscopically visible phases was observed in the carbon 14 autoradiographs. The evidence from both sulfur 35 autoradiographs and carbon 14 autoradiographs indicated that the unidentified inclusions were sulfides rather than carbides. INTRODUCTION The use of radioisotopes to facilitate the work at the Rolla Metallurgy Research Center was expanded in fiscal year 1959 when the Bureau of Mines authorized the installation of an intermediate-level radioactivity laboratory. Before this time, sealed cobalt 60 sources had been employed for radiography, but no tracer work was done. The primary objective of the first experiments conducted in the new laboratory was to supplement physical metallurgy investigations of selected problems in steel research.

The Bureau of Mines has successfully used sulfur hexafluoride (SF6) as a tracer gas to measure mine air flows under conditions where conventional methods have failed. SF6 was employed experimentally to measure accurately recirculation of return into intake air caused by leakage through an old stoped area, to check for potential leakage from an adjacent mine, to trace 10,000 cfm of "lost" air from an intake airway, and to measure transit air time through uranium mines. It proved useful as a means of accurately measuring airflow volumes in airways of large cross section and very low flow velocity, and in determining the recirculation resulting from underground cooling plants.

The Colorado Minerals Co. calcite properties in Archuleta and Hinsdale Counties, Colo., (fig. 1) were examined by Bureau of Mines engineers in 1943. The demand for optical calcite during the war prompted the examinations and resulting development programs on the Meadows and Seavy ranch properties near Pagosa Springs, Archuleta County. Development was begun on the Meadows property in November 1943 and continued to the Seavy ranch property. The work consisted of stripping the overburden from the calcite areas and excavating pits and trenches with a bulldozer. The pits and trenches exposing the most promising calcite veins were then deepened by hand, and one shaft was sunk to a depth of 30 feet. A total of 36 trenches and 9 pits were excavated by bulldozer and. hand methods (figs. 2, 3, and 4). The calcite deposits occur as veins and irregular bodies filling fractures in the Mancos shale of Cretaceous age. The fractures persist for considerable distances along the strike, although the calcite filling may not be continuous for more than a few feet. The widths of individual veins range from a few inches to several feet. The calcite crystals uncovered at the surface and in pits, trenches, and shafts were found to be unsuitable for optical purposes because of fracturing and color in the crystals.

The Bureau of Mines Helium Field Operations has developed a method for determining the helium-3 CHe) content of natural gas and mixtures eontaining 0.5% to 100% helium. The helium is preconcentrated by passing samples through anhydrone, a liquid-nitrogen-cooled chareoal trap, and a titanium absorption trap. The mass spectrometer used to analyze the samples is tuned to 3He at mle ::=; 3.016. Hydrogen deuteride (HD+) interference is minimized by the titanium absorption trap and high instrument resolution. Sample measurements are compared with identically made measurements of a gravimetrically prepared primary standard. The method has a limit of detection of 0.15 ppb with a relative deviation of 13% below the 1~ppb level. The relative deviation is less than 7% for gases eontaining over 100 ppb 3He. The helium isotope ratios of natural gases from the Bureau's Tuck-Trigg Dome Red Cave, the Bush Dome Red Cave, and the Bush Dome Brown Dolomite Formations are distinguishable from one another and from the isotope ratio of crude helium produced from the Panhandle-Hugoton Gasfield.

In order to extend or delimit the known ore reserves adjacent to the Comet Coalition property on the western slope of the Highland Peak Range about 8 airline miles west of Pioche, Nev., the Bureau of Mines undertook an exploration project of diamond drilling. Production figures from this property, formerly known as the Schodde, are not available, but it has been reported that small amounts of rich silver and gold ore were Shipped by wagon to a smelter in the Salt Lake valley during 1900-1910. Small shipments were reported for the period 1915-1927, also. A study of the Pioche District by the Federal Geological Survey in 1942 and 1943 was the basis for the exploration program of the Bureau of Mines in 1947 This program consisted of diamond-drilling three holes. The total footage was 2,967 feet. No. 1 hole was drilled 1,260 feet, a record depth for diamond drilling in the Pioche District. Silver-bearing lead-zinc sulfide ores are found in the Combined Metals limestone, known locally as the C.M. bed, These deposits have been formed by replacement of the limestone that is inclosed in the Pioche shale.

At its annual meeting on March 5, 1928, in Washington, D. C., the Joseph A. Holmes Safety Association gave to the Ford Collieries Co., Curtisville, Pa., a certificate of honor for "having worked 922,628 underground man-shifts from August 14, 1920, to December 31, 1926, producing 5,755,669 short tons of coal without a fatality." This remarkable record certainly deserved recognition. It developed that this company's freedom from fatalities continued until October 2, 1929, hence the full period during which no underground fatalities occurred was from August 14, 1920, to October 2, 1929, or 9 years, 1 month, and 18 days, the total tonnage being over 7,700,000. Table 1, shows the complete safety record of the Ford Collieries Co. since 1920 as given by the officials of the company. The first item in Table 1 shows a remarkable performance. This company since 1920 has mined 15 times more coal per fatal accident than the average pro- duction per fatal accident for the State of Pennsylvania in 1928 (255,257 tons). Excluding the two fatalities (one in 1922 and one in 1929) the severity rate for the same period has been 1.259 per thousand hours worked, a record of which the company may justly be proud. However, including the fatal accidents the rate is 2.407. This compares favorably with an average of 12.4 in 1928 for 66 mines in the National Safety Competition. The Ford Collieries Co. operates three mines located in the vicinity of Curtisville, Allegheny County, Pa. One of these mines, Benjamin No. 1, is idle at the present time. The officials are: A. R. Pollock, general manager, Curtisville, Pa., and C. W. Pollock, assistant general manager in charge of safety and operation.

Objective To reduce equipment operator exposure to respirable dust in enclosed cabs by examining the effectiveness of retrofitting air pressurization and filtration systems on existing cabs. Background Many types of heavy equipment are used in mining, construction, and agriculture. Most have enclosed cabs to protect the equipment operator from excessive dust and noise exposure. When the equipment is new, controls are normally implemented into the cab to keep these exposures at acceptable levels. However, as this equipment becomes older, many components of the enclosure deteriorate, such as gaskets and seals. This causes the effectiveness of the enclosed cab to be greatly reduced. Once this occurs, the equipment operator's dust exposure can increase to hazardous levels. In surface mining operations, elevated exposures to crystalline silica have caused an excessive incidence of silicosis. Approach A cooperative research study with a mining operation and a cab filtration company was conducted to evaluate the effectiveness of retrofitting an older surface drill with two controls to lower the drill operator's respirable dust exposure. These two controls were: (1) A good air filtering and pressurization system to ensure that clean air was delivered into the enclosed cab. Ideally, the incoming air filter should be 99% efficient in removing particles with an aero- dynamic diameter of 0.3 pm or greater from the airflow. (2) Sufficiently sealing the cab to develop a positive static pres- sure and ensure that dust was not leaking into the cab. This was done by plugging all holes and cracks and maintaining good gaskets and seals. To prevent wind from forcing contaminated air through holes in the cab, the cab's static pressure must be greater than the wind's velocity pressure. During the course of this research, it was found that a floor heater fan used in the drill during the winter months greatly increased the operator’s Respirable dust exposure. Problem Identification Four days of background dust levels were measured as a baseline for this research. These baseline measurements were taken in May 2000 when air temperatures ranged from 60° to 70° F. When this was completed, the two controls were implemented. The first control was to install an improved air filtering and pressurization system on the enclosed cab. This was composed of a two-stage prefilter, a blower, then the respirator-medium secondary filter. Since the secondary filter was on the positive side of the fan, all air delivered into the enclosed cab had to pass through this secondary filter. After the filtering system was installed, the cab was pressurized to a static pressure of0.01 inches of water (w.g.), which is still very minimal. The second control was to seal the cab. New door gaskets were installed, and all cracks and holes in the shell of the enclosure were plugged. This increased the cab pressurization to approximately 0.1 inches w.g.

Because toxicities may differ for Cr(VI) compounds of varying solubility, some countries and organizations have promulgated different occupational exposure limits (OELs) for soluble and insoluble hexavalent chromium (Cr(VI)) compounds, and analytical methods are needed to determine these species in workplace air samples. To address this need, international standard methods ASTM D6832 and ISO 16740 have been published that describe sequential extraction techniques for soluble and insoluble Cr(VI) in samples collected from occupational settings. However, no published performance data were previously available for these Cr(VI) sequential extraction procedures. In this work, the sequential extraction methods outlined in the relevant international standards were investigated. The procedures tested involved the use of either deionized water or an ammonium sulfate/ ammonium hydroxide buffer solution to target soluble Cr(VI) species. This was followed by extraction in a sodium carbonate/sodium hydroxide buffer solution to dissolve insoluble Cr(VI) compounds. Three-step sequential extraction with (1) water, (2) sulfate buffer and (3) carbonate buffer was also investigated. Sequential extractions were carried out on spiked samples of soluble, sparingly soluble and insoluble Cr(VI) compounds, and analyses were then generally carried out by using the diphenylcarbazide method. Similar experiments were performed on paint pigment samples and on airborne particulate ?lter samples collected from stainless steel welding. Potential interferences from soluble and insoluble Cr(III) compounds, as well as from Fe(II), were investigated. Interferences from Cr(III) species were generally absent, while the presence of Fe(II) resulted in low Cr(VI) recoveries. Two-step sequential extraction of spiked samples with (?rst) either water or sulfate buffer, and then carbonate buffer, yielded quantitative recoveries of soluble Cr(VI) and insoluble Cr(VI), respectively. Three-step sequential extraction gave excessively high recoveries of soluble Cr(VI), low recoveries of sparingly soluble Cr(VI), and quantitative recoveries of insoluble Cr(VI). Experiments on paint pigment samples using two-step extraction with water and carbonate buffer yielded varying percentages of relative fractions of soluble and insoluble Cr(VI). Sequential extractions of stainless steel welding fume air ?lter samples demonstrated the predominance of soluble Cr(VI) compounds in such samples. The performance data obtained in this work support the Cr(VI) sequential extraction procedures described in the international standards.

Depletion of iron ore in the Nation's large deposits has directed attention to other sources. One of these is the titaniferous iron ore of the Iron Mountain, Wyo., area. Tests were made to determine the feasibility of smelting this ore, which contains about 20 percent titanium dioxide (Ti02), in an electric-arc furnace to produce pig iron. Initial tests, which were made in a 30-pound-capacity induction furnace, demonstrated that the iron could be easily reduced to metal and that limestone was a suitable and effective flux. Larger scale tests then were made in a 50-pound-capacity electric-arc furnace to obtain the more detailed information necessary for the planned continuous operation of a still larger arc furnace. The principal facts determined by preliminary batch-smelting studies were that (1) 9 pounds of limestone flux was required for each 100 pounds of ore smelted, (2) expensive coke was not required because coal proved to be a satisfactory reductant (near stoichiometric carbon was optimum), and (3) overreduction, which produced a viscous slag, must be avoided.

The Bureau of Mines has prepared, as circumstances have dictated, a series of schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use under certain hazardous or unhealthful conditions. These schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper discusses the functions and operations of schedules under which respiratory protective devices are tested and approved. It emphasizes that the aim of the Bureau respirator-approval system is to make available to the public respirators that meet definite performance requirements. The responsibility of the respirator manufacturer in pre-testing the device and in maintaining its quality after it is approved are explained. Aid is provided for the user in selecting the proper device for specific application, and a plea is made for better education of all concerned in the proper use of the devices. DISCUSSION Provisions have been made for testing and approving the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical-cartridge respirators.6/ These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by personnel of Health and Safety District B; other types of respirators are tested by the Branch of Health Research.

The objectives of this research were to determine the practicability of using cobalt as a means of controlling the amount of ferrite in the micro-structures of semiaustenitic stainless steels, and to determine the effects of reduced ferrite content on mechanical properties of these steels. Cobalt additions of up to 3 weight-percent were made to type 17-7 PH2 (AISI 631) stainless steel. Ferrite contents were determined for alloys in the aged condition, and for alloys quenched from the hot working temperature. Ferrite can be completely eliminated from the microstructure of 17-7 PH stainless steel by additions of cobalt, but complete elimination of the ferrite phase results in lower tensile strength, yield strength, and hardness. Tensile properties, hardness, and impact strength were determined for aged material. A subzero temperature treatment before heattreating was necessary to obtain maximum strength in the alloys containing cobalt. Addition of 2 weight-percent cobalt enhances mechanical properties of 17-7 PH stainless steel.

"INTRODUCTION The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Many of the mines were developed.A preliminary examination of the Sultan mine was made in January 1945 by the author, who recommended investigation by drifting and crosscutting. The Bureau conducted a project at the mine from April to June 1946. Claims investigated are in sec. 20, T. 25 S., R. 58E., Mount Diablo base and meridian, in southern Clark County, Nev., about 7 miles southwest of Good-springs.The Sultan mine has been an intermittent producer of zinc-lead-silver ore since 1910. During World War II, ore was shipped to the Government stock pile at Jean, Nev., and to the International Smelting& Refining Co.'s smelter near Salt Lake City, Utah. Throughout the past year, ore has been milled and the concentrates have been shipped to the smelter."

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

The demand on the nation's reserves of high-quality coals suitable for metallurgical purposes is resulting in the rapid depletion of some of the thicker coal beds. These beds are thick enough to permit the use of modern mechanized mining equipment. Many of the thin beds are not being mined at present. In limited areas where the coal is less than 36 inches thick some beds are mined by various conveyor methods. Usually, the room-and-pillar system or some modification of it is used, and often no attempt is made to extract pillars. Consequently, an appreciable quantity of a valuable resource is lost. Many steel companies and coal operators consider reserves of low-and medium-volatile coking coals to be critical, especially in areas where the thin beds are not being mined by modern mining methods. To improve recovery and to promote more-extensive mining in thin beds, methods and devices that are new to American coal mining but applicable to the mining of thin coal beds should be tried. As one of the functions of the Bituminous Coal Mining Section of the Bureau of Mines is to promote improved mining practices and efficiency in the interest of conservation, research in that line is necessary. In 1945 coal planers were observed in operation in Germany by a Bureau engineer member of Solid Fuels Mission to Germany. Planer designs and history of early developments and operations were published. In 1949 an improved planer was again studied by Bureau engineers, and its adaptability to certain conditions in the United States, especially thin beds of friable coal, was considered practicable. After the war the planer was improved, in design and for several years has been operating successfully in the Ruhr. Because of the conviction that the device would be successful, both from the standpoint of conservation and operational prodl1ctivity, under certain conditions in the United States, the Bureau of Mines, through the Bituminous Coal Mining Section, entered into a cooperative agreement with the Coal Division of Eastern Gas & Fuel Associates and Mining Progress, Inc. The purpose of the agreement was to conduct an experiment in modified longwall mining, using a new-type German-built coal plow or planer, known as the Loebbe Habel, supplied by Mining Progress, Inc. The experiment was made to determine if this type of mining equipment operated on a longwall face could be adapted to some of the thinner American coal beds. Such an experiment also would afford many opportunities to study the possibilities and principles of this type of equipment as well as the many factors involved in the mechanical mining of a longwall face.

Background: The National Institute for Occupational Safety and Health (NIOSH) recently investigated ignition incidents resulting from drilling holes into sealed and filled plow frame sections. A farmer and farm worker were seriously burned in two separate incidents that occurred in the same county in New York under similar conditions. They had just penetrated sealed sections of their plow frames with electric drills when a roar of escaping gas at high pressure was heard, and the victims were thrown back by the gas jet and engulfed in flames. The flames were quickly extinguished ,but the victims suffered burns. NIOSH experts were asked to help find the cause of these hazardous incidents.

"The testing of explosives for permissibility for use in coal mines was begun by the technologic branch of the United States Geologic Survey in February, 1909, and continued by the United States Bureau of Mines from July, 1910; this testing has been carried on from year to year as the explosives were submitted by manufacturers. As a result of these many years of testing for permissibility a large amount of data has accumulated regarding the characteristics of permissible explosives. The manufacturer expects a sample of explosive submitted for test to meet the requirements for permissibility, otherwise the sample would not be submitted. However, in spite of the careful regulation and preparation of the formulas a certain percentage of explosives fails to pass the gallery tests. It is therefore interesting to note the proportion of failures at the gallery for a given composition of explosive. The fact should be emphasized that this discussion deals with all explosives submitted for test, both those which passed the tests and those which failed to pass. Explosives that failed to pass the tests were never designated as permissible explosives and have never appeared on any list of explosives permissible for use in coal mines.The Bureau of Mines classifies permissible explosives in two ways, according to the quantity of poisonous gases produced and according to the characteristic ingredient of the explosive.4 In this paper only two types of the latter classification are considered, as follows:"

"Respirable-sized quartz, a well-established fibrogenic mineral dust, is compared with kaolin in erythrocyte hemolysis assays aher treatment with saline dispersion of dipalmitoyl phosphatidylcholine, a primary phospholipid component of pulmonary surfactant. Both dusts are rendered inactive after treatment, but the membranolytic activity is partly to fully restored aher treatment with phospholipase Ai. an enzyme normally associated with cellular plasma membranes and lysosomes. Phospholipid-coated dusts were incubated for periods of 2-72 h at a series of applied enzyme concentrations, and the adsorbed lipid species and hemolytic activity were quantitated at each time for both dusts. Surfactant was lost more readily from quartz than from kaolin, with consequent more rapid restoration of mineral surface hemolytic activity for quartz. Interactions of surfactant and mineral surface functional groups responsible for the mineral-specific rate differences, and implications for determining the mineral surface bioavailability of silica and silicate dusts, are discussed. INTRODUCTIONMineral particles depositing in the lung acinus will contact an aqueous coating containing surfactant molecules spread on the air-liquid interface and dispersed within this hypophase; the primary components of that surfactant are diacyl lecithin phospholipids (King and Clements, 1972; King, 1982). Adsorption of this surfactant can suppress the cytotoxicity of mineral dusts (Marks, 1957). Suppression of hemolytic activity, a measure of membranolytic potential and an indicator of bioavailability of the mineral surface, of respirable-sized quartz and kaolin clay dusts with the adsorption of dipalmitoyl glycerophosphorylcholine or dipalmitoyl lecithin (DPL) has been measured (Wallace et al., 1985). Such contact and adsorption of pulmonary surfactant in vivo may provide a first defense system of the lung against respired dusts."
