These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

"INTRODUCTION This is the third report of investigations by the Bureau of Mines in cooperation with industry to establish the value of electrolytic manganese in the manufacture of ferrous and nonferrous alloys. The manganese was produced by the Bureau at its Boulder City pilot plant from domestic ores and by the process developed by it. 4/ The work was done under the direction of R.S. Dean, assistant director, Bureau of Mines, and R. G. Knickerbocker, chief, metallurgical branch. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steels 5/ and the second with its use in acid electric or open-hearth low- and medium-carbon steel castings. 6/The present report treats of the use of electrolytic manganese in the manufacture of low—carbon rimmed and killed steels. A résumé of these three investigations and two others appeared in the magazine STEEL. 7/ Further reports will be published as tests are completed at some 70 industrial plants. All tests were made on full—scale heats or melts, and the resultant product was processed and used commercially."

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The following pages discuss the objectives, the background, the scope and a statement of the problem of the study of methods to improve the pillar extraction practices in underground coal mines. 1. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

The lignite deposits of the United States represent a huge potential source of fuel for power generation. It has been estimated that lignite constitutes about 24 percent of the remaining National reserves of solid fuel on a tonnage basis and about 15 percent of the reserves on a B.t.u. basis. (See sec. 3, part 1.) The major portion of these reserves is in North Dakota. Lignite has been used locally for domestic heating since the first settlers burned it at forts and fur-trading posts as early as 1855. Some of the first studies of the use of lignite in steam boilers were conducted by the Federal Bureau of Mines from 1910 to 1920 (15, 19) 1/ However, the commercial utilization of lignite as fuel for producing power developed slowly. Not until about 1925 was any really successful lignite industrial fuel-blaming equipment developed. Since then the commercial use of lignite as a fuel for producing power has been increasing steadily.

This Bureau of Mines report gives a detailed study of water usage in the Montana mineral industries, along with projections for the future. The mineral industry of Montana in 1963 used 36.5 billion gallons of new water, and reused or recirculated an additional 53.5 billion gallons for a total water requirement or usage of 90 billion gallons. The petroleum industry was the major water user, followed by the copper and zinc industries. Many mineral industry operators provide their own water, and new water is withdrawn largely from surface sources. At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

This publication contains 14,242 analyses of gas samples from oil and gas wells and natural gas pipelines in 40 States and 24 foreign countries. These gas samples were collected in the period 1917-85 as part of the Bureau of Mines survey for helium occurrences. The gas analyses contained herein were made by several methods over the period covered. Analytical work on samples collected early in the period was done on the Orsat apparatus. The one-cut apparatus and four-cut fractional distillation equipment were added later. A mass spectrometer was acquired in 1949 and used for all gas analyses made after that time. From 1917 to 1978, helium analyses were made on special helium analytical equipment designed and built by the Bureau of Mines Helium Operations Laboratory. In 1978, this apparatus was replaced in the quantitative helium analysis work by a gas chromatograph.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. However, supplies have adequately met. demand in the past decade and can be increased substantially if warranted by new uses for either selenium or tellurium Ores of copper and lead re the principal sources of selenium and tellurium. Byproducts from the smelting and refining of copper and lead concentrates are incorporated in refinery anode slimes from which selenium and tellurium metal are recovered.]

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are made primarily to provide preliminary information to Department of Interior agencies and others concerned with the planning of the proposed Federal power developments within the Missouri River Basin . The present report has been designed to permit public distribution of the factual data obtained . The field investigations in Meagher County were made during tually all 1948 ; Vir- known metallic mineral occurrences within the county were investigated ; some nonmetallic mineral deposits also were investigated . The investigations cannot be considered complete , however , because some long-inactive mines or prospects may have been missed . Most of the old mine and prospect openings are caved; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from Federal and State publications , supplemented by information provided by owners and local residents .

"The general location of the Kentucky, Fluorspar District and the Moore Hill fault area are shown in figure 1. An engineer3/ the Bureau of Mines visited the district in July 1942 and reported on the Moore Hill fault system. Subsequently the Bureau explored the Summers, Pepperbox, McCune, Eagle-Watson, Henry Watson, Davenport, Felix Tyner, and Eagle-Wring prop¬erties by core drilling. These properties and the principal faults are shown on figures 2 and 3.Collaboration of the Federal Geological Survey4/ was of great benefit, particularly in mapping the properties, determining the stratigraphy, and furnishing information on that and other geologic factors.Fluorite was noted as early as 1818 near Shawneetown in southern Illinois.5/ In 1835 an attempt was made to work deposit in Crittenden County, Kentucky, but interest centered chiefly upon the galena found with the fluorite. The first shipments of fluorspar from Kentucky wore made in 1373 from the Yandell mine of Crittendon County.6/ It is not known when the first work on the Moore Hill fault was done, but it seems probable that the Cullen-Eagle and Nancy Hanks were being ,worked in 1900. Gravel spar was found on the surface at the Two Brothers mine in 1904,7/ and the main shaft was started in 1914; work also began at .the Davenport in 1914, and in 1917 the Eagle-Watson was in production. A shaft was gunk on the Pepperbox in 1918, and in 1922 fluorspar was found and work was started on the Summers property. In 1924 work began at the McCune, Felix Tyner, Eagle-Wring, and probably the Hicks properties.No Good approximate record of production from each property on the Moore Hill fault system is obtainable, but an estimate based upon all data available is as follows:"

Coal has been hydrogenated in Germany on a lather extensive scale for the past 20 years, but the process is new to the United States. Although pressures up to 15,000 pounds per square inch have been employed on commercial scale in the synthesis of anhydrous ammonia, and there is evidence that valves, tubing, and equipment have been developed recently up to 30,000 p.s.i. working pressure at moderately elevated temperatures for limited industrial production of plastics, such pressure ranges are unusual in American industry, and equipment designed for them is not commonly available. In the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., 10,000 p.s.i. operating pressures are combined with temperatures up to 1,000° F., and the materials to be processed under these conditions range from gases to mixtures of viscous liquids containing high percentages of abrasive solid particles. These service conditions presented unusual engineering problems requiring thorough investigation, Limited financial resources arid rigid time schedules inherent in the synthetic liquid fuels act often forced decisions before the best answer to a problem could be developed. Sometimes the ideal technical solution proved to be beyond the financial limitations of the demonstration-plant program.

Hydraulic fluid power systems are advantageous whenever power output must be accurately and safely controlled. The load movers, cylinders, jacks, rotary actuators and hydraulic actuators in these systems can be made to smoothly and accurately start, stop, reverse, hold position or move steadily under heavy and variable loads or torques. Because hydraulic systems are simple, compact, reliable, and low cost compared to other power methods and because they can deliver controlled power anywhere on the machine to which a hose can be routed, they are a pan of almost every type of machine found on a coal mining section. Some of the functions they perform are positioning drill booms, driving drill pots on roof bolters, positioning curter booms, raising, lowering, and swinging conveyors, driving conveyors on continuous miners, raising, lowering, and applying sustained loads to longwall roof supports, and advancing the face conveyor and roof supports in longwall mining operations.
