The Fort Randall Reservoir project, on the Missouri River at Pickstown, S. Dak., was designed by the Corps of Engineers and is part of the Missouri River Basin Development Program. The location of the project with respect to adjacent features is shown' in figure 1. When the project is finished, it will include a large earthwork dam and 12 circular tunnels, 8 of which will be equipped for power and 4 for flood control. Various phases of the construction have been contracted to independent companies, and at present four companies are working on different phases of the project under a rigid time schedule. Western Contracting Corp. is the contractor on stage II, earthwork; Johnson-Winston Construction Co. is the contractor for construction of the intake towers at the upstream side of the dam; McCarthy Improvement Co. has the contract for the power house and the outlet works on the downstream side; and Silas Mason Co. has the contract for driving the power and flood-control tunnels. The latter two companies use the same roads for ingress and egress to their respective work areas and the same general waste dump area. Under such circumstances, it is necessary that each company stay on a time schedule in regular sequence to avoid interference with the other.

In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

in underground mines to measure worker exposure to various gases such as methane, carbon monoxide, and nitrogen dioxide (NO2). Even in relatively small concentrations, NO2 can produce harmful side effects in underground workers. Mines using equipment powered by diesel engines, carrying out explosive blasting operations, and performing extensive arc welding and/or cutting work will have measurable quantities of NO2 released by these processes. Workers in these areas often use gas monitors to warn of excessive gas concentrations and to help them determine when to increase ventilation air that will dilute these gases, thus minimizing exposures to this gas. Portable gas monitors, used to measure NO2 levels, must be calibrated before each use. Calibration is typically performed using a small portable pressurized cylinder containing a certified gas mixture. The certified NO2 standard mixture, usually 10 ppm NO2 concentration, is diluted with either air or nitrogen gas. To determine the stability of commercially available portable gas standards, two different cylinders containing NO2 in nominal 10-ppm concentrations were examined. One cylinder was diluted in air, the other, in nitrogen. Baseline NO2 mixtures were generated using a standard liquid NO2 permeation tube operated at a constant temperature. Final dilutions of the test gas mixtures were made with air or with nitrogen using a mass flow-controlled gas dilution system. This study showed that, when a permeation-type NO2 generator is used, the electrochemical sensors in portable NO2 monitors provide identical results for gas mixtures whether they are diluted with air or with nitrogen. Two different gas monitors, one with a two-electrode sensor and one with a three-electrode sensor, were used to measure gas concentrations in the two commercially available cylinders. One month after the cylinders were delivered, the NO2-in-nitrogen cylinder, stated to contain 10 ppm NO2, measured 8.13 ppm. The NO2-in-air cylinder, also stated to hold 10 ppm NO2, measured 6.88 ppm. Therefore, before using NO2 gas cylinders to calibrate monitors, it is recommended that their concentrations be verified either by manufacturer recertification or by comparing the stated cylinder gas concentrations to a laboratory-based permeation tube-generated standard.

Point load testing is used to determine rock strength indexes in geotechnical practice. The point load test apparatus and procedure enables economical testing of core or lump rock samples in either a field or laboratory setting. In order to estimate uniaxial compressive strength, index-to-strength conversion factors are used. These factors have been proposed by various researchers and are dependent upon rock type. This study involved the extensive load frame and point load testing of coal measure rocks in six states. More than 10,000individual test results, from 908 distinct rock units, were used in the study. Rock lithologies were classified into general categories and conversion factors were determined for each category. This allows for intact rock strength data to be made available through point load testing for numerical geotechnical analysis and empirical rock mass classification systems such as the Coal Mine Roof Rating (CMRR).

"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. Miners depend most heavily on visual cues to recognize underground mining hazards; consequently, illumination plays a critical role in miners? safety. Some hazards are located in the miners? peripheral field-of-view (10 degrees to about 60 degrees off-axis) or on-axis (0 degrees). The objective of this research was to determine if there were visual performance improvements when using solid-state cap lamps with light-emitting diodes (LEDs) as compared to incandescent light bulbs commonly used in miner cap lamps. Recent research has indicated that an increased short-wavelength content of the spectral power distribution of LEDs relative to incandescent lamps improves peripheral visual performance for low-light (mesopic) conditions. The visual performances of nine subjects were quantified by measuring the subjects? speed and accuracy in detecting floor objects located on axis and at ±20 degrees off axis. The objects were located near field (1.83 meters) and far field (3.66 meters). Upon presentation of the objects, subjects would count and point to each object using a red-laser pointer. The object detection response time and number of missed objects were recorded. The results of the visual performance comparison for an LED, a prototype LED, and an incandescent cap lamp are presented. There we no missed objects when subjects used the LED-based cap lamps but, there were three missed object occurrences when subjects used the incandescent cap lamp. The mean detection time when using the incandescent cap lamp was 55.3% greater than the prototype LED cap lamp and 43.5% greater than the LED cap lamp. It can be inferred from this data that the spectral distribution of LED-based cap lamps could enable significant visual performance improvements as compared to incandescent cap lamps1.

The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

"INTRODUCTION Numerous deposits of iron ore are found in Cherokee, Bartow, Floyd, and Polk Counties in northwest Georgia. The deposits are generally small and irregular in shape. The ore is usually referred to as ""brown ore"" and is predominately limonite. The crude or ""bank ore"" has to be washed and concentrated before being shipped.The proximity of the deposits to the Birmingham furnaces and a favorable freight differential permit the operation of many deposits that otherwise would be uneconomical. The district produced 413,468 long tons of brown-ore concentrates, averaging 45.53 percent iron in 1943.The necessity of developing additional iron-ore reserves for the war energeucy to supplement the production of the Birmingham district, prompted the Bureau of Mines to initiate exploration of the more promising northwest Georgia deposits. Thirteen properties in the four counties were explored during the program (fig. 1).HISTORY AND PRODUCTIONSeveral furnaces were operated in the district until the early 1900's, ranging from charcoal furnaces to more modern plants with capacities up to 50 tons of pig iron. No furnaces have operated for about 40 years, the product being shipped to Alabama and Tennessee.Bartow County iron mining is declining, although formerly it was the principal producer of the district. Most of the known merchantable ore deposits have been exhausted. For the past 3 years the Mitchell-Hodge mine has annually produced about 225,000 long tons of concentrates containing 46 to 43 percent iron and at present is the only large producer in Bartow County."

MORE than a year before the United States entered World War II, the requirements of the National Defense Program indicated the need for additional sources of aviation gasoline. On September 10, 1940, Dr. R. E. Wilson, Group Executive, Advisory Commission of the Council for National Defense, requested the Bureau of Mines to undertake a survey of crude oils of the United States to designate those suitable for the production of 91-octane aviation gasoline. As quickly as a program could be defined, agreed upon, and funds provided to conduct the work, the Bureau began the project. Over a period of many years the Bureau had collected samples and made analyses of thousands of crude oils produced in the United States. Although these analyses did not include octane numbers of the gasoline fraction, they provided data necessary for calculating the correlation index. This index, developed within the Bureau, is a measure of the types of hydrocarbons present in gasoline and therefore is roughly indicative of the octane value. This fund of information from Bureau of Mines Hempel analyses, supplemented by information obtained from oil companies, reduced considerably the necessary laboratory work by providing data that permitted a large number of crude oils to be eliminated from consideration. However, in the survey carried out during the last part of 1940 and the first half of 1941, 225 samples of crude oil were collected and distilled. Octane values of the distillates were determined by the Army AFD-1C method. (See page 57.) A report containing these results, together with the calculated amounts of 91-octane aviation gasoline available from these sources, was prepared and distributed to the several offices of the Office of the Petroleum Coordinator for National Defense in August 1941. In December 1942 the Office of the Petroleum Coordinator for National Defense became the Petroleum Administration for War (P. A. W.).

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

This report summarizes cost data accumulated during 15 months of sustained operation of the Bureau of Mines Boulder City (Nev.) titanium plant, which had a capacity of about 1,350 pounds of titanium sponge per day. The plant was constructed during the 1952 fiscal year with funds supplied by the Ordnance Corps, Department of the Army. Its original purpose was to engage in process development work as a continuing phase of the Bureau of Mines policy to seek improvements in producing titanium metal. In early 1953 the Defense Materials Procurement Agency contracted with the Bureau of Mines for producing approximately one-half million pounds of usable ductile titanium sponge. Production began in May 1953, ended in September 1954, and yielded 492,503 pounds of acceptable metal. Operating costs covering this period of operation, with suggested depreciation and administrative costs, are given, as well as outlines of building and equipment capital costs. In addition, miscellaneous economic considerations are discussed, including labor and operating-time schedules.

This report presents a discussion of perforance parameters for electronic or active hearing protectors that will meet the needs of underground coal miners. This information is incorporated into a proposed set of specifications that can be used to judge the suitability of a particular electronic hearing protector for the coal mine application. Acoustic and electrical tests were performed on a developmental model of an electronic hearing protector built by the U. S. Bureau of Mines. This model showed only a slight reduction in speech intelligibility which was traced to poorly matched components and in particular to the transducers. Tests of alternative components showed the Knowles BL-1671 microphone to be suitable for this application because of its performance and extremely small size. The Roan-well H-143/AIC earphone was found to have a good frequency response but has the disadvantage of being rather bulky which causes a slight degradation of a low frequency attenuation of the hearing protector. A satisfactory installation of these components in a hearing protector muff was demonstrated and tested. Results of tests of several methods of controlling the sound level under the hearing protector muff showed that a simple diode clipper circuit can be used with only a negligible loss in speech intelligibility for normal-hearing listeners. A commercially available active hearing protector, the British-built ACOS A-9000/2 was examined. This hearing protector provides sound level limiting through a saturating amplifier. Preliminary tests have shown that the performance characteristics of this commercial unit meet many of the proposed specifications so further testing and evaluation should be performed to determine its suitability for use 1n underground coal mines. The recommended test of intelligibility for electronic hearing protectors and other communication systems as used in a coal mine setting is the Modified Rhyme Test (MRT) developed by House et al. in 1965. The suitability and method of administering this test are discussed.

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

The British Solomon Islands Protectorate continued developmental work on bauxite deposits on the Islands of Rennell and Vaghena. A feasibility study was completed by Mitsui Mining & Smelting Co., Ltd., and Pacific Aluminum Ltd. (a subsidiary of Conzinc Riotinto of Australia Ltd,), and negotiations with the Government were in progress. The Government will receive a 25% share if the project is realized. It was estimated that the Islands contain 60 million tons of bauxite with an alumina content of 45% to 50%.

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources and potential of the Moses and Dennison Peak RARE II areas in Tulare County, California. These areas, along the west slope of the Sierra Nevada, are underlain by grarnitic rocks of the Sierra Nevada batholith and contain numerous metasedimentary roof pendants. Silver, copper, and zinc occur in contact-metasomatic deposits within the metasedimentary rocks. In the Moses area, the Powell Mine (fig. 1) contains an estimated 90,000 tons (82,000 t) of subeconomic silver, zinc, and copper resources. The King Solomon Prospect has 3,000 tons (2,700 t) of silicified phyllite containing zinc. On the Helen-Joyce Prospect, 44,000 tons (40,000 t) of gossan occur above a poorly exposed silver-zinc rich zone. Potential exists for additional mineral resources and occurrences at each of these properties.
