In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. A few early satellites, such as GEOS-3, Nimbus-7, and most notably Seasat established that global wind fields, all weather sea surface temperature, ocean topography and sea state, and fine scale images of wave patterns, surfactants,

INTRODUCTION Efficient exploration methodologies for base metal deposits have huge benefits for future deep sea mining endeavours, and underwater hyperspectral imaging (UHI) has been variably demonstrated to have applications in the identification and characterisation of mineralisation on the seafloor for both nodules and seafloor massive sulphides (SMS) (Dumke et al., 2018 and 2017 respectively). Due to growing resource requirements (Singer, 2017), SMS deposits are considered to be increasingly significant sources of copper and zinc, as well as silver and gold. This style of mineralisation is currently occurring at active hydrothermal vents (black and white smokers) but now-inactive sites also have the potential to be large mineral deposits. As such, the development of novel methodologies to detect both on-going and extinct mineralisations are of high importance. Geological setting During the MarMine cruise (Ludvigsen et al., 2016), non-mineralised host rock, low grade ore and high grade ore grab samples (Snook et al., 2018) was collected by ROV from the Loki’s Castle deposit (Pedersen et al., 2010), located on the Mohn’s/Knipovich junction on the ultra-slow spreading Arctic Mid-Ocean Ridge (AMOR), at a depth of approximately 2300 m. This material has been characterised as part of the MarMine project (e.g. Snook et al., 2017), and, by imaging compositionally constrained material, the measured hyperspectral responses can be used to generate a library for identification of deposits on the ocean floor. UHI technology Remote sensing with hyperspectral and multispectral technologies has seen wide use in prospecting for ores and hydrocarbons on land (Van der Meer et al., 2012). Iron oxides and sulphides have low blue reflectance and high red reflectance in the visible spectrum. The ratio between these two pairs has been used in exploration for terrestrial deposits of hydrothermal origin (Sabins, 1999). This discrimination typically also includes wavelengths exceeding the visible spectrum (1.5µm – 2.5µm). These wavelengths are typically not utilised underwater because infrared wavelengths and higher are rapidly attenuated in water. However, discrimination based on the full shape of the spectral response in the visible light (350nm – 800nm) may still be possible (Bolin and Moon, 2003). Resolving the endmembers from the spectral responses requires prior knowledge about the optical properties of the materials, i.e. their reflectance. These reflectances can be obtained in a controlled environment, where the spectra of the lamps, wavelength- dependent attenuation in water and scattering of light can be accounted for (Johnsen, 2013).

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

Since industry is progressing into the deep sea, marine scientists have expressed their concern about environmental disturbances which will be introduced by using the deep seafloor for mining metalliferous resources or as a repository for wastes. Environmental studies have been conducted on national levels and in bilateral or multilateral cooperation in the development of manganese nodule mining, as this is generally achieved in marine research. These investigations were partly large-scale and experimental approaches aiming at the assessment of the impacts expected to occur in commercial mining. The results elaborated till today and expected to be acquired in the foreseeable future may remain limited. Reliable impact evaluation will result from monitoring a Pilot Mining Operation (PMO). The lecture will present the broad outlines of a possible program and a preliminary calculation of approximate costs for such a combined industrial test and environmental monitoring event. Although the extent of necessary efforts for the environmental risks evaluation can only be estimated rather vaguely, it will become evident that the required human, technical, logistical, and financial resources to be mobilized will exceed industrial capacities and go beyond national funds. Therefore, such assessment of environmental risks is calling for broad international cooperation. While industrial developments for mining the deep sea will be ruled by competition or probably by restricted joint ventures, environmental care ranges outside competition and falls within the interest of all parties involved. Environmental studies, unlike technologies for the same function, do not primarily need duplication. International cooperation in PMO monitoring would equally well support all mining companies or consortia, it would minimize the efforts for all engaged in this challenging venture of deep-sea mining and it would maximize the precautionary discussion on and the care for the deep-sea environment.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

"Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa's total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

The reconstruction of ocean history has been a major focus of marine research over the past decade. A significant outcome of these investigations is the recognition that certain types of marine mineral deposits are linked to regional to global scale changes in ocean composition and climate conditions. Manganese-bearing deposits are of particular interest in this regard because changes in their occurrence, distribution and/or composition are responsive to both biochemical and geological factors. Analyses of such deposits whose formation spans critical age/epoch boundaries thus provide clues concerning the interplay of different process during anomalous periods in Earth history. Recent studies demonstrating this deposit - event - process relationship include: (1) Changes in the bulk chemical composition of ferromanganese crusts during the Late Miocene-Early-Pliocene (-7-3 Ma) that coincide with a period of enhanced biological productivity in the eastern equatorial Pacific upwelling zone; (2) The formation of large statiform manganese deposits at the Cenornanian- Turonian Boundary (-92 Ma) in association with widespread oceanic anoxia; and (3) Increased deposition of hydrothermal precipitates caused by tectonic reorganizations at the Paleocene - Eocene boundary (-55 Ma) that resulted in global-scale changes in atmospheric and oceanic circulation and climate.

INTRODUCTION Seafloor Massive Sulphides are typically found near the oceanic ridges at larger water depths (>1km). The physical properties of SMS, as shown in table 1, are comparable to the properties of weak rock. One of the technical challenges to enable extraction from these locations is the cutting or excavation process. Experiments have shown that the energy needed to excavate the material may increase with water depth (Alvarez Grima et al. 2015). Besides that, it is demonstrated that rock that fails brittle in atmospheric conditions can fail more or less in a plastic fashion when present in a high pressure environment, as would be the case at large water depths. The goal of this research is to identify the physics of the cutting process and to develop this into a model in which the effect of hydrostatic and pore pressures is included. The cutting of rock is initiated by pressing a tool into the rock. As a result, at the tip of the tool a high compressive pressure occurs, which leads to the formation of a crushed zone. Depending on the shape of the tool and the cutting depth, shear failures might emanate from the crushed zone, which will eventually expand as tensile fractures that can reach to the free rock surface. Through this process intact rock will be disintegrated to a granular medium. For an overview of the process (figure 1). Additionally, the presence of water in the pores of and surrounding the rock influences the cutting process through drainage effects. The most relevant effects are weakening when compaction and strengthening when dilation occurs in shearing and tension. Deformation of the rock causes the pore volume to change, resulting in a under or over pressure. As a result, the pore fluid needs to flow. The magnitude of the potential under pressure is limited through cavitation of the pore fluid, limiting further reduction of the pore pressure (figure 2). The drainage effects cause the rock cutting process in a submerged environment to show a stronger dependency of both the hydrostatic pressure as well as the deformation rate (figure 3).
