"Some non-flotation chemistries are added to flotation circuits directly and indirectly to control issues such as scaling and dust. Since the dosage levels are generally not very large, a standard laboratory float test may not be able to determine the effect a specific chemical has on the productivity of the flotation circuit. Hudbay and Ashland Water Technologies developed a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5 ppm to 500 ppm). Laboratory results indicate that this protocol helps to predict the potential interference that a particular chemistry will have on the flotation circuit.INTRODUCTIONFrom a chemical perspective, flotation is a very complex system involving more than the reagents used for flotation. Along with collectors, frothers, modifiers, suppressants and activators, there can be antiscalants for water treatment, dust suppressants used in the mining process, residual flocculants from recycled thickener overflows, grinding aids, and many other types of chemicals that are added upstream of a flotation circuit. Although these other chemicals are usually used at very low doses, it is important to know if they affect the flotation process detrimentally in the event of a spill or a build up from recycled water.Laboratory flotation testing of these chemicals characterizes their effects, but testing at expected doses in the float can mask the effects of the chemicals in the plant. Also, simple tests that do not measure the kinetics of flotation do not reveal the effects the other chemicals have on the flotation circuit. Thus, a new flotation protocol was needed to expose the full effects of chemical additives and to assist in choosing the chemical with the lowest potential for a negative effect.FLOTATION KINETICSMeasuring recovery kinetics in a laboratory flotation cell is a well-established procedure: analyzing concentrates taken in a timed sequence to determine the recovery rate of individual cells in a flotation circuit. A new rhcoforming processing of Al alloys with component shaping systems apart from slurry preparation systems is experimentally exploited, using the reversible multilevel-speed electromagnetic stirrer, the slurry transfer tool and its coating, the thin plate sample with five steps and rheocasting mould, all of which are independently developed. The results show that semi-solid A356 alloy slurry with shape factor of about 0.85 and particle size of 70~80 µm (under air-cooling condition) could be prepared in 20~25 s, fully meeting the production rate of high pressure die casting. The slurry could be smoothly transferred from the slurry preparation equipment to the rheocasting shot chamber while the slurry temperature of slurry decreases by no more than 3 . The tensile strength and elongation of the semi-solid rheocasting samples could be respectively increased by 11.6~18.2 % and 42.5~50 % compared with the traditional liquid die casting ones, and the rheoforming processing has close affinity with the traditional hot working processes.

Reliable measurement and control of the pulp-froth interface (froth depth) in the flotation columns is critical to achieve the desired metallurgical performance. Shallow froths result in a reduction of grade because of particle entrainment and deep froths reduce recovery because of the drop back of entrained and weak hydrophobic particles to the pulp zone. The cleaner circuit at Miduk copper concentrator consists of three parallel MicrocelTM flotation columns 4 m in diameter and 12 m in height. The interface level of the flotation columns is measured by two pressure sensors located at 1.4 and 2.4 m from the cell lip (in the collection zone). In this study the performance of the level detection system at different operating conditions was evaluated. A calibrated float-ultrasonic location system was used for measuring the actual froth depth. The results indicated that the existing level control system was subject to considerable error. The absolute error was found to be 33.27 cm. This was mainly attributed to the constant set-point value assigned to the froth density (ρf=0.3 g/cm3), which actually varies with the operating conditions. The actual froth density at different conditions was calculated and its average value (ρf=0.12 g/cm3) was re-set in the control system. This resulted in substantial reduction in the level-detecting error. Recommendations for more accurate measurement of the interface level were presented. INTRODUCTION Froth flotation is a complicated process because of many involved variables. One of the most significant controlled variables in the flotation process is the pulp-froth interface (froth depth). The froth depth has a profound influence on the metallurgical performance parameters (i.e. grade and recovery). Shallow froths result in grade reduction because of particle entrainment and deep froths reduce recovery resulted from the drop back of entrained and weak hydrophobic particles to the pulp zone (Finch and Dobby, 1990). Various techniques have been developed for measuring the interface level of the flotation cells in the last few decades. These techniques can be classified as: Techniques based on hydrostatic pressure measurements (Finch & Dobby, 1990), Techniques based on the density gradient (float) (Moys & Finch, 1988), Techniques based on conductivity measurements (Uribe-Salas, 1991), Techniques based on temperature measurements (Moys & Finch, 1989).

PT Freeport Indonesia (PTFI) operates copper and gold mining operations in a mountainous area of the Mimika regency, near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. The mining and concentrating operations typically produce 240,000 metric tonnes per day of Copper and Gold ore from the combined mining of an 80,000 tonne per day (ore) block cave operation (DOZ Mine) and a 160,000 tonne per day (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open pit mine will be complete in 2016 at which time PTFI?s operations will convert to Underground. Mining operations will transition from today?s mixed surface and underground operation to full underground mining over the next 6 years. This paper reviews the history of Redpath?s relationship with PTFI, beginning with a raiseboring contract in 1981 and evolving into vertical and horizontal development contracts of up to 37,700 equivalent metres of lateral development and 4,000 metres of vertical development in 2011. An overview of the current operations (PTFI?s Grasberg Open Pit and DOZ Underground Mines) and transition period (challenges for the transition from current to future underground mines) is presented with details of development of common underground infrastructure and future mines; Big Gossan Mine, DMLZ Mine, Grasberg Block Cave Mine, and the Kucing Liar Mine.

Abosso Goldfields Limited has been optimizing the comminution circuit at the Damang Mine Operation for the treatment of 100% primary ore. The optimization process started at a base rate of 343 tph when treating primary crushed primary ore, and was increased to above 600 tph with partially crushed primary ore. Abosso Goldfields engaged Orway Mineral Consultants (OMC) to assist with the optimization process in 2009 and the two companies have been working together since, to further refine the process. Continuous improvement was achieved through crushing circuit modifications, changes in operating processes and grinding control system utilization. This paper discusses the improvements developed for the increase in milling capacity and improvements in final product size.

"A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick Mine Concentrator to investigate the role of gas (air) superficial rate distribution (Jg profile) to the cells in the final Zn cleaning stage (bank of seven cells). Three profiles were tested: Balanced (each cell with same Jg), Increasing (from cell 1 to 7), and Decreasing, along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The Increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was traced to the response of the first few cells. The Increasing profile gave the highest selectivity of sphalerite against non-sulphide gangue (NSG) in these cells with relatively even recovery per cell down the bank (10-15% based on feed to each cell). The other profiles gave lower selectivity and higher zinc recovery in the first cells (up to 25% in cell 1), which combined to reduce overall bank performance. The increased selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG gangue. The Increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.INTRODUCTIONThe performance of a flotation circuit is largely the result of the operator’s response to visual clues. This includes manipulation of the gas (air) input and how it is distributed to cells in a bank. A lack of sensors prescribes this approach. Over the past ten years the Mineral Processing Group at McGill University have developed a set of gas dispersion sensors including one to measure gas superficial rate (or simply “gas rate”), i.e., volumetric gas rate per unit cell crosssectional area, Jg (Gomez and Finch, 2002). The device collects bubbles in a tube immersed in the pulp and infers Jg from the pressure-time curve generated after a valve is closed and air starts to accumulate. The usual units are cm/s. It is robust, reliable and suited for plant use.A version of the Jg sensor was tested extensively during 2000 at Noranda’s Brunswick Mine Concentrator (Dahlke et al., 2001). The results were sufficiently encouraging that a sensor was fabricated to suit local requirements (Insta-Jg). The sensor detected malfunctioning field instruments and flotation mechanisms, and demonstrated that gas distribution to cells in a bank “as found” had no particular pattern, or profile. Preliminary testing suggested that a balanced profile (i.e., all cells with the same gas rate) gave superior metallurgy (grade / recovery down the bank) than the “as found” profile. This observation prompted a focused campaign to explore the impact of the gas rate (Jg) profile, introducing the notion of “gas distribution management”."

"A laboratory study was carried out to determine the potential role and effect of ultrasonic irradiation in the flotation of a Sudbury copper-nickel sulphide ore. The use of ultrasound was tested separately at the pulp preconditioning, collector conditioning and flotation stages. While no significant benefits were evident in the latter two cases, ultrasonic preconditioning of pulp improved the grade-recovery performance and had the prospect of reducing reagent consumption rates. Tests were conducted on both the normal and oxidized ore samples, and several variables were investigated, including ultrasound frequency (25 kHz and 45 kHz), ultrasonic power (up to 1.6 W/cm2), duration of ultrasonic treatment (up to 60 minutes), and the intensity of pulp agitation employed during the application of ultrasound. Ultrasound frequency of 25 kHz and duration of 15 minutes yielded satisfactory results. Changes were found to occur in the temperature, pH and Eh of the pulp during ultrasonic processing. The favorable effects of ultrasound observed in this study were attributed primarily to its surface cleaning capability.INTRODUCTIONThe use of ultrasound for the surface cleaning of objects is well known. Ore flotation is based essentially on the surface properties of minerals, and hence stands to benefit from ultrasonic treatment which may help restore mineral surface characteristics that might have been lost or modified through oxidation, etc. Expected outcomes of this method of treatment include improved flotation kinetics, higher recovery, better selectivity, and savings in reagent consumption, as has been demonstrated by various researchers (Aldrich and Feng 1999, Celik 1989, Ozkan 2002, Letmathe et al. 2002, Nicol et al. 1986)."

"Viceroy Resource Corporation of Vancouver, B.C. has recently developed the Brewery Creek Mine, an open pit heap leach gold mine 55km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797000oz) of gold. Ore processing employs the heap leach technology using run of mine ore. 1996 highlights included construction of 158,000 m2 of leach pad, placing 1.9 million tonnes of ore at a grade of 1.46 gpt on to the leach pad, construction and successful commissioning of the ADR plant, and pouring of the first gold bar on November 15th.Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon where winter site temperatures routinely reach -45 C for extended periods.IntroductionFollowing a comprehensive governmental and public review of the proposed project, a Class A Yukon Water license was issued in August, 1995. Construction started in 1995 and leaching commenced in October 1996. The Brewery Creek Mine is in Yukon, the home of the Klondike Gold Rush nearly 100 years ago. This is the only part of Canada not glaciated in the Wisconsin advance so there is oxide ore resulting from about 80,000 years of weathering -unique in Canada. Discontinuous permafrost is present on site and has required special consideration in the design. Winter temperatures dip below minus 50 C, demanding an approach to mining and leaching that is different than in more temperate climates.Project DescriptionThe mine comprises 8 shallow, largely oxidized gold deposits along a 7km corridor. An 8 year mining program will extract 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797,000 oz) of gold. The strip ratio will be 1.35: 1. Overall gold recovery is projected at 78%. There will be 2.3 million tonnes of ore placed on the pad annually, with an average of 2.57 tonnes (83, 000 oz) of gold recovered per year. Because of the cold winters, the mine will operate approximately 210 days per year, while the leaching process will operate on a year round basis. Run of mine ore is placed on the heap 150 days per year. The recovery process utilizes conventional sodium cyanide leaching , carbon adsorption, caustic desorption, and on-site smelting. Peak employment during mining is 145 and winter staff is reduced to 45."

In order to successfully produce columbium pyrochlore concentrates, St. Lawrence Columbium and Metals Corporation had to face two principal problems met in several new operations but possibly made more acute than usual owing to the newness of the project. 1.-The ore is particularly complex, as it is made up of an elaborate intermingling of carbonates and discontinuous ultra-alkaline rock bodies of various ages and types in which no less than seventy mineral have been re-ported. Obvious petrographic or structural controls are lacking. Ore boundaries have to be defined on the basis of assay results and the determination of several minerals which occur in trace amounts. 2.-The pyrochlore concentrates produced had to com-ply with a set of stringent specifications. This fact, combined with the low Cb205 content of the ore, necessitated the use of a beneficiation process that would have to operate at a concentration ratio greater than 100:1. A brief description of the mill circuit is given. Mill stability was obtained through extensive mineralogical study of the mill feed coupled with close geological and engineering control of the mining operations.

"In the Bayer process, flocculants are introduced in the feed well to enhance the aggregation of red mud particles. To gain a better understanding of the flocculation process taking place in the feed well, shearinduced flocculation was achieved using concentric rotating cylinders (Couette system). Our previous work has shown the effect of the shear rate on the aggregate’s settling rate and on residual turbidity of the Bayer liquor. In this study, the data demonstrated that the aggregates at selected shear levels appear as a population with a widespread size distribution. By using an imagery apparatus, it was possible to measure the size, the shape, and the sedimentation velocity of the larger red mud aggregates. Marked differences were noticed in the characteristics of the aggregate populations obtained under various shear conditions. IntroductionIn the Bayer process, red mud particles are separated from the liquor in primary clarifiers and washing circuits under the action of synthetic polymers. The agitation in the feed pipe and in the feed well affects the flocculation since the aggregates are formed by the interaction between the red mud particles and the polymers. A minimum shear rate is needed to initiate the aggregation process of fine particles (Warren, 1975).Different systems have been used to study the effects of shear on the flocculation process (Tampo and Watanabe, 1979; Klimpel and Hogg, 1986; Scott et al., 1996; Biggs and Lant, 2000). The Couette flow system has been used in some studies on shear-flocculation (Oles, 1992; Farrow and Swift, 1996a, 1996b). The importance of the physical properties of the aggregates in determining the efficiency of the solid-liquid separation process within a given gravity thickener has been demonstrated (Farrow and Warren, 1989a)"

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. Machinery Systems Division (MSD) in the Institute of Mining Engineering at Wroclaw University of Technology specializes in belt conveying systems analyzing, calculating and design. Within the division operates the certified Laboratory of Belt Transportation (LTT) and Laboratory of Rollers. Since few years, a group of several people have begun work on developing a comprehensive system for the automatic evaluation of condition of conveyor belts working in the mines. Group uses both magnetic devices developed by specialized companies servicing belts and its own machine vision system developed for assessment of belts covers and edges during belt movement (up to 7 m / s) on the specially designed for this purpose the test conveyor. Recently they have got the research grant funded by the National Centre for Research and Development (NCBiR) for development of the system for automatic diagnosing of conveyor belts? condition and aiding of rational belt management. On the basis of previously created diagnostic tool called ABCDE (Automatic Belt Condition Diagnostic Equipment) the five modules: vision-A magnetic-B, preventive-C, forecasting?D, and determining safety factor-E will be developed. They will automatically interpret data about conveyor belts? condition to indicate the extent and timing of repairs, to prevent failures and to select the optimum moments for their replacements. The system will use results of ongoing research & development and planned research concerning modeling of belt wear using evolutionary genetic algorithms. The reached stage of research can not yet allow to start the implementation work by potential users. It is therefore necessary to pursuit research in real scale, the development of new modules (C-E) and intensive testing of the system in working condition with system calibration to optimize the economic effects.

"Significant advances in mining and metallurgical operations have occurred over the last two decades, to define ore bodies via geological mapping, mineralogical analyses, geostatistical models and resource reserve modeling. Metallurgical process measurement, controls and modeling have also significantly progressed, with advanced instrumentation, control software, data capture systems and simulation tools. This progress together with development of the science of geometallurgy has allowed geologists, mineralogists, miners and metallurgists to start working together to define geometallurgical ore units and link these to mine planning and projected metallurgical performance. However, application of full geometallurgical programs into existing mine-processing operations or into new “greenfield” projects has been slow. This is mainly due to higher costs, limited dedicated technical resources and little or no corporate leadership. Additionally, life-of-mine cash flow models, the “dollars”, have been largely driven by ore tonnage rates, pay-metal grades and fixed pay-metal percentage recoveries, with few or no geometallurgical parameters included.Here defined, the “electrons” represent intrinsic ore characteristics embracing chemical composition, mineralogy, gangue components and their associated fundamental metallurgical processing phenomena. With its ever expanding treasure chest of measurement and modeling tools, geometallurgy paints a much clearer picture of the “electrons” for the geologist and metallurgist. But to fully understand and realize the real net value of ores over the life of a mine, a comprehensive link of “electrons to the dollars” is essential. Intrinsic characteristics of geometallurgical ore units are by definition linked to their metallurgical processing, but importantly need also to be related to operating costs, capital requirements and revenue.This paper discusses this important linkage under topics of ore geology and mineralogy, metallurgical processing, waste disposal, environmental issues, metal refining, project engineering and lifeof- mine models. Topics are illustrated by multi-metal references and by case examples from gold ore heap leaching and manganese ore smelting projects. 1"

"BHP-Billiton’s Cannington mine in Northwest Queensland produces a silver-rich lead concentrate and a zinc concentrate. The plant has the capacity to treat 3.1 mta and for the year to June 2006 mean feed grade was 10.3% Pb, 461 g/t Ag and 3.7% Zn. Recovery losses of lead and silver are primarily in the fine fractions. In 2001, the plant was modified when it was determined that splitting the lead feed into two size fractions, and floating the two fractions separately increased fine lead and silver recovery. The fine lead fraction (called the split float) is 80% <16µm and about a quarter of the lead and silver is in the finest fractions. In 2006 to further improve lead and silver recovery a statistical plant trial of magnetic aggregation conditioning of the split float feed was undertaken. While pure galena is diamagnetic the Cannington galena contains iron within the galena mineral resulting in the galena having a paramagnetic, magnetic susceptibility. The trial demonstrated to greater than 98% statistical significance an increase in lead recovery, and to 99% statistical significance an increase in silver recovery, and to greater than 97% significance an increase in the lead in concentrate in the split float circuit. These economic recovery benefits with magnetic aggregation of the split float feed, has led to the incorporation of this technology in the plant.INTRODUCTIONThe BHP-Billiton owned Cannington silver, lead and zinc mine is located in the Australian state of Queensland about 800 kilometres west of the coastal city of Townsville. This is a pastoral area characterised by large cattle farms, low population density and very little infrastructure. The area has two seasons, a wet, hot summer and a dry, mild winter. Because of its isolation and lack of infrastructure the mine has always operated on a fly in fly out basis.Geological drilling defined the resource as 43.8 million tonnes grading 11.6% lead, 4.4% zinc and 538 ppm silver (Walters and Bailey, 1998). At times during its history Cannington has held the crown as the single largest lead and silver mine in the world (Torrisi and Smith 2003). Another unique characteristic of the operation’s history is the rapid progress from discovery to operation. The first drill to intersect the ore body was in 1990 and the mine and plant was commissioned in 1997."

BHP Billiton?s Cannington facility is a mining and minerals processing plant near Mt. Isa in Central Queensland, Australia, producing silver, lead and zinc. Mine ore is processed in a concentrator, which consists of grinding, flotation, thickening and filtration. Grinding is carried out in a fully autogenous (AG) mill. The mill operates in closed circuit with a pebble crusher. Throughput is approximately 380 tph. Cyclone overflow from the grinding circuit is fed into a flotation circuit for the recovery of lead, zinc and silver. Two concentrates are produced (lead and zinc), which are then thickened and filtered. The filtered concentrate is transported by road to a rail receiving station. From here the concentrate is railed to port in Townsville for shipment to the smelter. Matrikon and Engineers at BHP Billiton?s Cannington Mine have used ProcessACT to develop a flexible, nonlinear dynamic simulator for the grinding circuit to further enhance process understanding, as well to investigate various optimization strategies. An online charge volume estimator was also developed for the AG mill to aid in the understanding of overload conditions, which for the previous two months had been the primary contributor to downtime. The models were developed using a combination of first-principles modeling along with input-output dynamic responses. Examples of models used include: Morrell ?C? model for power and charge shoulder/toe angle prediction; Whiten?s mixing model for breakage and hold-up; Nageswararao cyclone model for predicting cut size; slurry recovery and water recovery. The composite model simulates system dynamics starting from the stockpile reclaim system and finishing at the feed for the flotation process. The objective was to provide a tool that assisted Cannington in understanding their Grinding Circuit and allowed them to develop and evaluate circuit optimization strategies. BHP Billiton Cannington Mine is now considering development of a Grinding Circuit Optimizer utilizing the models developed for the simulator.

In fracture mechanics modeling the rock mass is seen as the combination of rock material and fractures, which are evident on different scales. The activation and propagation of fractures dominates the stability and performance issues as well as fluid flow potential. Once fractures have started to grow into each other and create through going separations, stability of rock engineering constructions may be violated. Further, as fracture mechanics inherently incorporated a scaling law in the form of the participating fracture length, scaling issues can be more accurately mirrored. This contribution highlights some examples of application of a fracture mechanics based code on some rock mechanics issues such as numerical laboratory experiments, borehole stability or the creation of fluid pathways due to underground constructions. The results show explicitly the creation of fractures and connection of existing ones, and hence the safety and performance issues. It has to be concluded that the basis for frequent application of fracture mechanics on specialized challenges in Geomechanics is laid, and the needs for future developments are defined.

"Over recent years a number of techniques have been developed as part of the AMIRA1 P9 project to represent mathematically or measure directly sub-processes occurring in flotation cells. These include the determination of:•,?a machine parameter (bubble surface area flux, Sb);•,?a froth parameter (froth recovery, Rf );•,?entrainment and drainage parameters (???and d); and•,?an ore floatability parameter (Pi).These flotation parameters allow the plant engineer to develop a model of the flotation circuit that can be used as a powerful tool to diagnose the performance of that circuit. The recently developed JKSimFloat V6 flotation simulator uses these parameters to predict the flotation circuit performance that would arise from changes in operating conditions and circuit configuration.This new flotation technology was applied to the Placer Kanowna Belle Gold Mine in Western Australia. A series of plant surveys, cell characterisation measurements and laboratory batch tests were conducted to determine the flotation circuit model parameters to be used within the JKSimFloat V6 simulatorA thorough flotation circuit analysis was then performed at Kanowna Belle using JKSimFloat V6. The recommendations that were provided by this circuit analysis have resulted in large improvements in the flotation performance at Kanowna Belle. These include a 1.3% increase in flotation gold recovery and a substantial decrease in operating costs. The analysis is still ongoing, however, the benefits already obtained from applying this technology have resulted in a US$1.3 million a year improvement to the mine."

"CONTROL STRATEGYThe Lake Dufault Division of Falconbridge Copper Limited has been concentrating a complex copper zinc ore since late 1964. An ARL X-ray on stream analyzer was installed in 1966 for process control. A Digital Equip-ment Corporation PDP8 was added in 1968 for more complete control. To improve the system the computer was exchanged for a Moded PDP-81 in 1971.The new computer is time sharing with 8K core memory and 32K disc storage. A new interface was installed to accommodate 14 X-ray streams and additional analog signals for process control. The system gave us additional capacity and flexibility to make changes in operating programs and control strategy while on line. As the computer is used for process control a modified focal language was chosen as the operating language for ease of operation. This language is more suitable for process control than for statistical work.The main components of the control system are(a) Computer(b) Interface(c) Production Control X-ray Quantometer(d) Teletype terminals(e)Reagent feeders(f) Sample SystemThe operation of the system consists in the computer selecting the various streams to be analyzed by a PCXQ Quantometer. When the flowing sample is presented to the X-ray the intensities of the various elements are read by the computer from analog to digital converter, the assays are then computed. From the tonnage and assays the computer is programmed to determine the amount of reagent added to various parts of the circuit. The computer drives the feeders via the interface for the required amount of reagent. After following a certain sequence the computer prints out the performance and control data on an ASR35 Teletype. The data is printed out approximately every seven minutes. Any des¬ired changes in the program or strategy can be made during operation via an ASR33 Teletype connected to the computer."

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."
