This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

This paper describes new research and development currently being undertaken by the CSIRO Mining Technology Group to advance the automation capability of continuous mining equipment in underground coal mining operations. The effort aims at increasing the overall rate of roadway development as well as providing a safer working environment for underground mine personnel. The activity is funded by the Australian Coal Association Research Program (ACARP) and forms part of a larger underground development initiative, known as the CM2010 project. The CM2010 is managed via a consortium of leading mining industry representatives through the Roadway Development Task Group (RDTG). The Task Group has identified three research areas requiring new development in order to realise the CM2010 project objectives: self-guiding (autonomous) continuous miner capability, an enhanced drilling and bolting process and improved mesh deployment. CSIRO's primary role in the CM2010 project is in the development of the autonomous continuous miner guidance capability.This paper reports on outcomes achieved at the half-way mark of a three year research and development project. It details the technical developments undertaken towards demonstration of a 'self-steering' capability to enable a continuous miner to automatically maintain a given mining heading and mining horizon under production conditions. A primary technical requirement of this automated functionality is the means to accurately determine both the location and orientation of the continuous miner in real-time. Testing and validation of the guidance system solution has been implemented using a combination of an instrumentation-grade inertial navigation unit and radar technology. Comprehensive performance evaluations have been conducted using a scale skid-steer mobility platform known as the Phoenix. Results achieved to the present stage of the project are highly promising and suggest that an automated self-steering functionality is achievable under production conditions. This new outcome represents an important move towards implementing a step change improvement for future underground roadway development.

Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

The Johnny Mercer lyrics 'You've got to accentuate the positive, Eliminate the negative, Latch on to the affirmative à' would best sum up the traditional approach to community relations in the mining industry. This '90s 'Public Relations spin' approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in.   The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate's ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities.   One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care.   This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold's operations in Waihi and regional exploration activities throughout the Hauraki Goldfields.   The approach presented works on the philosophy that communities don't necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension.   It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

The Northern Baikal Ni-Cu province is located in Buryatia, south-east Siberia, and geologically is part of the Baikal-Muya volcano-plutonic belt. It is known for numerous PGE-Ni-Cu-bearing mafic-ultramafic intrusions of Neoproterozoic age formed in various geodynamic settings. All these deposits can be regarded as a single Ni-Cu ore cluster located near the Kholodninskoe Pb-Zn deposit, which is ready for mining. In addition, there are less studied, small dyke-like bodies with sulfide mineralisation that formed in a rift setting and may be enriched in Ni, Cu and PGE. Individually, the known bodies are of poor commercial value by their resources, but their close spatial association (<30 km) may make these PGE-Ni-Cu deposits economic in the future. This extended abstract seeks to provide a geological framework of the North Baikal Ni-Cu-PGE province, specifically at the north-eastern Synnyr rift hosting numerous small subvolcanic bodies with Ni-Cu sulfide mineralisation. This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

Major operating aspects of the Mary Kathleen Uranium Ltd. treatment plant are discussed with partkular reference to those which are peculiar to this operation.Problems associated with the production of a penalty free uranium oxide product are examined and the methods developed to overcome them are described in detail.INTRODUCTIONMary K,athleen Uranium Ltd. is the largest of the Australian uranium producers. The flow-sheet is based on fine grinding, standard sulphuric acid leach, ion exchange concentration, and magnesia precipitation of the final product, with certain modifications introduced as the result of pilot plant investigations at the South Australian Department of Mines Research Laboratories in Adelaide.The plant commenced operations in June, 1958, attained design tonnlige of 1,120 tons per day in September of that year and has since operated continuously with a throughput in excess of 1,000 tons per day. Pilot plant recommendations generally have been followed, and predicted results have been attained. The only exception has been the silica and rare earth content of the product produced during the early months of operation. Considerable modification of the early resin regeneration techniques resulted in the reduction of the silica content of the product to within specification limits. Research work in the ion exchange section has also resulted in the reduction of the rare earth content of the product to below specification levels. All product now being produced is completely within the agreed specification limits of impurities.

For stockpile design, the flowability and structural interfaces are critically dependant on the stress conditions throughout the pile. Historically, the predictive methodologies for stress determination have been too conservative, which adds inefficiency to the stockpile reclaim interface selections, especially for live reclaim stockpile systems. In addition, accurate pressure profiling throughout stockpile is essential to correctly design the stockpile support structures, which are buried within the stockpile. Such buried structures include trestle legs or columns to support load-out conveyors or the roof of bulk storage sheds. Improved methodologies with respect to the development of the hoop stress condition which exists in material ædrawn-downÆ within the stockpile has been developed. This hoop stress approach has significantly improved the live capacity prediction to over 90 per cent accuracy and improved rathole structure prediction within live reclaim stockpiles. Additionally the methodologies in estimating the vertical and circumferential stress variation acting on buried stockpile structures have been significantly progressed, with experimental testing shown good agreement with the theory.CITATION:Williams, K C, Roberts, A W and Prigge, J D, 2013. Ground conditions at the Kencana mine, Indonesia, are generally poor and an underhand cut and fill mining method is used for extraction. Due to these poor ground conditions, all vertical development has been conducted using blind, top-down, sink and line excavation methods. Due to time constraints, raiseboring was considered the only viable excavation method for the installation of a return ventilation system for the K2 (Kencana extension) project. In order to achieve successful raiseboring in the poor ground conditions a number of strategies were used including: a detailed geotechnical study for optimal position of the shaft/s, splitting shaft excavation vertically, raiseboring of multiple smaller diameter shafts, extensive pregrouting, installation of drainage holes, and rapid installation of support following excavation.

Mixed cobalt-nickel sulphides precipitated from ammoniacal process liquors derived from nickel sulphide concentrates, mattes, and reduced nickeliferous laterites have been characterized.The mixed sulphides are prone to oxidation on standing and are rapidly leached under relatively mild conditions. The kinetics of the leaching reactions are controlled principally by temperature and oxygen partial pressure. Although the samples have different CO:Ni ratios and have undergone varying degrees of oxidation, there is little difference in their leaching behaviour. The results suggest that a single plant would be able to process mixed sulphides of varying composition. Any copper and zinc present in the mixed sulphides as impurities also go into solution and must be removed prior to recovery of the cobalt and nickel in metallic form.

The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.

The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

This paper reviews the annual status of the New Zealand mining industry (metallic minerals and coal) including key aspects such as mineral production, mineral exploration expenditure, commodity price trends, key industry players, market activity and other significant commercial factors.   Strong commodity prices during 2006 have been underpinned by a number of key factors including US dollar weakness and emerging market demand, particularly from countries such as China and India. In real terms commodity prices have recovered significantly since 2002 and are currently at 20-year highs.   New Zealand exploration spending on metallic minerals (predominantly gold) is at a 15 year high driven by rising global commodity prices. New Zealand gold production in 2006 was about 340,000 oz and is expected to grow in 2007 as new mines at Frasers and Globe-Progress (Oceania Gold) and Favona (Newmont) come on stream. Gold production broadly lags 10 years behind exploration spending and exploration activity over the last five years remains well below that seen in the early 1980Æs. Expenditure on coal exploration shows a similar trend with strong growth from a low base over the last five years, reaching over $11 M in 2006. Total coal production in 2006 was 5.9 Mt, an increase of 10% on 2005 with imports from Indonesia adding a further $1.1 Mt.   Newmont and Oceana Gold are by far the largest public gold mining companies operating in New Zealand, although only Oceana Gold maintains a presence on the local stock exchange. Other metals explorers with New Zealand projects include a range of public-listed Juniors (market capitalisation less than NZ$50m) domiciled largely in New Zealand, Australia and/or Canada. Capital-raising on public markets directed towards New Zealand exploration is estimated at around NZ$12 M for 2006, the bulk of this coming via Glass EarthÆs NZ$10 M IPO on the NZAX in October.   The New Zealand Coal sector is dominated by the state-owned enterprise Solid Energy with around 80% market share by production. Other domestic coal competition remains limited, and includes the L&M Group, Pike River Coal, Eastern Corporation, and New Vale (acquired by Solid Energy in 2007). Pricing parity comes mainly from imported coal and global thermal coal prices have remained strong during 2006 at around US$45-55/t, driven by continued expansion in Chinese demand. Coking coal prices have eased 16% since 2005 to around US$98/t in 2007.   Although recent increases in exploration spending suggest a renaissance in the New Zealand minerals sector, long-run trends indicate that we have simply rebounded from a low base over the last five years and much work is still to be done to stimulate further growth in the mining industry to maintain minerals production at current levels. Key industry challenges include marketing exploration opportunities to local and overseas investors, building a critical mass of NZX-listed explorers and providing an internationally competitive environment to attract further capital and expertise.
