In this paper, the authors introduce a new flotation technique, a double collection flotation precess, which succeeds in separating feldspar from quartz effectively in weak acidic medium (pH = 5-6). In the presence of sodium hexametaphosphase(HMP), sodium oleate selectively improves the floatability of feldspar in the first collection step. Dodecyl amine- hydrochloride is used as collector in the second collection step to separate feldspar from quartz. The flotation tests with pure minerals as well as artificial mixture give out satisfactory results. The mechanism of reagent effect was investigated briefly, which is helpful for understanding the Process.

The Australian Mineral Industries Research Association, set up by the mineral industry in 1959, acts as a research and development broker and manager for the industry. In 1984/85 it contracted out just over $3 million of projects. Its structure and method of operation is described and highlights of some of the successful projects are given. The complex process of developing new proposals is described. This involves the establishment of effective communication networks within the industry and between the industry and research personnel working outside it. The advantages of the industry tackling some of its problems on a jointly sponsored basis are listed. Possible avenues for future development by the Association are given.

This paper describes an ongoing study into the management systems developed by mining operations in Papua New Guinea to address particular public health issues in the workforce (primarily communicable and lifestyle diseases). The first stage of the study involves the analysis of the site health and safety management system documentation of three major mining operations in Papua New Guinea, producing a descriptive summary of each system. In the second stage of the study these summary descriptions are evaluated using a maturity model constructed through a detailed review of literature. Experience with the evaluation process is then used to refine the maturity model. The analysis performed in the study is used to develop a process for creating a maturity model for mine site health risk management based on a theoretical risk management framework, and refining it through empirical evaluations of the actual systems in place on site. Companies can use maturity models as a guide to organisational improvement, which in the context of the study will assist the operations in developing their systems for the management of health both in their workforce and in local communities.

There are- several in-seam coal research projects currently under investigation by the Cooperative Research Centre for Mining Technology and Equipment (CMTE). The overall aim of the projects is to produce new technologies to enhance safety and the efficiency of in-seam gas drainage drilling. Results from high pressure waterjet rotary drilling trials indicate that by applying high pressure water to a rotary drill bit, the hole can be drilled to follow the planned trajectory very closely. Steerable drill bits for drilling long holes (>1 km) have been produced and trialed. A flexible high speed drilling system provides a capacity for rapid in-seam drilling, particularly suited to cross panel drainage. Geophysical tools are being developed to provide a geological steering capability and a better understanding of potential gas outbursts zones.

The lignite mines in the Latrobe Valley of Victoria/Australia have been using continuously operating mining systems for more than 50 years. The relatively small bucket chain dredgers of the early years have been progressively displaced by bucket wheel dredgers with increasing size, increasing capacity and increasing service weight. The large machines for the new open pit Loy Yang have a bucket wheel outreach of 46m, an effective capacity of 3350 bm' coal/h respective 2500 bm' overburden/h and a serv- ice weight of approx. 4500 t. The time between signing of con- tract and starting of operation for these machines is at least four years. The high service weight, the resulting high capital invest- ment and the long period for design, design review, manufac- turing, erection and commissioning of these machines directed the SECV to investigate a possible application of compact dredgers for the Latrobe Valley.

On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

In Japan there exists a strong demand for mechanical excavation for tunnelling bacause the blasting method which produces much vibra- tions and noises is restricted in its applica- tion due to the fact that there can be many cases where tunnelling sites are located ad- jacent to residencial areas as a result of Japan's being a thickly inhabited country. Pressing demands for and deep interest in the mechanical excavation method have been shown by the circles concerned with reasons that it produces smooth cutting surface and causes less overcutting of profile as a result of the diffusion of NATM (New Austrian Tunnel- ling Method) in the recent years. This has caused a strong desire of the users to apply the conventional mechanical excavation method that has been used mainly for soft rock cutting also to the field of hard rock cutting. In order to meet such needs of the tunnel- ling industry, further research and development have been continued to have successfully real- ized the Boomtype Tunnelling Machine for Hard Rock.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. The energy consumption for producing metal from ore is strongly linked to the chemical stability of mineral being processed, availability and richness of the ore, and process route. Energy efficiencies are particularly linked to the process route. The energy efficiency of high temperature operations vary considerably but energy efficiencies greater than 70 per cent are achieved for large-scale metal production. Low temperature processing through grinding, leaching and subsequent electrowinning use large amounts of energy. In particular, grinding and electrowinning suffer from low overall energy efficiencies. The physical chemistry of a new proposed low temperature route, reactive ball milling, is unclear but preliminary evaluations indicate that it is likely to suffer from high energy consumption. In conclusion, low temperature processing routes for metals generally consume more energy that comparable high temperature processing routes.

Computer programs for the storage, retrieval and use of basic thermodynamic and physical property data for chemical substances are described. Methods are presented for the collection, critical assessment and pre- processing of source data for files containing enthalpy, entropy and heat capacity data for 3000 compounds, enthalpy and excess entropy for 200 dilute solutions and critical propert- ies and vapour pressure for 600 compounds. Retrieval programs are discussed which allow the tabulation or plotting of many basic and derived thermodynamic properties for chemical substances or balanced reactions. Examples are given of the use of such data to infer the stability or corrosion resistance of materials and the feasibility, yield and heat release of reactions. A general purpose calculation program is discussed which allows the equilibrium compos- ition to be found for complex systems with many species and phases, using the method of Gibbs energy minimization. Methods of correction for non-ideal behaviour in these systems are discussed, as well as methods for fixing, maximizing or minimizing any desired property of the system. Examples are given of the simulation of various laboratory Experiments and industrial processes by this method.

During the last decades, maintenance has changed from an ordinary repair activity to a complex function that plays an essential role contributing for the companyÆs results. The increasing level of complexity of modern equipment motivates maintenance personnel to improve both techniques, and management systems, in order to face the new challenges. Managing properly those modern means of production requires knowledge of methods and planning systems, controlling and performing maintenance tasks, in such a way that two objectives are achieved at the same time: system efficiency and cost-effectiveness. This paper shows CVRDÆs experience on evolving and implementing a model to plan and manage maintenance activities in order to achieve a higher level of performance on its operations.

We have been exploring for minerals in Australia for over 100 years and our methods are constantly improving - but why do we pros- pect? Is the effort justified? Obviously the main motive is economic gain. It is now and always has been but conditions are changing rapidly. Once it was the prospector who could cash the nugget. Then it was the syndicate, the small company, an amalgamation of small companies, the large company, the corporation; the multinational corporation - where do we go from there? Early there was personal satisfaction and excitement in out-door activity which gave scope for individual energy, hope and in some cases reward. There still remains the satisfaction, either individual or corporate that a mineral discovery creates new wealth and makes a contribution to the nation's well being. Parallel with developments has always been the growth of restraints on exploration, frequently out of phase with the current mineral developments - miners' rights, licences, titles, royalties, mining laws and regulations, taxation etc. As the operations have become more complex so the restraints have become more confining until it is now very necessary to question whether the chances of economic gain justify the risk and responsibility of mounting costly mineral exploration leading-to extensive capital development.

Human creativity springs from the natural desire of mankind to know and its capability to learn. Explorers and discoverers possess these features in a high degree. They are driven by an unrelenting curiosity to go beyond the boundaries of the known, to explore into the nature of things, to reveal connections between ideas, facts, conceptions, to view things from new angles, to change perceptions. A well-known fact about the construction industry - and underground construction in particular - is that all projects are unique. The degree of complexity due to the intertwining of the variety of project-related parameters is higher than in many other industries, thus forcing contractors as well as suppliers to be truly adaptable and flexible. The enormous advantages of shotcrete as a construction and rock support process and the improvement of materials, equipment and application know-how have made it a very important and necessary tool for modern underground construction works. The development of modem wet shotcreting in particular has enlarged the field of underground construction work. Projects that were impossible to be realised, have now become practicable. Subsurface structures can be placed where they are needed, without regards as to rock and soil conditions.

In the recent years several new blasting technologies have come into use in surface mines. Electronic initiation, low-density emulsion explosives and modelling software are in regular use throughout the world. In Australia, these new technologies have achieved significant application, largely in open cut coal mines where more than 20 per cent of blasting is now conducted with electronic initiation systems. These new techniques have contributed to the vast improvement in blasting outcomes evidenced by increased recovery of saleable product and faster excavation rates. In large surface mines, OricaÆs unique combination of electronic initiation systems, bulk emulsion explosives and modelling software can be harnessed to target critical value outcomes. This includes targeting better fragmentation, increased ore uncovery rates and better wall stability û all adding to improved mining operation profitability. Orica Mining Services have combined these technologies into a set of offerings called Blast Based Services (BBSÖ). The paper describes applications of these new technologies and possible benefits in large surface mines.

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

A project to develop the Zinclor electrowinning cell to industrial size is being conducted at Tecnicas Reunidas' Research and Development Centre with Spanish Ministry of Industry support. This project is the final development phase in zinc electrowinning from a chloride medium, the highest ZINCLOR technology development level prior to the industrial scale having already been reached. This paper covers the outcomes and conclusions corresponding to project Phases 1 and 2: Process Selection and Industrial Electrodes (1 m2) design and testing. The most important achievement reached is that there are presently available industrial cathodes and anodes for the Zinclor diaphragm cell giving an optimum response for zinc chloride electrowinning with unit power consumptions between 2.65 and 2.80 kWh/kg Zn, depending on the diaphragm type. Standard electrolysis conditions were: 65 g/L ZnC12, 3 g/L HCl, 160 g/L NaCl, 350 g/t Zn arabig gum as the addition agent, 36¦C, and 400 A/m2 current density. The selection of electrodes, diaphragms and organic additives for the industrial scale tests have been optimised. The complete electrowinning cell development, with electrodes having an active area of I m2, enables the evaluation of Zinclor Technology application for industrial processes.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area.
