The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

The Iron Magnet deposit has been mined since 2007 when Arrium (then OneSteel) commissioned the magnetite concentrator to supply feed to the pelletising plant in Whyalla. The concentrate quality requirement for the customer required consistent product with minimal variability. In the early stages of operation, it was identified that the feed variability introduced significant changes in the concentrate quality, which was outside the acceptable customer limits.In 2011, a geometallurgical regression model was developed that allowed for the estimation of concentrate quality produced from the feed material. This was based on a laboratory-scale Davis Tube Recovery (DTR) test performed on the feed material. The objective of the project was to characterise the raw ore in the pit to allow for blending prior to crushing. By blending the feed to the concentrator, minimal concentrate quality variation within the plant was achieved. The orebody was divided into geometallurgical classes, called ore types, based on the mineral texture and magnetic mass recovery. Each geometallurgical class consisted of material with similar metallurgical performances. For each individual blast pattern, the ore was grouped into the geometallurgical classes and a composite sample was created. The composite sample was put through the laboratory-scale DTR test and the results were used to estimate the metallurgical performance of the material.The characterisation process and feed pile build methodology was applied in early 2013 and went through an optimisation and streamlining phase. Since the implementation of the geometallurgical characterisation process, the plant has seen a significant reduction in concentrate variability and measurable throughput gains. This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

Sulfur isotope data are available for 18 low-sulfide orogenic gold systems hosted by the Lachlan Orogen in eastern New South Wales including those in the northern Hill End Trough (Hargraves, Hill End, Napoleon Reefs, Sofala-Wattle Flat, Stuart Town, Windeyer) and adjacent areas (Bodangora, Lucknow, Springfield), the Gilmore Fault Zone (Adelong, Sebastopol) and those in the Parkes district (Calarie, London-Victoria, Wyoming One-Myall United). Other systems for which data are available include Mongarlowe, Murrumbateman, McMahons Reef and Yalgogrin. The d34S data for many of the larger deposits including Adelong, Bodangora, Calarie, Hargraves, Hill End London-Victoria, Lucknow, Sebastopol, Sofala-Wattle Flat, Stuart Town and Windeyer (Group 1) are all very similar and have average d34S values close to zero per mil. Near 0ë d34S signatures imply that sulfur was sourced from a magmatic reservoir. Furthermore, the large Wyoming One deposit has d34S values significantly below 0ë with the data implying that sulfur was sourced from a fractionated magmatic reservoir. Group 2 deposits include those at Mongarlowe, Murrumbateman, Napoleon Reefs, McMahons Reef and Springfield . These deposits have average d34S values significantly above 0ë. With the exception of Springfield where sulfur was probably sourced from the Hill End Trough, Group 2 deposits are an order of magnitude smaller than Group 1 deposits. The results suggest that many of the larger orogenic-related gold deposits hosted by the Lachlan Orogen in eastern New South Wales derived sulfur and gold as a result of leaching and recycling from a magmatic reservoir. Alternatively, there may have been direct mantle-derived input; however, this is considered unlikely on geological grounds. An EXTENDED ABSTRACT is available for download. In open pit mining, it is common that the bottleneck to productivity and profit lies in the truck-shovel mining operation, especially as strip ratios and mining intensity have increased with resource depletion and advances in mining equipment capabilities. This paper outlines a study of truck-shovel productivity using a new proprietary discrete event simulation platform for truck-shovel operations called MineDES. The study will specifically address the issue of whether truck queuing at shovels should be considered productive or not, and how mining engineers can determine the optimal truck fleet size for specific operational configurations.The MineDES simulation platform will be described and illustrated, highlighting the features that make it an appropriate tool for conducting the experiments at the heart of this study. The study encompasses a set of experiments, consisting of a number of simple truck-shovel operational scenarios for a benchmark open pit mining operation, which are simulated using MineDES. Each experiment is designed to highlight different factors, which are most important in calculating the ideal truck fleet size and for understanding the marginal productive impact of each additional truck added to the fleet. The scenarios will principally address the issues of how different types and levels of unscheduled equipment downtime and process variation, combined with the traffic delays/congestion arising in more intense mining operations, will affect productivity. The results of the experiments are interpreted using a simple fit-for-purpose cost and revenue model in order to highlight the indicative cost of over- or under-trucked configurations.The study has found that the optimal fleet size that maximises productivity and value will, in the presence of even small process variation, lead to non-zero trucks queuing at shovels on average. As process variations and unscheduled downtime events increase in the truck-shovel system, the required fleet size to optimise productivity and value increases. Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. As modern techniques of Petroleum Exploration and Development are rela-tively new in Australia,2 the alien terms "Mud Logging" and "Core Analysis" will bear explanation. Mud Logging and Core Analysis are two of the Petroleum. Industryts most useful "tools" in the successful search for, and development of, commercial oil and gas deposits. Modern Mud Logging could be more accu-xately termed "Drill Cuttings and Mud Gas Analysis". Presently, mud-logging has its greatest application in exploratory wells where subsurface geologic control is at a-minimum.

"Even with the cyclic nature of mining, when it comes down to it, the bottom line is that whatever direction the commodity market is going there is always a desire to improve the economics of an operation in order to deliver a greater return to investors. Adapting to market pressures by introduction of an operational process change can often have a downstream impact. What may be less obvious is that reconciliation can play an important part in measuring the effectiveness of many operational changes. Through the adoption of best practice reconciliation and related comparisons, it is possible to measure the impact of changes across the mine value chain and identify variability that may have been introduced. Using analytical business improvement tools, examining and monitoring planned changes can be crucial in understanding whether the introduced changes have been effective and whether they have provided the expected result. It has long been recognised that knowledge of the conditions existing in a mine after an incident is essential in deciding whether to deploy responders as part of the incident recovery process. Applying this knowledge in a structured manner to the assessment and the acceptability of the risks likely to be faced by those teams during response activities before authorising their deployment is an onerous task incumbent upon the person controlling the incident response. The Mine Event Management System (MEMS) provides structure and coordination in the management of mine events. It assists with the skills and knowledge for incident control teams to effectively manage any emergency or non-emergency event, be it large or small. In cases where multiple organisations are involved, the MEMS promotes effective joint operations through the use of common terminology and structure to provide seamless communication between agencies at all operational levels. The SQL-based software developed by Queensland Mines Rescue Service (QMRS) assists decision-makers to make considered options; it does not make decisions for you. When set-up, it allows the information that already exists within a mine’s Safety Health Management System that is relevant to the incident to be accessed and considered rapidly within the pressured environment of an emergency. Additionally, the incident specific questions contained within MEMS focuses the management team on gathering and assessing information relevant to the incident as it progresses. The software’s event log can be utilised as an auditable document for post incident investigation. The MEMS provides a process to properly consider the adequacy of the information available upon which decisions have to be made, to consider and acknowledge the hazards of the environments within or adjacent to which responders will need to work and to acknowledge and authorise the entry of responders into or to remain within a mine either during or post an incident occurring, once an acceptable level of risk is achieved.

The Victoria Park Tunnel project is an inner-city alliance project in central Auckland, New Zealand. The existing two-directional viaduct will be modified to single-direction flow, and a new northbound 440 m cut and cover tunnel will be constructed beneath Victoria Park. Three-dimensional (3D) visualisation media were used to communicate key design innovations to stakeholders and the general public. The 3D visual material has proven a useful tool for informing motorists of a new safety barrier method adopted for traffic management.This presentation will explain how 3D visualisation was incorporated in the project and will showcase the 3D visualisation media created for the project.

Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.

At present we are witnessing large investments in the iron ore industry, fuelled by demand from Asia. At the same time, there is a changing landscape in pricing of iron ores, with the recent demise of the benchmark system and the evolution of market based index pricing systems. From a customer perspective, it is the behaviour of iron ores in downstream processing that gives them their value; their impact on the sintering or pelletising process and subsequently blast furnace ironmaking. It is therefore important to consider this value when developing projects, making mine planning/cut-off grade decisions, and in setting quality price differentials.This paper describes the use of the Marx value in use (VIU) model to quantify the downstream value of iron ores. The Marx model consists of heat and mass balance modules for sintering, pelletising and a rigorous two-stage heat and mass balance model of blast furnace ironmaking. Mass balance and cost models are applied for steelmaking, casting and rolling. The use of a heat and mass balance allows accurate comparison of the impact of raw material properties on blast furnace operation. The impact of minor elements, such as alumina, silica and phosphorus, and metallurgical properties on ironmaking is described, and examples given for the relative value of haematite, Marra Mamba, and channel iron deposit (CID) ores.

Detrital iron deposits (‘DID’) in the Hamersley Province of Western Australia have been successfully mined and processed as small quantities of saleable standalone or blended lump and fine ore products over many decades. Despite their past, present, and potential future exploitation, they have received far less geological attention than the economically more significant higher grade bedded iron deposits (BID) or channel iron deposits (CID). DID are composed of Pliocene to Quaternary unconsolidated colluvial/alluvial hematite gravels with minor sand, silt, and ferruginous clay, as well as minor iron rich hematite clast conglomerates. DID mineralisation at Solomon has been subdivided into six distinct stratigraphic units, DID-5 (lowermost) to DID-0 (uppermost) based on differences in clast and matrix textures and mineralogy, degree of consolidation/lithification, particle size distribution and replacement textures. The most significant accumulations of DID-1 to DID-5 are in tributary valleys that have been cut through the Joffre Member of the Brockman Iron Formation on either side of the main Kings-Queens valley which contains the CID. DID-5 and DID-4 are ferruginous conglomerate, referred to as canga, with four subtypes recognised. DID-4 is composed of BID hematite clasts cemented by hematite or goethite. DID-5 is characterised by partial to complete replacement of BID hematite clasts and matrix by the yellow ochreous and brown to black vitreous forms of goethite. DID-3 to DID-0 are unconsolidated hematite detritals composed of largely (>80 weight per cent) fine to coarse gravel, minor sand and little silt or clay. The gravel clasts are largely composed of hematite and hydrohematite that replace BID, micro-nanoplaty hematite-martite-ochreous goethite (m-nplH-M-oG) BID, reworked canga, hematite pisoids, siliceous hematite BID (micro-nanoplaty hematite-martite-quartz, m-nplH-M-quartz), chert (~10–20 per cent) and minor (<5 per cent) Banded Iron Formation (BIF). Hematite abundance decreases from DID-3 to DID-0 whilst siliceous hematite BID is highest in abundance in DID-0 and lowest in DID-3. A key finding of the study is that >90 per cent of mineralised detrital clasts are derived from hypogene altered BID micro-nanoplaty hematite-martite with subsequent later supergene ochreous goethite mineralisation hosted by the Joffre Member. The DID genesis model entails interpreted Palaeoproterozoic siliceous hematite hypogene microplaty BID mineralisation of the Joffre Member undergoing Cenozoic supergene leaching of quartz and replacement by ochreous goethite to form low phosphorous BID micro-nanoplaty hematite-martite-ochreous goethite clasts. BID martitenanoplaty hematite-martite-ochreous goethite clasts and detritus eroded from hill slopes were deposited in the valleys as an initial single DID-5-DID-4 unit over a weathered pre-CID basal conglomerate. DID-5 and DID-4 underwent goethite cementation of the matrix followed by replacement by hydrohematite, hematite, and maghemite. DID-3 formed during subsequent periods of erosion of largely DID-4 hematite clasts and pisoids. Groundwater flow-through hematite canga resulted in partial to complete hydration replacement of DID-4 hematite clasts and matrix by ochreous and vitreous goethite to form DID-5. Deposition of DID-2 to DID-0 was via reworking and deposition of DID-5 to DID-4 canga and DID-3 as clasts and pisoids/ooids, as well as siliceous hematite and BIF sourced from the Joffre Member in the hill slopes.

"Sustainable development has become an issue of ever increasing importance to the mining industry. The Ernst &amp; Young (EY) mining industry risk radar regularly shows several sustainability elements in the top ten risks, with social license the number three risk in the 2014/15 survey. This is supported by the Fraser Institute survey results of 2013 showing that 36 per cent of responding companies indicated public opposition had affected their permitting and approvals process.Addressing these issues in a strategic way across a mining business that is then translatable to actions at operational level has remained an elusive goal in the industry. In addition the environment and community issues are commonly viewed as somewhat separate from financial and production issues and as a compliance cost rather than a value add. In their Harvard Business Review paper of 2011, ‘Creating Shared Value’, Porter and Kramer outline changes in thinking required for companies to improve their business sustainably through considering the societal issues impacted by their operations and products. Along the lines of ‘doing more with less’ companies’ value chains can be redefined to reduce energy, transport, water or other resource usage leaving additional resource for societal usage and/or reducing environmental impacts. This paper explores the linking of the holistic Five Capitals-based approach with the creating shared value (CSV) concept to help businesses unleash the benefits of innovation. Previous papers have demonstrated the potential for Five Capitals approach to create strategic value through sustainable development. Building on previous work, this paper provides an overview of the current status of holistic approaches to mine management and presents the application of the CSV concept on an African mine currently undertaking capitals-based strategic planning. Phyllite waste rock at the Simandou Pic de Fon and Oueleba Iron Ore deposits (Guinea, West Africa) variably weather to form clay-rich rocks. This weathering modifies the mineralogical, geochemical and mechanical properties of the phyllites. Final pit walls will largely be formed in phyllite, so it is critical that the slope design takes account of the distribution and variability of weathering within this material. Phyllite intact material strength has been correlated with geochemistry (ie mineralogy) facilitating the establishment of domains of intact rock strength (IRS). In order to calibrate this geochemically-based strength model, core from diamond drilling (DD), comprising a variety of phyllite material types (from soft clay to moderate strength rock), was geotechnically logged to assess intact strength; further validation was achieved by uniaxial compression (UCS) testing and point load tests (PLT). The correlation between geochemistry and strength offers a potentially powerful tool for differentiating basic mechanical properties of the rock mass, especially at Simandou where a significant proportion of the resource drilling is done by reverse circulation (RC). Unlike DD, reliable measurements of material strength from RC samples can prove difficult, especially in clay-rich material. Therefore, gaining information from routine geochemical assay results, independent of the sampleÆs physical integrity, is a valuable and cost-effective source of reliable empirical data. Data acquired using this approach provides an opportunity to develop strength domains, which are integrated into mine planning block models. In combination with other geotechnical characteristics, this can be a valuable input to the development of geotechnical models. In January 2008 Chirano Gold Mines Limited committed to expansion of the Chirano Gold Project from its existing design capacity of 2 Mtpa ROM ore to a new design value of 3.5 Mtpa. In addition to increased throughput, the design had to contend with increasing ore hardness and competency, while at the same time make cost effective use of existing equipment with minimum disruption to existing production. The solution adopted involved some novel approaches including tertiary crushing and operation of the SABC circuit in overflow ball mill mode and parallel elution with a common acid wash column. This paper describes the approach taken to the design of these elements to achieve a cost effective and safe capacity expansion.

The Globe-Progress Mine is an open pit gold mine that is part of the larger Reefton Goldfields deposit located on the West Coast of New Zealand. The regional geology comprises a series of north to south oriented fold structures that have undergone post-deformation mineralisation. The structural geology within the mine itself is more complex, with major shears hosting numerous high-grade mineralised quartz shoots and splays that have been historically mined.The selective mining of ore within the pit is challenging due to the orientations of the hanging wall and footwall areas of the main Globe shear zone, the lithologies of these areas which range from highly brecciated and sheared material to competent mineralised host rock, and in the hazards presented by the numerous old historic underground workings. The coordination of drilling, modelling and excavation of the ore requires careful planning to maximise recovery whilst operating with the pit design boundaries.Grade control packages are custom designed to reflect the orientation of the footwall and hanging wall mineralisation. The shear material in the footwall zone dips between 60&#176; and 70&#176; and requires angled drilling whereas the footwall mineralisation is contained in shallow dipping quartz veins sub parallel to bedding and can be vertically drilled to best intercept the mineralisation. Ore excavation is directed so that the contact between the footwall and hanging wall is mined in the correct direction so that any non-visual ore contacts can be safely mined and that the ore-waste dilution is reduced.The ongoing grade control and selective mining of the Globe Progress deposit continues to deliver high grade ore for processing by ensuring that waste and dilution of ore is reduced and that recovery is maximised.

The material properties and hence performance of saturated alluvial sediments slope can be incorrectly forecast if the water content is not preserved, and materials properties not correctly determined. The occurrence of saturated sediments in the Western Australia (WA) Goldfields, while not common, should be a significant investigation focus. Geotechnical engineers new to the area may be unaware of this and hence the importance of correct testing and determination of the material strength. Application of appropriate analysis to determine stable pit slopes to an acceptable level of risk, is not possible unless the appropriate strength and hydrogeological parameters have been established at the outset. A back analysis is presented of a pit that had extensive slope failures in alluvial clay-rich sediments with discussion on the approach adopted by the original design engineers to assess pit wall stability and consequent poor slope performance. Learnings from a full pit 3D back analysis are presented, with an approach to geotechnical and hydrogeological investigations and analysis for slopes in similar materials.
