Commencing from a platform acknowledging the capability of the Russian mining industry in open cut and underground mining operations a revitalisation of the industry will depend on an assimilation of mining economics and on an opportunity for technical training of Russian mining industry professionals.Successful foreign investment in parallel with the reconstruction of the industry rests on an understanding of culture, history, internal controls under central planning, and external factors affecting mining development.

All commercially available zircon sands contain radioactivity sourcing from the decay of trace amounts of contained uranium (U) and thorium (Th). The fine particle size zircons of the Horsham area in the Murray Basin region of Victoria, Australia, contain significantly more (about twice) Th+U than those commercial zircon sands. The marketability of these fine-grained zircon sands is likely to rely on the removal of these radioactive impurities. CSIRO Minerals have been working for some time to develop processes for the removal of the radioactive impurities from zircon. It is generally agreed that it is quite impossible to leach U and Th from zircon, however, the Heat and Leach (HL) process, described in detail in Aral and McDonald (1999), reduces the radionuclide levels significantly. The identified (HL) process aims to leach uranium and thorium selectively from a decomposed zircon. The novelty of the process is that a large part of the leached product can be reconstituted to a low radiation zircon by a subsequent heat treatment. The HL process uses a flux mixture of sodium carbonate and calcium borate to decompose the zircon at relatively low temperatures (900 to 1150¦C) and a weak acid (0.5M HNO3; 80¦C/0.5 h; pulp density ten per cent) to leach the radionuclides selectively. The process leaves the major components (ZrO2 and SiO2) behind with little loss. The HL process for example lowers the U+Th content of a Murray Basin zircon from 1000 ppm to 400 ppm U+Th. Among the radionuclides more U progeny is removed than the Th series radionuclides. This is very significant as the radioactivity of U series is 2.5 times more that from the Th series. Therefore the reduction in the radioactivity level of zircon is more than the reduction in Th+U indicated by XRF analysis. A schematic flow sheet of the HL process is shown in Figure 1. Although the HL process successfully lowers the radionuclide levels in zircon sands, the final product contains significant amounts of sodium (up to 14 per cent Na2O) and small amounts of CaO. By comparison, the sodium content of the commercial zircon sands is in general 2O. Zircon is used mainly as an opacifier in tile glazing where the addition of ten to 15 per cent zircon to a translucent base glaze gives the sanitary white colour to the tile surface. Opacification is the result of the refractoriness of zircon particles at the glaze firing temperatures that is generally around 1050¦C.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. The United States has more than 45 billion tons of economic coal reserves in seams above 10 feet thick and current underground production from thick seams represent less than three per cent of the total production. A tripling of underground production from thick seams is necessary within the next 10 years to meet U.S. coal production demands. An analysis of underground accident and production data is presented in the paper. A study of accident and injury distribution in different coal seam heights in the eastern and western part of the United States in seams ranging in thicknesses from 5 to 15 feet indicates that the seam thicknesses do not produce adverse impact on underground injury incidence. Accidents associated with roof falls and haulage account for about 70 per cent of underground mining injuries.

The paper describes the design of the dilute medium and medium recovery circuits installed at the coal preparation plants at the Cornwall Coal Company's Fingal Mine, and the BP Coal Australia's Howick Mine. These circuits maximize the use of clarified water for rinsing to improve the mass transfer of adhering medium from the coal surface into the carrying liquid, and have been combined with the use of a two stage magnetic separator. The separator utilizes a conventional concurrent first stage and a counter-rotation second stage. This combination results in high medium recoveries during both normal operation, and start up and shut down phases when large quantities of medium can be lost from a conventional circuit. Overall losses using this circuit have been estimated to be, 200g/t, over a twelve month period. Further advantages in plant operation are also obtained, especially steady operating conditions in the centre-tube pump tank, lower slimes contamination of the product, and lower quantities of non magnetics trapped in the separator concentrates. The techniques are particularly suited to incorporation in circuits treating coals containing high percentages of sticky and difficult clays, as are found in the Walloon coal measures.

Alcoa of Australia operates three Alumina refineries in the South West of Western Australia at Kwinana adjacent to the South suburbs of Perth and at Pinjarra and Wagerup in rural settings 100 and 150 kilometres south of Perth respectively (see Figure 1). Alcoa's total alumina production is currently around five million tonnes per annum and this will increase to 5.5 million tonnes by early 1990. Further expansion of production is likely if current world aluminium demand trends continue. Alcoa's refineries utilise bauxite mined in the nearby Darling Range which is low grade by world standards having around 32 % by weight extractable alumina (by comparison Weipa bauxite yields around 55% alumina). This means that for every tonne of alumina produced two tonnes of solid wastes remain and therefore while we in Western Australia can boast of hosting the largest alumina industry in the world with around 18% of total world production we suffer from having the lion's share or 40% of the world's bauxite residues to dispose of. In its Western Australian setting the management of these residues in a manner which is acceptable to the community creates many challenges. These are primarily due to the mass and volume of waste produced, its chemical and physical characteristics and the environmental features of the local area including close proximity of neighbours, competing land uses and the presence of natural resources such as surface water and groundwater. In addition the trend towards more stringent statutory environmental controls and greater political and community awareness of environmental issues means that we must be able to demonstrate improvements that will reduce the considerable adverse impacts of past practices. Of course we must also try to keep the overall cost of residue disposal as low as possible to maintain our competitiveness with refineries which may have much smaller volumes of waste to dispose of and less environmental constraints.

During the last 20 years the CSIRO Division of Manufacturing Technology, through its research and development program, has made a substantial contribution towards understanding the pressure die casting process. Much of this work focused on the hot chamber die casting of zinc, where the importance of achieving optimum flow of metal into the die cavity, combined with the correct thermal balance of the tool, is critical to the production of high quality castings. Having developed a fuller understanding of the heat and fluid flow occurring in the pressure die casting process, CSIRO sought to make this information available to the industry in a form where it could be readily used by die casting engineers. This led to the development of DMT-CASTFLOW and DMT-CASTHERM, two unique, PC-based, die design software packages. DMT-CASTFLOW provides facilities for designing running and gating systems while DMT-CASTHERM enables the die designer to optimise the cooling and/or heating requirements of the die. These two packages are now being sold internationally. This paper will describe some of the major features and benefits that can be derived by using DMT-CASTFLOW and DMT-CASTHERM panicularly in the design of zinc pressure die casting dies.

The paper discusses the improvements achieved after an external sparger flotation column, 1.42 m diameter by 9.5 m high, was installed as a re-recleaner unit at the Northam Platinum LtdÆs UG 2 plant in South Africa. The paper also evaluates the pilot plant data prior to the industrial size column installation as well as the accuracy of scale up from pilot to full-scale operation. Since the installation of the PrepQuip flotation column, the final concentrate upgrade ratio improved from 83 to 105, the 3PGM+Auå recovery improved from 79.7 per cent to 81 per cent and the Cr2O3 content in the final concentrate decreased from five per cent to 2.8 per cent. The upgrade ratio can be improved to 125 with an overall 3PGM+Au recovery of 80 per cent. Conventional mechanically agitated flotation cells achieved only 74 per cent recovery at an upgrade ratio of 125.

Coal washery wastes comprise tailings, finer than 0.5 to 0.1 mm depending on the sophistication of the washery, and coarse reject, typically finer than 50 mm. Subaerial disposal of coal tailings slurry at about 30 per cent solids by mass results in the formation of a delta with an average slope of about 1 in 100, representing one extreme. The ravelling of coarse reject on loose-dumping, results in an angle of repose slope with an angle of about 37o (1 in 1.3), representing the other extreme. The pumped co-disposal of coal tailings and coarse reject results in the formation of an upper delta with an average slope of about to one in ten, between the two extremes. The depositional behaviour of these three waste streams is discussed and compared in this paper. The important depositional and material parameters, and a theoretical description of the processes involved, are also presented. Comparisons are made between the depositional behaviour of the various coal washery waste streams, and natural depositional systems, such as rivers, alluvial fans, and scree slopes.

The cover (cap) over the tailings pit at Nabarlek uranium mine must be structurally stable as it will act as a barrier to radon gas emission and have to contain other long-lived radionuclides. Structural stability is primarily an issue of erosional stability in the context of a design life of thousands of years. The primary agent of erosion is fluvial, dominated by rainwash, overland flow, filling and gullying in the local area. Other agents of erosion are of less concern although biogenic agents of erosion (eg termites and windthrow) may enhance fluvial activity. Several methods may be used to assess erosional stability. They fall into two main categories, namely erosion modelling and geomorphic modelling. The former is illustrated by the Universal Soil Loss Equation in which parameters describing aspects of the geotechnical and hydrological properties of the rehabilitated surface are used as input for the modelling of erosion rates. The latter is illustrated by estimates of gully and valley erosion using empirical models. Estimates of the erosion rates and stability of the Nabarlek cover are presented. The two main techniques are complementary and it is argued that rehabilitation design must make use of both approaches when estimating erosion and geomorphic stability. More recent developments in geomorphic modelling using numerical techniques incorporate both approaches.

The increasing exhaustion of raw materials entails the exploitation of poorer orebodies where the target mineral occurs frequently in a very fine dissemination. Consequently it is necessary to grind more and more fine to achieve an adequate mineral liberation. In other words, it is of fundamental importance to know what size one should grind in order to avoid the following detrimental situations: 1. Excessive grinding - giving rise to the generation of ultra-fine slime particles which may be lost in the ulterior concentration process and simultaneously leading to higher energy consumption. 2. Incomplete grinding - giving rise to insufficient liberation and consequently leading to considerable losses of the valuable components in the tailings. Although this issue constitutes one of the most important steps in mineral processing, little research has been done compared to other processes, mainly due to the fastidious experimental work required. This paper describes a complete and integrated system of image analysis, where some algorithms to determine automatically the degree of li beration, for different levels of grinding, are proposed. These algorithms, mainly based on mathematical morphology theory were tested with images obtained from polished sections of different grain size fractions. Cases studies on a complex sulphide ore from an important copper and tin deposit located in the South of Portugal are discussed. Samples of the unbroken ore are also studied by image analysis to predict the degree of liberation obtained according to the fineness of grinding.

The Nelson province was chosen as the prime area for rhenium sampling, based on its mineral associations. Sample preparation involved benefication by grinding and flotation A modification of published procedures for rhenium analysis was developed and the results compared with those obtained for molybdenum on the same samples using atomic absorption spectroscopy. The results of the analysis for both metals is discussed and the relationships between rhenium and the molybdenum mineralisa- tion of this region is commented on. A metal- 1ngenic province is defined for molybdenum and r'.ienium and the tectonic setting for this is discussed. Some consideration has been given to rhenium possibilities in Fiordland and the Coromandel Range.

The blasting process involves a complex interaction of a delayed sequence of moving sources of seismic energy which produce nonlinear behaviour near the blast holes. A deterministic description of this nonlinear behaviour represents a formidable problem. The modelling of blast vibrations remote from the blast source may use some of the primary features of the blast design such as charge type, charge weight and initiation sequence. Such modelling of blast vibrations usually assumes linear behaviour remote from the blast holes. Site specific charge weight scaling laws may be used to predict the blast vibration levels with relatively poor accuracy. An important ingredient which is missing from charge weight scaling laws is the seismic source wavelet emanating from each blast hole. The present paper considers some approaches which may be used to determine a suitable source wavelet. The wavelets are suitable for use in the region where linearity may be assumed. In that region, it is possible to model the attenuation and scattering of the seismic wave as it propagates from the blast source to the measurement location.

The discovery of nickel sulphide deposits at Kambalda in 1966 heralded the development of ò an industry with a capital value of over $1.5 billion producing about 10% of the western world's nickel. ò an unprecedented exploration boom in which over $200 mil- lion was expended in 10 years in the search for nickel deposits. ò a major new class of nickel deposits stimulating exploration for similar deposits overseas. and rapidly propelled a struggling small mining and exploration company to become one of Australia's corporate giants, provid- ing a much-needed stimulus to economic activity in a region suffering from a severe downturn in its principal industry, gold mining. Production of nickel in Western Australia commenced at Kam- balda in 1967 and grew rapidly to a rate of over 30,000 t of con- tained nickel per annum in 1970, 40,000 t in 1973 and 50,000 t in 1975. Early production was aided by a shortage of nickel on the world market due to disruption of supply from the major Canadian producers, resulting in high free market prices for the metal. Since these early years, the industry has experienced a number of cycles of indifferent health due principally to market developments overseas, although the level of production of nickel in Western Australia remained fairly consistent. The two most serious of these, in 1977-8 and 1985-6, forced the closure of a number of mines. Current nickel prices are allowing remaining producers to enjoy a measure of relative prosperity, although there is little general speculation that this will be long-lived. Nickel deposits discovered in the exploration boom were almost exclusively related to ultramafic rocks. Volcanic peridotite (komatiite)-associated deposits, exemplified by the Kambalda ore- bodies, were the targets of initial exploration which was concen- trated on ultramafic sequences near lower stratigraphic contacts with underlying mafic rocks. Subsequently, discoveries made in coarse-grained dunites in interpreted intrusive settings broadened the search parameters.

The hoisting system at the Newcrest Telfer mine is designed for a final duty of 7.35 million tonnes per annum at a hoisting distance of 1450 m. In terms of hoisting capacity (t/h) times hoisting distance it is one of the largest friction hoist installations. Initially, the hoist will be equipped for hoisting 6.5 Mtpa from 1100 m depth. This new drive technology is now well proven by ABB for mine hoist applications with the first installation in commercial operation since July 2001. To date 17 systems for medium voltage drives and another five for low voltage drives have been purchased from ABB for mine hoists. This paper will also deal with skip design and powerful data loggers with diagnostics for local and remote monitoring that are installed in the Telfer mine hoist.

Flash flotation plays an integral role in many of the gold and sulfide mineral concentrators around the world, and yet despite this widespread use, very little information on this unit process is available in the published literature. For operations to maximise the performance of their flash flotation circuits, understanding how these cells operate, the nature of the particles they target and how to predict whether a flash flotation cell should be used on a specific ore type is of vital importance. This paper provides a summary of the key findings of a large flash flotation research project based in the operating environment of a refractory gold concentrator. The influence of key flotation performance criteria including gas dispersion, residence time and particle segregation within the cell will be discussed and recommendations for process improvements will be made throughout. The nature of the particles within the flash cell will be examined, as will the impact on the type of particles that are passed to downstream processes when the flash flotation cell is taken off-line. The development of a laboratory method to determine whether an ore is suitable to undergo the flash flotation process is also presented for its potential to aid in flow sheet development and optimisation for new ores.CITATION:Newcombe, B, Bradshaw, D J and Wightman, E M, 2012. Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

Gwalia Consolidated Ltd has been in the mining industry for about 15 years, yet its key wholly owned Greenbushes Mine has a history dating back to the last century. Similarly Gwalia Consolidated's associate, Sons of Gwalia Ltd owns the historic Sons of Gwalia and Marvel Loch Mines with Sons of Gwalia celebrating its centenary this year. This durability is a testament to the quality of the orebodies concerned and the massive technological achievements over this time which have enabled each of these mines to maintain their competitiveness. While Sons of Gwalia and Marvel Loch were and continue to be gold mines, the wholly owned Greenbushes Mine has survived and in fact prospered through the development of alternative products from its rich and unique pegmatite. Similarly, for Gwalia Consolidated to grow and prosper it will be necessary to expand the current portfolio of products and operations. The Greenbushes Mine has already given Gwalia world `No 1' status in both the supply of primary tantalite concentrates and lithium minerals (spodumene). The asset base contributed by Gwalia's gold investments assisted in the recapitalisation of the Greenbushes assets to fully develop their potential. Industrial minerals and strategic metals were of interest to Gwalia as these markets are relatively small and it is possible to develop an influential if not dominant position in the market with a quality asset. Capital expenditure to develop such projects are also usually in the order of $10 m to $20 m, a manageable range relative to Gwalia's size.

Initial coal production at Ulan was solely from underground mines. A significant increase in demand for steaming coal in the late 1970's emphasised the need to further expand production and led to the development of the open cut mine which commenced commercial production in June, 1982.During the initial stages of mine planning, feasibility and cost studies were undertaken to determine the most suitable method for coal haulage from the pit. The comparison between a conventional truck haulage system and an in-pit crushing system using a mobile crusher and moveable belt conveyor haulage confirmed that the mobile crusher and conveyor system was superior in every respect for the Ulan mining operations.Technical features and design parameters for the major items of equipment are outlined as well as operating, manning and performance assessments. Minor equipment problems were encountered during initial operation but these have since beenrectified and the plant is now capable of exceeding the design production. Maintenance and energy costs are considerably lower than originally estimated and production efficiencies are continually improving as operators develop new techniques and procedures in the handling of the equipment.
