Rare earths are a critical minor constituent of many advanced materials that are essential inputs to the manufacture of items such as mobile telephones, computers, televisions and autocatalysts. Although rare earths have a relatively high unit value, the impact of this cost has little, if any, impact on the selling price of the final item. Furthermore, as they are generally present in minute concentrations they are not recycled. It is for these reasons that rare earths are considered strategic materials. China dominates the market as it supplies over 85 per cent of world demand. It has recently taken steps to increase prices through the restriction of exports and support for minimum prices by an association of the major producers. This paper provides an overview of future opportunities for Australia in the context of the current dynamics of world supply and demand.

The AMIRA International P843A Geometallurgical Mapping and Mine Modelling (GeMIII) project is an interdisciplinary research collaboration between 17 global mineral companies and four research organisations aimed at providing support for the emerging industry trend of geometallurgy. The main aim of the project is to develop predictive geometallurgical indices which can be incorporated into a resource block model to maximise the commercial value of an orebody and to minimise the social and environmental impact of mining operations.Researchers at the Parker Centre/CSIRO have been focusing on the development of predictive hydrometallurgical indices for the GeMIII project via rapid, small-scale, cost-effective tests and protocols for comparative ranking of attributes relevant to leach performance. The focus of the small-scale leach tests has been to determine the leach index (relative indication of leach performance), recovery, impurity deportment, reagent consumption, effect of size/degree of liberation and mineralogy of samples for their relative ranking. Predictive tests for heap leach hydrology (related to agglomerate characteristics) and slurry rheological behaviour are also being developed.

The Newmont Waihi Operations are centred on the Martha mine at Waihi, New Zealand. The mine has produced over 6.6 million ounces of gold from both openpit and underground sources since operations began in 1878. The current open pit operations commenced in 1988 and in the year to 30 June 2002 produced 129,790 ounces of gold at a cash cost of USD122 per ounce. This paper provides an overview of current operations and future directions.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

In a company's quest for financing the development of a new mine, it will make calls on stockbroking houses and banks. The choice of the best-fit broker or banker is of great importance, and in the case of the miner, this is a house that has an intimate understanding of the mining industry, particularly one that has a solid staff complement of personnel with operating mine experience at a senior level. The most important document that the company will present to support its financing request will be the Feasibility Study. It cannot be too strongly emphasised that this document must be absolutely comprehensive and cover items including: (a) Geological review; (b) Resources and reserves; (c) Mineability; (d) Mining schedule; (e) Metallurgy; (f) Process plant description; (g) Infrastructure and services; (h) Management and operations; (i) Environmental and social impact; (j) Capital costs; (k) Operating costs; and (1) Financial analysis. The elements listed above represent major topics and require a great deal of expansion in the body of the document. Rothschild Australia Limited assists its client companies by supplying a detailed framework so that they will be in a position give the bank the information it needs to complete its technical `due diligence' study within a mutually agreed time. The client company will advance its position markedly if it uses well-known, reputable consultants to either complete or assist with the various aspects of the Feasibility Study. Such an approach will give the potential financier confidence that the company has taken a professional and unbiased attitude in determining the feasibility of the property in question. Most small- to medium-sized mining companies, both within Australia and overseas, will prefer, or will find it mandatory, to request a project funding package rather than opt for a corporate loan. The control objectives and constraints for grinding circuits are ana- lysed, taking a single-stage ballmill-cyclone circuit as an example. The design of a hierarchical modular control system is described, for implemen- tation on modern microprocessor-based control systems. Product sizing measurement is identified as a problem area, and a new approach to product sizing inference, from on-line cyclone feed and overflow measure- ments, is presented. The procedure over-comes several practical difficulties of a previously proposed inferential method and is therefore expected to find application in more advanced grinding circuit control systems.

Fragmentation variation laws in loading and non-loading areas are obtained by cement block model blasting experiments under various stemming lengths. A reasonable ratio between loading length and stemming length is worked out according to minimum average fragment size. The present continuous loading structure, for its very long length to be stemmed, leads to insufficient fragmentation in the upper part of bench. So a new loading structure with bottom air cushion is put forward. The author analyzes blasting effects and processes of two loading structures' and proves that there exists a optimal length of air cushion.\

Thirteen holes totalling 3200m were surveyed using a downhole time domain Geonics EM37 system at the 830 metre level within the CSA Mine, Cobar, New South Wales, in order to search for blind, electrically conductive sulphides at some distance from exploration drillholes. A significant off-hole conductor was detected in only one drillhole.Geophysical modelling and interpretation of the survey results indicated that this off-hole conductor was caused by a sulphide lens 30 metres from the drillhole at a hole depth of 220 metres.

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension. It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures, tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Ertsberg mining district is a 100 km2 area in the highlands of Papua, Indonesia. The district hosts mineralised and barren, outcropping and hidden porphyry and equigranular intrusions. There are at least six major (100+ m wide) porphyry intrusions identified from surface and underground mapping and drill cores. These are the Grasberg Igneous Complex (GIC), Karume porphyry, Lembah Tembaga porphyry, Ertsberg Stockwork Zone porphyry, Kay intrusion and the Wanagon intrusion. Recent deep drilling adjacent to the GIC identified a new hidden porphyry at depth, the Gajah Tidur (Sleeping Elephant), which extends south-west beneath the Kucing Liar skarn. Other named small porphyry dykes and plugs in the district include the West Grasberg, North Grasberg, Idenberg, South East and Zaagkam intrusions. The largest equigranular intrusion is the multiphase Ertsberg diorite.Igneous activities occurred in a relatively short span (<1 million years) from about 3.4 Ma to 2.7 Ma ago, based on U-Pb zircon dating. The various intrusions in the district related to ore mineralisation are high K and appear to have been derived from the same parental chamber, based on similar whole rock rare earth element patterns. Radiogenic Nd- and Sr-isotopic variations indicate that there were multiple recharge events into the parental chamber.The larger intrusions and all economic mineralisation occur in a 4 km wide zone that parallels the N60W-trending axis of the Yellow Valley Syncline (YVS), one of the large folds generated during collisional tectonism. Intrusion pathways at ~3 Ma were localised into dilatational areas in a late and/or post-collisional NW-trending, left-lateral strike-slip zone with Riedel shear offsets between the major fault zones. The Girilambone Copper Mine is located in central New South Wales and has been operational since May 1993. Girilambone is operated by the Girilambone Copper Company (GCC) which is a joint venture between Straits Resources (60 per cent) and Nord Resources (40 per cent). The mine complex consists of an open cut pit, ore crushing and stacking, heap leaching, solvent extraction (SX) and electrowinning (EW) allowing for the recovery of 14 600 tpa of LME grade A cathode copper. The leaching and SX-EW plant have been described previously by Rear, Taylor and Busby (1994) and Miller (1994).

Triethylene tetramine (TETA) has been used in combination with sodium sulfite (sulfite) for pyrrhotite depression at Clarabelle Mill since 1998. This combination has been highly successful at reducing pyrrhotite levels in the bulk (Ni/Cu) concentrate. Although highly effective, the roles of TETA and sulfite are not well understood. Treating bulk samples of the circuit feeds through the miniplant enabled the effects of circuit configuration on the performance of the pyrrhotite rejection circuits at Clarabelle to be determined. Reasons for the different performance of the non-magnetic pyrrhotite rejection circuit in the miniplant were investigated and tested in the laboratory. The effect of different grinding environments in the laboratory was examined to better understand the depressing mechanisms of TETA/sulfite. Modification of the grinding chemistry improved the selectivity of pentlandite over pyrrhotite in the presence of TETA/sulfite at current plant dosages.

SIROFRAG is a computer-based imaging system that quantifies the post-blast rock fragment size distribution in a muckpile in a mine environment. Improvements in blast performance and blast modelling are being hampered by a lack of a quick and objective method to evaluate the major result of the blast: the fragment size distribution. This is usually done by hand digitising muckpile photographs: a labour intensive and tedious process. SIROFRAG is being developed to quickly, cheaply and objectively provide this information. SIROFRAG is based on active stereo image analysis. It uses a light stripe to illuminate a muckpile and a pair of video cameras to determine the 3D nature of the scanned objects. The imaging system is based on a novel prototype scanning projector that allows images to he captured in full daylight. The Microsoft Windows based software controls the projector and interprets the captured images to provide a size distribution of exposed rock fragments.

Draglines have been a significant part of world open cut mining since the early part of the 20th century particularly for the removal of overburden in the strip mining of coal. Since the mid-1960s draglines have played a major part in the large strip mining coal developments of Queensland and New South Wales.There are now over 60 large draglines operating in Australia ranging in size from 23 to 103 cubic metres bucket capacity, with digging depths to 60 metres, dumping heights to 50 metres and dumping radii to 100 metres. The application of these draglines has progressed through the uncovering of coal in shallow, single seam operations to deep multi-seam operations requiring a greater dependence on pre-stripping activities ahead of the dragline to remove overburden not able to be efficiently handled by the dragline.

The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.

The intention of this work was to con struct a machine on a pilot scale which could hoist a mixture of ore and water through a height of 300 metres and to operate the mach- ine to determine the parameters which affect the success of upscaling the machine to a pro- duction unit size. The investigation into this form of hoist- ing was stimulated by the interest shown by Roan Selection Trust (RST) into the Mills Pulse vessel system. Agreement was reached between these two parties that RST would in- vestigate the Mills System and determine if this system, shown to be successful on a Lab- oratory scale, would be successful as a pro- duction unit. The investigation has shown, however, that for practical reasons, the Mills System is not satisfactory. As a consequence, the RST system was invented and developed which on a pilot plant scale would be capable of lifting 7,000 tonnes of ore per month. The inventions included amongst other things, a valve to control the flow of the abrasive mixture of ore and water, a new pumping system employing a filter mechanism, and a method of changing the downward direction of flow of the pipe mixture through the plant to an upward flow in the hoisting pipe. The valve has operated to pressures equivalent to 300 metres

The present Pacific Ocean arose from rapid sea-floor spreading that commenced in the late Mesozoic, and continues to the present day. It started within what is here called the Medusa complex of seaways, basins and troughs with spreading ridges and volcanic arcs, that girdled the earth, including the Palaeotethys and Neotethys of Eurasia between Gondwanaland and Laurasia. Detailed mapping and analysis of palaeofaunas and volcanic arcs indicate that several seaways, rather than one or two, extended throughout Tethys, and into areas now occupied by the Pacific Ocean. The Medusa complex developed under a long sustained wrench regime, right lateral at least from New Zealand to Eur.ope, and saw the origin, maturation and closure of elongate and oval basins under erratic sea-floor spreading, in which no Eulerian pole of rotation remained fixed for long. The name Medusa stems from the analogy of snake-like writhing hair to the constantly shifting development of basins and orogens within the complex. The Indian Ocean split and opened up Gondwanaland concomitant with the later development and deformation of the Tethyan segment- of Medusa, whereas, to the east, the Pacific Ocean opened within Medusa itself, and dispersed Medusa around the rim of the Pacific through sea-floor spreading and strike-slip faulting.

A Feasibility Study to determine the future of ZC Mines was completed in mid 1987. Early in this study, which lasted two years, it was identified that significant reductions in treatment costs would result if the Zinc Corporation Concentrator was closed. All of the production from the existing two mines, The Zinc Corporation Limited (ZC) and New Broken Hill Consolidated Limited (NBHC), would then be treated in the concentrator at NBHC.After a partial upgrade of the NBHC concentrator, the ZC concentrator was finally closed and all of the equipment disposed of. This closure highlighted the need to concentrate all ore haulage in one shaft to further reduce operating costs and remove the cost of surface transport of ZC production to the improved NBHC concentrator. This paper outlines the changes that were made to improve the haulage system for ZC Mines. After a number of options were investigated, it was finally decided that the upgrade of the existing NBHC haulage shaft was the best option even though some production would be lost while the upgrade was in progress.
