IGO Ltd’s (IGO’s) Nova-Bollinger Deposit (Nova-Bollinger) is a magmatic nickel-copper-cobalt (NiCu-Co) sulfide deposit found 160 km east-north-east of the town of Norseman in Western Australia (WA). The deposit is hosted by the Mesoproterozoic rocks of the Fraser Zone, which is part of the Albany Fraser Orogen (AFO). Since mining commenced in 2016, IGO’s Nova Operation (Nova) has mined and processed to 31 December 2020, 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co. Nova’s mine geology team (MGT) has used commercially available implicit modelling (IM) and general-purpose resource modelling (RM) industry software systems, to prepare the 31 December 2020 (CY20) update of Nova-Bollinger’s JORC Code reportable Mineral Resource estimate (MRE). This CY20 MRE update was predominantly based on ~386 km of diamond core drilling, with the drill holes having a nominal grid spacing of 12.5 by 12.5 m throughout the mineralised zones of the deposit. Using IM tools, Nova’s MGT interpreted and modelled 22 separate domains from the drill hole logging, assaying results, and the MGT’s underground mapping. These IM closed volumes were then used to control the estimation of MRE variables into conventional industry digital block models using RM and other ancillary software systems. During 2021, a commercial machine learning (ML) software was trialled by Nova’s MGT for preparing block models of Nova-Bollinger’s MRE domains. The motivation for the trial was that the ML process could expedite modelling through the direct creation of a domain coded block model from the drill hole logging. Compared to the industry standard approaches of wireframing or IM, where the modeller usually makes many subjective choices to produce the domain model, ML offers a more objective ‘hands-off’ process for determining the connectivity of domains defined in drill holes. Additionally, the ML process provides a quantitative confidence metric associated with its output that may have utility in mine production and resource classification. In this paper, the results of the Nova-Bollinger ML modelling trial are compared to the MGT’s current workflow for MRE work. The MGT’s conclusions as to the advantages and disadvantages of the IM and ML methods for preparation of MRE domains are discussed. The ML software was also tested as a method of rapidly interpreting geology outside the principal zones of MRE interest. These testing results are also presented in this paper.

Conventional industry tests used to determine leach recoveries are often fully monitored and may be time-consuming and expensive. Such tests may be limiting in geometallurgical applications where large numbers of samples are required to be processed for characterisation of an ore deposit. BHP Billiton currently use a fully instrumented leach test for characterisation of Olympic Dam uranium-rich samples. Researchers at the Commonwealth Scientific Research and Industrial Organisation (CSIRO) were approached to develop an alternative to these full-scale leach tests that could allow for the ranking of samples in terms of their leachability. The novel geometallurgical test was required to use samples of small mass and be affordable and rapid.Three leach test protocols were pursued in developing the small-scale tests. Kinetic leach tests were performed using mild conditions at higher pH, low temperature and low oxidation reduction potential, moderate conditions at intermediate pH, temperature and oxidation reduction potential and aggressive conditions at lower pH, higher temperature and higher reduction potential.This paper presents results from 44 leach tests on 11 samples with varying uranium mineralogy. The developed small-scale tests correlate well with data from the more costly conventional industry laboratory tests, indicating the possibility of using this alternative test as a geometallurgical leach proxy. Simple regression analysis confirmed the importance of pH, reduction potential and temperature on uranium extraction. Aitik is a large copper porphyry type deposit located in northern Sweden, currently exploited at an annual rate of approximately 45 Mt. The ore’s exceptionally low head grade of 0.25 per cent Cu and varying degrees of hardness across the entire deposit pose challenges to the two fully autogenous grinding lines, each of which comprises a primary autogenous mill in series with a pebble mill. The variability in ore grindability frequently leads to fluctuations in mill throughput. Within the framework of a geometallurgical approach, the present study investigated the relationships between ore grindability and modal mineralogy. For this purpose, drill core samples from different lithologies were subjected to Boliden AB’s in-house grindability tests. This fully autogenous laboratory-scale test generates a grindability index mainly related to abrasion breakage, which is a significant breakage mechanism within autogenous mills. The test results suggested divergent degrees of grindability within and across the selected rock types. A combination of scanning electron microscopy, X-ray powder diffraction, and X-ray fluorescence analyses was performed for the grinding products and bulk mineral samples. The resulting mineralogical and elemental properties were subsequently correlated to the parameters from the grindability tests. It was shown that the main mineral phases, such as plagioclase, quartz, and micas, correlate well with the grindability indices. Similar correlations were found regarding the sample’s chemical composition, attributable to the main mineral phases. A further inverse correlation was established between the sample’s calculated average Mohs hardness and the grindability indices. Moreover, mineral liberation information provided by scanning electron microscopy was associated with the parameters mentioned earlier. The identified relationships between grindability, modal mineralogy, and element grades may help Boliden develop a predictive throughput model for Aitik based on the mine’s block model.

“Given the increasing scrutiny of the mining industry and its relatively poor record with regards to mine tailings management, increased requirements to minimise water usage (often accompanied by very high costs of water) and the need to demonstrate achievable long-term closure strategies, it is likely that the option of a filtered tailings system will need to be considered in many operations in future.” (Australian Centre for Geomechanics, 2018). Given such a statement as a conference introduction, it is only appropriate that a range of potential technologies are investigated and compared, to create awareness for even underrated but appropriate technologies. The advantages and disadvantages of all technologies need to be considered and analysed. Suppliers are swift to promote their technologies advantages; however aspects of sustainability are not always fully understood. Perhaps a combination of two filtration technologies is appropriate. This paper delves into the technical details, good or bad, of four mechanical dewatering technologies in tailings dewatering and provides insight on an undervalued and, in the author’s opinion, young technology – the screw press.

Fire safety requirements inside tunnels have become more demanding as tunnel designers consider the impact of potentially larger fires. Tunnel ventilation equipment is required to clear hot gases in the event of a fire. This is vital to maintain smoke free escape routes for people trapped in the tunnel and to facilitate safe access for emergency services. As the fire becomes larger, the temperature of clearing hot gases increases. Traditionally, engineers have taken into consideration gas temperatures of 250°C when designing tunnels. Because of larger fires, engineers must now design equipment to clear hot gas up to 400°C.Increasing the temperature of hot gases to 400°C requires tunnel ventilation equipment that goes beyond historic limits. As temperature rises, material strength reduces, consequently mechanically constraining fan aerodynamic performance. Developing tunnel ventilation equipment suitable for clearing hot gases at 400°C requires a fan technology that is more typical of industrial turbomachinery. The standards EN 12101-3:2002 and ISO 21927-3:2006 defi ne the necessary design criteria and testing methodologies to verify that a range of tunnel ventilation equipment is capable of extracting hot gases.This paper describes the process by which the authors certified in accordance with EN 12101-3 and International Organization for Standardization (ISO) 21927-3 a range of powered ventilators suitable for clearing smoke and hot gases at 400°C for two hours. Proving the high temperature capability of the new range provided a challenge as a consequence of the large physical sizes and high motor powers involved. Additionally, the need to install vertically, as well as horizontally, imposed high thrust loads on motor bearings, further complicating both mechanical design and testing. The paper presents the methods by which the authors overcame these challenges.

To maintain copper recoveries and maximise production at the Sepon Copper Operation it is crucial to control the amount of copper entering the leaching circuit. This requires close control of blending of the multiple ROM stockpiles to achieve the desired head grade. Grade variability in the ROM stockpiles can lead to significant variation in the processing plant copper feed grade.Head grade sampling from the milling circuit at Sepon is complicated due to milling in leach solution to preserve the water balance. Copper is present in both liquid and solid forms and copper in the added milling solution has to be accounted for. This leads to difficulties in manual head sampling which also introduces delays due to sample preparation and assay turnaround. On-stream analysis is complex because of the solution and solid copper and the need to account for recycled copper solution.This paper describes the complexity of feed grade management at Sepon and the application of on-belt analyser technology to assist in the control of copper metal throughput.

The Cliffs Nickel Mine extracts a narrow near vertical nickel vein using a mining method of underhand bench stoping with paste backfill. In 2014, at a depth of 400 m below surface, the Northern block of the mine began to experience squeezing within ore development. At first the deformation was localised, within 30 m of the stoping front, but later became pervasive extending across the Northern block and resulting in a hiatus in mine production. The global mechanism is a progressive pillar failure, where the inter-level pillars in advance of the production front could no longer withstand the induced load and progressively yielded. The local mechanism of failure was observed as crushing of the massive sulphide ore and ‘punching’ of the pillars into the ultramafic hangingwall exhibited as floor and sidewall dilation and unravelling of the mafic footwall. The cause of the global mechanism was attributed to a combination of factors, including: high overall extraction ratio, small vertical pillar heights between ore development, high stress in relation to the low rock mass strength, shallow stope front angle, and insufficient ground support capacity. Following the progressive failure, the remnant rock mass conditions across the northern block were severely degraded, with numerous falls of ground that led to a reassessment of the mine plan. Recovery of the Northern block started in 2016 as a staged process. Development of the safe recovery work methodology involved a number of considerations, such as: production sequencing, development access design, ground support, and development of specific procedural controls. The Northern block was then broken into smaller mining precincts based on tactical factors such as location, ease of access, scale of rock mass damage and nickel content. A specific ground support standard and work methodology are employed, while cycle sheets are used to ensure quality and completeness of work. Large intersections showing signs of deformation have either been bypassed or treated using Rocprops to maintain stability during stope production. This approach has been successful in safely regaining access and restarting production in areas that had previously been removed from the mining reserve.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

"The current economic challenges faced by the mining industry led to a review of options for reducing the cost of ventilation control devices (VCDs). The VCDs at the Mount Isa Mines site operated by Glencore in Queensland typically experienced significant damage on the operating levels and required expensive replacements. Ventilation controls can become damaged by the effects of stope firings. This paper discusses the nature of blast wave effects, giving consideration to distance from the firing and changes in mine geometry. The time taken to adjust the airflow on the operating levels with the current VCDs resulted in the loss of productivity opportunities. The mine site engaged an equipment supplier to collaborate on the development of a high-strength regulator to control the required airflows within its underground workings.The strengthened regulator proved to be cost-effective and provided additional benefits, including ease of use, simplicity of installation and speed of change in the control of available ventilating airflow. An added advantage of the re-engineered regulator compared to contemporary VCDs is its flexibility, which includes the ability to easily move mobile equipment into different ventilation districts where required without the need to remove the VCD from its location. The recently opened Hera Au-Pb-Zn-Ag mine in central New South Wales has provided an ideal opportunity to demonstrate the calculation of sulfide ore mineralogy using normative methods. Normative mineralogy applies a set of sequential rules based on the species likely to be present to assign the chemical components of a sample to their respective mineral components. The dominant sulfide mineral assemblage present at Hera is galena, iron-bearing sphalerite, chalcopyrite, pyrrhotite and pyrite. A normative technique for estimating the relative abundance of each of these species from drill hole, grade control and metallurgical assay data sets has been developed. This includes a process for deriving a gangue iron value and differentiating pyrrhotite from pyrite using sulfur/iron ratios. A calculated total sulfide volume value has been utilised at the mine to improve interpretation of lode boundaries. Normative drill hole values have also been used for domaining within the orebody, with large scale mineralogical trends evident. Dry bulk density (BD) values calculated using a normative species-weighted method show good correlation with measured BD values (R2 = 0.895) and are a significant improvement on the Pb+Zn+Cu regression method (R2 = 0.646) previously used. Application of these calculations to identify errors in assay databases is demonstrated, with specific reference to the data set for the nearby Nymagee copper deposit. Validation of block model grades is also explored and a method to improve resource estimates using direct normative mineral interpolation is proposed. The integration of the normative data into the production and metallurgical data sets at Hera is described and the relationship of the normative minerals to other economic elements such as gold and silver is discussed.CITATION:McKinnon, A R, 2017. In this study the bonding within reduced titanomagnetite-coal compacts was investigated. The aim of the study was to better understand the binding mechanisms in the reduced compacts and, based on this understanding, to improve on their strength.Titanomagnetite ore was combined with sub-bituminous coal to form compacts. The compacts were then reduced by heating in a thermogravimetric furnace (TGA) to temperatures between 1000 - 1300°C under argon. The reaction progress was monitored by measuring the weight loss with time. The reduced compacts were found to have low strength in compression testing. The main form of bonding between the reduced titanomagnetite particles in the compact was by the formation of a slag-like material. Increasing the fi nal reduction temperature was found to have a profound effect on the strength of the compacts by promoting the formation of this slag-like material.Attempts to improve the strength of the compacts were made by changing two variables, the type of coal and the addition of rice husks. The addition of coking coal gave reacted samples that had little strength, while the addition of rice husks may have enhanced the strength of the reduced compacts.

An improved ground support method for development intersections, wide spans and stope brows was implemented at Kanmantoo mine. The method uses a jumbo to simultaneously drill and install self-drilling anchors (SDAs) to depths from 4.5 m to 7.0 m. Resin is subsequently pumped into each SDA using a specially designed integrated tool carrier basket, with plating occurring within 10 mins due to rapid resin cure. This methodology means that SDAs can be installed rapidly due to reduced process steps and wait times with reduced hazards to personnel. Cablebolts are used extensively in underground mines to reinforce the ground in wide spans, such as at intersections and stope brows. The flexible cablebolt tendon allows for a long, continuous and high-capacity reinforcing element to be inserted into the rock. A common cablebolt installation practice at Australian underground mines that do not utilise a mechanised cable bolter, is for cablebolt holes to be drilled by a jumbo or longhole rig, hand installation and grouting by a service crew, then plate tensioning following a grout curing wait time of typically 12 to 24 hours. This process involves multiple separate labour-intensive work processes and results in reduced availability of priority headings. This paper discusses the development history of vertical SDA use in wide spans at Kanmantoo mine. The installation process is fully described, including aspects such as reliable in-hole coupling of SDAs, resin selection and pumping aspects. A cost benefit assessment, and a case for ground stability are presented to compare cablebolt use to SDAs in development intersections.

This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.

"Resurrected from its former life at the Big Bell operation, the grinding circuit at Evolution Mining’s Edna May operation in Western Australia has many a story to tell. The task of optimising a plant designed for another orebody provides as many challenges as opportunities. Initially faced with a blend of primary and oxide ore, the circuit achieved in excess of 320 t/h until the oxide was depleted, leaving only the much harder primary feed.The 2.0 MW semi-autogenous grinding (SAG) mill and 3.7 MW ball mill were assisted by a 150 kW pebble crusher, but the power limitation of the SAG mill resulted in a drop in throughput. Edna May personnel have been involved in a number of progressive improvements to restore the design capacity of the concentrator and work towards 3 Mt/a or even higher ahead of the gravity and leach recovery circuits.These improvements include: a crush forward configuration of the SAG mill scats partial to full secondary crushing variable speed drive upgrade of the SAG mill lifter and grate design changes ball mill circuit grinding efficiency.This paper summarises the chronology of events that has resulted in significant improvements in throughput by conventional (and in some cases, novel) methods of reconfiguring the existing grinding mills. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

Recent updates to Australian industry guidelines emphasise the importance of the assessment of liquefaction potential of tailings. This includes assessment of the cyclic liquefaction potential, and the post-seismic strength of tailings expected to undergo strength loss from seismic loading. Despite this increase in focus, a relatively small number of Australian tailings appear to have been characterised through cyclic and post-cyclic testing. This paper presents the cyclic characterisation of four Australian tailings, consisting of iron ore, lateritic nickel, vanadium and bauxite residue. Material was obtained either from surficial tube sampling or through remoulding samples in the laboratory from slurries. Testing consisted of monotonic, cyclic and post-cyclic tests for each material. For three of the materials, laboratory-scale shear vane testing was also performed to provide a comparison to post-cyclic strengths from direct simple shear.The results indicated cyclic resistances consistent with the results of other tailings presented in the literature. The lateritic nickel tailings provided the greatest cyclic resistance of the four materials tested, followed by the vanadium tailings. This was somewhat consistent with expectations for material behaviour based on index properties. Post-cyclic strengths were seen to decrease as cyclic strains increased, consistent with typical observations in the literature. Following significant cyclic straining, in some instances the post-cyclic strengths approached those obtained through residual shear vane testing. This provides further insight into the strain-dependent nature of post-cyclic strengths for some materials. "Inrush of water is always an issue, especially for mines located in heavy rainfall areas. Nowadays, mining companies and research institutes have developed many advanced technologies for study and analysis of hydrological processes. In this paper, an advanced method is introduced, which uses the Shuttle Radar Topography Mission Digital Elevation Model (SRTM DEM) data in the Geographical Information System (GIS) platform to simulate the stream distributions around two specific mines: Super Pit and Griffin coalmine in Western Australia. The impact of this approach is important because it reduces the time and economic cost by creating a high spatial resolution hydrological map in the specific areas. The study identifies the flow path of the run-off water, which helps in adopting a suitable water management plan surrounding the case study mines. The results match with the ground reality. Based on the results, the stream structure around Griffin coalmine is more complicated than that of Super Pit. The bifurcation ratio and drainage density are computed to estimate the subsoil permeability characteristics of the two mines. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.
