This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

Characterising ores in-pit and in real-time presents a significant value opportunity for the mining industry. Hyperspectral imaging systems are proposed as an enabling technology to achieve this real-time characterisation. This paper considers the application of a hyperspectral imaging spectrometer mounted on a shovel. We define the performance requirements for such a spectrometer and associated subsystems during a typical dig-load cycle. The relatively high swing rotation speed of the shovel requires approximately video-rate exposure times to achieve good spatial resolution. We analyse a selection of components against these requirements and find that suitable commercial spectrometers, detectors and optics appear fit-for-purpose. Automated, real-time spectral classification systems are also available, with only relatively modest requirements for processing power. Commencing with early experiences in iron ore beneficiation made at Beeshoek Mine, the paper follows through the process of extensive mineralogical and metallurgical investigations carried out during feasibility study. The paper will discuss the design process and logic followed over the last years, the challenges and decisions the design team faced in order to draw the conclusions that ultimately resulted in today’s value add approach at Assmang’s Khumani Operations.As integral part of the benefi ciation concept, a focus is set on the jigs, explaining the plant concepts, planned expansions and their contribution to the overall value add approach at the mine.The case study is intended to describe the outcomes of the design versus the actual achieved and the further value add projects to be implemented. As for future prospect, the incorporation of Wet High Intensity Magnetic Separation (WHIMS) demonstrates Assmang Khumani’s pursuit to maximise productivity and overall recovery.DMS was evaluated as an alternative to jigging within a comparative test work study, but in conclusion the option had to be excluded due to its inability to achieve the high density cut point required to achieve the sales specifi cations. In contrast, the investigation on producing an additional middlings fraction on the lumpy ore jigs prove to be an adequate option for further improvements of overall mass yield. With further liberation, a saleable product will be achieved by secondary beneficiation on Fines Jigs and WHIMS.Concluding, jigs are considered the most viable and cost effective benefi ciation process for off-grade ore +0.8 - 32 mm at Beeshoek as well as at Khumani, while WHIMS is the process under consideration for super fines recovery.

The risk assessment of mining projects is directly related to the possible failure in estimating, and as estimates are made from sampling results, this activity should be done in a judicious and planned manner, to avoid surprises at the start of project operation. Pierre Gy’s (1995) sampling theory addresses the issue of sample representativeness and indicates that only the certainty that the sampling procedure was performed with quality may result in samples being recognised as representative. To validate the representativeness of samples from sampling boreholes selected for studies of mineral processing, the team of geology resource assessment of VALE has proposed a methodology based on the use of statistical analysis tools, which in addition to considering the spatial distribution of these samples in deposit, considers whether they are representative of the populations studied, allowing the geologist to make a quick analysis of sample representativeness.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.

This paper presents a design approach and analytical methods that were used for assessing the potential of static liquefaction and developing the mitigation measures for a tailings dams. The rigour of the design and analysis approach represented leading practise in the industry to address static liquefaction, which contributed to a robust design with high confidence and certainty. The salient features of our approach to static liquefaction included geotechnical investigation and tailings characterisation, static liquefaction screening assessment, static liquefaction triggering analysis, limit equilibrium analyses and numerical modelling of static liquefaction using the NorSand model, which was amongst the first tailings dam projects involving numerical modelling of static liquefaction using these methods.

China is the largest coal-producing country in the world, while the geological conditions of deep coal mining are extremely complicated with high ground stress, high gas pressure and low permeability, which results in the difficulty of gas drainage and aggravation of gas explosion and coal and gas outburst disasters. Co-extraction of coal and gas is an effective method to eliminate coalmine gas disasters and realise the safe exploitation of coal and efficient gas drainage at the same time. This concept is widely accepted by the main coal-producing countries around the world, while the concrete definition of co-extraction is vague and not unified, and there is little accurate theoretical support for co-extraction of coal and gas, which makes it hard to determine efficient gas drainage methods correspondingly according to the features of coal seams in a comprehensive and systematic way. Based on theoretical analysis, laboratory test and field observations, basic thoughts and specific definition of co-extraction of coal and gas were put forward after analysing the occurrence characteristics of coal seams in China. We obtained the mechanism of mining-enhanced permeability and established the corresponding theoretical model, which is the process of fracture network formation through opening recovery of the original fractures and new fractures produced by unloading damage. Based on the core idea of ‘mining-enhanced permeability’, engineering approaches of ‘unloading by boreholes drilling’ for the single coal seam and ‘unloading by protective seam mining’ for the coal seam group were proposed to realise safe and efficient co-extraction of coal and gas. Meanwhile, combined with engineering practice, we put forward the construction principle of coal exploitation and gas drainage system in different coal seam occurrence conditions. The Brunswick plant is located in Costerfield, approximately 40km east of Bendigo in central Victoria. Crushing, grinding, gravity gold concentration and flotation methods are used to produce a saleable gold concentrate and an antimony-gold flotation concentrate. This paper discusses the improvements made within the processing plant which have resulted in a 99% increase in throughput over nameplate capacity of 6 250 average tonnes per month to 12 445 average tonnes per month and increases of 12% gold (from 2007 average of 78% to 2014 average of 90%) and 16% antimony recovery (from 2007 average of 79% to 2015 average of 95%). This paper discusses the methods used in the design of flotation plants, including benchscale batch and locked cycle tests and pilot plant trials. Two case studies are presented, one for the Cadia Hill Gold Mine and the other for the Hellyer copper, zinc and lead plant. These case studies present different problems with widely different target grind sizes, liberation characteristics and HellyerÆs sequential flotation circuit versus CadiaÆs æsimpleÆ copper/gold flotation circuit. They have a common theme in that pyrite forms the principal floatable concentrate diluent. Hellyer ore contains finely disseminated chalcopyrite, sphalerite, galena, and tetrahedrite. The flotation plant design was based on extensive benchscale testwork (including locked cycle tests) on drill core and many months of operation of a 30 tonne per hour æpilot plantÆ, using the old Cleveland Tin Mine process plant suitably modified for the duty. The Cadia concentrator was designed on an extensive benchscale variability testwork program, approximately a dozen locked cycle tests conducted on drill core and two weeks of continuous pilot plant trials on three separate samples obtained from an adit into the orebody. The orebody is a monzonite porphyry with disseminated chalcopyrite/bornite/pyrite of very low grade (0.17 per cent Cu, 0.73 g/t Au). Methods used to establish the appropriate flotation circuits for the treatment of the Hellyer and Cadia ores, as well as the interpretation of the testwork data, are discussed in this paper. Plant performance is reviewed in the context of predicted versus operational performance.

The dissolution of the naturally occurring mineral zircon (ZrSiO4) is examined after ball milling it with magnesium oxide for up to 100 hours in a laboratory mill. There was little effect on the solubility for the initial two hours where size reduction of the zircon was considered to be the dominant effect. Beyond two hours the dissolution increased as a function of the square root of milling time. X-ray diffraction of the powders did not reveal the identity of the soluble phase. However, a nanocrystalline phase was present after milling and this is thought to be the soluble phase.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

The Ekati Diamond Mine is located on permafrost terrain in CanadaÆs Northwest Territories. The mine rock consists of: diamond-bearing and barren kimberlite; and surrounding waste rock such as granite. The kimberlite occurs in several vertical æpipesÆ that are, or will be, mined using open pits. Early predictions of drainage chemistry at Ekati identified the potential for ARD due to sulfide oxidation from both waste rock and kimberlite. This was surprising for the kimberlite, because neutralisation potentials (NP) are typically hundreds of kg CaCO3 equivalent/t. However, subsequent testwork showed that substantial portions of the NP ædisappearedÆ quickly, apparently due to the unusual non-carbonate mineralogy. In any case, additional predictive work concluded much of the rock was benign and there would be no ARD. Shortly after mining started, ARD appeared from both the waste rock and kimberlite, although a few years passed before the company and its consultants recognised that at least some of the acidic water was ARD. Numerous other processes have been put forward as possible explanations for the remaining acidic drainage, although none have been either confirmed or eliminated. Because: the causes of the ARD and acidity are not known; no causes have been eliminated and more have been added; drainage chemistry was not predicted accurately; and future mining will encounter similar rock. I believe the Ekati Diamond Mine needs high-level assistance to understand current chemistry and to avoid problems with future drainage. Organisations like INAP, MEND3, and universities could provide this assistance.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012.
