Heavy mineral sand exploration drilling prior to the 1970s generally utilised open hole auger and air-blast type drilling. However, mining reconciliations were poor and limitations on accuracy and precision of drilling results were severe.Working with the exploration companies, Wallis Drilling principals designed various systems, including what was termed the ‘Eneabba System’ and then the ‘Capel Twin-Tube System’. Eventually the company with its improvements developed and patented the Aircore Drilling System.Aircore drilling has subsequently become recognised as an excellent drilling system for exploration and mine-sample drilling that gives good precision and accuracy in sampling both above and below water. Its use has also been extended to many other commodities and is used in a number of overseas countries.This paper documents anecdotally the development of the system, identifying problems encountered during the times it was evolving and of the means to overcome the problems as being the documentation of the story by the inventors and developers in Wallis Drilling Company. Aircore drilling system is a Western Australian technological development owing its existence to the designing and incorporation of a number of discrete improvements along the way and recognises the tenacity and inventiveness of all who contributed to the system, in both Wallis and also in a number of companies that gave the impetus to succeed.

The optimisation of a mining operation requires precise ore grade control, metallurgical accounting, and laboratory sampling protocols, which are implemented by using accurate and flawless sampling systems. Good sampling practices, and sampling technologies in these fields have been historically poor and too many existing sampling systems available on the market are flawed in many ways. This is mainly the result of a poor understanding of the Sampling Theory, and the natural result of international standards on sampling that fail to present the Sampling Theory in a logical way, that still promote non-probabilistic sampling, and that fail to address the important details that make a correct sampling system. Many standards barely mention the Sampling Theory in appendices when it should be clearly the main body of a reliable standard on sampling. As a result, many standards show only little expertise in the Sampling Theory. Conventional statistics should only be a scientific tool for the Sampling Theory to reach its height, which has always been well understood by its creators. Conventional statistics can indeed be addressed in appendices of standards in sampling, but not the other way around. Until the Sampling Theory is recognised as the main body of a standard on sampling, incorrect sampling technologies will plague the market, and make it impossible for mining operations to optimise their mining and metallurgical processes. This paper makes a short list of correct new sampling technologies that have been created with respect to the principles taught in the Sampling Theory. Also, suggestions are presented to create better international standards on sampling, which would provide a stronger incentive for manufacturers to build correct sampling systems, and for engineering firms to install only sampling systems that respect the rules of sampling correctness listed in the Sampling Theory.

This paper attempts to explain and describe bankers' approach by: ò outlining the fundamental difference between banks' and investors' risk / return profiles. ò describing lenders' consequent use of cash flow methods in mineral valuation. areas. explaining lenders' specific treatment of key risk Fundamental to understanding banks' appraisal of mineral projects is the appreciation that lenders have a basically different risk profile and outlook from those familiar to equity investors. Lenders do not normally participate in any project upside. The economics of lending dictate that banks can only accommodate a low probability of loan default and consequently banks' principal focus in mineral ""valuation"" is ensuring an acceptably comfortable probability of debt repayment. A simple conceptual explanation of lenders' risk / return position is outlined.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

This paper reports on an industry and Australian Research Council funded research project, TAILLIQ, that is a joint initiative between four Australian Universities. The paper discusses the accuracy with which the critical void ratio can be determined for a given tailings; it does this by presenting the results from a ‘round robin’ study in which 18 geotechnical laboratories around the world participated, testing the same tailings (sampled from a gold mine in Western Australia). The results were variable, although a reasonable number were very similar, as described in the paper. The paper provides additional test data for sandy silt gold tailings recovered from a sponsor’s site in Australia, including preliminary calibration chamber test data, results from direct simple shear tests and characterisation tests to determine unsaturated geotechnical properties.

High purity alumina (HPA) is a processed, premium non-metallurgical alumina product characterised by its purity level ie 99.99 per cent (4N) or 99.999 per cent (5N). The market price, application, and performance of HPA varies widely according to its degree of purity. High purity alumina is a form of aluminium oxide (Al2O3) with growing use in LED lighting and coating on the ceramic cathode separator sheets in lithium ion batteries. This paper describes a study on producing high purity alumina from feldspar to produce HPA and potash for use as a fertiliser. The project was positive for a number of reasons. High potassium extraction (>99 per cent) was achieved in the alkali leach using sodium hydroxide as the leaching agent and full dissolution of the alkali leach residue was achieved using hydrochloric and sulfuric acid. The potential to produce a high purity alumina product via a complex but promising emerging process was assessed. The potential to extract potassium as potassium sulfate to add value to the project was also demonstrated with the test work.

In evaluating the installation of an in-pit crushing and conveying (IPCC) system for any mine, a number of options are available for each of the dig side, transport and dump side operations. Some of them are moreappropriate than others; given the pit arrangement, the material being handled and the rates at which it needs to be moved. This paper seeks to document the options that might be employed, and to rank them in terms of their applicability at any mine and their practicality overall, with a view to nominating those that would be most suitable for further study.

The transition of mechanical cooling refrigerants from their inception in the 1800s through to the current day has been driven by several factors. Original refrigerants such as sulfur and carbon dioxide, chloromethane and ammonia, whilst effective came with toxicity and/or flammability issues. In 1930 DuPont trademarked a new synthetic refrigerant known as Freon® 12, this development was the introduction of ‘chlorofluorocarbons’ (CFCs).Throughout the 1930s and 1940s additional synthetic refrigerants were developed, namely Freon® 11 and Freon® 22. Due to their non-toxic and non-flammable characteristics, synthetic refrigerants were extensively used for domestic, commercial and industrial applications for the next 60 years.In 1985, one of the first scientific papers suggested a potential mechanism linking CFCs and areduction in the density of the ozone layer. In 1987 the Montreal protocol is ratified; it is the first UN treaty to be ratified by every country on earth. Due to CFC’s ozone depletion potential (ODP), the treaty required the consumption of CFC’s to be reduced by 50 per cent over the next ten years. By 1996 the phase out of CFC’s (Freon® 12) is completed, the phase out of HCFC (Freon® 22) refrigerants comes into effect.On 1 January 2018 the phase down of HFC’s begins. Whilst having zero impact on the ozone layer HFC refrigerants have high global warming potential (GWP). As we transition through the HFC phase down (2018–2035) we are beginning to see the emergence of what some consider to be the fourth synthetic wave, hydrofluoro-olefins (HFO’s). HFO’s and their blends have zero ODP and low GWP’s, ranging from 150 to less than 1. The reduction in GWP with HFO’s typically comes at the expense of flammability, which is not ideal. Each refrigerant has its optimal application, therefor when considering refrigerant choices for mining systems, a complete assessment of the environmental, health and safety, efficiency and commercial impacts should be considered now more than ever.

Current spontaneous combustion index parameters such as SHT, CPT/RIT and R70 self-heating rate all have deficiencies that need clarifying from a risk management perspective. In some instances they can produce a false negative evaluation and in others they can produce a false positive evaluation. These tests all use a relative rating scheme that does not provide any indication of the time it takes for a spontaneous combustion event to develop, nor do they consider the moderating influence of moisture present in the coal on self-heating rate in the low temperature oxidation region. This is viewed as a major deficiency since the true self-heating behaviour of broken coal is primarily a function of time that is governed by the interaction of the initial boundary conditions (initial ambient temperature and moisture state) with the reactivity of the coal (both intrinsic coal reactivity and accelerated self-heating from reactive pyrite if present). The current index tests are also not appropriate for assessment of coalmine immediate roof and floor rocks.CITATION:Beamish, B B and Theiler, J, 2017. The grouping and segregation error is one of Gy’s seven errors that cannot be measured in any qualitative manner because of its transient and changing characteristics each time the sample is handled mechanically. Attempts to calculate the mean and variance of the segregation error is considered by some as ‘an exercise in futility’ that would not help us achieve representative sampling. This research is aimed at understanding the process of segregation of dense, finely divided and dilute particulate materials supported in a clean quartz substrate during intense agitation. Several mixtures of fine-grained materials including steel, tungsten carbide and gold grains were used in these experiments. Four hundred grains of each of the minerals and metals at a top size of 2 mm were mixed with approximately 600 g of finely ground quartz material (95 per cent passing 2000 microns) in a 500 ml plastic jar with a sealable lid. The mineral–?metal mixtures were analysed in three steps using microfocus X-ray computed tomography. Step one consisted of rolling the containers on a flat surface in an attempt to concentrate the mineral and metal grains in the core of the supporting substrate; this is a base case that can be reconstructed after each session of analysis. The second step involved gentle and vigorous shaking of the mixtures in order to segregate the denser minerals and metals from the supporting quartz substrate. In some cases, a third step involved splitting the sample through a riffle splitter. Three-?dimensional images of the surface of each grain, its volume and its X-, Y- and Z-coordinates, before and after intense agitation of the container, were interpreted from the reconstruction of the tomographic X-ray data. The spatial analysis of grains using cell declustering and 3D variography provided a useful means of characterising the distribution of the grains in space and the extent to which they had become segregated during the process of agitation. Spatial analysis indicates that in general, grouping and continuity of grains is weakly developed. The modelled nugget effect remains high for most tests, indicating that grains of similar size did not group together strongly. Agitation through rolling provided the best continuity, although not consistently in the long axis of the plastic jar. The nugget effect was consistently highest, and the range of continuity shortest in samples that had been split, indicating that the grouping and continuity were reduced through splitting the sample. Initial results indicate that very little segregation of the minerals and metals occurs in the quartz substrate. This is somewhat counter-intuitive, but suggests that the effects of agitation on mixtures of dense minerals and metals in substrates of lower density do not lead to excessive segregation. Differences in behaviour between dense materials in response to agitation are evident. Grains of different composition and shape did not group and segregate in a predictable manner in response to the agitation methods. The AusIMM is concerned about the longer tem sustainability of the minerals sector in Australasia. Our contention is that the sustainability of the sector is at risk if we do not:   ò encourage more exploration in Australasia by removing impediments and         increasing incentives; ò fund our university and research centres appropriately to increase both our   prospectivity, and our processing efficiencies; and ò manage our human resources better.   This paper will focus on how we can better manage our human resources to assist in ensuring sustainability of the sector in Australasia .   From a production point of view:   Economic output = f (Land, Labour, Capital, Environment) where Land refers to all of the natural resources used in production. As well as land itself it includes water, forest, fisheries, oil, gas and mineral deposits. Labour refers to the skills and capabilities used by humans in the production process. Capital describes all of the manufactured aids used in the process of production1. The challenge for management is to ensure maximum efficiency and effectiveness of labour in the production process whilst maintaining sustainable development.   The 1992 Rio Summit defined sustainable development as maintaining and enhancing:   ò natural capital û defined as all natural resources, both environmental and   those of traditional economic value; ò manufactured capital û made by human kind, including produced goods,     infrastructure and built environment; ò human capital û defined as the health, well being, intellectual capabilities and   spiritual welfare of individuals; and ò social capital û defined as social relations and consultations within and   between societies, their norms and functionality2.   The minerals sector in Australasia has successfully focused on the technical aspects of each of these components of sustainable development with primary attention applied to natural capital and efficient utilisation of manufactured capital. The technical aspects of human capital and social have also been addressed through an emphasis on occupational health and safety and interaction with local communities however I suggest that, to date, insufficient emphasis has been placed on labour (human capital) to maximise economic output1.   It has become increasingly common practice to identify land as natural capital, labour as human capital and capital as physical capital. That is labour has been treated as a commodity rather than an opportunity to create a comparative advantage and this will be the greatest challenge for mine management to show leadership over the next decade of the 21st Century.   This paper will outline characteristics of the sector which are relevant to the management and utilisation of labour, outline the outcomes of recent AusIMM surveys, review the reasons for the current and future anticipated skills shortages, some innovative responses to the challenges and finally, suggestions on how mine management can show leadership.

Solid EnergyÆs Wangaloa open cast coal mine was operated between 1945 - 1989, and remained closed and disused until 2001 when SENZ initiated a mine rehabilitation programme. It is nearing the final stages of physical and environmental rehabilitation, aimed at creating an aesthetically pleasing and useful landscape. The final goals of these efforts are to produce an area, which has recreational and educational value. SENZÆs holistic approach to rehabilitation has been undertaken, treating the entire historical mine footprint instead of focusing only on those disturbed areas and the minimum range of issues just to meet with legal compliance. Rehabilitation at the site has included overburden modification with an emphasis on stability, removal and replacement of unhealthy and invasive plant species, and an AgLime amendment to alter soil pH conditions, which would support native plant species. To date, most ongoing activities relate to final planting and plant upkeep, and maintenance of the landform including ongoing erosion control, pest control, environmental monitoring, and research. Environmental quality concerns at the site may be treated by using a combination of methods, including regrading and capping of acid-generating pyrites, soil treatment with AgLime, and passive wetland treatment within existing water courses. Following major works, the mine site area may be opened to the public for recreational activities, interpretive displays on historical mining activities, and observation and appreciation for otherwise unseen geological features. SENZÆs holistic approach to reclamation, rather than treating minor issues, will result in the former mine site being transformed into an asset and the environmental and financial liability associated with the closed mine being discharged. Former mine sites can be turned from environmental liabilities with no recreational or public value (and potentially dangerous to life) into sites that can be safely used by the public for recreational and educational purposes.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. This experience has been gained with leading consulting engineering practices; some of the worldÆs largest construction contractors together with other organisations employing engineers in the public, private and tertiary sectors in the UK; US; Europe; the Middle East and throughout Australia and New Zealand. Artificial ground freezing is the unrivalled method for groundwater control during mine shaft sinking. Moreover, ground freezing may also provide temporary ground support. The fast development of fibre-optic temperature monitoring devices, three-dimensional freeze pipe survey methods and numerical modelling software provide grounds for developing new and reliable tools for ground control during freeze shaft sinking. This paper presents examples of predictive numerical models that are based on back-analysis and calibration of temperature data that covers the complete construction cycle from pre-freezing through to artificial thawing. The back-analyses showed that standard numerical models are not capable of predicting the prevailing thermo-mechanical conditions satisfactorily. This paper describes the development and implementation of new tools for improved consideration of concrete hydration and latent heat, along with the introduction of other algorithms that improve and simplify the efforts of managing complex numerical models. A function is presented that allows for an automated correction of the model’s mesh based on results of three-dimensional freeze pipe surveys. This paper demonstrates that the latter consideration is important, because the often employed assumption of idealised freeze circle geometry in numerical models impacts on the accuracy of such model’s predictions. Subsequently, the verification of these extended numerical models is demonstrated. Due to its flexibility, the FLAC3DTM code was employed for the numerical modelling. This software provides the possibility of implementing additional functions written in internal FISH or Python language into the models. It is concluded that state-of-the-art techniques for freeze hole drilling and surveying, on-site monitoring and advanced numerical analysis provide a significant potential for both the design and the operation of largescale ground freezing measures. The application of the extended numerical models for predictive simulations during construction allows for temporary shaft lining optimisation, for assisting in operational decision making and for compensating temporary loss of monitoring data. The distribution ratio of Pb (LPb s/m) between three types of slags (FeOx–SiO2, CaO–FeOx and FeOx– CaO–SiO2) and molten copper after equilibrium was measured at 1300°C and oxygen partial pressure (pO2) of 10-10–10-6 atm. Results showed that for FeOx–SiO2 slag, the LPb s/m increased from 0.024 to 2.57 with pO2 increased from 10-10 to 10-6 atm. The LPb s/m with CaO–FeOx slag was lower than the FeOx–SiO2 slag at the same pO2, ranging between 0.015 and 0.53. Using the FeOx–CaO– SiO2 slag generated LPb s/m values (0.02–1.6) in between. The oxygen partial pressure in the investigated range had no obvious effect on the activity coefficient of PbO (γPbO) which was averagely 0.44, 1.70 and 0.71 for FeOx–SiO2, CaO–FeOx and FeOx–CaO–SiO2 slags, respectively. The increases in the (CaO+MgO)/SiO2 mass ratio of the FeOx–CaO–SiO2 slag induced the decrease in the LPb s/m and the increase in the γPbO value. However, the variation in the Fe/SiO2 mass ratio didn’t exert obvious effects.

Increasing the throughput of the MMG Century operation by over 25% from past practice to preserve cash flow close to the end of life of mine has revealed new throughput and load dynamic instabilities in the SAG mill causing significant time averaged loss of production. A twelve microphone array around the SAG mill (Pax, 2014) using the non-contact acoustic measurement methodology (Pax, 2011, 2012) has been used to diagnose the new dynamics. Dynamic acoustic noise signal information allows discrimination of the behaviour of the steel balls and the rock. Determination of mill load, toe and shoulder angles, water holdup, and proxies for mill load are possible.The instability was diagnosed with the help of an abnormality in the liners/lifters of the SAG mill with one row of lifters having a slightly increased in-mill life compared to the rest. The steel shoulder angle is observed to be disturbed cyclically at a rate of precisely one revolution at low throughputs of 750 t/h. However, at throughputs closer to 1100 t/h, the cyclic signal disappears indicating additional dynamics to randomise the repetitive behaviour of the mill charge. The cyclic signal has been used to operate the SAG mill with improved stability at 1100 t/h by adjusting the feed water addition rate.This paper presents and discusses these results and proposes the suggested origin of the extra dynamics. A small consistent aberration of the lifters circumferentially provides a useful detector of stable mill operation and a novel sensor for the dynamics of the internal operation of a SAG mill.CITATION:Pax, R A and Cornish, B, 2015.
