WAGES in the United States, in spite of the wage freeze, have increased materially. Overtime payments have become standard practice in almost all industries. Now efforts are being made to place wages on an annual basis, and if this is adopted, it will result in an increase in the cost of production. Organized labor today is more powerful than ever before; union membership is large and steadily increasing, and in many instances membership in the union is a prerequisite to employment. The treasuries of many unions are strong as a result of the large membership and full employment. The unions, therefore, today are in a much better position than ever before to carry on long strikes. Politically, too, the unions are more powerful today than they ever were. On the basis of their strength, one may expect that some of the demands that the labor unions will make in the not distant future will be granted. It is, therefore, quite evident that before long, particularly when the curtailment in war production reaches about 40 per cent, this country will be confronted with a serious labor problem.

METALLURGICAL coke and the by-products of the carbonization of coal continue in strong demand. Nearly 500 new by-product ovens were constructed in 1943. Output of by-product coke in the first ten months of the year was about 2 1/2 percent higher than in the corresponding period of 1942, but beehive production remained on approximately the same level as last year and constituted about 11 per cent of the total coke output.

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geo- physics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining.

Molybdenite mineralization occurs in the hood zone of the Questa mine aplite-porphyry intrusive, one of the three sil ica-rich intrusive5 occurring along the east-west trending Red River Trench that crosses the northerly trending Sangre de Cristo Mountains in north-central New Mexico. The Trench is located immediately north of the circular Gold Hill positive block between the Red River and Cabresto Creek drainages. The aplite-porphyry bodies intruded a mid-Tertiary volcanic section consisting of lower andesites, overlain by latites and rhyolites. They occur largely in the andesites and were emplaced mainly by metasomatism rather than by sloping. Hydrothermal alteration occurs both as blanket propylitization in the volcanics and sericitization and kaolinization in the porphyries and as halo-type alteration outward from veins and shear zones resulting in strong biotization in the volcanics and sericitization and kaolinization in the aplitic rocks. Mineralization consists of: ( 1) molybdenite- quartz veinlets; (2) banded molybdenite, quartz veins frequently with biotite and potash feldspar along the walls and occasionally with minor lead, zinc, and copper sulfides and with fluorite and carbonates when again reopened; ( 3) high grade molybdenite locally along shear zones; and ( 4) molybdenite paint along joint and fracture surfaces. The mineralization was associated with faulting that resulted from numerous periods of gravity adjustment along the Trench and was controlled by the major shear systems that trend northeast, east-west and north-south to northwest. Molybdenite has been well oxidized in nearsurface exposures to ferrimolybdite and the molybdenum-bearing ferric hydroxide, akaganeite. The oxidation of the abundant pyrite within the veins and shear zones and of the alteration pyrite in the volcanics resulted in a low pH environment under which the acid molybdate ion released by oxidation was fixed either in the ferrimolybdite or the akaganeite molecule in the veins and shear zones or in the soils. Little has been lost in the runoff.

Although the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.' A discussion of the latter is here combined with the presentation of new and independent data. The' physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed with Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that when smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. The chemist, quite naturally, wi11 inquire into the formula according to which that reaction takes place and will find that it presents itself as follows: 2Cu + 2NaCl = 2Na + Cu2Cl2 It would appear that the truth of this formula will be challenged and a more rational explanation of the reaction sought. Apparently, carbon dioxide is neutral relative to metallic copper in its molten state; whether it remains neutral in the presence of sodium chloride is quite another

ONE'S lifetime does not usually offer the oppor-tunity to observe and be a part of the commercial development of an entirely new material. Petalite has been known for over a century, but at first it was presumed rare. However, it was found to be so abundant that it has become a new and extremely useful industrial tool. Mineralogy Petalite is a lithium-aluminum-silicate mineral. It was from petalite that J. A. Arfwedson first discovered lithium in 1818. The theoretical composition of Li2O • A12O8 • 8SiO2 is equivalent to 78.4 pct silica, 16.7 pct alumina and 4.9 pct lithia. The mineral in its known commercial occurrence is colorless to white and rarely gray, transluscent and rarely transparent. It is brittle, has a vitreous luster, and occurs usually in cleavable masses (fig. 1). It is classified as a di-silicate, but is similar in composition to the metasilicate spodumene, Li2O.-Al2O8-4SiO2 (table I). However, their specific gravities are quite different (3.13 to 3.20 for spodumene, 2.39 to 2.46 for petalite). Occurrence Petalite specimens have been reported in many localities; however, there are only three known countries having occurrences of commercial significance. The classic locality is Sweden's Utö Mines, which, although reportedly still containing considerable petalite, have been closed and are not expected to be operated in the near future. At Varuträsk, in northern Sweden, petalite carrying 4 pct lithium oxide is the main ore. In 1946 there was reported about 1000 tons on hand. However, the iron content was 0.60 pet too high for other than chemical use. Petalite has been reported in western Australia. At the Cottesloe mine, where small quantities have been reported available, it is produced in conjunction with feldspar. Petalite occurs in considerable quantity in the feldspar quarry at Londonderry, and it was estimated1 in 1943 that over 3700 tons might be available. The petalite in South West Africa was first discovered by F. J. Jooste, a lawyer by profession, in 1938. The following year he discovered a much larger deposit, and in 1948 another important discovery was made. These deposits occur near Kari-bib and constitute the only known commercial deposits. Their full extent has not yet been determined, but huge massive blocks of petalite of the purest grade, running into many thousands of tons, can be seen in all these deposits. To date, 60,000 tons of high grade, low iron containing ore has been blocked out in the major bodies. Mining for years to come will be confined to simple quarrying. Experiments carried out on 100 g samples of molten tin and Sn-Pb alloys showed that the magnitude of the field strength, H, does not effect the supercooling, aTn, at which the initial nucleus of solid forms. However, the nuwlber of nuclei forming per cc, n, is found to increase greatly with H for fixed ATN and to increase with ATN for fixed H. The value of n increases greatly with the presence of solute and is found to he indefiendent of the cooling rate of the simples. Further, the most effective time for stirring to enhance n is immediately following the initiation of recalescence. The effect of inducing nucleation with the aid of a mechanical impact both in the presence and absence of stirring has also been studied. All proposed mechanisms for the enhancement of n by physical means seem to be inadequate in accounting for these results. IN any real nucleation experiment there are two effects influencing the results that would not be predieted from classical homogeneous nucleation theory. These may be separated into chemical and mechanical effects. The chemical effects are twofold. 1) Nucleation catalysts are present which enhance the nucleation frequency of new grains over that predicted by classical homogeneous nucleation theory.' 2) Solute will restrain the growth of nuclei so that many others may form.2,3 The mechanical effects are also two-fold. 1) Vibration (sonic or ultrasonic) of the freezing liquid enhances the nucleation frequency of new grains over that given by the chemical effects alone.4-6 2) Macroscopic fluid-flow effects produce the same effect as l).'7' It is also possible to influence the nucleation experiment by certain physical effects such as the application of electric and magnetic fields.9 From classical homogeneous nucleation theory one would predict the following relationship between the nucleation rate, N1 (number of nuclei formed per unit volume per unit time), and bath supercooling, AT, for an isothermal experiment.

There was more activity in crude production in northwestern Pennsylvania in 1935 than for several years before, resulting in an increased oil production and also in the number of wells completed. Crude -production approximated 16 million barrels for the state, an increase of about one million barrels over 1934. Demand, indicated by refiners' runs to stills, increased proportionally, leaving stocks of available crude at the end of the year at the lowest point since the middle of 1934, when they reached an all-time low. The price of crude varied during the year from a low of $2.02 to a high of $2.27 at the end of the year for Middle district oil. The price of Bradford and southwest Pcnnsylvania oil changed accordingly. The average for the year would be a lower price than in 1934. A summary of the production data for the year 1935 is given in Table 1. In making up this table, 1935 figures were simply added to the table published by S. H. Cathcart last year1. A list of important wildcats is given in Table 2. Bradford Field Approximately 10,000 acres of the proven producing area of the Bradford field is in Cattaraugus County, New York, and it is possible, by differences, to distinguish the Pennsylvania production from the New York portion. The listed production for the Bradford field includes only that portion of the field situated in Pennsylvania, but also includes production from a small pool, locally known as the Mt. Jewett-Kanesholm pool, where the Bradford sand is being developed and flooded in precisply the same manner as that of the Bradford field itself. The Mt. Jewett-Kanesholm pool is not, strictly speaking, an extension of the Bradford field, but inasmuch as it is so closely allied with the Bradford field-—that is, the sand is the same and the production methods are the same—the production and drilling figures include this area.

IN 1943 the petroleum industry completed a series of practical adjustments to the acute problems which dominated the scene a year earlier. The crisis in petroleum transportation from the Gulf Coast to the East Coast was met by the completion of overland pipe lines supplementing emergency haulage by tank car so pressure on consumers along the Atlantic Seaboard was appreciably relieved. Later in the year when the western Atlantic was largely cleared of submarines, the sharp reduction in the hazards of marine transportation permitted the resumption of coastwise traffic and imports from South America. Nationwide restrictions in the use of gasoline and fuel oils became necessary as military demands for all petroleum products mounted to high levels.

DURING the past year publications in physical metallurgy have not been abundant when compared with the output of prewar years. Nevertheless, some noteworthy contributions have been made to the literature. Because of the necessity for war production, much of the metallurgical effort has been directed towards the solution of problems of production processes. The limited amount of time devoted to other problems is reflected in the small number of papers devoted to nonapplied research, though a few excellent contributions have been made to the fundamentals as will become evident in the following pages. Results of many of the government-sponsored research investigations have been released to the public and are being published in the technical journals. Many more of these papers may be expected to appear in the 1946 publications.. Public distribution of information obtained in the course of these investigations should be of great value to American industries in the postwar era. DURING 1934 conditions in the production division of the petroleum industry were reasonably satisfactory but nevertheless a decided feeling of insecurity existed largely because of the uncertainty of controlling production to consumptive demand. Over-production, especially in the East Texas field, threatened a general collapse of crude prices but in spite of this, posted prices were high. Stimulated by the prevailing posted prices, wildcatting activities were wide-spread. Although a number of small discoveries were made, particularly in the Gulf Coast belt and Oklahoma, no fields of major importance, unless it was the Fitts pool in Southern Oklahoma, were brought in. Meanwhile, the Petroleum Division of the A.I.M.E. continued its activities. It sponsored the collection of production and geological data on both foreign and domestic fields. The data on all but a few producing districts in the world were published in the "Petroleum Development and Technology" volume of the "Transactions" and comprise one of the most complete tabula¬tions of this sort ever published. Work of this kind is being continued.

FABRICATORS of copper and copper alloys have contended with the problems of reconversion during the past year in endeavoring to return to the full-scale production that is demanded of them. The problems have not been easy, for the industry, like so many others, has had to deal with strikes of long duration, and material shortages, particularly in the raw materials, copper, zinc, lead, and tin. Despite all these obstacles, it was possible to gear production to new peacetime records during the latter part of the year. This was made possible not only by the use of multiple shifts of personnel, but also by the improved production equipment, the development of which had been stimulated by wartime necessity. The work of installing new and better equipment is still continuing, and virtually every company is engaged in improving or planning to improve its processes.

UNDER the stimulus of war psychology the American public has grown confused and jittery in its thinking on the subject of this nation's petroleum resources. This confusion arises from the failure of the average citizen, and even of many leaders in government, in our armed forces, and in the petroleum industry itself, to distinguish between our proved reserves of petroleum in the several oil-producing states and the total petroleum re- sources available to this nation. Leaders and public alike examine the accepted estimates of our proved reserves and thoughtlessly conclude that these estimates represent the total of our petroleum resources. Our fears are aggravated if we turn to the statistics on oil-finding and observe that the discovery of new reserves has waned decidedly in recent years. This confusion is dangerous because, under its influence, ill - considered policies spring up and flourish, choking out the most valuable fruits of the long experience of the American petroleum industry.

OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

IN the course of a general investigation of boride systems, sponsored by the Office of Naval Research, various vanadium boride powders of relatively good purity were prepared which could be used for a determination of the phases present. The X-ray pattern of one of these lots showed, in addition to the known VB1 and VB22 phases, an additional phase, almost certainly of composition V3B4, isomorphous with Cr3B4, Cb3B4, Ta3B4, and Mn3B,. Its pattern fitted in well with the indices worked out by Kiessling for Mr3B4.3 The unit cell for this new compound is orthorhombic, with the dimensions a = 3.030A, b = 13.18A, c = 2.986A7 V=119.2A.' Table I lists the X-ray diffraction data for V.3,.

IN the past year the steel industry underwent an abrupt conversion from a war tempo to a highly competitive peacetime schedule. It is still too early to gain a comprehensive picture as to which of the measures in production metallurgy, that made the war effort so successful, will remain in the postwar production of steel, but many of them undoubtedly will fill an important place after the war. Considerable speculation has developed regarding the disposition of the war-born production facilities of the steel industry. These include new open-hearth and electric furnaces, as well as vast numbers of auxiliary, supplementary, and balancing units that increased and speeded up production beyond the normal capacities of existing melting furnaces and finishing mills. Although these facilities were installed primarily to help meet war requirements, consideration was also given, in planning, to their possible peacetime use. The new equipment is generally modern and efficient, and it seems reasonable to suppose that strategically located units will gradually be absorbed by various steel companies to supplement their own facilities, or to replace in kind, obsolete and inefficient equipment now ready to be scrapped. Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.
