Much attention and publicity has been given, during recent years, to grinding, classification, flotation, and thickening. The various technical papers, and symposiums held to discuss these important phases of milling, have contributed to a better under- standing of the fundamental principles and operating variables involved. Another important part of milling- to the flotation operator-is a treatment step to which frequently too little attention is given-" conditioning," or the treatment the ground mineral pulp receives before it enters the flotation machines. Conditioning" is a hackneyed and frequently misused term, commonly employed to describe the pretreatment of surfaces of minerals in ore pulps or mill pr6ducts prior to froth flotation. In general, such pretreatment is for the purpose of changing the flotation characteristics of these mineral surfaces to enable them to respond in some desired predetermined manner when subjected to flotation. Taggartl states that the function of conditioning is "either to insure selective collector coating of one mineral species while another species is not; or to take such steps as will compensate for departure there from."

OUTSTANDI'NG in progress among the less familiar 'metals during 1936 is the electrolytic production of 99.9 per cent manganese meta1 readily and many quantity. Strictly speaking, manganese should not' be classed as 'a rare metal, since there is 800 times as much manganese in the earth's crust as there is zinc or lead. But manganese' as a metal is rare, just as titanium metal is rare though titanium is five times as abundant in the earth's crust as manganese.

Measurements of the effect of precipitation stresses on the solubility of cementite (Fe3C) precipitates in a iron are reported. Solubilities were determined from measurements of the Snoek relaxation due to interstitial carbon after quenching from various equilibrium treatments. Stress-free precipitates were obtained by a spheroidizing treatment of vacuum-melted Fe 0.06 wt pet C. Subsequent equilibration treatments were designed to suppress nucleation of other precipitates. The results for stress-free cementite give a heat of solution of 14.8 i 0.2 keal per mole and an entropy change of 1.1 i 0.2 eu in the temperature range 400" to 715°C. Comparison with previous data indicates that the heat of solution increases about 6 keal per mole as temperature increases from 700" to 1000°C. Data on self-stressed cementite in quench-aged specimens of Fe 0.013 wt pet C indicate 1) an apparent heat of solution of 12.1 i 0.4 keal per mole in the range 280" to 690°C, 2) a strain energy of- 1.1 keal per mole Fe3C accompanying precipitation at 280°C, and 3') a gradual decrease in the strain energy of precipitation with increasing equilibration temperature. In com-parison with 2 and 3 the strain energy calculated for an isotropic model is 1.7 keal per mole Fe3C. The lower values obtained from the experiment indicated substantial stress velaxation by dislocation motion. WHEN a supersaturated solution of carbon in a iron is aged at temperatures in the range 200o to 700oC, the carbon clusters by interstitial diffusion and forms cementite (Fe3C) precipitate particles. Unstressed cementite has a volume per iron atom 9 pet higher than that of a iron;' hence, cementite precipitate particles are usually under pressure from the iron matrix. The pressure would tend to increase the solubility of cementite in iron.' This report describes anelastic measurements of the solubilities of self-stressed and stress-free cementite in a iron. Previous determinations of the cementite solubility are summarized in Table I. The method of cementite formation for each reference was studied to ascertain the state of stress of the cementite. The results judged to be for stress-free and stressed cementite are distinguished in the table. In the next section an estimate of the stress effect is obtained which is clearly too small to account for the large difference between the previous results in parts A and B of the table. THEORETICAL Let AGO be the standard free-energy change of the reaction Fe3C (eem.) = 3Fe (a) + C (in a) [1] in the absence of stresses. Since cementite precipitates appear to be rather pure10 and the carbon is so dilute in the iron,8 the cementite and iron of Eq. [ I] for the stress-free case have essentially unit activities and the activity of carbon equals its atom fraction xoC Then the stress-free equilibrium is expressed by RT In XoC = -?GO 121 To first approximation the change in the chemical potential of carbon due to the precipitation stresses equals the elastic strain energy W accompanying precipitation of a mole of cementite.2 Hence, in the presence of the precipitation stresses the equilibrium is described by RT In x sq = -?G° + W [3] where xsC is the mole fraction of dissolved carbon in the stressed case. An approximate value of W can be obtained from analysis of the inclusion problem in elasticity theory. The inclusion is a small portion of the matrix phase which has suffered a transformation while still imbedded in the matrix. In the absence of the constraint of the matrix the transformation would be equivalent to a uniform dilational strain eT. Both the matrix (a) phase and inclusion (0) phase are assumed to be homogeneous, isotropic materials. When the a and 0 phases have the same elastic moduli, which is approximately true for iron and cementite,11 the total strain energy per mole ß is12 2µVß(eT)2(3 +4 µx)-I [4]

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

MOST metallurgists are well acquainted with the contributions already made to the study of metals by the use of X-rays. On the one hand, the radiographic method is constantly becoming of increasing importance as a nondestructive testing procedure, while on the other hand the techniques of X-ray diffraction have made important contributions to the fundamental knowledge in studies of phase diagrams, stress conditions, and so forth. A new, and as yet insufficiently appreciated, tool exists in the application of microradiography to alloy structures. This new procedure in many respects bears the same relation to microscopic investigations as does macroradiography to the gross inspection of metal surfaces. However, where macroradiography is used ordinarily to determine the soundness of the metal structure, this new method can be used not only to investigate micro-un- soundness but also to examine the distribution of the constituent elements within the body of the alloy. When combined with the normal procedures of microscopy, this offers a technique of great potential power. It is intended in this paper to present a few examples of copper-base alloys demonstrating the additional knowledge obtained from the microradiographic method. The detection of micro-unsoundness is demonstrated in Fig. I for a sample of cartridge brass as cast. The sample appeared quite sound when viewed under the microscope, but in reality was thickly populated with minute voids. This application of the method conforms in every way to conventional large-scale radiography and has been used to facilitate production of metal for vacuum devices.1 The true potentialities of the technique are revealed by comparison of Figs. 2a and 2b, which are respectively a- photomicrograph and a microradiograph of a cast alloy of 80 per cent Cu, 10 per cent Sn, 10 per cent Pb. The remarkable difference in appearance provides some concept of the additional information this method may yield when used as an auxiliary to microscopic studies. Fig. 2a shows two phases of the copper-tin system plus segregated lumps of lead. Fig. ab, on the other hand, shows with exceptional clarity the actual dendritic growth of the metal crystals during solidification. The practice of microradiography depends upon the laws of absorption of X-rays. This subject has been reviewed thoroughly in recent papers,1,2,3 but for clarity a brief resumé will be given here. As is well known, when a beam of X-rays is transmitted through a layer of homogeneous material, the intensity is reduced according to the relation:[ ]

AN ounce of prevention is worth A a pound of cure' is an old proverb that has sometimes been forgotten in programs having to do with the health of workmen. Realization of the truth of this maxim is increasing, however, and today the iron-mining industry, with which I am particularly concerned, is becoming more alive to the prevention of illness and the conservation of health, thus decreasing the need for treatment after diagnosis has established its necessity. The healthy workman is the happy, efficient workman, and new programs tending to make him more health-minded are being put into operation. Preventive medicine is less costly than corrective medicine, to say nothing of the better results obtained. Periodic physical examinations, with close follow-up attention when required, have reduced the time lost because of illness, workmen's compensation costs, and group-insurance benefits for nonindustrial disabilities.

Geological study of the Prony Nilaterite (New Caledonia) began in 1969 and included drilling, geological mapping and laboratory studies. The deposit is the product of weathering of basic rocks. From top to bottom, the following zones can be distinguished: a compact ferruginous cover; ore associated with yellow laterite, containing 1.0-1.5% Ni and low in impurities (SiO2, Mg); an intermediate silicated ore containing 1.3-2.0% Ni and higher percentages of impurities; garnierite ore much richer in nickel (2-4%) but high in SiO, and Mg contents (Mg up to 20%) ; and parent rock, largely peridotites. Distinction between types of ore is essential because the high grade ore (silicated and granierites) is penalized for its high Mg contents that demand additional acid treatment. All studies made distinguish two types of ore, laterite and silicated.

IT is appropriate to evaluate 1947 in review as a year of a peacetime record production of about 676,000,000 tons of coal (anthracite and bituminous), closely approaching the extraordinary wartime output in 1944. Considering the general price-wage inflation, it is in point to note that the coal industry sustained the highest wages paid to workers in any major industry, but that coal prices at wholesale levels have risen much less percentage wise than the average for all commodities. The sellers' market continues to prevail. In addition to serving our own country's enormous needs, our coal industry is exporting extraordinary tonnages overseas. This unusual export demand is likely to continue for a while. Moreover, the demand in Europe for American coal mining machinery is a real tribute to the management efficiency of our modern mechanized coal industry. Competitively, the petroleum industry is concerned over its long-term supply, and already a synthetic fuels industry is being publicly advocated. In due time coal and lignite are bound to be

INCREASING military demands on the petroleum industry have brought into bold relief the crude-oil reserves now available to meet combined military and civilian demands, emphasizing the necessity for a greater efficiency in recovery from what has been discovered than ever before, particularly in light of the absence of new discoveries. This situation-and the fact that the industry, as well as members of the Government charged with governing oil production, desire to meet all crude-oil demands made of the industry with the least loss in tangible reserves through production practices-paves the way for increasing application of sound principles of production engineering and conservation.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

IN planning a postwar program for manufactured products, it is essential that the bases for the plans be wisely chosen. First we must make certain assumptions as to the war's ending. Let us assume: (1) complete victory by the United Nations, (2) peace terms that will ensure the direction of the economy of all nations of the world toward peaceful pursuits, and (3) an early ending of the war, that is, before the nations of the world, excluding the enemy, are near the point of physical and spiritual exhaustion. Thus, our manufacturing plants and transportation facilities will still be in good shape. The plants and transportation facilities, as well as the cities of a large part of Europe, however, will be badly crippled. The rich mineral and other raw material resources of the world, little of which was under control. of the Axis powers before the war or will be after the war, will not be used up. Control of these raw materials, or at least an important part of them, will remain in the hands of the strong peaceful nations.

The brown-coal opencast mines in Germany's Rhineland have to cope with several problems. Predominant are densely populated areas with highly productive farmland, many railroads, highways, and rivers, as well as towns and farm settlements which have to be removed before or during the lifetime of a mine. Also the ground- water table has to be lowered to keep the deep opencast mines dry and stable. These problems urged a development towards deep opencast mines with powerful machines; the large material movement and the high coal production are the basis for the economic success in working the Rhenish brown-coal deposits. Up to now, bucket wheel excavators with a daily capacity of 100,000 m3 (130,000 cu yd) are in operation. Machines of twice this capacity are under construction. Corresponding to the excavators development, the stackers' capacity has to be increased too. The new stackers will reach a daily capacity of 240,000 m3 (310,000 cu yd). The haulage in the mine is performed by conveyor belt systems, which are arranged in such a manner that the belt lines meet at a belt switching point. Here the incoming lines may be connected to the outgoing ones so as to direct the material flow to the desired receiving stations. At the moment there are conveyor belts in operation with a width of 2.2 m (7.2 ft); the new belts will have a layout for 37,000 t/h (40,770 stph), the width of which amounts to 3.0 m (9.8 ft). All belts and driving stations on benches are shiftable.

Chromium is one of the new metals, but considerable research has been required to determine an approximate record of its production from 1827 until the present. Its use in the form of pure metal is not extensive; of the chromite mined, about one-half is required for making ferrochro-mium, about two-fifths goes directly into refractories and the remainder is absorbed chiefly by the chemical trades. The industries that demand chromite for such uses are mainly in countries that produce little chromite, while the important chromite-producing countries are not generally consumers. The international flow of chromite is therefore of interest, as well as the political and commercial control of resources of the metal. World Production The first mining of chromite is said to have occurred as early as 1820, at the Roros deposit in Norway, but the first well-established output came from the Reed mine, in Maryland, about 1827. Thereafter the United States led the world in chromite production until 1860, when Turkey took the lead. Russia in turn became the chief producer from 1897 to 1902, inclusive. From 1903 to 1909, New Caledonia held first place, but alternated with Southern Rhodesia from 1910 to 1917, inclusive. In 1918, 1919 and 1920-1921, the United States, India and New Caledonia led, respectively. In 1922 Southern Rhodesia assumed first place and has since continued to be the world's foremost producer by a large margin. Fig. 1 illustrates the production of the leading countries from 1890 to 1929, inclusive. Fig. 2 shows the world production of chromite from 1890 to 1929, inclusive, in long tons and Table 2 gives the production by countries for the same period. The total world production for the 103 years, 1827 to 1929, ipclusive, is estimated at about 7,100,000 long tons, distributed as shown in Table 1. At the meeting of this Institute in February 1933,I presented a paper on potash development in southeastern New Mexico1, which contained a brief review of the Geological Survey's 20-year search for commercial sources of soluble potash minerals and of the events that led to the discovery, exploration, and first development of the deposits in that state. AS a more comprehensive review of the subject was published in December2, the present paper is intended only to discuss recent developments in the domestic potash industry, particularly in New Mexico. A summary of the findings of potash in the Permian Basin, by G. R. Mansfield and W. B. Lang, geologists of the United States Geological Survey, is now in process of publication by the University of Texas and will be omitted from this paper. In New Mexico prospecting for potassium salts during the past two years has increased materially the known area of commercial deposits; development has resulted in an increase from one to three in the number of shafts and the starting of a fourth; an increase of annual productive capacity to 1,000,000 tons of crude salts, or 250,000 tons of K2O; and an increase in annual refining capacity to 140,000 tons of muriate of 62.5 per cent grade. Construction has been completed to increase still further the production of high-grade salts. In California the American Potash & Chemical Co., operating on Searles Lake brines, has increased its plant capacity from about 100,000 tons to 180,000 tons of muriate a year and is now producing soda ash and salt cake in addition to potash and borax. Potash production from cement-plant and industrial-alcohol wastes remains unimportant.

With the depletion of our older, and relatively shallow, oilfields and the necessity for securing new production from deeper horizons, much attention is being given to the improvement of oil-well pumps in order that they may function satisfactorily under the more difficult conditions imposed by increased depth. Until recently, practically all of the world's petroleum was secured from wells less than 3000 ft. deep, whereas horizons are now being explored to depths of from 5000 to 7000 ft. in some of the more prolific fields, and it seems probable that the greater part of the future supply must come from depths in excess of 3000 ft. While much of the early production in a new field is obtained by natural-flow methods, when the stimulus of high gas pressure fails, recourse must be had to some method of pumping. The perfection of a pump capable of economically and efficiently lifting oil from depths ranging from 3000 to 7000 ft. is therefore a matter of prime importance to the oil-producing industry. This paper is offered as an estimate of the present state of development of the oil-well plunger pump and as a review of the general principles involved in its operation in deep-well pumping. A design for a new type of oil-well pump embodying several novel features, is also described. Essential Parts of Oil-well Plungeb Pump The pump commonly used in lifting oil from wells in American practice is of the simple displacement type, in which a plunger equipped with a working, or traveling, valoe is given a vertical reciprocating motion in a stationary working barrel. The latter is suspended from the surface by tubing, submerged in the well fluid, and is equipped at its lower end with a stationary standing valve; Figs. 1 and 2 illustrate two common types of oil-well pumps. The simple cup-leather packed plunger of Pig. 1 has its counterpart in the long, hollow, cylindrical, polished steel plunger of Fig. 2; otherwise the two types are identical in the form and arrangement of their essential parts. In southwestern Pennsylvania 151 wells1 were completed during 1938, a total of 61 less than the preceding year. Of this number 81 were gas wells and 28 oil wells, which shows a considerable decline from 1937, when 108 gas wells and 64 oil wells were completed. However, 42 dry holes were drilled during 1938, which is two more than the previous year. Shallow Development—Gas No new extensions to old pools, or new wells that would indicate any substantial reserves, mere found during the year. However, a number of commercial wells and many dry holes were drilled to the Big Injun sand in Menallen township, Fayette County. One well had an initial open flow of 6 million cu. ft. In Rich Hill township, Greene County, one well producing, from the Big Injun sand, 2 million cu. ft. was brought in. Several other gas wells were completed in Shaler township, Alleghany County and Center township, Greene County, both of which had initial open flows of 1 million cu. ft. from the 30-ft. sand. Another well, in Aleppo township, Greene County, had an equal volume from the Gordon Stray sand. Oil Development has proceeded at a retarded rate because of the low price of Pennsylvania-grade crude. A total initial of only 205 bbl., an average of 7.3 bbl. per well, was developed. This is 1785 bbl. less than during 1937 and no new repressuring operations have been contemplated to prevent the declining production. The average price received for oil was $1.56 per barrel, with a high of $1.88 and a low of $1.34. This oil costs $1.94 per barrel2 to produce. The average price paid for Bradford
