It is my purpose in the following paper to describe the south-central part of Siberia, with special reference to its geology and the mineral deposits. This region is known politically as the Achinsk and Marinsk districts of the Tomsk Government. It is situated among the Altai mountains, in. ]at. 50° to 55O n and long. 87O to 93O E., not far from the northern frontier of Mongolia, and is divided as follows: Mining Districts.—(1) The Tomsk mining district, including the political districts of Altai (belonging to the private crown lands of the Russian Emperor) and Marinsk; (2) the AchinskMinusinsk mining district, including the political districts of Achinsk and Minusinsk; and (3) the North Yenisei mining district, situated in the northern part of the Yenisei political district of the Yenisei Government. Fig. 1 is a map of the Tomsk mining provinces, showing the useful mineral-deposits, excepting those of gold, and giving the routes of the railroads and post-roads connecting the various districts. Political Divisions.—The Tomsk Government is sub-divided into seven " oojesdy " or districts, as follows: Barnaul; Biisk; Kuznetsk; Kainsk; Kolyvan; Marinsk; Narim; and the Altai district (private land, as above). The Yenisei Government is sub-divided into five "oojesdy" or districts, as follows : Erasnojarsk ; Kansk; Yenisei; Achinsk; Minusinsk. Concerning the geology of the region, in addition to the record of my own observations, references will be made to the works of earlier writers. These have been consulted for the purpose of comparison, as regards the districts which I have actually traversed, and for the purpose of completing my account of such portions as I have not been able to visit.

Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

THERE are three objectives in translation of works of this character : to give a faithful, literal translation of the author's statements ; to give these in a manner which will interest the reader ; and to preserve, so far as is possible, the style of the original text. The task has been doubly difficult in this work because, in using Latin, the author availed himself of a medium which had ceased to expand a thousand years before his subject had in many particulars come into being ; in consequence he was in difficulties with a large number of ideas for which there were no corresponding words in the vocabulary at his command, and instead of adopting into the text his native German terms, he coined several hundred Latin expressions to answer his needs. It is upon this rock that most former attempts at translation have been wrecked. Except for a very small number, we believe we have been able to discover the intended meaning of such expressions from a study of the context, assisted by a very incomplete glossary prepared by the author himself, and by an exhaustive investigation into the literature of these subjects during the sixteenth and seventeenth centuries. That discovery in this particular has been only gradual and obtained after much labour, may be indicated by the fact that the entire text has been re-typewritten three times since the original, and some parts more often ; and further, that the printer's proof has been thrice revised. We have found some English equivalent, more or less satisfactory, for practically all such terms, except those of weights, the varieties of veins, and a few minerals. In the matter of weights we have introduced the original Latin, because it is impossible to give true equivalents and avoid the fractions of reduction ; and further, as explained in the Appendix on Weights it is impossible to say in many cases what scale the Author had in mind. The English nomenclature to be adopted has given great difficulty, for various reasons ; among them, that many methods and processes described have never been practised in English-speaking mining communities, and so had no representatives in our vocabulary, and we considered the introduction of German terms undesirable ; other methods and processes have become obsolete and their descriptive terms with them, yet we wished to avoid the introduction of obsolete or unusual English ; but of the greatest importance of all has been the necessity to avoid rigorously such modern technical terms as would imply a greater scientific understanding than the period possessed. The Minerals Separation process had its birth as a practicability in the Central Mill, which is still operating and yielding high recoveries. The average Australian knows that Broken Hill is an important mining center in a "corner" of New South Wales, but he does not know what a factor it is in the lead, silver, and zinc production of the world. The massive B(bcc) — am (fcc) transformation in Cu-Zn alloys has been studied isothermally by pulse-heating the retained ß phase from room temperature to the reaction temperatures. The transformation is found to occur only in the single-phase a region of the equilibrium diagram. The massive growth rate is of the order of 1 cm per sec and is constant at each temperature, usually after a delay time of some milliseconds. The delay time depends on the reaction temperature in C-curve fashion, while the growth rate increases monotonically with temperature over the single-phase range. The absence of isothermal massive transformation in the two-phase region does not arise from slow growth rates at such temperatures, but because the reaction cannot get started there. It is proposed that the massive transjormation initiates at small preexisting a particles which have rejected zinc into the surrounding 0 matrix. Only within the single-phase region can these particles consume the excess zinc during diffusion-controlled growth and thereby accelerate to the steady-state massive growth rate. The onset of massive growth marks the end of the delay time, and the growth rate then becomes interface-controlled. These isothermal transformation characteristics explain why the usual composition range for massive-kinetic studies by quenching is so limited. The same principles can be extended to more complex alloy systems by recognizing that the single-phase region in which the massive transformation can occur may not be stable with respect to phases not participating in the reaction. MASSWE transformations are now recognized as a regular class of solid-state reactions involving no compositional change (like martensitic transformations) and no shear displacements (unlike martensitic transformations). The name was first coined by Greninger1 in 1939 to describe the coarse grains of fcc a solid solution generated via a fast reaction from the parent bcc 0 solid solution in Cu-A1 alloys. However, some 9 years earlier, phillips2 had already described a similar transformation in the Cu-Zn system. The fact that the massive a formed as a single phase during drastic quenching from the 0 region of the equilibrium diagram signified that compositional changes were precluded. and the reaction was presumed to take place as in a one-component polymorphic transition by nucleation and growth. Phillips also observed that the occurrence of the massive transformation in the Cu-Zn system was extremely sensitive to alloy composition. For example. in a Cu-37.3 at. pct Zn alloy. the ß — am (am = massive transformation product) reaction was found to predominate and was not suppressed by iced-brine quenching from the 0 region. whereas at compositions greater than 38.3 at. pct Zn the massive reaction did not appear at all. Knowledge concerning massive transformations has bee11 substantially enhanced over the years by Massalski and his coworkers; an excellent summary of his papers and the current understanding of this type of reaction has been published recently by Barrett and ~assalski." he massive transformation product grows in roughly nodular form. often with irregular boundaries but sometimes with almost planar interfaces. The latter may have simple crys-tallographic indices relative to the 0 matrix. or the indices may be complex just as in the case of mar-tensites.'1 Little is known about the existence of orientation relationships between the massive and parent phases. A striking feature of massive transformations is that the massive units start almost exclusively at grain boundaries of the parent phase and frequently propagate on a broad front across matrix grains and grain boundaries of various orientations. Because of the rapid growth rate, it is thought that the interface motion is controlled. not by long-range diffusion. but by thermally activated atom jumps across the transformation boundary.

IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. To present an elaborate review of the conditions which have brought to a crisis the unfortunate situation in the British coal industry is here unnecessary, but certain of the salient points

The use of iron powder during the postwar conversion period has been increasing with great rapidity. This is particularly true in regard to the manufacture of molded mechanical parts such as bushings, gears, cams, small wheels, and the like. Many manufacturers have found it possible to replace machined cast iron and carbon steel with molded iron powder parts, and thereby can not only effect a savings in cost, but can produce a better product as well. As the field of application for iron powder parts widens, greater demands are made upon the powder supplier concerning quality and uniformity characteristics. The following are some of the most important properties parts fabricators desire in the iron powder they use: 1. The powder should have high compressibility so that good density can be obtained without the use of excessive pressures. At the same time, it should show low die wear so that a large number of pieces can be produced from the die. This means that the powder must be of high purity and good softness or plasticity. 2. The powder should produce compacts of high green strength, so that unsintered parts can be handled without breakage or fraying of the edges. 3. The sintering properties should be good so that satisfactory strength is obtained in the sintered piece. 4. Compacts made from the powder should show small but, above all, uniform dimensional changes during the sintering operation so that accurate parts can be produced, and warping and other such bad effects eliminated. 5. The powder should have satisfactory flow properties for automatic molding. 6. It is very important that the powder be uniform in sieve analysis, compressibility, flow, purity, and other qualities, from container to container in any given lot and from shipment to shipment. 7. Price—The fabricators desire all these good properties, but in many instances still do not wish to pay a premium price. There has been considerable discussion as to the importance of price of the powder in relation to the cost of the finished product. It is true that in cases where certain special properties only procured by powder metallurgy are required, price is not a criterion. On the other hand, there have been a number of applications recently made which would not be commercially practical with a powder which commands a premium in price. Iron powder parts are compressed in automatic presses to definite size, shape, and density. The powder is compressed to a density figure dependent upon the function the part is to perform, as well as upon such important considerations as press capacity and die wear. Such parts can be roughly broken down into the following density ranges:

MOST recently elected to the limited group of Honorary Members in the A.I.M.E. is the distinguished Australian metallurgist, Guillaume Daniel Delprat. His citation reads: "in recognition of his distinguished achievement as metallurgist, engineer, and administrator in the production of ferrous and nonferrous metals," Mr. Delprat's ability and experience in both the ferrous and nonferrous fields at once distinguishes him from most of his professional brothers. Mr. Delprat's nativity was neither Australian nor English, for he was born in Delft, Holland, in 1856, and educated in Amsterdam. At the age of 22 he went to Spain, as metallurgist for the Tharsis Sulphur and Copper Co., Ltd. Afterwards he spent some time with the Bede Metal and Chemical Co., which had mines in both Spain and Norway, and of which company he became general manager. Other positions of responsibility held by Mr. Delprat before he went to Australia included the managing directorship of the Cordova Exploration Co., with properties in Spain and Canada; of the Rincon Silver-Lead Mining Co., in Spain; and of the Deloro Gold Mines, in Canada.

Meeting of June 26, 1914.-The President was authorized to appoint Advisory Committees to co operate with the United States Bureau of Mines. The President announced the appointment of Edward H. Benjamin and W. C. Ralston as additional members of the Committee on Arrangements for the San Francisco meeting, 1915. H. T. Van Ells and Judd Stewart were appointed to represent the Institute on a joint committee of several technical societies to consider the standardization of graphical methods for the presentation of statistics. The President announced the appointment of H. Foster Bain to succeed Edward H. Benjamin, resigned, on the Committee of Management of the International Engineering Congress, 1915. The Secretary was authorized to issue a new circular advertising the sale of back Transactions and to sell back Transactions, bound in cloth, at a price of $35 for 46 volumes, provided sufficient orders were received to warrant the special binding. The sum of $177.50 was contributed to the San Francisco Local Section. Upon recommendation of the Committee on Membership, 70 Members, 4 Associate Members and 7 Junior Members were elected to their respective classes; there was also one change of status from Junior Member to Member.

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non-metallic inclusions seems to be satisfactory and adequate. NATURE AND CONS1lTUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

IN the relations that exist between capital and labor in this country, there is a bright as well as a dark side. After many years of distressing conditions of labor and a plentiful supply of propaganda, it is doubtful that the doctrine of the class struggle, however defined and stated, has been embraced by any influential and numerous elements of our population. Extreme and uncivilized methods of conflict, whether they be the labor spy as used by the employer or the sit-down strike by organized, labor, have come to be abandoned as the result of the pressure of sober and distinterested public opinion. Unwise terms of our law of trade unions and the unbridled zeal of its administrators show some slight signs of being revised in the light of 'experience and the protests of the law's own beneficiaries. At the point where labor policy touches economic conditions, the two powerful factions in the American labor movement appear to look with a less friendly eye on the bewildering succession of economic experiments and to have a deep nostalgia for a simpler and more prosperous economy.

The author discusses the promising future of the use of pipelines for transportation of ore slurries over long distances, citing existing installations. Various criteria and factors affecting the use and size of pipelines are considered. Among the factors influencing the use of pipelines are particle size, specific gravity, abrasiveness, minimum velocities, and pumping considerations. Long-distance transportation of solids by hydraulic pipelines holds the promise of great economic benefits. Today within the confines of most mineral processing plants, the moving of solids about in slurry form by pipeline is commonplace, since the method offers great advantages when conditions are suitable. Yet, this method is surprisingly slow in being adopted on a broad scale for transportation of solids over long distances (arbitrarily the term will be applied to one over five miles long). This is especially surprising in view of the successful realization in this country within the last five years of two daring ventures in long-distance solids pipelines. A 72-mile long, 6-in. diam pipeline of the American Gilsonite Co. has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The 108-mile long 10-in. diam pipeline of the Pittsburgh Consolidation Coal Co. has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake power plant of the Cleveland Electric Illuminating Co. on Lake Erie since January 1958. However, besides two projects in the operations of The Anaconda Co. there have been hardly any other significant solids pipeline developments in the minerals industry during the last three years. The two projects are the 14-mile long, 6-in. diam copper concentrate gravity pipeline at Anaconda's El Salvador project in Chile which has been transporting about 800 tpd since January 1959. The second is a 16-in. diam tailings pipeline at the Anaconda Reduction Works, Anaconda, Mont., designed to transport about 20,000 tpd of deslimed flotation tailings for dam building. This pipeline, which is currently undergoing tryout tests and which will be about seven miles in length, will have a maximum of three 20-in. rubber-lined centrifugal pumps in series at the starting point, each developing a maximum of 100 ft of head, to supplement gravity. It is the writer's opinion that the major reason for the hesitation in considering pipeline operations is confusion due to an inadequate understanding of the basic physical principles affecting the slurry flow process by many engineers in the industry. This in turn begets an attitude of fear and trepidation instead of confidence on the part of many management executives, which leads to a minimizing of the advantages and exaggeration of difficulties when considering the possibility of a long-distance solids pipeline. The promotion of better understanding and consequently the promotion of greater confidence in the potentials of long-distance solids pipelines when conditions are suitable is thus the main purpose of this article. To this end, after considering several examples of the possibilities for solids pipelines in the minerals field, the relative significance of the major factors affecting pulp flow, and some major aspects of slurry pumping will be discussed on a general qualitative level. Then a brief outline of the semi-empirical quantitative methods developed to date for estimating slurry flow behavior will be presented. SOME POSSIBILITIES To give an idea of the magnitude of the possible economic benefits, it should be interesting to mention briefly some of the projects currently under consideration and to suggest some likely future possibilities. At Anaconda's El Salvador Project in Chile (Fig. 1) it is eventually planned to extend the existing 14-mile pipeline by another 60 miles to bring the copper concentrates down to the coast of the Pacific Ocean. Preliminary tests indicate that the projected 6-in. pipeline will be able to transport approximately 2000 tpd of concentrates at a pulp density of 40 to

THE solid nonmetallic inclusions that are present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and. this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general the term "nonmetallic inclusions" seems to be satisfactory and adequate. NATURE AND CONSTITUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those that occur as a result of reactions taking place in the body of the molten or solidifying metal and (2) those that result from the mechanical incorporation of refractories or other materials with which the steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulphidea but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from the molten or solidifying steel may be caused by (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change in equilibrium constants as the steel cools to the freezing temperature, (4) decreased solubility with lower

THE West Edmond oil field, which covers parts of Oklahoma, Canadian, Kingfisher, and Logan Counties in the State of Oklahoma, is in geographical extent the largest single oil field found in the state. At the present time, its area of 26,800 acres is almost twice as large as the Oklahoma City field, which hitherto was the state's largest field. Many authorities believe that the West Edmond field is the most important oil pool found in the United States since Pearl Harbor. The discovery of the field without the help of geological, geophysical, or other recognized technical information, the fact that the oil and gas accumulated in a stratigraphic or wedge-type trap, and the rapid development of the productive area under wartime conditions are some of the interesting features of the field. The West Edmond field lies west of the Oklahoma City, Britton, and Edmond fields. The field is in an area that has been considered on the west flank of the Granite Ridge line of folding, on which a number of Central Oklahoma's most important oil fields are located. Over a period of years, especially since the discovery of the new pools such as Oklahoma City, Edmond, Britton, and Crescent, the general area of the West Edmond field has been explored intensively by geological and geophysical methods. This led at times to the drilling of a few dry Wilcox sand tests.

M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.
