The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

The Witwatersrand reefs provide excellent examples of chemical and structural control on gold distribution. All mined gold appears to coma from a carbon -gold association and/or Fe-S-Au association, and also from immediately above or below unconformity surfaces. A total raliance on the current syngenetic model for Witwatersrand gold does not appear to be justified from the accumulated data and may be responsible for missed opportunities during exploration: consideration of other models is suggested especially where they better fit the data. The stratabound natura of Witwatersrand gold 1& critical to mining, but is emphasized in syngenetic models to the virtual exclusion of many other important observations. By analogy with other deposit types, stratabound character is probably a poor guide to genesis.

Falconbridge, Ltd. operates six mines (the strathcona, Fraser, Lockerby, Onaping, East and Kidd Creek) in the Sudbury and Timmins districts of northern Ontario (Fig. 1). These mines vary in depth to approximately 1500m and experience a wide variety of ground conditions. Problems of greatest concern include rockbursting, backfill pillar stability, wall and pillar stability, and the use of cable anchors. A study was initiated approximately two years ago to identify how numerical models could aid in the examination and possible understanding or solution of these problems. This paper discusses the use of numerical models at Falconbridge and describes a case history of their use in examination of rockbursting at the Strathcona Mine.

In the present experimental study the geochemical stability of inorganic polymers was studied by immersing them in various solutions (distilled water, seawater and 0.5N HCl) for a period of 7 months. Inorganic polymers were synthesised by mixing ferronickel slag with kaolinite, potassium hydroxide and sodium silicate solution. The cement like paste was heated at 80 °C for 48 hours and left for curing at room temperature. Their structural integrity was assessed by compressive strength testing after subjection to freeze-thaw cycles as well as high temperature heating. XRD studies were carried out in order to identify new formed phases and provide useful information regarding the progress of the mechanisms involved.

Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents the result of research on development of an integrated data environment system for analysis of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where and how much energy is being used. This developed system represents a framework for efficient management of energy consumption.

Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. Typically, peak resistance is only reached after a finite amount of subcritical crack growth. The

Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. Bauxite mine rehabilitation is an important stage of today’s bauxite mining activities. To get an overall picture on those activities the International Aluminum Institute (IAI) has been carrying out Bauxite Mine Rehabilitation Surveys since 1991. The most recent survey from 2003 covers 70% of the world’s bauxite production and 23 corresponding companies from 12 countries. The survey activities show that nearly all operations refer to a sophisticated environmental management strategy. By setting up a review scheme based on the principles of the Global Reporting Initiative the compliance of this survey to aspects of Sustainable Development has been reviewed. The Clarification of a multitude of aspects based on the GRI guidelines helped to structure recommendations and relate them to the survey as such but also to the different stakeholders involved.

The main objective of this paper is to propose a new sustainability parameter, called Visibility Indicator (VI), to describe the influence of mining operations on the visibility of the open works in the site from the surrounding land. A further goal is to point out a procedure for Visual Impact Analysis and Assessment (VIAA) of mining and quarrying operations in the phases of elaborating and evaluating of the project and depleting the resources. The Visibility Indicator has been computed taking into consideration the evolution of the area involved in the exploitation activity.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous because of their fatality records. However, statistical analysis of West Virginia safety and production data from 1993 indicated that, when considering the correlation between accident severity and tons mined per employee-hour worked, the most efficient mines were, with the exception of very small mines, not the safest operations. This paper presents the results of an extended analysis of West Virginia mine safety using 1993 and 1996 data and concludes with the method used to suggest current priorities for focusing interventions.

The Support Technology Optimization Program (STOP) has been developed by the National Institute of Occupational Safety and Health (NIOSH) to provide a comprehensive tool for evaluating the performance of available secondary roof support systems and designs based on support strength, convergence, cost, installation time and material handling considerations. This program uses engineering models developed from full-scale testing of numerous supports under controlled loading conditions in the unique NIOSH Mine Roof Simulator load frame to determine the support load-displacement performance as a function of the various sup- port design parameters. Both standing supports, such as wood cribs installed within the entry, and intrinsic supports such as cable bolts, can be evaluated. Support systems can be designed and compared for use in a new mining section or to evaluate potential replacements for an existing design. The support design requirements are defined from 1) estimating the failure height in the immediate roof, 2) in-mine measure- ments of support and strata interaction or development of ground reaction curves from numerical modeling, 3) the performance of an existing support system, or 4) from any arbitrary load and convergence criteria. All settings can be saved to permit resuming an evaluation in progress at a later time. This paper presents the updated MS Windows version of this tool, which can be easily installed and run on a personal computer. This Windows implementation will feature a project and application scenario setup where multiple scenarios can be assigned to one project. Scenarios can then be compared on support parameters and cost. Cost parameters can be provided either as individual cost items or using a price grouping feature. Additional support performance curves and/or additional ground reaction curves will be distributed with program updates as new information is developed. Users can also provide their own support and/or ground reaction curves.

The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

The exact application of sustainable development in the mining and minerals industry has precipitated considerable debate in recent years. Since the publication of the Brundtland Commission?s Report, Our Common Future, numerous attempts have been made to define sustainable development in the mining context. The inability of the Brundtland Report to outline an effective sustainability framework, combined with its contention that no single blueprint for sustainable development exists, has prompted many academics and practitioners to provide viewpoints on the application of sustainable development in the mining and minerals industry. This paper provides an overview of the many groups of assessments made of sustainable development in the mining industry. Sustainability assessment and reporting for this industry sector using indicators are also addressed.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.
