The percentage of exploration dollars flowing out of the industrialized countries continues at an all-time high, and this shift in risk money is justified (Samuels, 1990; Bosson, 1977). Clearly, the odds of discovery are greatly enhanced if exploration is pursued in an untrampled and geologically more prospective environment. Unfortunately, such major unexplored areas of the developed world are shrinking rapidly, not just because the lands have already been tested, but primarily because they have been withdrawn from exploration. Experience, however, has shown that foreign investment is not without risks. These include problems that result from working in isolated areas, a lack of infrastructure, untrained workers and an absence of a solid geological data base. While the likelihood of once-feared expropriation is now low, mining enterprises still must take precautions to gain the support of their constituencies, including a variety of governments (local, provincial and central), workers, environmentalists, cultural organizations and local landowners. Is foreign exploration worth the risk? In most cases, Yes! But maintaining tenure and long-term success in a less developed country is only likely with good planning and the use of appropriate safeguards. These include measures such as buying country-risk insurance, building multinational relationships, forming joint investments, developing a broad customer base and seeking local investors in the company (Cobbe, 1979). The primary theme of this lecture is: How a company handles its constituency is critical to long-term tenure in a foreign country. Ideally, a multinational mining company would be so effective in dealing with the local people and managing its relationship with the host government that it would become a preferred employer, preferred over its competitors and over local companies. Historical overview Our earliest ancestors lived in Africa three to four million years ago. The Paleolithic or Old Stone Age, about 500,000 years ago, marked the beginning of mining in its earliest form (Gregory, 1980; Wolf, 1984). Various types of rocks and stones were used for tools and weapons, with flint being the preferred resource for implements. Initially, these materials were collected as stones (eoliths) lying on the surface. Then they came from excavations of flint in limestone beds that were exposed in river banks or naturally occurring excavations. Later, more formal mining developed. No doubt tribes of the Old Stone Age experienced conflict over rights to eoliths, food and land. The question of who owns the land and has rights to its contents and what is fair value for extraction is still the subject of intense debate and, occasionally, open conflict. As time passed, the search for useful minerals required migration from one area to another. Later, voyages from Europe to the New World and travels to other remote regions were funded and supported by absentee investors, kings and such (Rogers, 1976). The primary objective of such funding was to obtain gold, silver, food stuffs and other commodities that could be collected from the new countries. This is still the objective of foreign investment.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. Ore and waste cannot always be visually separated. The distinction between ore and waste may need to be made on the basis of blasthole sampling. Hand drawn dig limits or computer-generated contour lines do not account for uncertainty, economics or equipment. Geometric methods for interpreting grade information such as the polygonal or triangulation methods share the same limitations as contouring. Geostatistical techniques exist for the realistic modeling of grade variations and uncertainty. Decision analysis techniques exist for the binary classification of ore, and waste blocks in the presence of this uncertainty. Block-by-block classification is not enough; mining equipment cannot exercise free selection of blocks. There is a need for procedures to determine optimal dig limits that account for (1) the uncertainty in the grades, (2) the economics of risk-qualified decision-making, and (3) the ability of the mining equipment to dig to specific limits. This paper presents a procedure for optimal determination of dig limits that account for these constraints. Simulated annealing (SA) is used with modest computational requirements because the number of variables is relatively small. The solution of the optimization problem is dig limits that maximize profit under multiple constraints. The method is illustrated with different constraints and tested against hand drawn dig limits in a "Dig Limit Challenge," which illustrates the efficacy of the new method.

The solution to the problem expressed in the title of this paper might well be condensed into one word, AUTOMATON, But if I were to stop there, even though most of you might applaud, I am afraid that a one-word paper might not justify my coming to this meeting, So let?s explore the matter and try to learn if and to what extent the science of automaton can be applied to the problem of coal cleaning. In taking this approach we must, of course, by-pass the fact that plants In this Country and aborad have been automated to a greater or lesser extent. We will explore the matter from the beginning and not merely take the approach that because others have done it we can do it also. First, let us see just what is meant by automaton.

Under sponsorship of the USBM and later of the DOE, a new type of rotary rock drill has been developed by The Bendix Corporation. Originally developed for the production of holes for the installation of longer than seam height roof bolts, the flexible drill is a useful tool for many drilling applications. This drill allows hands-off or remote production of holes for increased drilling speed and greater operator safety in any strata suitable for rotary drilling. The paper discusses various applications and experience for the flexible drill system in coal mining, metal/nonmetal mining, and for general civil engineering uses. Manual, remote control, and automatic roof bolter modules are also discussed.

The problem relating to the use of insoluble anodes in acidic and highly aggressive environments has still not been definitely solved, and it is therefore a recurring subject of discussion. The fields of application in which insoluble anodes play a fundamental role are mainly in the electrolytic extraction of metals, in cathodic protection with impressed current, and in the production of oxidized halogenated salts. Based on the foregoing, B.U.S Engitec Servizi Ambientali (BESA) developed an electrode suitable for the use in the above-mentioned system. The basic component of the BESA anode is a bimetallic wire made of a copper rod (core) covered by a thin layer of valve metal, to be chosen between tantalum (Ta) and niobium (Nb). The wires, coated with suitable catalyst (PbO2, Pt or others) are inserted in a plastic frame and fixed to a current feeder by means of a screw, ensuring an optimal contact. Experimental data on the operating conditions, such as kind of electrolyte, current density, electrode potential, corrosion tests and fields of possible application, are described.

If one considers that prehistoric man's first house may have been a limestone cave, calcium carbonate may be the most timeless of all building materials. Fanciful history aside, CaCO3 has been used for countless applications in human habitats. After all, tine marble block and tiles have always been the hallmark of eloquents and style. Mortars and cements derived from limestone have held together the very blocks of our civilization. In modem times, synthetic polymers are blended with ground limestone to produce everything from pipe, floor tile, cultured marble and house siding. All of these miracles of our technology contain CacO3 of various sizes and in varying amounts. This paper will discuss some of the critical attributes of CaCO3 which make it suitable for the new building products that have helped increase our standard of living. The vehicle of discussion will be a residential, single family house.

A control technique is described for enhancing the efficiency of materials handling and other mining operations. The concept involves human-operator and robotics control interactions to assist in mining operations. Many mining tasks require a human operator to coordinate the motion of several machine links by simultaneously manipulating multiple joysticks or other control devices. The new control architecture allows for automatic coordination of multiple machine joints. The machine movement may follow a computer-optimized, learned coordination pattern, while the operator still retains the master control of the overall trajectory and velocity parameters. Examples are described for a surface mining front shovel.

The effect of the stability and rheological properties of magnetite dense medium on the separation performance of a 6" dense medium cyclone (DMC) is studied with the use of fine density tracers. The tests in which different size fractions of magnetite are used to prepare the dense media reveal that at low medium densities (<1.5 s.g.), the best separation is achieved when using the magnetite with intermediate particle sizes (du3.2=18 11m). At medium densities above 1.5 s.g., however, it is beneficial to use coarser magnetite. With the fine magnetite dense medium, an increase in medium density results in a decrease in separation efficiency. With the coarse magnetite, an opposite trend is observed; the separation efficiency is improved with increasing medium density. An accurate cutpoint control is critical in gravity separation. The cutpoint shift for coarse feed particles is found to decrease with increasing medium stability (density). It assumes values close to zero in a highly stable fine dense medium. When the size of the treated particles is small (<0.5 mm), the cutpoint shift is mainly determined by medium rheology. With increasing medium density, a continuous increase in cutpoint shift is observed.

Based on a set of random combination of openings, the layout of openings will gradually improve with the help of genetic operations, including reproduction, crossover, mutation and fitness calculation. The optimal solution will finally emerge according to Darwinian principle: "the survival of the fittest ".

We will describe modifications to air-sparged hydrocyclones (ASH) that enhance collisions and reaction of wastewater contaminants with sparged gas. These new ASH-based reaction chambers are combined with flotation tanks that are designed to optimize separation of bubbles and particles from water. In combination, these systems have achieved unprecedented removal of contaminants from industrial wastewater and process water while requiring smaller footprints with lower capital and operating costs. Real-world examples of chemical and nonchemical water treatments that demonstrate the outstanding flexibility and applicability of these systems are shown. Design enhancements that resolve the operational problems of traditional ASH are discussed.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations&apos; information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

The use of computerized steady-state process design balance systems has reduced engineering man-hours by as much as 80 to 1 over conventional manual balance calculations. The popularity and widespread use of such systems by the minerals industry increased dramatically in recent years, but these systems were mainly available for use on large main frame computers and lacked graphic capability. A considerable amount of engineering manpower was required to "conceptualize" a process flowsheet. After sketching the flowsheet layout, the engineer was still faced in most cases with a time-consuming reduction of his graphic concept of the problem to numerical data required by the balance program. Furthermore, output from these early systems was usually in tabular numeric form. The computer results then were transferred manually to a pictorial representation of the process. A new process design balance system has been developed which runs on a popular and inexpensive personal computer. This system combines modern Computer Aided Design (CAD) principles and the graphics capabilities of the personal computer to allow the process engineer to define a flowsheet problem while creating a process flow diagram. The system provides balance results in both pictorial and tabular form. Past, present, and potential applications of the system are discussed, and an analysis of the cost benefits derived from its use are provided.

The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country&apos;s growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

You can&apos;t control the price of metals in the world market, you can&apos;t control labor rates since they are tied to industry norms, and the price of raw materials are relatively insensitive to specific price reductions to your firm. Then I will show you the reasons why railroads suddenly "like" short hauls.

The success of the heap leaching process for extracting precious metals from low grade ores in many cases depends on successful agglomeration of clay fines. This paper relates the development of a new agglomera­tion agent, named Leachit, that has demon­strated an ability in some ores to decrease leaching time. Data from a commercial test­ing laboratory is presented to illustrate a comparison of leaching efficiencies with other agglomerative agents, such as lime and portland cement. Conclusions will point out certain advantages of Leachit to the heap leaching gold recovery industry.

To generate a most profitable, ultimate pit limit is generally the first step in mine design. This paper presents a new graph theory oriented, optimum ultimate pit limit design algorithm which will maximize the total undiscounted net profit. This algorithm performs much better than the well known Lerchs-Grossmann algorithm, in terms of the reduction in computation time and computer memory requirements. This algorithm operates on many directed trees in a graph, where each vertex in a tree represents a block in the mine model. The formation of each directed tree is based more on the ore-waste support concept than the geometry constraints alone. The general procedures of the algorithm, programming considerations and two case study results are discussed in the paper.

The effectiveness of the new DuPont Passivation Technology in eliminating acid generation from iron sulfides is presented. Passivation is achieved by treatment with a dilute basic perman­ganate solution. This treatment produces a thin impervious layer of iron/manganese oxide on the sulfide surface, providing a bar­rier to the environment so that the sulfide is not available for undesirable reactions such as the production of acid.
