"INTRODUCTION The existing Baltimore and Potomac (B&P) Tunnel accommodates Amtrak (National Railroad Passenger Corporation) and MARC (Maryland Rail Corporation) service between Baltimore, MD and Washington, DC and occasional local freight service. The Baltimore and Potomac Tunnel Replacement Project proposes new tunnel construction through Baltimore, Maryland along the Northeast Corridor (NEC) that maintains connections to Baltimore Pennsylvania Station. After the Replacement Project is constructed and operational, the disposition of the existing tunnel must be determined. The tunnel could be abandoned; however, considering its location in a congested downtown, alternative uses have been considered to take advantage of this unique piece of infrastructure by repurposing it. Alternative uses for the existing 140-year-old B&P Tunnel may end up being cost effective and should be considered, as the tunnel can be made accessible to construction crews for extended periods of time that will allow for efficient work activities unlike when it is fully operational. Possible alternatives include conversion for non-rail use, rehabilitation, or complete modernization for continued rail traffic. The following paper describes the four potential fates of the conceptual designs for the existing B&P Tunnel. The four concepts include: • No Build – rehabilitate to keep the tunnel operational. • Abandonment – complete or partial sealing of the tunnel. • Adaptive Re-Use –repurpose the tunnel with sustainable building practice. • Full Rehabilitation and Modernization – bring to current fire-life safety aspects. Of the four concepts, only the no build addresses maintaining the tunnel while it is under traffic. The remaining fates address the existing tunnel after the new tunnel is operational and railroad traffic has been diverted to it. Development of these conceptual designs were provided in a concept design study (Parsons Brinckerhoff/Parsons, 2015) that supports the National Environmental Policy Act (NEPA) review process for the Project, which includes evaluation of possible alternative uses of the existing B&P Tunnel."

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

Throughout the history of mankind, the principal use of coal has been to produce heat through combustion. The heat is used in many ways: to warm air space for our comfort; to provide heat or energy to power industrial processes, such as cement and steel production; and to produce electricity. Because it is our nation's most abundant fossil energy fuel, coal in the late 20th century is on the threshold of becoming a significant source for synthetic liquids and gas energy fuels for this country. This is made possible by conversion processes which can change solid coal into various synthetic gases and liquids. These coal-derived fuels are nearly identical to the processed fuels and chemicals provided by natural gas and crude oils, which presently provide almost all the petrochemical feedstocks and energy fuels needed for the residential, light commercial, and transportation markets. A revolution is beginning to take place, not only in the United States, but in many other countries with a return to a coal-based energy economy. Also, new combustion and conversion technologies which are compatible with national health and environmental goals are rapidly emerging. These technologies will allow coal's use to be expanded not only in its traditional markets, but also to supply markets held by natural gas and crude oil. With the worldwide decline in natural gas and crude oil reserves, coal is being-looked upon to meet the energy demand. Because of these new coal conversion technologies, coal will no longer be only a combustion fuel, but a valuable raw material for production of a variety of clean fuels and chemicals.

The Inco process can be retrofitted into a typical heap operation with minimum capital. Capital cost for a mid to large size heap would be less than 1 cent/ton. Acid consumption in copper heap leaching is determined by the minerals present in the ore. Gangue minerals such as biotite and chlorite consume acid together with copper-bearing minerals such as chrysocolla and malachite. Acid consumption is affected by the rate of acid application and the particle size. Some gangue minerals undergo alterations and cause precipitate formation during acid leaching. Other minerals form due to precipitation as dissolved ion concentrations from a variety of mineral sources combine to exceed saturation levels. Copper recovery is related to all of these events. This study presents information on acid consumption of various gangue minerals as well as data for copper recovery from an associated copper ore.

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. Let the container be cylindrical with an inner cross-section S and filled to a height L with a radon exhaling material with the specific mass p, the porosity E, the radon pore production rate f and the diffusion length i. In 1989, worldwide total mineral industry activity registered advances from 1988. The advances may not have been as noteworthy as in 1988, but they can be regarded as a worthy theme for this article. The momentous political events throughout the centrally planned economy world had only a modest impact on actual 1989 industry performance. But these events have such potential for worldwide changes in economic activity in future years that they dwarf the actual happenings of 1989 in the minerals industry. Perhaps most significant factor here is the rapidity with which these changes have occurred. The end of World War II saw the almost immediate division of the world into major economic blocs. Since then, mineral industry activities and other industrial operations have been governed, to a considerable extent, by this partitioning. The developed market economy nations have operated as a group, the centrally planned economy states as another group. And these two groups essentially have vied for recognition in mineral industry operations in the developing economy states of Asia, Africa, and Latin America. The boundaries of these country blocs were fixed in the late 1940s and early 1950s. They were not markedly altered in the ensuing 40 years. We have seen the establishment of the Organization of Petroleum Exporting Countries, the continued Arab-Israeli confrontations in the Near East, the upheavals surrounding the rise of Moslem Fundamentalism in Iran, and the establishment of Soviet-oriented governments in Cuba and Nicaragua. These events have had notable effects on the world economy. But they have done little to change the pattern of market economy states functioning as a competitive bloc with the centrally-planned economy countries.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. The excavation process and equipment used for excavation join firmly each other. By changing the process or method, the construction of equipment may be altered essentially. It has been possible to develop a wholy new type of hydraulic boom for tunnelling, when only parallel drilling instead of V-cut is used. The utilization of controlled blasting has made small holes more desirable. So the controlled blasting has had an influence on the selection of drill steel equipment and in this way also influenced the construction of the equipment.

Abrasion is an important mode of performance for any element of an engineered product that involves material contact for example, a conveyor belt cover. Abrasion resistance is considered to be one of the leading factors in belt cover design and improvement. Various types of abrasion testing are reviewed by and compared to actual belt applications. A new quantitative screening torsional abrasion test is developed by Goodyear to mimic a dynamic contact between belt cover and differently shaped stones of various weights dropped onto belt at any angle, velocity and height.

Air-fall tuffs have been altered to zeolite via reaction of volcanic glass with local pore solutions at the six localities discussed in this paper. These are in the southern Basin and Range Province of Arizona and New Mexico, and in the Trans-Pecos and Coastal Plain regions of Texas. Zeolitization occurred in either closed- hydrologic, open-hydrologic, or hydrothermal groundwater systems. The tripping Spring Valley (DSV) chabazite in Arizona and the Buckhorn clinoptilolite in New Mexico originated in a late Cenozoic network of closed-hydrologic, lacustrine basins extending from southeast Arizona into southwest New Mexico. At DSV, two potentially commercial chabazite-rich tuffs are interbedded with lacustine mudstone. The main zeolite tuft contains up to 90 percent chabazite. The upper zeolite tuff averages approximately 67 precent chabazite. At the Buckhorn deposit, two clinoptilolite-rich tuffs are interbedded with lacustrine m udstone in the upper part of the Gila Conglomerate. The lower zeolite tuff contains up to 90 percent clinoptilolite. The upper zeolite tuff contains over 60 percent clinoptilolite. The Casa Piedra clinoptilolite is in the Trans-Pecos region of Texas. It formed during the Tertiary in a closed basin containing a playa lake. The Casa Piedra tuff averages about 60 percent clinoptilolite. Air-fall tuffs of the Cuchillo Negro, New Mexico and Tilden, Texas clinoptilolite deposits were zeolitically altered by either percolating ground waters in open-hydrologic systems or locally by ponded, saline, alkaline solutions. Cuchillo Negro tuffs are Tertiary and average approximately 50 percent clinoptilolite. Clinoptilolite-rich tuffs of Ebcene age have been mined from four quarries at the Tilden deposits. Tufts from the Kuykendall and Buck Martin quarries contain approximately 50 to 60 percent clinoptilolite. Low temperature, SiO2 - rich, hydrothermal solutions altered air-fall tuff to clinoptilolite and chabazite in the Foster Canyon area of the Tertiary Cedar Hills and Seldon Hills volcanic-vent zone in southcentral New Mexico. Poster Canyon tuffs contain up to 60 percent zeolite and average 40 to 50 percent clinoptilolite. The dominant mineral in the zeolite tufts at the six deposits studied is generally microcrystalline and either chabazite or clinoptilolite. Lithic fragments, unaltered volcanic glass, other zeolites, quartz, calcite, opal-CT, cristobalite, feldspar, evaporites, clays, and mafic minerals are also constituents of the tufts.

Digital systems have been employed in industry as an aid in process evaluation and control for about 20 years. The earlier systems were quite simple and did little more than periodically scan a multitude of process variables, perhaps comparing them to alarm limits, and print out the results. As time passed, the needs of industry and the imagination of process engineers became more demanding. Rather than perform only alarm checking and logging, operating guides were generated to help the operator gain optimum performance from the process. Eventually, systems were entrusted with the job of manipulating the set points of the local analog control loops in a (DDAC) digitally directed analog control mode. Today digital systems are used to gather all-the process information, including both analog and digital variables; to make the necessary data manipulations; and to control the process end elements in a (DDC) direct digital control mode. During these years of transition from the very simplest systems to the complex systems of today, the demands upon the system engineer have been every increasing. The process engineer has required, among other things, more computational ability at high speeds, faster input and output rates, greater flexibility, better communication facilities (man-machine interface), (process oriented software), and finally, greater reliability at lower cost.

Over the past decade, the coal mining industry has faced the difficult task of remaining profitable in the midst of declining market prices. Historically, the industry has been quite capable of meeting this challenge by various means. As total costs to mine and market coal continue to increase, new methods of tackling the problem must be implemented. Studies have shown that although many options exist to influence both inby and outby costs, the greatest potential remains in addressing costs at the coal face. Mining operations can positively effect a change in their profitability by either reducing costs, or by increasing production to in turn lower their net cost per man-hour. Original equipment manufacturers can play a key role in both options through the introduction of new technology that permits higher extraction rates, as well as other advantages leading to lower cost coal. A leading advancement over the past 30 – 40 year period has been the advent of progressively higher voltages to operate the mining equipment. This advance enables higher power transmission for a given cable size, operation at lower amperages resulting in less voltage fluctuation, and reduced heat on the cable and electrical components.

Following lip on a USBM-sponsored research project, the authors have utilized the knowledge-base structure and system concepts from the Sun Sparcstation-based worker scheduling system of the Mine Management Support System to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, their availability on a shift, and work priorities for a shift as well as to allocate manpower optimally on a work shift and delineate supervisory training responsibilities. The various components of the software are described in detail, along with enhancements made to the original system.

Continuing advancements in manufactured diamond materials as used in rock cutting tools have created a new generation of high production tools for mining. This paper reviews the three major manufactured diamond product types available in the mining industry as supplied by General Electric Co., Specialty Materials Dept., and examines the ways these materials are used. As an integral part of this examination, the economic impact of manufactured diamond tools is evaluuted. Time and again, one will find that the premium price for these tools is economically justified when compared to traditional tools.

Work on the design of Kelex 100 was initiated several years ago at the Research Laboratories of Ashland Chemical Company. The effort was specifically directed toward the synthesis of an organic molecule which would strongly and selectively chelate copper ions in acidic solutions and form an oil soluble complex which would be stable in contact with an aqueous phase having a pH of approximately one. This publication describes efforts to establish data which could be used to estimate the economic utility of the new reagent. For helping to accomplish these ends, the author wishes to acknowledge the assistance of Mr. A. V. Henrickson of Hazen Research, Inc. for gathering a portion of the data presented here and to thank the copper companies who supplied leach solutions for studies described in this paper.
