Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. During the past 20 years, methods of multivariate statistical analysis have been developed on mainframe computers for the integration of geological, geophysical, geochemical and LANDSAT data in mineral resource appraisal. At present, it is becoming increasingly feasible to perform mathematical image analysis of digitized patterns on microcomputers. This has led us to develop a new method of statistical pattern integration for mineral exploration. In this paper, the new method is used to outline, by means of posterior probabilities, exploration targets within small areas of which the prior probabilities for occurrence of new mineral deposits had been estimated by multivariate analysis.

Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. An extensive series of linear and rotary cutting tests were run in soft and medium strength rocks at the Earth Mechanics Institute of the Colorado School of Mines to investigate the possibility of very high speed mechanical excavation for tunnel, raise, and shaft boring. The results of these tests demonstrate that cutter penetrations of 38.1 mm (1.5 inch) and cut spacings up to 228.6 mm (9 inch) are possible in such rock without exceeding the bearing capabilities of the cutters. It was also demonstrated in vertical boring tests that continuous excavation rates up to 38.1 m/hr (125 ft/hr) can be achieved with state-of-the-art technology provided sufficient thrust and torque is available. A predictor model for soft rocks was also developed using the test data. Analysis of this model shows that the errors between the predicted and observed cutter normal loads appear to be independent of cutter diameter, tip width, cut spacing, and depth of penetration. This suggests that the structure of the model is correct with respect to these variables. An analysis of the coefficients in the model was also made and a correlation found between the principal coefficient and Unconfined Compressive Strength. The second coefficient in the model was found to be similar in magnitude to rock properties such as Brazilian Tensile Strength, Shear Strength and Point Load Index.

"For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50–200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.INTRODUCTION A great number of potential applications of lithium are being developed currently by the thermonuclear fusion power generation industry(1,2) as well as by the battery and fuel cell industry(3). Even though lithium is mainly consumed in the form of lithium metal and some lithium compounds, about 10% of total lithium production is consumed directly as mineral concentrates by the ceramic industry for the manufacture of special ceramics and mica based glass-ceramics(4). Granitic pegmatites normally contain feldspars, quartz, and mica in addition to lithium-bearing minerals such as spodumene (LiAl(SiO3)2), petalite (LiAlSi4O10), and lepidolite (KLi2Al(Al,Si)3O10(F,OH)2). The amount and grade of metallic minerals tend to gradually decrease and become lower, leading to the increase in the price of base metal or metallic compound(5). Accordingly, recent studies have been extensively devoted to developing the technique to improve the grade of metallic minerals from low grade metallic ores(6,7). Nevertheless, studies regarding the improvement of Li grade from lepidolite ores are very scarce. Lepidolite is a phyllosilicate mineral of the mica group and is often associated with other minerals such as calcite, muscovite, feldspar, and quartz, which need to be separated for lepidolite enrichment(8). Many studies have reported the flotation techniques for separating calcite, muscovite, feldspar, and/or quartz from various targeting minerals(9-11); however, there has been no attempt to investigate physico-chemical properties of lepidolite and its separation from such types of gangue minerals through flotation. Hence, in this study, for the first time, flotation has been carried out for the quaternary ammonium salts (stearyl trimethyl ammonium chloride (STAC, (CH3)3CH3(CH2)16NCl))-lepidolite system based on only the electrokinetic property of minerals that consist of lepidolite ores without adding any depressant to get an initial insight on its flotation behavior. The experimental variables that influence the lepidolite flotation such as amount of collectors, feed size and solution pH have been also examined."

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. Synthetic indium-bearing zinc ferrite (IBZF) was mechanically activated by a tumbling mill. Subsequently, the behavior and kinetics of leaching zinc and indium from the initial IBZF and activated IBZF in sulfuric acid solution were investigated. The results demonstrate that the tumbling ball milling enhances the leaching reactivity of IBZF and increases the zinc and indium extractions. The reaction temperature and H2SO4 concentration have an important effect on leaching zinc and indium from the initial IBZF and activated IBZF. The kinetic model -ln(1-x) = kt was used to describe the kinetics of leaching zinc and indium from the initial IBZF and activated IBZF and to calculate the kinetic parameters. The tumbling ball milling causes a decrease in activation energy and reaction order, which indicates that the dissolution of IBZF after mechanical activation by a tumbling mill becomes less sensitive to temperature and H2SO4 concentration. For the zinc leaching, the activation energy decreases from 73.9 to 70.3 kJ/mol and the reaction order decreases from 0.72 to 0.70. For indium leaching, the activation energy decreases from 78.1 to 73.5 kJ/mol and the reaction order decreases from 0.82 to 0.69. It is found that the dissolution rates of the initial IBZF and activated IBZF are controlled by surface chemical reactions.

Widespread high-calcium (HC) limestones in New Mexico and adjoining areas, are low in magnesium, but some units include shale interbeds that would be deleterious for usage in sulfur removal. In southwest New Mexico, southeast Arizona, and adjoining parts of Mexico, limestones in the thick Mississippian Escabrosa, Pennsylvanian-Permian Horquilla, and Cretaceous U-Bar units are HC as are strata in the Mississippian Lake Valley, Pennsylvanian formations, Permian Hueco, and parts of the Permian Capitan Limestone of south-central and southeast New Mexico and west Texas. In north-central and central New Mexico, many limestones in the Pennsylvanian Madera Formation are HC as are some of the Cenozoic travertines. In northwest New Mexico, where the present-day mine-mouth coal- fired power plants occur, there are no HC limestones, but to the north in southwest Colorado some beds of the Mississippian Leadville Limestone and Pennsylvanian Hermosa Formations are HC. HC limestones considered contain at least 95 percent calcium carbonate and less than 3 to 5 percent magnesium carbonate. Limits for other impurities are alumina, 1 percent; silica, 2 percent; sulfur 0.05 percent; phosphorous, 0.02 percent; and iron oxide, about 1 percent. Chemical and physical requirements differ slightly depending upon the ultimate use.

Special attention must be considered in the production of high-grade rare earth products, such as mixed rare earth oxalates or carbonates. In the main minerals used industrially, the rare earth elements (REEs) are finely associated with impurities like calcium (Ca), magnesium (Mg), manganese (Mn), iron (Fe), aluminum (Al), thorium (Th), uranium (U) and phosphorus (P). Most of these impurities must be removed to avoid losses of rare earth oxides (REOs) as well as to prevent product quality degradation and low operational performance in the downstream steps of solvent extraction or ion exchange. The present study aims at investigating the conditions required to precipitate REEs, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with low Al3+ and UO22+ concentrations and very high Ca2+, Mg2+, Mn2+, and SO42− impurity contents.

Areas of concern confronting the expanded use of coal for per generation include environmental, political and the nation's energy security and economy. These matters and available alternatives and options directed to the expanded use of coal are reviewed.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. With obvious signs of deterioration, the double track, historically registered Bergen Tunnels as part of the commuter rail system in New Jersey waited for rehabilitation for a long time. Serious water in filtration not only caused operational and safety hazards for the electrified rail line but also deteriorated and structurally compromised the tunnel lining. An innovative rehabilitation program was developed to enlarge the tunnel and to provide a new waterproofing system and final lining. For the rock excavation and support New Austrian Tunneling Method (NATM) principles were utilized, while water tightness was achieved by installing a PVC membrane waterproofing system followed by a reinforced cast-in-place final lining. Experienced on-site supervision generated additional savings during construction by streamlining support elements based on geologic conditions encountered.

In this study, domestic molybdenum disulfide (MoS2) concentrate was roasted in a chamber furnace and then in a rotary kiln. The behavior of the roasting process was examined in both furnaces, and which type of furnace is more advantageous to use in mass production was investigated. It is theoretically possible to roast in a chamber furnace, but a major problem was observed when the amount of concentrate was increased in the chamber-furnace experiments. The problem was solved by using a rotary kiln. This study improves the understanding of the roasting of  MoS2 concentrate and presents a different perspective to the industry, showing that rotary kilns can also be used for roasting.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). Fractal theory was horn in the mid-1970s. Since then, its application has been spreading day by day, from mathematics and geology to areas such as geophysics, physics and material sciences. In this paper, fractal models are developed to characterize particle size distribution and surface area. Theoretical formulas are derived for the computation of fractal dimensions D (size) and D[s] (surface area). The models developed are applied using experimental data of particle size distribution and surface area obtained from the Microtrac Particle Size Analyzer for dust processed by several size reduction devices. The theoretical models and the experimental data are found in good agreement. The fractal dimensions obtained are D = 1.350 to 1.770 and D[s] = 2.058 to 2.584 for fine coal dust particles (< 15 µm) produced by various size reduction mechanisms. The physical meaning of these fractal dimensions is also related to the dust generation processes.

Measuring diesel particulate matter (DPM) for underground metal/nonmetal mine compliance samples is done by collecting DPM onto quartz fiber filters and analyzing the samples via NIOSH method 5040 for elemental carbon (EC) and total carbon (TC). As part of the sampling train, two quartz fiber filters in tandem are housed inside an SKC DPM cassette that includes an impactor. The impactor segregates DPM and mine dust, and the second filter is used to correct for adsorption of vapor phase organic carbon (OC). Since the value of the second filter is subtracted from the first, the pre-existing carbon on the filter media for both filters needs to be comparable. In addition, the pre-existing carbon on the media should be low for accurate and sensitive results. However, there have been some reports of elevated OC on the filter media of the SKC DPM cassettes, which would cause the limit of detection (LOD) to be higher than reported at times. In this study, blank SKC DPM cassettes from different batches and with different expiration dates were analyzed to quantify the amount of carbon on the filter media and to determine the LOD and limit of quantification (LOQ) associated with these samplers. It was found that the organic carbon and total carbon on the media was about five times higher than quartz media used in samplers from other studies. The average TC on the blanks was 2.57 μg/cm2 with a standard deviation of 0.70, resulting in a LOD of 21 μg/m3 TC, 8-hr Time Weighted Average (TWA), and LOQ of 69 μg/m3 TC, 8-hr TWA, when using these samplers for collecting DPM. The LOD and LOQ may be improved through some sample preparation techniques. INTRODUCTION Exposure to diesel exhaust (DE) is associated with an increased risk for lung cancer and other adverse health effects (Attfield et al. 2012, Silverman et al. 2012, Ping and Guang 2017, IARC 2012). Pronk et al. 2009 reported that the highest exposed groups to elemental carbon (EC) from DE worked in underground sites in mining and construction and they were exposed to concentrations between 27–658 μg/m3. At concentrations (1–25 μg/m3 EC) well below those observed in mining, diesel particulate matter (DPM) exposures were estimated to increase the risk of cancer by levels exceeding those typically acceptable for occupational risk in the United States and Europe (Vermeulen et al. 2014). This suggests that underground miners are especially at risk because of their more substantial exposures in confined working spaces. As a protective measure, in 2001, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/nonmetal underground miners to DPM to an 8-hr time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, 2006).

As a part of the Department of the Interior&apos;s rutile and titaniferous materials development program conducted under the Defense Production Act, the Bureau of Mines investigated the potential for producing national stockpile grade rutile from plant products of phosphate beneficiation plants operating in the central Florida pebble phosphate district. The potential for producing ilmenite, zircon, and monazite concentrates from the plant products was also investigated. Results of these studies indicated that 3,000 to 6,000 tons of rutile, 28,000 to 55,000 tons of ilmenite, 9,000 to 19,000 tons of zircon, and 400 to 800 tons of monazite passed through the plant circuits annually. All of these minerals are presently being sent to waste ponds. Beneficiation of a bulk heavy mineral concentrate separated from the amine flotation tailing (froth product) of numerous plants in the district showed that it was possible to produce a rutile concentrate containing over 94 percent Ti02. Additional studies showed that over 70 percent of the Ti02 in the rutile concentrate could be isolated in a product containing 98.0 percent Ti02. The studies also showed that it was possible to produce ilmenite concentrates containing 63 percent Ti02, zircon concen¬trates containing 65 percent Zr02, monazite concentrates containing over 85 percent monazite [(Ce,La,Y,Th) (P04)], and xenotime concentrates containing over 35 percent xenotime (YPO4).

In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world&apos;s leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. The motion of grinding balls has been the subject of study since 191 9 when Davis published the first treatise on this subject. Subsequently came the notion that knowing mill power draft, using Bond equation or others, is sufficient to do an analysis of grinding. Next, population balance models provided accurate scale-up from small laboratory size mills to very large plant size mills. However, this success was not repeated when dealing with semiautogenous grinding mill. The study of charge motion with the discrete element method provides support and answers to such issues. Besides providing an accurate picture of charge motion in large mills, the method begs the investigator to study grate and pulp lifter equally critically with fluid dynamic principles. Hence, in recent years, the field of comminution in grinding mills is advancing on a firm footing.
