According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

The Berkeley Pit of The Anaconda Company is located on the southeast slope of the Butte Hill, the legendary "Richest Hill on Earth," and is one of the largest pit operations in the world completely dependent on truck haulage. Through October 31, 1968, the Berkeley stripping and mining operations have moved more than 442,589,000 tons of material. Present scheduled production is at the rate of 260,000 tons per day, with a record quantity of 306,900 tons having been hauled on September 23, 1968. Although the Berkeley Pit has been in production only a little more than ten years, it has been the proving ground for many of the presently used large trucks. Beginning with the original R. G. LeTourneau 75-ton electric truck in 1960, Unit Rig 85- and 100-ton electric drives, Haulpak 65- and 105-ton electric drives, and Caterpillar 100-ton electric drives have all been tested under production conditions. In addition, engine development has kept pace with both 1000-hp diesel and 1100-hp gas turbine engines now under test. As the size of the Berkeley operation has grown, the truck fleet has changed in size and appearance in order to maintain economic mining costs. The original fleet consisted of forty-three 36-ton trucks with conventional mechanical drives. The present fleet is made up of eighty-nine trucks: nineteen 85-ton Unit Rig electrics with 700-hp diesel engines; sixty-nine 100-ton Unit Rig electrics with either 700- or 1000-hp diesel engines; and one 100-ton Unit Rig electric with an 1100-hp gas turbine engine.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. BP Minerals America (BPMA) has completed its $400 million modernization of Kennecott Utah Copper's Bingham Canyon mine. Modernized facilities include the in-pit crusher, conveyor, ore storage area, concentrator, ore pipe-line, and tailings pipeline. With modernization, Kennecott will achieve substantial cost reductions. Bingham Canyon is now one of the lowest cost copper producers in the world. And the mine will continue to provide jobs and income in Utah for another 30 years or more. The Modernization Project began in February 1986. The work took 33 months. In late 1987, the construction force peaked at 1100 workers. Kennecott Utah Copper now employs a permanent work force of 2100 employees. Less equipment and more efficiency The modernization work has increased the scale of the facilities that transport and process copper ore. A large, continuous transport system has replaced multiple haulage units. Fewer but larger pieces of equipment have replaced many crushing, grinding, and flotation units. The result is less maintenance, fewer employees, and improved metal recoveries. About one-third of the $400 million modernization project is directed at improving ore movement by eliminating rail transport. The new concentrator accounts for the remaining two-thirds of the modernization investment. The modernized plant was started up in stages. In February, ore was fed to the crusher. By the end of March, the three grinding lines were operating and the flotation circuit was producing copper concentrate. In July, the design through-put rate of 70 kt/d (77,000 stpd) was reached. October saw the achievement of targeted metal recoveries that corresponded to the fully modernized operation. It is estimated that Bingham Canyon will annually produce 181 kt (200,000 st) of refined copper, 9.3 t (300,000 oz) of gold, 71 t (2.3 million oz) of silver, and 5.4 kt (12 million lb) of molybdenite. Current Bingham Canyon production is about 97 kt/d (107,000 stpd) and a similar amount of overburden. Some 70 kt/d (77,000 stpd) of ore are processed through the in-pit crusher and 27 kt/d (30,000 stpd) of ore are transported by rail. The Bingham Canyon mine has yielded more than 11 Mt (12 million st) of refined copper. In 1863, precious metals - silver-bearing lead - were first discovered in Bingham Canyon. What was once a mountain is now a huge open pit. In fact, the mine is the world's largest man made excavation. The pit is some 4 km (2.5 miles) wide and 0.8 km (0.5 miles) deep. Since the pit began operating in 1906, more than 4.5 Gt (5 billion st) of material have been removed. Modernized facilities Electric 21 m3 (27 cu yd) or 23 m3 (30 cu yd) shovels are used to load the haulage trucks. Both 154 t (170 st) and 181 t (200 st) trucks are used to haul the ore to a mobile, in-pit crusher. The crusher replaces three crushers located at the old concentrators. There are two dumping locations at the new crusher, which can handle two trucks a minute. The 1.5 x 2.7 m (60 x 109 in.), 745 kW (1000 hp) Allis-Chalmers gyratory crusher reduces the ore to 254 mm (10 in.) size or less and delivers it to the conveyor. The crusher and conveyor systems are capable of handling 9 kt/h (10,000 stph) of ore.

Computer-assisted instruct ion is now being used in areas as diversified as training handicapped children to preflight simulation for airline pilots. This paper reports on two courses that have been developed at SDSM&T on the PLATO system for miner safety training. Advantages of computer-assisted instruct ion for this type of training is discussed. (Figures show examples of actual use.) A discussion will be given on other applications such as maintenance troubleshooting, training of engineers and managers at remote sites and training of local people for working in the mine.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This is the second part of a three-part series. The first part was published in the October 2013 issue of Minining Engineering magazine and can be found here at www.me.smenet.org. This paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper, to be publised at www.me.smenet.org on Oct. 14, presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

With the world’s ever-expanding push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source found in the USA is bastnaesite, a rare earth bearing fluorocarbonate mineral, currently mined at the Mountain Pass Mine in California. To increase production, it is essential to optimize existing processes and create new ones to better utilize current resources. Therefore, a US Department of Energy Critical Materials Institute sponsored research program was carried out at the Kroll Institute for Extractive Metallurgy to expand the fundamental understanding of the industrial bastnaesite concentrate leaching system. With the help of prior knowledge, thermodynamic calculations and design of experimentation based lab testing, a novel single-stage hydrochloric leach system was created to optimize the rare earth extraction from bastnaesite. Historically, the existing industrial process has utilized a two-stage leach system involving a high-temperature hydrochloric acid leach with liquid solid separations followed by a caustic crack stage of the leach residues. A series of single-stage leach experiments were run by reacting locked cycle flotation concentrates with hydrochloric acid to test common leaching parameters. The results of these patent pending single-stage tests have shown rare earth recoveries significantly higher than reported recoveries of historic two-stage caustic crack processes, all while decreasing the equipment required and the type and amount of reagents needed.

Most of the coal presently used by the utility industry is cleaned at preparation plants employing wet processes. While water is the mainstay of coal washing, it is one of the least desirable components in the final product causing a reduction of the heating value as well as handling difficulties. Currently available dewatering techniques are inefficient for dewatering very fine coal (minus 325 mesh). The US coal industry has expressed serious concern about utilizing advanced cleaning processes such as column flotation because an efficient and economical dewatering process is not available.

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of ‘handling supplies or material, load and unload’ and ‘moving power cables.’ Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods – the mobile manipulator, the in-mine hoist, and a cable-handling system - being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

A new method for the design of long- wall chain pillars, called Analysis of Longwall Pillar Stability (ALPS), is described. The method provides estimates of the relative stability of different longwall pillar designs during all stages of their service life. The key issue addressed by ALPS is the magnitude and time-of-arrival of the longwall abutment loads applied to chain pillars. A field study was conducted and other available field data were analyzed in order to develop an approach for estimating the abutment loads. An example based on longwall experience in the Pittsburgh seam is used to illustrate how ALPS can be used in mine design.

There is a need for direct tailpipe sampling of diesel vehicles in mines in order to determine the effects of an emissions-based maintenance program, evaluate control technologies such as diesel particulate filters and identify the worst diesel particulate matter (DPM) emitters in a fleet of vehicles. therefore, this study examined the performance of three portable instruments: a personal dust monitor (PDM) manufactured by thermo Scientific, a prototype elemental carbon monitor (Airtec) manufactured by FLIr and a prototype Ae91 instrument from Magee Scientific. These instruments were evaluated on the basis of their ability to provide direct reading tailpipe analysis for DPM. It was determined that the average bias of the tailpipe results from the PDM and the Airtec were 3±12% and 4±20%, respectively, when compared to the standard method of determining tailpipe particulate concentrations from a diluted exhaust. It was also determined that the Ae91 instrument correlated with the standard method.

"INTRODUCTION Cohesive soils are notorious for causing clogging of the cutter head and the excavation chamber of tunnel boring machines (TBMs). While clogging leads to a drastic reduction in excavation performance, it further induces higher wear of tools and other parts of the cutter head and may even prevent a controlled support of the tunnel face and, thus, lead to face collapse and excess settlements or sinkholes. Employing well-balanced soil conditioning techniques, the clogging tendency can be significantly reduced. The monitoring and control of soil conditioning as well as the timely detection of potential clogging tendencies require a close monitoring of all relevant machine parameters and measurements. To this end, a reliable and powerful Process Controlling software that gathers all machine and process-related information is a prerequisite for successful mitigation of clogging-induced problems. The remainder of this contribution is organized as follows: First, a brief introduction to the Process Controlling system PROCON is given. Afterwards, the mechanisms and mitigation techniques of clogging are discussed. Finally, an example is given how Process Controlling has been employed to soil conditioning in a tunneling project with highly clogging soils.PROCESS CONTROLLING Being both the active part and a huge measuring device, the shield machine represents the core component in mechanized tunneling. This machine comprises a manifold of complex components and devices that require constant supervision and control and, thus, is equipped with a manifold of different sensors that provide a continuous monitoring of the state and condition of the machine (Maidl & Stascheit, 2014). If these data are put into the whole context of the tunneling process, they can provide insight to the assessment and optimization of the performance and to the prediction of potential risks and hazards such as, for example, the tendency of clogging of the cutter head."

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

Mine planners are challenged to hold two seemingly opposing objectives: maximizing the mine?s operational efficiency while minimizing post-closure impacts. One of the most effective approaches to meet these objectives is to plan for mine closure from the start. Mine closure is typically viewed as the process that happens in the period of time when the operational stage of a mine is ending and the final decommissioning and mine rehabilitation is being undertaken. In reality, it is a continuous series of activities that begins with preplanning prior to the project?s design and construction and ends when long-term site stability is achieved and a self-sustaining ecosystem is established. Putting this model into practice as early as possible can significantly reduce the financial burden of mine closure and rehabilitation.

The significant growth of the world population and its demand for an increasing standard of living leaves no other choice than continuously augmenting industrial production and making available steadily greater quantities of raw materials at still better qualities. Therefore, any raw material has to be utilized to the greatest possible extent and processed at optimum economy on large mechanical equipment. The layout of processing facilities of large throughput rates can be based on multiple or single lines. The latter enables the application of large machines of optimum size. Proven equipment for homogenizing, classifying, separating superfine material, sorting and dewatering are-now available in optimum sizes. By the use of these large machines operating cost of pit coal preparation plant can be significantly lowered by reducing the specific requirements regarding space, capital investment, energy, operation and maintenance.

The open stope room and pillar method of mining is used throughout Ozark Lead Company's underground mine located at Sweetwater, Missouri. This method of mining produces an approximate overall ore extraction of 80%. Pillar recovery, on a limited and experimental basis, was started in January of 1979 to determine the maximum size underground opening that could be mined safely. Monitoring the roof and surrounding pillars for potential failure during this pillar recovery process was accomplished by utilizing a simple rod extensometer to measure roof sag. Boreholes 7.5cm in diameter were drilled 3.5m into the roof to spot any separations or cracks that might have propagated between the bedded layers of rock. Underground openings 85m in length by 46m in width have been mined successfully without roof or surrounding pillar failure. Continued measurements to establish long term results will be necessary.

From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.
