The Navajo Mine is exclusively a multiple seam surface coal mine located in the northwest corner of New Mexico, and entirely on the Navajo Indian Reservation (Figure 1). It is owned and operated by the Broken Hill Propriety Co., Ltd. of Melbourne, Australia. The mine began production in January 1963 with a long term fuel supply agreement with the Four Corners Power Plant. The 2175 MW nominal generating capacity of the Four Corners Power Plant consumes 8-8.5 mm tons of coal annually. With estimated reserves totaling 1.1 billion tons of strippable coal, only one third is presently committed to the generating station. As development has continued over the years, mining operations have advanced into more complex geologic areas to satisfy the utilities demand for coal.

"INTRODUCTION This report summarizes a research about mines which are transitioning from surface to underground mines. It is a guide to make strategic decision in these increasing amount of mines. Capital and operating costs are linked with major strategic decisions in the exploitation of an ore body. This is the reason to analyze costs related to this transitioning world trend. There are multiple reasons for transitioning from Open-Pit (OP) to Underground (UG) mining. The primary economic incentive for going UG is that the cost per unit of ore from OP mining eventually exceeds that from UG extraction. This is due to the excessive amount of waste that must be extracted when the depth of the pit increases. In addition, the reduced footprint of UG operations contributes to diminish the environmental impact on the surface. Furthermore, it becomes more difficult to find new, easily accessible ore deposits. Then, a cost model helps to guide strategic decisions in the transition from OP-to-UG mines. Objectives • Propose a methodology to guide strategic decisions in the transition from OP to UG mining. • Create an integrated cost model based on existing OP and UG individual cases. • Identify and characterize a group of mines transitioning from OP to UG. • Analyze operating and capital costs of a particular transitioning from OP to UG mine. MAIN CONCEPTS Open Pit Mining (OP) The main decisions in OP mines are: Cut-off grade, Stripping Ratio (SR), equipment size, stockpiling, pushback sequencing and processing capacity. The stripping ratio is measured as the tonnage of waste required to be removed to reach and extract one tonne of ore. The material extracted from an OP exploitation can be classified as waste and ore. This classification depends on the cut-off grade. The cut-off grade indicates the minimum amount of material with economic value in a block. The waste from the mine is going to the waste dump and the ore is going to stockpiles where will be store and then going to the processing plant (leaching or concentrator). The waste of this process is going to the tailing pond big pools. And the product is sell in the market. Another important issue is the mining capacity which is going to define the investment in mining equipment. Underground Mining (UG) The first decision to be made in order to open an underground mine is selecting the mining method. Caving methods are the more productive and have lower operating costs. There are three caving methods: Block Caving (BC), Panel Caving (BC) and Sublevel Caving (BC). The access development could be an horizontal adit or a straight or downspiral decline. A shaft could be used for inclined or vertical access. Other key issues are: equipment capacity, cut-off grade and production sequencing."

"The wear phenomenon in TBM machines is not a simple issue, as many parameters are playing an important role on the consumption of the tools during a tunnel excavation. The action of the wear due to the contact with the soil can occur on the excavation tools, on the cutterhead, in the excavating chamber and on the screw conveyor. The test developed at the Laboratory “Tunnelling and Underground Space Center” of the Politecnico di Torino is aimed to reproduce the interaction between the tools and the excavated material, simulating the excavation conditions in terms of soil conditioning and water content. The test, which is not standardized, is studied to evaluate the wear in a global point of view. The present work starts by testing the influence of the use of chemical agents during the conditioning phase on the drop of the wear phenomenon, in terms of metal weight loss. 1. INTRODUCTION The wear phenomenon of the excavation tools used in TBM tunneling machines is playing recently a major role in the design stage of full-section tunnels in both soils and rocks. Concerning EPB excavation technology, the main issue regarding productivity is the wear of its components (Peila et al.,2012), which increases the so called dead time in the whole process. The friction generated between the components and the ground causes the consumption of the tools and other metallic components in contact with the ground, described as primary and secondary wear by Nielsen et al. (2006a). This leads to downtime, with risky and complicated maintenance operations (Peila and Schulkins, 2009), as occurred in recent tunneling works in Liguria (Italy). The study of this argument in granular soils is very delicate, as it encloses not only the properties of the excavation tools, but also the characteristics of the ground to be excavated (hardness, mineralogy composition, shape and dimension of the particles and moisture content). The penetration mechanism is based on the scraping of the ground, by mean of cutting tools, with its consequent consumption. Concerning the rocks, the excavation principle is characterized by crushing the rock mass matrix by applying high compressive stresses through cutting disks. In such a way, to avoid frequent downtimes and their consequent economic losses, it is very important to study this subject and therefore understand and forecast the durability of the components, in order to try to maximize the productivity of the machine by reducing the frequency of maintenance stoppings."

Drilling programs and the study of active geothermal systems have shown that the reservoir rocks in many fields contain minor quantities of base and precious metals. Commonly, base-metal sulfides occur in the subsurface but, where present, Au, Ag, Hg, As, T1 and Sb rich precipitates deposit near, or at, the surface. Although in some fields (Geysers, Larderello, Tongonan) some of the ore minerals (and others) are relict, there is evidence that they are now depositing in a few systems. Recent work on active hydrothermal systems in New Zealand shows that: (1) Sphalerite, galena, chalcopyrite (forming veins and disseminated discrete crystals) plus rare pentlandite, cobaltite and arsenopyrite, occur at Broadlands, NZ. Rare quantities of base-metal sulfides also occur in cores and cuttings from the geothermal fields of Waiotapu, Kawerau, Tauhara, and Ngawha. Further, Kakimoto (1983) has identified cassiterite, native silver, and trace gold in cores from Tauhara, in the south-eastern part of the Wairakei field. Bore temperatures at the depths from which these minerals were recovered are mostly between 220° and 300°C, but at Broadlands are locally as low as 120°C. The host rocks are Quaternary talc-alkali, silicic lavas and pyroclastic rocks, andesites, dacite and deep Mesozoic greywackes and argillites; however, there is no obvious relationship between mineralization and stratigraphy, permeability or well output. (2) The deposition of amorphous precious metal precipitates (Au, Ag, Hg, As, Sb, T1) from hot springs and well discharges has taken place at Broadlands, Waiotapu and Rotokawa; it also occurs at Kawerau. (3) Water discharging from Frying Pan Lake, Waimangu, is presently depositing siliceous sinter containing up to 4.1% tungsten. A characteristic of mineral-depositing fluids in the New Zealand geothermal fields is their very low salinity (total dissolved salts of 3000 ppm or less but with high CO2); they are of near- neutral alkali chloride composition, although water discharging from Frying Pan Lake has a pH of 4.5, and very low metal contents. Very effective concentration processes (10 times for gold at Broadlands) must occur: in the subsurface these include boiling and rapid cooling but near, and at, the surface, mixing of waters of different pH seems to dominate. In particular, descending acid condensate, derived from separated steam and oxidation of H2S mixes with its parent alkali chloride water, resulting in precipitation of amorphous ore metals. Base-metal sulfides also occur in veins and as disseminated grains in geothermal fields at Tongonan, Leyte and Southern Negros, Philippines. These fields have a porphyry-type setting with host rocks of Miocene andesitic lavas and pyroclastics intruded by diorites so that the fields have undergone complicated thermal histories before cooling to their present base temperatures of about 325°C. Precious metals have precipitated from waters from some wells (Leach, pers. comm.) but they do not, as yet, form ore-grade deposits.

Today, the future of the coal industry is extremely bright because coal can be produced at a cost which makes it competitive with other energy sources. However, the industry has been forewarned that further cost reductions must be made if it expects to remain a serious contender in the growing energy market. Surface as well as underground operations must be improved. The very same elements which affected production a. few years ago still exist today and will continue to be present in the future. Improvement's in production mining equipment, mining methods, and auxiliary equipment have resulted in reduced costs over the past few years. Efforts must be continued toward further reducing costs in areas which have been improved previously, and new areas should be investigated for possible improvements. Therefore, new techniques must be developed which will enable the industry to augment its current efforts in reducing the cost of mining. The logical place to begin evaluating the factors affecting production and cost is in the immediate face area where a substantial part of the total cost of mining is incurred. The coal industry stands to gain much through the development of new techniques for analyzing the numerous variables affecting production and by establishing methods for eliminating or minimizing the adverse effect of those variables which can be controlled. Intuition and trial-and-error methods have been the standard means used to resolve many of the factors which influence production. As a result, many elements are overlooked or ignored because their effect on production is not pronounced and cannot be readily resolved. The need for a method of analyzing such factors was recognized by the Office of Coal Research. Therefore, in April 1962, under OCR sponsorship, a. research project was initiated at Virginia Polytechnic Institute (VPI). The objective of the project was to identify the factors which influence mining costs in the immediate production area, and to develop methods and techniques which will enable the coal operator to minimize production costs. The objective of the research at VPI has been successful, and techniques have been developed for establishing quantitative facts concerning the interrelationships of production activities.

There are basically two commonly used methods of drying washed coal. They are mechanical drying (sometimes called dewatering) and thermal drying. The common methods of mechanical drying are by using vibrating screens, cross flow screens, sieve screens or Vor-Siv, vacuum filters and centrifugal dryers. With thermal drying, the common types include direct fired fluid bed, rotary drum, flash or suspension, vertical tray or cascade continuous carrier or vibrating fluid bed dryers and hollow screw dryers. In the past, it has more or less been a general rule that any time the total product is being washed, both mechanical and thermal drying was required. The reason for this was that a product moisture of 3 to 4% was required and thermal drying was and is the only practical method by which this can be accomplished. With the advent of air pollution controls and the ever increasing concentration on dust elimination, a 3 to 4% moisture product is no longer practical in either the preparation plant or in the processing plants which utilize the coal. Under the new standards, it is desirable to have a product with a 6.5 to 7% surface moisture. With this moisture range, dusting, due to handling, will bc kept at a minimum.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). "India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. The project was completed in 1998.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. With the federal climate change legislation in progress, there is a need for demonstration-stage technologies aimed at providing clean energy from coal. Our research aims to experimentally illustrate the feasibility of capturing CO2 on a novel sorbent system from a gaseous stream. The gas is then released resulting in a regenerated sorbent and a pressurized stream of pure CO2 to be used for storage. The proposed sorbent is a ceramic honey-comb structured monolith coated with CaO supported on a high-surface area alumina. CaO is a natural acceptor of CO2 and our design ensures the physical stability and chemical reactivity of CaO over a large number of CO2 capture/release cycles. Furthermore, the use of the monolith ensures a uniform flow through the reactor, minimizes pressure drop across the reactor, and maximizes the surface reactive area. In this paper, we will present the results from a flow-through laboratory-scale reactor that establishes the efficiency of the proposed system to capture CO2. Future applications of the reactor include integration within the new-generation coal gasification power plants, such as IGGC, as means of providing decarbonized electricity.

To ensure the continued growth and economic viability of the Western coal industry, both in the domestic and inter- national markets, it is essential for the industry to become more creative and active in confronting the most serious obstacle in this objective; and that is, the inherently long distances which Western coal must be transported inland to reach its major markets. Figure 1 shows the 1982 coal consumption by state for those states where Western coal was consumed. (Except as noted in this paper, Western coal producing states are defined as Colorado, New Mexico, Arizona, Utah, Wyoming, Montana and North Dakota. Any exceptions used will have only an insignificant effect on the content of the paper). This figure illustrates the long distances that are required for Western coal to reach its markets. The total production for 1982 from the Western coal producing states was approximately 220 million tons, of which only 85 million tons was consumed within the boundaries of these states. The remainder was transported to markets outside the area. This map also shows, based strictly on the consumption of the states to which Western coal was shipped during 1982 and not considering other factors which are involved in the marketing of coal, the total market potential of Western coal would amount to a total of 445 million tons. This does not include export coal from the West Coast, which is now estimated to be less than 2 million tons for 1983. In 1980, it had been estimated that by 1985 the West Coast exports would have been at least 10 million tons per year, which will not be attained.

Stemming plugs are used as an accessory in drilling and blasting industry. They supplement conventional stemming material (i.e. drill cutting) with retention of gases in the drill hole that result in better fragmentation of rock and improved explosive utilization. Better fragmentation and explosive utilization along with economic benefits enhance efficacy of the project. Incorporation of stemming plugs in drilling and blasting industry is in exercise for about thirty years. The efficiency of stemming plugs is a key factor in their rising induction in mining industry. Different studies have been conducted on the economic viability of these plugs. The focus of this paper is the selection of stemming plugs for a bench blasting operation and the examination of blasting operation efficiency based on ergonomics and human factors. Three types of stemming plugs were evaluated during multiple blasts at a limestone quarry. Their performance was evaluated using split desktop software. Based on the human factors plastic molded stemming plug (stemming plug-1) was found to be the best among all selected plugs. INTRODUCTION Surface mines and quarrying operations heavily depend on bench blasting to achieve high volumetric targets and production demands. Use of explosives is the most economic method adopted for rock breakage and movement. Extensive research had been performed to enhance explosives energy utilization. This include changing the drilling pattern, application of air decks, stemming plugs, and use of other supportive devices. Optimization of explosive energy has been a major concern in those mines that rely on drilling and blasting operation to carry out main production. Due to continually increasing cost, efficient mining demands, and associated hazards of using explosives, it is necessary to utilize explosives at their best. Efficiency of a blasting operation is generally evaluated by the fragmentation size. From post blast conditions at blasting site to efficiency of processing plant, anything can be affected due to improper blast resulting in bad fragmentation. Better fragmentation is necessity for better operation of the system along with consideration of the safety of operation, environmental issues and related costs. For developing a blast design, an engineer should always attempt to minimize the cost of operation without compromising with acceptable technical and safety necessities [1]. Blast performance is dependent on many different factors associated with the process. These factors have been gauged as blast geometry, explosive specification, and rock mass properties [2]. Similarly, in 2013 Mohammad et al. concluded that fragmentation dynamics depends on blast hole diameter, primer, spacing, stemming, burden, and delay timing for blasting operation [1]. At the work site where this study was performed, blast holes were filled by drill cuttings and muds to help in confining gases. In a blast hole, gas confinement helps in better rock fragmentation along with reduced flyrocks. This practice is most common in many countries including Pakistan. Due to lack of homogenized particle size, the effectiveness of confinement is variable and majorly based on the size of stemming. Extremely small sized drill cuttings often result in hole blow out along with flyrocks from the collar. This improper blast energy will result in poor blast, bad impacts on environment, and reduced operational efficiency. In addition to the stemming material, the length of stemming is also a prime consideration. The decrease in stemming length will increase the quantity of explosive in the blast hole and an increase in stemming material generally improves stemming performance.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

Phosphate mines in Florida are continuing to encounter higher dolomitic content host rock with the phosphate pebbles(1) necessitating a change in grinding conditions and/or circuits, One of these changes is to install hydrocyclones and close circuit the mill as opposed to the traditional open circuit grinding plant. Close circuiting of the grinding mill with hydrocyclones allows one to take advantage of reduced process mill power requirements by circulating the coarse mill discharge back into the mill for multiple chances of particle breakage. Additionally, as in this case, the hydrocyclones de-slime the pebbles, allowing for more efficient use of grinding power by reducing the amount of dolomitic material recycled to the mill.
