Assessment of abrasivity and cutter life are necessary to properly manage risks when tunneling in mixed face ground which includes ground with cobbles and boulders. Maximizing cutter life requires: (1) abrasivity and strength parameters for soil matrix and rock clasts, (2) methods of combining both, (3) proper selection of cutters and (4) modified TBM operation including use of boulder detection methods from the TBM to help make operation decisions. This paper presents approaches for addressing these factors sufficiently to improve tunneling success in mixed-face and cobbly-bouldery ground. Current laboratory abrasivity testing will be assessed along with equivalent quartz content correlations to soil matrix and rock clast abrasivity. New approaches to combining abrasivity testing of both the soil matrix and rock clasts for various cobble and boulder volume ratios will be suggested to estimate cutter life and intervention intervals. Methods for detecting boulders and using detection data to modify TBM operations to minimize boulder impacts are provided.

The experimental results of some wet batch and continuous grinding experiments carried out in a 40 x 40 cm grate discharge ball mill have been analyzed for the variation of the grinding rate parameters, Si, with various operating conditions using a linearized population balance model. The wet grinding tests were carried out under conditions which were very similar to those encountered in the actual practice in plant operation. Well distributed -4 and -20 mesh feeds of two complex pyritic ores were used. The volume-percent solids in the pulp ranged from 30-40, the particle load from 5-8 kg, and the solids feed rate from 70-1 10 kg/hr.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

The traditional way of generating open-pit mine production schedules has several limitations. This work addresses the design and production-scheduling problem by considering minimum operational space requirements under a Direct Block Scheduling approach to generate extraction sequences that satisfy the operational space required. For this, traditional formulations were extended by including a new set of constraints that generate operating spaces for mining equipment to move and extract material. Then, a heuristic algorithm produces close to optimal practical pushbacks. This proposal was applied in a case study, and the results show its ability to generate practical production schedules without sacrificing expected return, obtaining differences in terms of Net Present Value (NPV) lower than 1% when compared to the traditional approach.

Borehole (slurry) mining, in which a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a Bureau of Mines program to increase the domestic availability of critical minerals. Approximately 1700 tons (1.54x106 kg) of phosphate ore were mined at 40 tph (10.1 kg/s) from a depth of 250 ft (76 m). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

Optical fibers have revolutionized the telecommunication industry, because of their ability to transmit large amounts of data over long distances. Without optical fibers many of the communication technologies on which business, industry and research rely would be impossible. In addition to their use as communication devices, optical fibers are often used as sensors. Despite the great promise that optical fibers have for the development of many types of remote sensing devices, few remote sensing devices have been built for use in the mineral industries. This paper will describe the use of optical fibers as sensors for surfactant adsorption at mineral surfaces.

The Highland Valley Copper partnership was formed in July 1986 and was the logical result of a mine with a large ore reserve but no adequate mill, and a mine with a large, modem mill but dwindling ore reserves. The original partners -Cominco and Lornex -were joined in January 1988 by Highmont Mining Co. which contributed a two-line concentrator. During 1988/1989, the Highmont mill was moved 7.5 km to adjoin the Lornex mill, forming what is now called the Highland mill, with a current nominal capacity of 130 000 tonnes per day. The mine is located 220 km northeast of Vancouver, British Columbia and is close to four communities in which personnel make their home: Logan Lake, Merritt, Ashcroft, and Kamloops. The map in Figure 1 2.2 shows the general area. Kamloops is a major service centre and is serviced by two railways, two major roads and a regional airport.

Surface coal mines in West Virginia are receiving stringent NPDES discharge limits for total recoverable selenium. With limits in the low parts-per-billion range, selection and implementation of proper sample collection and analytical methods are imperative for quality assurance and control and for consistency in results. Given the typical oxidized form of selenium in the water, the low limits and the large and variable flow rates from the watersheds, end-of-pipe treatment is difficult and cost-prohibitive to implement. Discharge locations in the remote and steep terrain exacerbate the problem. To evaluate options for end-of-pipe treatment at a Patriot Coal Corporation surface mining operation in West Virginia, CH2M HILL performed wastewater characterization for a range of key constituents and selenium species at three outfalls for selection and preliminary sizing of appropriate treatment processes. A preliminary evaluation of base and wet-weather flows was done to understand flow variability considerations for discharges. A conceptual evaluation of technologies to treat selenium to permitted levels was conducted in con-junction with order-of-magnitude life-cycle cost estimates.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

Although great strides have been made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, the number of accidents resulting in disabling injuries and lost time has continued to increase. Looking ahead to the 1990s, the reduction of accidents and incidents typically found in these latter categories should be emphasized in safety training for underground coal mining. Loss control is an approach which shows promise for applications in mine safety training since loss-control strategies focus on the pre-contact stages of an incident rather than on the incident, itself. Applied to safety training, the heightened awareness of personnel to workplace hazards at the pre-contact stages should result in a reduction of accidents and injuries. This paper explains the concept of loss control and shows how it can be applied in the development of the needs assessment for miner training programs. An example, based on research conducted at the continuous-miner worksite, is provided.

Reliable ore reserve estimates for deposits with highly skewed grade disributions are difficult tasks to perform. Although some recent geostatistical techniques are available to handle problems with these estimations, ordinary kriging or conventional interpolation methods are still widely used to estimate the ore reserves for such deposits. The estimation results can be very sensitive to the search parameters used during the interpolation of grades with these methods. This paper compares the ore reserve estimates from ordinary kriging using several cases in which certain search parameters are varied. The comparisons are extended to different mineralizations to show the changing effects of these parameters.

The titanium dioxide pigment industry in the United States has always relied to varying degrees on imported titanium concentrates. Dependence on foreign ilmenite was especially high (generally over 85% of consumption) until 1942, when large-scale U.S. production of ilmenite began, and has since ranged from 12% to 47%. Rutile import reliance was generally in the 45% to 80% range until the early 1960's, when increased use in the chloride pigment process raised dependence on imported rutile to over 90% in most years since 1963. Import reliance of zircon, obtained almost entirely as a byproduct of titanium mineral production, has generally ranged from about 30% to 65% of consumption. This paper will examine the history of U.S. sources of these heavy mineral commodities, and will discuss the potential U.S. future supply in view of changing industrial uses and processes and the anticipated development of new heavy-mineral-sand processing operations, such as those at Richards Bay in the Republic of South Africa and in Sierra Leone.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.
