The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

At that time less than two dozen codes were incorporated into the engineering design and they were somewhat static and well known by the engineering designers and managers. The Courthouse Commons SEM Tunnel was excavated within 6 feet of cover beneath two buildings in downtown San Diego utilizing high-precision geotechnical instrumentation. The excavated dimensions are approximately 25 feet in diameter and 328 feet in length connecting two in-service detentionlevel security buildings. Presupport includes large-diameter grouted canopy pipes and smaller pipe spiles. Initial support consists of fiber-reinforced shotcrete with lattice girders. This paper presents observed ground and structure behavior and lessons learned. Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Because the Environmental Protection Agency has identified methane as a greenhouse gas, the importance of de gasification through gob wells has become more critical. It has been observed that the degree of methane emission is closely related to the geomechanical characteristics of coal bearing strata, roof, floor, and surrounding coal seams. Monthly production data from 250 gob wells were collected from the Warrior Basin in Alabama, and many interesting correlations were observed between methane production with longwall face width, face advancement rate, number of gob wells in a panel, and geologic columns. Extensive finite element analyses were performed to estimate the characteristics of the emission zone in an attempt to corroborate these findings. This paper describes an investigation for developing correlations between the geomechanical behavior of the methane emission zone with methane production.

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at thirteen mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing buckets ranging from 30-to 220-cubic-yard capacity, were documented. We have judged that U.S. surface coal mining draglines, 30 yards and larger, can be represented as 120 machines having 60-cubic-yard buckets, moving 1.8 x 10 yards of overburden during 6,650 hours of productive availability per year. Based on our limited field study, we have calculated that downtime resulting from rope-related causes averages 105.6 hours per year for each (typical 60-yard) dragline. The total lost production from this source alone is thereby estimated at about 25 x 10 yards annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators could expect improved rope life by periodic review of their practices and by adopting or adapting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by about five to one, among the sites studied, we believe considerably improved average performance is possible. As little as ten percent overall improvement would mean increased national productivity exceeding two million yards of solid overburden removal, and associated savings in rope costs alone of some two million dollars annually, not to mention any reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life, thereby lowering expenses and increasing surface coal mining productivity. From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

The objective of this research was to conduct field-scale experiments at an operating surface coal mine in order to determine the impact of the bucket fill factor on dragline production rate and energy consumption. Data collected from a dragline monitoring system were recorded in a specifically designed software tool and the relationship among these parameters was established. an algorithm for the determination of the ?best? fill factor was developed and integrated in the software. It was determined for the analyzed dragline in the mine that energy consumption in the digging phase can be reduced by 36% and production rate can be increased by 1.4% for a bucket fill factor of about 80%, a fill distance of 19.8 m (65 ft) (i.e., 3.1 bucket lengths) and a bucket fill time of 15 sec. the method developed and applied in this study may help dragline operators to determine the fill factor that will increase production rates and reduce energy consumption in specific surface coal mines. of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. The interest in the use of micro- organisms in the leaching of sulphide minerals has been traditionally exploited as a scavenger process for the recovery of valuable metal by- products from waste ore dumps. Environmental concern on sulphur emission from conventional pyrometallurgical plants together with the cost of stack cleaning systems to comply with legislative control also indicate baccerial leaching to offer a low cost treatment for the processing of sulphide minerals. The paper describes the effect and limits of relatively coarse particles on the complete leaching of pyrite and its importance to the practical application in dump leaching operations of sulphide minerals. It has also been demonstrated that static leaching techniques have encouraging economic potential for process plant operations compared with agitated leaching systems.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

Technical Papers, Mining Engineering Vol. 49, No. 12, pp. 70-75, Discussion by McIvor, R. and Fink, R. P. We must challenge what we consider to be dubious statements in the above-mentioned article. Much of what is reported was published elsewhere over a year ago (i.e., in their reference: Chi, G., Fuerstenau, M.C., Brandt, R.C. and Ghosh, A., 1996, "Improved comminution efficiency through controlled blasting during mining," International Journal of Min¬eral Processing, Vol. 47, p. 93). There is nothing unusual or significant about a 10% or more difference in grindability between two materials of apparently similar origin and other attributes (such as chemical assays, hardness and specific gravity). Consider also that: • the materials came from different locations in the pit; • only two sets of four blastholes were considered per blast: • spatial orientation with respect to the face and other blastholes was also altered; • only two pairs of data were collected; • the impact of sampling error and bias, • both of which could be significant in this case; and • normal experimental error in parameter measurement and calculation. It is clearly inappropriate to draw any conclusions with regard to cause-and-effect relationships without first presenting a thorough error analysis. A substantial number of randomly selected test and control areas might provide meaningful statistical evidence of the claimed effect of the variables being studied. Even that appears doubtful, however, because Figures 3 and 4 show about as much variation in crushing energy for the two "regular" conditions vs. regular and altered conditions. On a separate, but also important issue, broad experience with autogenous/semiautogenous milling has shown that smaller or weaker feed material results in reduced tonnage. ? Reply Thank you for the opportunity to respond to the comments of Messrs. Mclvor ant Fink. The points raised are addressed in the order of presentation. As the commenters noted, there are parallels between this article and a previous manuscript. The reason for these complementary articles is that the audiences for the two publications are different, although there is obviously some overlap. We believe that the different audiences each profit from the technical aspects of the two manuscripts. We are not in agreement that a grindability difference of 10% is insignificant. The laboratory work is corroborated by data obtained at plant scale, which confirms that an increase in throughput of the same magnitude (between 5% and 10%) is achieved when the blasting pattern is modified, i.e., reduced from 9 to 8 m (29.5 to 26.2 ft). This increase in throughput translates into substantial power savings for ore grinding. No differences in appearance in the rock were noted between the two adjacent areas. Rock in both areas belonged to the same rock mass/block, which was quite homogeneous and without geological features in between that could create drastic differences in comminution characteristics. Given the resources, we would have sampled from all of the holes. Additional data would certainly have been desirable, as would have been additional funding to expand the study. Their comment, "spatial orientation with respect to the face and other blastholes was also altered," is not clear. Figure 1 does not show the initiation sequence. Without the initiation sequence, we do not understand how the commenters concluded that spatial orientation with respect to the face and other blastholes was altered. The commenters may be trying to make the point that the four-hole configurations with respect to the original bench face are not exactly the same. In fragmenting the

The deposition of metastable carbonate minerals in ar. aid, sheltered, coastal environment, leads to the formation of a flat, coastel, sabkha plain. The ground waters of the sabkha plain are modified by evaporation, precipitation of salts and reaction between ions in solution and the host carbonates. The resulting brine is similar to those found in fluid inclusions associated with Mississippi Valley type deposits. The aragonite and high magnesium calcite found in the sediments can concentrate lead and zinc from sea water. On diagenesis the lead and zinc are released into the sabkha brines.

INTRODUCTION The U.S. Bureau of Mines, Spokane Mining Research Center, has been conducting and documenting rock mechanics research in the Coeur d’Alene mining district for the past ten years (1, 2, 3, 4, 14, 15). A current project combines the information gathered from rock mechanics instrumentation, geologic structure, and analytic techniques to improve shaft and support design for the deep mines of the district (3). This project required knowledge of the anticipated loads and the physical properties of the rock mass to provide accurate input data for computer design models. Several techniques have been utilized to determine the physical parameters including the USGS (U.S. Geological Survey) solid inclusion probe, the CSIR (Council for Scientific and Industrial Research) biaxial and triaxial strain cells, and the CSM (Colorado School of Mines) dilatometer. This paper describes the determination of the in situ modulus of deformation in three mines over a period of three years and the evaluation of these results as they applied to this project. The need for in-situ rock mass properties such as the modulus of deformation has stimulated research and development of a large number of instrumentation techniques. One area of continuing interest involves various methods of radial borehole dilation. This concept was pursued by Menard (9) with an apparatus known as the pressure meter, which is used frequently in soil mechanics. Other developments in rock mechanics include the CPC (cylindrical pressure cell) by Panek (11) and the dilatometer by Rocha et.al. (13) in Portugal. The CSM dilatometer, which also utilizes this technique, was chosen for this project because it required a small amount of background study, was inexpensive, and could easily be combined with other experiments being planned for the test locations. Although no previous field applications to hard rock (compressive strengths greater than 20,000 psi) has been documented, the instrument was selected since good results have been achieved in granite, oil shale, and several coal measure rocks (11, 12).
