During the past year the news media has come in for its share of criticism. Some of it, without doubt, is justified. Much of it, like that which has been leveled against some of the rest of us, is not. We can sympathize with the newspapers and magazines, the radio and television stations. Like the coal industry, which I represent, they are a part of the free enterprise system. They depend upon advertising for their existence, and advertisers patronize those media which reach the most people interested in their product. The various news media are therefore In avid competition for circulation. Although they do have an unquestioned influence on the public, they are primarily a reflection of the public and it is in this context that we will consider them. Granted that this reflection is sometimes a bit distorted, let us admit that any subject which does not strike a responsive chord In the public will soon be dropped by the media.

INTRODUCTION The Sunnyside mines of Kaiser Steel Corp. are lo¬cated on the west flank of the Book Cliff Range, a tongue of the Wasatch mountain range in Utah. The mines are 193.12 air km (120 air miles) southeast of Salt Lake City and 40.23 km (25 miles) east of the town of Price. The area has a semiarid climate with an an¬nual rainfall of 304.8 to 381 mm (12 to 15 in.) and a temperature range of -23.3 to 32.2°C (-10 to 90°F). The base of the Book Cliff Range is approximately 1981 m (6500 ft) in elevation with some mountain peaks in excess of 3048 m (10,000 ft) (Fig. 1). The Sunnyside mines were opened in the late 1890s and have been operated continuously since that time. Kaiser Steel leased the No. 2 mine in 1942 and pur¬chased the entire property in 1950. There are three mines adjacent to one another, each with its separate access, ventilation, and haulage. The three mines en¬compass an area extending 12.87 km (8 miles) along the outcrop and dipping northeasterly 2.41 to 3.22 km (11/z to 2 miles) into the Book Cliffs. During 1975, only the No. I and No. 3 mines were operating to sup¬ply 908 184.7 t/a (1,000,000+ stpy) of clean coal to the Kaiser Steel mill at Fontana, CA. Sunnyside coal is blended with coal from the Kaiser Steel mine near Raton, NM, and with purchased coal from noncompany sources to form the mix for the coke ovens. At that time, Sunnyside operated three longwall units and five to seven continuous miner units. Typical production for that time came from one miner unit pillaring an area not conducive to longwall mining; one or two miner units on construction or modernization projects, and the remaining units used to develop future longwall panels. Longwall mining has been a part of the Sunnyside scene since 1961 when the first panel was set up in the lower Sunnyside seam of the No. 3 mine. Through 1975, 27 longwall panels were mined (Fig. 2). Of the more than 47 173 604 t (52,000,000 st) of clean coal that were taken from the property through 1975, 6 350 292.9 t (7,000,000 st) were mined by longwall methods. Coal was brought to the surface in 4.5-t (5-st) mine cars and crushed to -152.4 mm (-6 in.) before entering the preparation plant. Coarse coal is cleaned by Baum jigs and fine coal (-28 mesh) is cleaned in flotation cells. The coal is reduced to 50.8 x 0 mm (2 x 0 in.) and belted to an aboveground storage pile with a ca¬pacity of approximately 113 398.1 t (125,000 st). The coal is gravity fed through two 1.52-m (5-ft) diam culverts directly into railroad cars, which pass beneath the storage pile through an arched excavation. Eighty-four 90.7-t (100-st) cars make up a unit train which makes the round trip to the steel mill in four days. Additional trains are scheduled in as demands dictate. Loading rates in excess of 13 607.8 t/h (15,000 stph) have been attained. Geology The coal seams of this area are of Cretaceous age and are classed as a medium volatile bituminous coal. coal, with a sulfur content less than 1 % and 6 to (20-mile) zone of the Book Cliffs, and this area is owned or under lease by either Kaiser Steel or US Steel. Coal in adjacent areas is noncoking but an excellent steam coal, with a sulfur content of less than 1 % and 6 to 7% ash. Sunnyside coal contains 40% volatile, 53% carbon, less than 1 % sulfur, and 51/2 to 61/2 % ash after washing. There are two minable seams throughout most of the Sunnyside property known locally as the upper and lower Sunnyside. Separation between the seams varies from less than 300 mm (1 ft) near the southern boundary adjacent to the US Steel Columbia mine, to over 12.19 m (40 ft) in areas of the No. 3 mine in the center of the Sunnyside property. The upper seam varies in height from 1.2 to 1.98 m (4 to 61/2 ft) while the lower seam varies in height from 1.52 to 4.28 m (5 to 14 ft) in areas of No. I mine where the two seams apparently come together. The majority of early work was con¬centrated in the upper seam which has a stronger roof and a lower sulfur content. When Kaiser Steel began mining the No. 3 mine in the early 1950s, it mined in the lower seam beneath the old workings with conven¬tional and continuous mining equipment. Numerous bounces and pressure points created by unextracted pillars and barriers in the upper seam made this a low¬production, high-cost mine and brought about the ad¬vent of the first longwall system. The first unit, while small by today's standards, successfully mined panels that had been all but given up and saved the mine from closure. There were areas that could not even be mined by longwall because of the erratic extraction in the upper seam. The system was successful enough to allow operations to gain access to and develop virgin areas of the upper seam. Development of longwall mining in the No. 3 mine has been confined to the upper seam since late 1964. With the almost complete extraction afforded by the longwall system, it is felt the lower seam can be successfully worked in future years (Fig. 3). In most of No. 1 mine, only the lower seam (or lower seam and upper seam combined) is minable, except in the northwest portion where a rock split has again separated the seam into two 1.83 to 2.13-m (6 to 7-ft) thick beds. In this area, the upper seam or upper split is being mined. The separation between seams at the present workings in this area varies from 0.609 to 6.1 m (2 to 20 ft). It is hoped that most of the lower split can be mined using shield supports and/or what¬ever new technology is developed in the coming years. The coal seams in this area dip to the northeast at an average grade of 10%. The dip near the outcrop reaches 22% and gradually decreases downdip. Over¬burden ranges from a few meters at the outcrop to 762 m (2500 ft) over some of the deeper workings. In the next several years, some overburden will be in excess of 914 m (3000 ft) as the lower mine workings extend ever deeper under the Book Cliffs. To cope with the

During recent years there has been a great deal of confusion in the North American mining industry with the introduction of new comminution terminology and claims (without substantiative evidence), for various types of equipment in this field. The authors will attempt to clarify the terminology used, and where possible, give illustrations of plant practice with actual operational and pilot plant data. This is considered necessary in order to obtain a clear picture of the comparison of such equipment to the revolutionary change that the Aerofall Mill has brought to the mining industry.

The coal solution refining process under investigation is basically a modi¬fication of the German Pott-Broche Process, on which patents date back to 1927, (5, 6). This process was used in Germany during World War II for the partial dissolution of coal in hydrocarbon solvent and removal of the ash by filtration to produce a raw material for carbon electrodes for aluminum plants. At the end of World War II the German synthetic fuel program, of which this process was a small part, was abandoned as not economical. In recent times the whole field of coal liquifaction has been given a new impetus; present technology indi¬cates that the economic processing and refining of coal may be possible in the United States. A number of approaches to coal liquifaction have been investigated, and several of these are currently being funded by the U. S. Office of Coal Research. One approach is direct thermal treatment of the coal as in the FMC Project COED, in which coal is thermally cracked to produce gas, liquid products and char. Another approach is the Hydrocarbon Research Institute's H-coal process in which coal is catalytically hydrogenated. Two other federally funded projects involve the extraction of coal by solvents. The Consolidation Coal Company's Project Gasoline, now in the pilot plant stage in Cresap, West Virginia, is an attempt to produce gasoline plus a residual char by partial solution of the coal substance. The coal de-ashing process being developed by the Pittsburgh and Midway Coal Company is a modification of the Pott-Broche process. Coal derived solvent is used with hydrogen to dissolve the entire coal substance, subsequent filtration removes the ash and the solvent is recovered for recycling.

A small scale continuous flotation cell was designed and constructed at Noranda Technology Centre to develop a mobile testing flotation circuit located next to the production circuit. This mobile small scale flotation pilot plant can easily and economically be set up at any circuit in a mill and used to evaluate and predict plant performance against a given flotation condition. The main feature of the cell, beside the provisions of automatic pulp level and feed rate control, is to provide a reduced surface to volume ratio approaching to that of an industrial machine. This paper describes the basic design and the results of various testwork carried out to date including aeration, conditioning, reagents, recirculation, flotation gas, etc. are presented in comparison with the plant production results.

Mining activity in South America is a growing enterprise. One of difficulties found in many areas of the South American continent, especially in north Chile and south Peru, is the shortage of water supply. In order to overcome this difficulty some mining companies proposed to transport the water from Pacific Ocean up to the mountains. This can be accomplished by the use of stainless steel pipelines, but this is a cost prohibitive solution and is also subject to severe pitting corrosion in a saline environment. The use of mild steel may be a lower cost solution than stainless steel as the material of construction for pipelines but it is subject to corrosion anyway. The corrosion in this case can be internal or external corrosion although cathodic protection as well preventive maintenance usually is enough to mitigate external corrosion without the need to shut down the pipeline. The same is not true about the prevention of internal corrosion. It is not practical, sometimes not even possible, shutdown a pipeline to carry out an inspection and fix sections where potential failures are detected. It is possible avoid corrosion caused by sea water within the mild steel pipelines by applying a proper chemical program designed to virtually eliminate dissolved oxygen in the water commonly called deaeration.1 This type of treatment obviously involves additional capital investment since it requires the construction of one deaerator with the first pumping station and additional equipment at each point where the water can come into contact with oxygen. Deaerators will increase operational costs and subsequent injection of chemicals will be required in the case of multiple degasification facilities thus increasing the consumption of chemicals. grams based on oxygen scavengers, the objective of the present study is to develop a new water treatment capable of preventing mild steel corrosion in aerated sea water. The new treatment must be able to prevent both generalized and localized (pitting) corrosion and overcome the necessity to construct and operate deaerators.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. Sandstone and shale samples from the Morrison (Late Jurassic) and Dakota formations (Cretaceous) from northwestern New Mexico have been analyzed for the major elements Na, K, Fe and the trace elements Sc, Cr, Co, Rb, Sb, Cs, Ba, Hf, Ta, Th, iJ and the rare earth elements (REE) in whole rock and clay sized fractions by instrumental and delayed neutron activation analysis. The clay sized fraction clearly shows enrichment patterns and halo effects ; whereas, the whole rock fraction does not. Important elemental dispersion halos associated with uranium in sedimentary environments include the REE, Hf, and Sb. The distribution of these halos are due to a combination of complexation, chelation and the orignal paleoenvironments.

Prior to 1903, the world's supply of sulphur was primarily from surface deposits in Sicily. The discovery of the first salt dome sulphur deposit in 1867 and successful development of the Frasch process for recovering the sulphur resulted in a large part of this essential element being supplied from these mines since 1920. Although the basic process is the same today, engineering and technological developments have evolved to allow its application under many adverse conditions. These and other challenges for the industry in today's environment will be discussed in the paper.

Reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In this process, quartz is often floated with ether amines (R?(OCH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of quartz does not work well if a certain amount of slime is present in the ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the efficiency of iron ore flotation by the use of a new type of depressant for clay and iron minerals, Georgia Pacific (GP) clay binder. The GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It also helps depress hematite flotation due to its unique chelating action on iron ions. The results from this study show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing iron recovery to 78.15%, while the concentrate grade remained stable at 67.08%. The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

This research sought to facilitate improved stakeholder analysis in mining by providing further insights into the preferences of local community members using discrete choice theory. While recent research has demonstrated the usefulness of discrete choice theory in mining stakeholder analysis, no previous work has examined which discrete choice model (DCM) is most suitable. This paper provides a research note on a case study in a mining community that was performed to compare three DCMs. After a thorough examination of the benefits and deficiencies of all models, this study concludes that the conditional logit model stratified by questions is the most useful DCM for mining stakeholder analysis. The recommendation is based on the usefulness and accuracy (ability to match the survey data) of this model.

The recent surge in demand for uranium in the United States, accompanied by a significant increase in price, has resulted in exploration, mining, and milling of lower grade ores than have been exploited in the past. To sustain production levels of uranium with lower grades of feed requires larger tonnage mill operations. Also, because of recent environmental regulations, mill operations must be prepared to properly contain large tonnages of tailings, and recycle, treat and discharge, or evaporate mill effluents. Thus, the advent of lower grade ores, larger tonnage mills, and environmental considerations has made the cost of milling a critical factor in today's uranium production economics in the United States. Three basic milling methods are employed for extracting uranium from ores: 1. Acid leach, countercurrent decantation, and solvent extraction. 2. Acid leach, resin-in-pulp, and Eluex. 3. Alkaline leach, solid-liquor separation, and precipitation. Vanadium often occurs as a valuable by-product in ore deposits located in the Uravan mineral belt in Western Colorado. Also, lesser amounts of vanadium may occur in ores from South Dakota, New Mexico, and Utah. Vanadium is usually extracted in the acid leach solution with uranium and recovered by solvent extraction after recovery of the uranium. By-product recovery of uranium from phosphoric acid and porphyry copper dump leach solutions is now receiving considerable attention. Pilot plant studies are under way and construction of commercial plants is in progress.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

Florida is usually thought of as a vacation State, not a mining State, yet Florida has been the leading producer of phosphate rock in the United States for 85 consecutive years and in 1978 supplied over 80 percent of the national output and over 30 percent of the world's output. It is estimated that the Central and South Florida phosphates contain 412,800 short tons (374,000 metric tons) of U308, that 115,000 short tons (104,000 metric tons) of U308 will be contained in the wet-process phosphoric" acid procsssed in the United States through the year 2000, and that 54,000 short tons (49,000 metric tons) of U308 will be available from Florida. In 1978, two companies in Florida and one in Louisiana went on-stream recovering uranium oxide from wet-process phosphoric acid and three others started construction of U308 extraction facilities. These six companies will have the capacity to recover 2,137 short tons (1,900 metric tons) of U308 annually in 1980, which will account for about 15 percent of our domestic requirements.

Flooded-bed dust scrubbers installed on continuous miners use fibrous type multi-layered filters to capture dust from the airstream. Prolonged operations of the scrubber could lead to filter clogging due to dust accumulation. This results in reduced flow through the scrubber and elevated dust levels in the mine environment. This paper compares the performance of a conventional fibrous screen filter and a novel impingement type dust filter. The impingement filter is a self-cleaning system and was designed to have a resistance similar to the fibrous filter. The cleaning efficiencies for these filters were computed using iso-kinetic sampling and optical counting of coal dust particles in a clean unclogged state. The cleaning efficiency of the impingement filter also increased with an increase in particle size and was comparable with the conventional fibrous filter. The cleaning efficiency of the fibrous filter improved significantly with an increase in water flow. The non-clogging nature of the impingement filter and minimal maintenance requirement makes it an attractive alternative to the conventional fibrous type filter in mining applications. The research also proposes a term called ‘filter performance factor’ to compare the performance of different filters under similar operating conditions.

There is no doubt that the dominant future source of gold will be the so-called refractory ores, especially those with gold in a pyrite/arsenopyrite matrix. Minproc Engineers is taking an active role in establishing detailed design criteria for a number of apparently competing processes. This involves generating a detailed understanding of the metallurgy involved, systematic pilot plant testing, and the application of advanced engineering technologies. This presentation outlines the approach adopted by Minproc as well as the design criteria for several current projects.

There is no such thing as an industrial minerals industry. There are, however, many industries operating in the general field of industrial minerals. And although we use the phrase "industrial minerals industry" out of sheer convenience, the only common denominator among, say, the potash mining and processing industry, the sulphur-sulphuric acid industry and the granite industry is, in fact, that they each are exploiting an industrial mineral resource. May I quote the person whom I consider to be the reigning Mr. Industrial Minerals, Robert L. Bates, who in the 4th edition, 1975, of Industrial Minerals and Rocks states: "An industry is considered to belong to the industrial minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof."
