Waste rock dumps, tailings impoundments and spent leach heaps are common features at mine sites. Many of these waste disposal facilities contain sulfide-rich minerals, which generate acid mine drainage (AMD) when they oxidize. Control of AMD can be achieved by removing one or more of the three essential components in the acid-generating process (sulfides, air, or water). One AMD prevention measure is to cap the waste with an engineered cover system to minimize the infiltration of water and diffusion of air into the system. Possible cover designs include: ? Earthen ?store-and-release? covers (also known as evapotranspiration (ET) or water balance covers), including capillary barriers. These covers require climate conditions where there is both modest to little rainfall and significantly greater evapotranspiration than precipitation, both annually and seasonally. ? Low-permeability compacted clay liners (CCLs) employing fine-grained soils typically compacted at wet of optimum water content. ? Geosynthetic composite covers, comprised of a geomembrane liner placed over and in direct contact with either a CCL or a geosynthetic clay liner (GCL). These systems have been commonly used for base liners for leach pads as well as covers and base liners at municipal solid waste (MSW) landfills in the US for more than 20 years. Comparisons of these different cover systems, both in terms of performance and cost, are presented later in this paper. First, however, a review of the typical mine closure approaches, and the possible rationale behind them, is warranted.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

Today?s modern mining operations have literally dozens of applications and systems generating data whose information very often, are not crossed or centralized for operational decisions. In remote locations, the information and situation awareness is typically limited to the location itself. In addition, access to that information is limited to a small, select group of personnel that have received training on how to interpret the results. When the situation affects another area of the mine then information is relayed to the applicable areas involved. Few workers have time to analyze the situation thoroughly, to see how it affects the mines symbiotic relationship within all areas of production. If the capability to correlate and measure events and situations that affect your overall key performance indicators are not in place, the opportunity to identify process improvement becomes more difficult.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

The objective of the experiment was to investigate the efficiency of hindered-settling column in recovering carbon from anthracite. Two types of Korean anthracites were prepared for feed materials. Each sample was crushed and classified by size, and washability analyses were performed. Separation efficiency was evaluated under various operating conditions using a laboratory scale hindered settling column. Results showed that the carbon recovery was higher for the smaller sizes, but the purity of the product was better for the larger sizes. In, overall, 2-0.21mm particles of 40-45 % ash could be processed into about 20 % ash products.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

Although many SAG operators may agree that on-line measurement of SAG feed-size is an attractive notion, applying this information in a control strategy that recovers the investment, engineering time, and maintenance is not necessarily straightforward. The P. T. Freeport Split-Online system was justified based on the assumption that SAG feed-size could be used in a feed-forward control strategy either at the regulatory or expert system control level. Something like “as the feed size changes adjust the throughput to avoid under or overloading the mill” was envisioned. However, following installation and calibration, Cluster Analysis showed that such an approach would not be successful. However, the sensor has been successfully integrated into Freeport’s grinding control strategy other ways. It provides an input to the Kalman filter parameter estimator used in a model-based control strategy that optimizes throughput and grind. The Split sensor also provides a characteristic feed size parameter for use in an on-line work index estimator. This paper describes the calibration and installation of the Split SAG feed-size analyzer, and reviews the evolution of its use in the Freeport C3 grinding circuit control strategy.

Extraction of Al(III) from aqueous sulfuric acid solutions into organic Cyanex 272®-carbon tetrachloride systems was investigated from a multi-component mixture containing aluminum, cobalt and nickel. Al(III) extraction efficiency was quantitative with 1.0 M Cyanex 272® in two stages at an aqueous: organic (A:O) phase ratio of 1:1 and an equilibrium pH of 3.2. The stripping of Al(III) from the loaded organic (LO) with different acids indicated sulfuric acid to be the best stripping agent. More than 99% stripping of Al(III) from the LO was achieved using 2 M H2SO4 at an A:O phase ratio of 1:1 in a single stage. The stoichiometry of the extracted species of Al(III) was determined by the slope analysis method. The extraction reaction proceeded via the cation exchange mechanism and the extracted species was assumed to be AlA3?3HA, where HA refers to the dimeric and A the anionic form of the extractant, Cyanex 272®. The extraction of Al(III) was studied in the presence of various ions to ascertain the tolerance limit of individual ions.

Since 1928, nearly 64 km (40 mi) of tunnel have been excavated within the relatively soft Cooper Group, more commonly known as the “Cooper Marl,” for water supply and transporting wastewater in the Charleston area. The majority of these tunnels are unlined and still in operation, while others collapsed shortly after excavating. Tunnel behavior and support requirements vary considerably in this material due to differences in geotechnical properties. The 4.8 km (3 mi) long, 2.4 m (8 ft) diameter Bushy Park Water Tunnel, completed in 1997 for Charleston’s Commissioners of Public Works(CPW), required no ground support. By comparison, the 1.6 km (1 mi) long, 2.4 m (8 ft)diameter Harbor Wastewater Replacement Tunnel now under construction needs continuous support close to the advancing face, despite being located in the same geological formation. Case histories and general guidelines for designing tunnels in the Cooper Marl are presented.

Dense medium cyclones are the preferred means for cleaning 1/2 in. x 14Mesh to 28Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2mm) down to 14 Mesh to 28Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. The Murray Mine was one of the first mechanized cut-and-fill underground gold operations in northern Nevada. At the end of 2002, mine production began to decline. So the mine entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary in previously condemned areas and in challenging ground conditions. To remain economically viable, new techniques were implemented in operations, geology, engineering and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed the Murray Mine to remain in operation.

All mining operations are superimposed on natural hydrologic systems. As a result, mining operations are influenced by natural hydrologic processes and require water management systems to successfully conduct mining activities. Managing water and mining-related solutions is a critical task at all stages of the mine life because of the time-dependent nature of natural and mining-related flows. Effective operation of the mining water management system requires a “systems” approach that integrates the time-dependent effects of all water and mine solution handling components. This paper discusses the concept and application of dynamic systems modeling to address the time dependent nature of mining water management systems.

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.

Fairmount Mineral's Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 381-mm- (15-in.-) diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially available, high-volume/ low-pressure fans combined with a systematic layout of control structures. The recommended redesign was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

Longwall face-to-face equipment transfers or moves are, for many companies, the largest single source of non-productive time in a longwall mining system. Detailed planning and resourceful thinking are paramount for economical, safe, and timely longwall moves. New equipment and innovative techniques are frequently tested in order to reduce overall move time. Determining the cost effectiveness of these ideas is difficult since the decision is influenced by many subjective factors. A project scheduling simulation model of the longwall move process was developed in order to analyze and assess the economic viability of innovative transfer methods and equipment. The model provides a project duration frequency distribution and lists of critically indexed activities and paths. It compares the monetary savings from reduced transfer time and capital costs for several innovative ideas.

The Greater Vancouver Water District (GVWD) is currently constructing the largest water treatment plant in Canada. As part of this treatment scheme twin water transfer tunnels are being constructed. Work commenced with the 11 m diameter, 185 m deep Seymour Shaft which was excavated by drill and blast using a mobile crane for hoisting. The Seymour Shaft is the first large diameter shaft that has been sunk in Western Canada in recent years. The operational aspects associated with the hoisting, the drill-blast-support cycle and water control in the shaft are the focus of this paper.

A damaged outlet pipe beneath Lenihan Dam has restricted reservoir discharges, severely constraining the owner?s groundwater recharge program. The solution, a new outlet pipeline through the dam?s right abutment, includes an approximately12.2-m-deep (40-ft-deep) shaft and 618.7-m-long, 4.3-m-diameter (2,030-ft long, 14-ft-diameter) tunnel mined in Franciscan melange composed of hard blocks of rock and soft clayey matrix. Alternating road header with drill and blast operations and using steel ribs and shotcrete have proven a flexible combination for handling the variable ground conditions. Excavating the shaft and connecting it to the tunnel require lowering the reservoir for five months, during which time careful construction sequencing and use of a tunnel plug eliminate the risk of an uncontrolled discharge.
