The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

Novel chemicals that can be used for increasing the efficiency of fine coal dewatering were developed at Virginia Tech. Reagent A was tested on three different coal samples in laboratory vacuum filtration tests. These included flotation products from Middle Fork plant, Elkview Mining Company, and CONSOL, Inc. The tests conducted with the Middle Fork coal sample (100 mesh x 0) showed that cake moisture can be reduced by more than 10% beyond what can be achieved without using dewatering aid. This improvement was achieved at 1 lb/ton of Reagent A and 0.1 inch cake thickness. At 0.5 inches of cake thickness, the improvement was limited to 8% at the same reagent dosage. The results obtained with the Elkview coal (28 mesh x 0) showed similar advantages in using the novel dewatering aid. Depending on the reagent dosage, cake thickness, drying cycle time and temperature, it was possible to reduce the cake moisture to 12 to 14% range. In addition to achieving lower cake moisture, the use of Reagent A substantially decreased the cake formation time, indicating that the reagent improves the kinetics of dewatering. The test results obtained with CON SOL coal were not as good as with the other coals tested in the present work, which may be attributed to possible oxidation and/or contamination.

Crystalline Flake Graphite is a strategic mineral. Since 1954 nearly all North American consumption has been imported from offshore. The Bouthillier Project in Quebec, Canada, is Orrwell Energy's bid to enter the market. Milling of flake graphite is considered easy, yet more problems have been encountered in flowsheet and plant design than in most other minerals. A fresh approach to existing technology was taken, giving results that are highly satisfactory. The key to graphite liberation without flake deterioration is found to be in autogenous grinding. In addition to producing marketable coarse graphite by such autogenous grinding, flotation and tabling, super purity fines can be produced using repeated regrinding, elutriation and flotation. This paper discusses the design of a 500 TPD plant based upon the results obtained from bench and pilot plant studies.

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

Downstream dispersion curves for certain trace metals were obtained from two mineralized areas in the southeastern U. S. In Lincoln Co., Georgia, 7 sample sets were collected downstream from the Magruder mine, a polymetallic sulfide deposit (Zn-Cu-Pb-Ag-Au) in metavolcanic rocks. Five sample sets were collected along Joe Mill Creek in Grainger Go., Tennessee, downstream from a zone of zinc mineralization in carbonate rocks (Mississippi Valley-type). In both areas, analyses were made of Fe-Mn oxide coatings on lithic fragments and quartz pebbles, and the -80 mesh fraction of the stream sediment. A comparison of the dispersion curves reveals the following: 1.) the anomaly/background ratio is markedly higher in the Fe-Mn oxide coatings for zinc and copper; 2.) the anomaly/background ratlo is markedly higher in the -80 mesh fraction for lead which is not concentrated in the coatings; and, 3.) the Zn/Mn and Cu/Mn ratios in the coatings are useful in that they enhance downstream derectability of mineralization as well as provide for a simpler analytical procedure. There are several potential advantages of using coatings vs. the conventional -80 mesh fraction in stream sediment surveys. Because soluble metal is brought into the stream mainly in groundwater, deeper anomaly sources may be detectable from the oxide coatings than from clastic fractions of alluvium where much of the metal is derived from erosion of soils. Variability due to sampling may also be reduced, providing better discrimination of anomalies. In areas of glacial or alluvial cover, coating surveys may be particularly applicable.

The following paper presents the results of geostatistical studies of the selected hard-coal deposits in Poland. Geostatistical methods were applied mainly to the characterization of variability structure of the coal seams thicknesses as well as sulphur and ash contents in the coals. Results imply that the accuracy of coal reserves estimations can be improved if kriging method is applied. Kriging allows predicting more precisely the values of such parameters as thickness and sulphuring content.

In the late 1950's a low-grade copper ore zone was outlined at the fifty-year-old McIntyre Porcupine Mine in Northern Ontario. Following this an independent copper circuit was installed in the existing gold mill. The nature of the operation decreed that capital expenditure be a minimum. To this end, in order to resolve the problem of storing and grinding two separate ores, it was decided to install a divider in the existing 4000 ton capacity fine ore storage bin and to replace ten conventional feeders with sixteen Mexican feeders. The article describes a successful application of the Mexican type feeder.

Heap leaching provides a method of economically recovering gold from low grade ores with low capital and reasonable operating costs. As with conventional methods, alkaline cyanide solutions are used for leaching. Since gold (and silver) is (are) present as the native metals, oxygen (as air) is required to oxidatively complex the metals with the cyanide. Oxygen depletion can readily occur adversely affecting recovery. The addition of low levels of hydrogen peroxide during leaching can lead to significant increases in both rate of recovery and total recovery. This process allows for the use of shorter pad times or deeper heaps and increases the gold (silver) concentration to the recovery circuit and thus can reduce cyanide losses by virtue of permitting the use of less total leach solution per ton of ore processed.

This paper discusses a series of tests designed to help answer the age old question: ?How much does the belt cleaner wear my belt?? The experimental set up and test method are described. The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

INTRODUCTION The sublevel stoping mining method is usually applied to a relatively steeply dipping, competent ore body, surrounded by competent wall rock. Ore is produced by drilling and blasting longholes, which can range from 50 mm (2 in.) to 200 mm (7% in.) diam, with lengths up to 90 m (300 ft). Longholes can be inclined in any direction, but the ring or pattern usually forms a plane, and the holes are blasted as a unit. Recently developed mobile drilling and loading machinery, as well as new explosives products, blasting techniques, and cemented sand and rock fill have made sublevel stoping a highly efficient and versatile mining method. When designing a sublevel stoping production sys- tem, it should be kept in mind that production rates from conventional sublevel stopes vary widely through- out the life of the stope. Early production is at a low rate, coming only from the drawpoints near the slot, but increases as new drawpoints are reached by the stope face. As the stope nears completion, again, fewer drawpoints are productive. Enough drawpoints must be available at any time to provide required production. Drawpoint availability should be compared to equipment availability; plan for more drawpoints than are needed at any one time. Accurate, realistic scheduling is essential to smooth production rates. Also, initial recovery of ore in a stope/pillar block is normally from 35% to 50% in sublevel stoping. Planning of pillar recovery, representing the majority of ore tonnage in a production block, must be done during early mine planning. Since much of the development already done for primary stoping (access for drilling, drawpoints, and haulageways), can be used for pillar recovery, early production from pillars is highly desirable. The following description of components of the system is an attempt to highlight some of the most important features and requirements of mechanized sublevel stoping methods. Similar comments would apply to the use of older equipment (column-and-arm drill setups, slushers, etc.) in similar methods. As in any good mining system, maximum economic recovery of the resource in the ground is the primary consideration. STOPE DESIGN CHARACTERISTICS Length and Width The following are some of the factors which affect sublevel open stope length and width dimensions: ore body geometry, principal stress directions, competence of stope back, optimum drill pattern, and drilling drift layout. In new mines initial stope layout design may occur before the ore body is actually intersected by mine workings. Stope dimensioning is a critical decision, and assistance from as many knowledgeable people as possible at this stage is essential. Operators with past experience in similar ore bodies, rock mechanics experts, and others with mine design experience should participate at this stage of stope planning. Height The following are some of the factors which must be considered in determining stope height: competence of stope pillar and stope/fill walls; slenderness ratio of adjacent pillars; ore body dip; ore body thickness; hole depth capability of the drilling machine; fragmentation characteristics of the ore; and level intervals in existing mines. In competent ground, drill-hole length and accuracy are the most important determinants of stoping height. Frequently entire drilling sublevels can be eliminated because of the depth capability of sophisticated drilling equipment, resulting in significant development cost savings. Drawpoint Location and Design Some of the most important considerations of a good drawpoint system are optimum spacing of draw- points, within the constraints of stope dimensions, for uniform drawdown and maximum recovery; excavations designed for stability for the life of the ore block to be drawn-primary stope ore as well as subsequent pillar ore; floor or roadway design including type of surface, reinforcing, grade for water runoff; orientation with respect to the main haulageway, for optimum loader maneuverability and ground stability at the inter- section; and length, to allow articulated front-end loaders to work in a straight configuration. Careful drawpoint design and construction are keys to successful production. Extra care in development, such as smooth wall blasting, rockbolts or grouted rebar, wire mesh, and shotcrete usually will ensure long draw- point life. Human exposure during production loading is of longer duration than during development or production drilling, and consequently preparation of draw- points is easily justified, particularly when pillar ore can be drawn through the same drawpoints. Secondary blasting of boulders can weaken drawpoints, also justifying good ground control techniques. A smooth draw- point floor of poured, reinforced concrete, on a grade of +3% or +4% toward the ore pile facilitates water flow out of the drawpoint, and ease of loader bucket penetration into the muck pile. Slot Raising, Slotting A slot or other space for rock expansion is necessary in conventional sublevel stoping where vertical rings or rows of holes are blasted. The slot can be started at a slot raise driven by conventional raising methods, raise boring, drop raising (predrilling and blasting a raise from the top, using small diameter-less than 200-mm (7%-in.)-holes for relief), or crater blasting (similar to drop raising, but without relief holes). The specific lithological conditions over the Pittsburgh coalbed, highly resistive limestone and sandstone units with relatively shallow overburden, prevent the use of any predictive method as developed for European conditions. This paper describes the development of a subsidence precalculation methodology suitable to the mining-geological conditions in the Northern Appalachian Coal Field. It has been found that due to lithological conditions over the Pittsburgh coalbed the subsidence coefficient varies within the area of the subsidence trough. This is different from the European conditions where the subsidence coefficient is considered to be a constant. The effects of lithology, in-the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hypothetically homogeneous overburden and existing lithological conditions, while providing for different mining conditions. Field data from eleven Bureau longwall panel studies were used in the regression analysis. For each panel the characteristics of the variability of the subsidence coefficient along individual profile lines were defined. Regression analysis of the subsidence coefficients from all test sites on the location relative to the edge of the panel has yielded a third degree polynomial equation with a coefficient of correlation of 0.9999. All sensitivity tests have shown good results.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

Denison Mines Limited, Canada's largest uranium producer located in Northern Ontario recently embarked upon an extensive development program that would allow them to substantially increase production and also meet the more stringent air quality standards established by the ministry of Natural Resources. To proceed with this program it was essential that the fresh air supply be greatly increased to the underground workings. A major portion of the mining area is located under Quirke Lake on the north limb of a syncline termed the Quirke Lake trough. The Denison engineers determined the most practical size and location for a proposed new fresh air shaft, eventually deciding to drive a 25 foot diameter shaft, 490 square feet in section for 1,800 feet long vertically. The shaft collar would be located on Roman Island, an island in Quirke Lake. A test hole was drilled from Roman Island to determine the ground through which the ventilation shaft would pass. This drill hole confirmed the location of the Quirke Lake over-thrust fault, a highly fractured water bearing zone 165 feet thick, approximately 800 feet below surface. Plans were made by Denison Mines Limited to seal and consolidate this ground when it was encountered by the shaft.

This paper discusses the results of a laboratory investigation carried out to study the microscale flow characteristics of copper ores and the variation in flow behavior resulting from flow of leach solution. Fractures in 1.5 and 4 inch diameter cores were mapped by visual inspection. The cores were stressed in a triaxial stress field representative of in situ conditions. The permeability of the samples to water was then estimated. The samples were exposed to 20 g/l sulfuric acid and the experiment repeated. The Permeability of unleached samples ranges from 10-1 to 10-19 m2 and it increases as leaching progresses. The porosity variation and the rate of recovery of copper from the specimen during leaching were also studied.

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

A demonstration scale, subsurface flow anaerobic wetland was built to treat zinc and other metals in surface drainage near the historic mining center of Butte, MT. Based on three years of continuous monitoring (1996-1998), copper and cadmium were effectively removed year-round, but attenuation of dissolved zinc was dependent on hydraulic residence time (HRT) and bacterial sulfate reduction (BSR) rates. BSR rates decreased in winter months, as did HRT due to the development of thick frost zones in the substrates. An additional problem was the inability of the wetland substrate to completely filter out fine-grained particles of ZnS forming in the anaerobic cells.

With today's high energy costs per million BTU's, far greater emphasis is placed on increasing thermodynamic efficiency in the use of energy. America has long since discarded its previous golden age of "low cost energy" in the past ten years. Energy costs are now a very significant percentage of operating expense in industrial operations. Public utilities have felt the same influences of increasing costs in energy for the generation of electricity. Not only has the input energy expense increased seriously, but as pointed out by Blackmore in a paper, fuel costs were 53.4% of the total operating costs for American Electric Power Company.

Water is our most important natural resource, for without it there is no life. It is also the principal natural resource for all manufacturing processes, in particular for the development of power. For these reasons it is essential that water be protected and conserved, with the realization that its quality 18 as important as the water itself. A significant factor in the quality of ground water is the mining of coal -- that other main ingredient of Power. In the mining of coal it is necessary to disturb the geological strata overlying or adjacent to the coal seam. This procedure not only releases water from water-bearing strata or underground aquifers but also exposes other minerals which eventually become the source of pollution or deterioration of the released water as well as of the surface stream into which It is discharged It is then evident that in attempting to utilize one essential natural resource there is degradation of the quality of the other. Many selfishly assume that the principal function of a stream is fishing and recreation, but the real function is the support of industry and agriculture upon which civilization is dependent.

The mechanisms of release of arsenic in gold mine tailings were investigated. The highest concentration of dissolved As (75 mg/L) was observed near the base of the tailings impoundment, in close association with a peat layer. Elevated concentrations of reduced iron and hydrogen sulfide were also measured at the base of the impoundment. High numbers of iron-reducing and sulfate-reducing bacteria were detected at depths within the impoundment which correlated with dissolved As, Fe and H2S. The data presented in this paper suggest that arsenic is released from the tailings by bacterially-mediated reductive dissolution of As-bearing iron minerals.
