The paper considers three major areas where increasing efforts are likely to be directed in the future: the integration of multiple disciplines in a single model; the decentralization of computing capacity within a structured network; and the incorporation of sophisticated techniques such as computer aided design and artificial intelligence.

The work described here attempts to underscore the importance of the time lag between the end of a loading phase and the instant a winding drum begins its acceleration phase. Traces generated from a computer-simulation model show that the amplitude of the stress oscillations occurring in mine hoisting cable during the constant velocity-of-ascent phase is a direct result of the temporal sequence employed between the loading and the raising phases. While current and early literature indicates that extensive work has been undertaken on the isolated effects of these two independent sequences, the literature does not appear to contain any documented evidence to suggest an optimal control or interfacing between these two dynamic regimes.

We want to know whether this scheme is acceptable, given that the daily variation in ash content must not exceed a given percentage specified in the sales contract, which is renewable on a yearly basis. On a given day, if we mine the block W' (z), the ash content will average pwT (z). In a period of one year, the expected daily variation in ash content is measured by the expected variance of pwf (z) in W", i.e. by a2 (W'in W"). An alternative mining method might be to use two smaller draglines, each one mining W'/2 of ore per day, and Wn/2 per year. If the draglines are used to mine two distinct sections of the deposit, the expected daily variation in ash content will be u2 (W'/2 in Wj1/2)/2 Other situations, where economic decisions cannot be made without knowledge of the dispersion variance, are illustrated in § 7.4 and 7.5 below. "Artisanal and small-scale mining (ASM) in South Africa received official recognition after the change in government in 1994.The Reconstruction and Development Programme (RDP) recognized the sector as a vehicle for social and economic development for historically disadvantaged South Africans (HDSAs) who had previously been excluded from participating in the mainstream economy. Having recognized the ASM sector, government introduced several interventions and support structures to foster the development of ASM, to encourage participation of HDSAs, and to address challenges facing the sector. The objective of this paper is to assess the progress made, with particular regard to challenges in the sector. The paper focuses on the policy requirements that were deemed important for the growth of the ASM sector by the White Paper on Minerals and Mining Policy (1998). These can be collated into five categories: access to mineral rights, access to finance, access to markets, technology and skills, and institutional support. The paper provides a review of the support interventions, their intended roles and impact on the sector, and identifies existing gaps and possible ways of dealing with the challenges. There is a need for research to assess the real impact of these past and existing interventions on the ASM sector to draw lessons for future development.IntroductionThe significant rise in artisanal and smallscale mining (ASM) activities worldwide has led to many countries recognizing the sector. ASM takes place in approximately 80 countries (World Bank, 2013). It is estimated that the sector employs between 20 and 30 million people around the world (Buxton, 2013). This compares to between 3 and 3.7 million in 1999 (International Labour Organization, 1999). ASM activities are widespread, occurring mostly in developing countries in Africa, Asia, Oceania, and Central and South America (World Bank, 2013). There has been a significant increase in the number of people participating both directly and indirectly in the sector and this is expected to continue given the socio-economic realities of most developing countries. High levels of poverty and unemployment and growing inequality continue to be largest problems facing the majority of developing countries today. The ASM sector plays an important role as a source of livelihoods, particularly for those residing in rural areas with limited economic opportunities. In the majority of countries, the recognition of the ASM sector was driven by its increasing contribution to socio-economic development through job creation, poverty alleviation, and rural development. In response, a number of intervention strategies were introduced in support of the sector to address its negative impacts and to increase its potential benefits."

SYNOPSIS Wet high-intensity magnetic separation was examined as a method for the recovery of copper and lead from Tsumeb flotation tailings. Bench-scale and pilot-plant tests were conducted and, despite the very low magnetic susceptibilities of all the complex copper and lead minerals, copper and lead recoveries of over 60 per cent and almost 50 per cent respectively were obtained at a combined copper and lead grade of up to 13,5 per cent. The recoveries were found to be practically independent of magnetic induction in the range 0,5 to 2,2 T, and the grade of the magnetic concentrate decreased with increasing magnetic induction. The grade of the magnetic concen¬trate improved when the flowrate of the slurry was increased, and desliming was found to have a profound effect on the. metallurgical process. Particles smaller than 10 µm were not recovered, and their presence in inefficiently deslimed samples impaired the overall performance of the magnetic separation

Discussion Dr R. E. Robinson (Fellow): The author must be congratulated on a very meticulous and self-contained piece of work. It is indeed a pleasure to read a paper that is so clearly and systematically laid out, and where the conclusions and the testwork conducted have been so clearly described. The paper is complete in itself, which makes it very difficult for someone who is not intimately involved in the whole Torco project to make any comments on its content. However, two points that, strictly speaking, fall outside the scope of the paper are of considerable interest. The first relates to the particle size of the material treated. In the paper, the testwork is confined to one standard particle size (minus 60 plus 100 mesh). The essential feature of the paper is to indicate that the rate-controlling reaction in the whole segregation process is the rate of reaction of the ore particles with the reducing agent and the hydrogen chloride. One wonders, therefore, to what extent this relatively slow rate of reaction is affected by the particle size of the ore itself. One imagines that the reaction must take place by contact of the hydrogen chloride with the surface of the mineral particles, and it is reasonable to suspect that the rate of diffusion of the copper ions to the surface is a relatively slow process and is thus the limiting factor in this particular rate of reaction. It is possible, for example, that the improvement obtained, when the ore is subjected to reducing conditions before the chlorination, is due to a breakdown in the crystal structure of the original particle. This breakdown is brought about by the reduction and by the consequent increase in surface area available for reaction with hydrogen chloride. Can the author indicate whether any work has been done along these lines, and whether it has been established that the reaction depends on the surface area available? The second point relates to the application of this kinetic study to the actual operation of a Torco reactor. It was once planned to feed the sodium chloride, together with the reducing agent, into the top of the segregation chamber. In the paper, the author mentions that it has now been established that the segregation chamber behaves, to all intents and purposes, as a fluidized bed, and that there is, therefore, a rapid evolution of gas in the lower regions of the chamber, which, it is imagined, displaces the gas phase rapidly. Since the reaction between sodium chloride, water vapour, and the aluminium silicates in the ore is extremely rapid, one wonders how much of the hydrogen chloride produced is removed from the reaction zone before it has had time to react with the copper minerals. The extremely low consumption of sodium chloride (which is a vital feature of the Torco process) must depend on an extremely rapid circulation of the hydrogen chloride gas to all the ore particles in the segregation chamber. One wonders, therefore, if a system for the introduction of the sodium chloride into the bottom regions of the chamber might not result in even greater efficiency in the utilization of sodium chloride. ProC D. D. Howat (Fellow): All of us who have been concerned with the study of chemical reactions at high temperatures are keenly interested in kinetics and are well aware that this is not an easy study experimentally. Dr. Brittan is to be congratulated on the development of neat experimental methods and for his full discussion of the results obtained. Although the segregation process for the extraction of copper from oxide and silicate ores has been known for almost fifty years, the fundamental chemical and physical changes involved have been little understood and the fundamental data are very scanty. The work now in progress at A.A.R.L., together with that sponsored by the Anglo American Corporation in other research institutions throughout the world, is bound to produce new fundamental data and a much more complete understanding of this rather fascinating process. It is already apparent that some of the old and well-worn chemical reactions that were postulated to occur, just cannot take place in the way which was formerly accepted. Dr Brittan's work, carefully conducted and thoroughly analyzed as it has been, still leaves us with one great outstanding problem. The thermodynamic data and the possible reactions set out in Table I (page 281) of his paper leave us asking, in complete despair, how can copper be converted into a volatile chloride in the presence of HCl, CO and carbon at temperatures about 800°C? The thermodynamics all combine to show that copper should be reduced to metal as the first step in the process. This brings us right up against the second problem. If copper were reduced to the metal how would HCI convert it to the volatile chloride? On top of these problems is the unknown reason for the very high speed of reaction between CO, HCI and the ground copper ore. Still further into the region of the unknown is the reaction by which gaseous hydrochloric acid is produced in the actual process. Perhaps Dr Brittan is feeling grateful that he doesn't have to try to explain this reaction-at this stage of the research programme at least. The results very clearly show that both CO and HCl gas are essential for rapid production of the volatile copper chloride. Dr Brittan states that 18 minutes were required to attain 83 per cent extraction with HCl gas alone and this was reduced to 4 minutes when CO was

The effects of various mining methods on these parameters and on the utilization of coal reserves are discussed.

(Visitors) In sulphide flotation processes, there are two mechanisms by which particles are transferred from the flotation pulp to the concentrate: adhesion to air bubbles and natural flotation, and entrainment in the froth. The entrainment mechanism is particularly important for particles of non-sulphide gangue, which do not absorb collector. The importance of controlling the recovery rate of water was illustrated in plant testwork in which selectivity between valuable sulphides and sulphide gangue, and between valuable sulphides and non-sulphide gangue, was altered by manipulation of variables affecting the water recovery rate. The two mechanisms should be recognized in the development of a control system. Most of the control schemes in operating plants have concentrated on reagent additions, which affect the natural flotation mechanism. Although control of the chemical environment is clearly of paramount importance in flotation, plant tests have shown that control of the variables affecting the entrainment mechanism is also important.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. In a former Spotlight articlet, Dr P. J. D. Lloyd focused attention on the shortage of locally trained mining and metallurgical graduates, and indicated that the South African Institute of Mining and Metallurgy (SAIMM) has been exerting pressure to boost the intake of undergraduates in mineral disciplines. This article reviews the recruiting activities of the South African minerals industry over the past decade, and discusses some of the programmes that are in operation at the moment, particularly those aimed at potential graduates.

Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

Rapid fouling of condenser tubes in underground refrigeration plants is a frequent occurrence. It leads to low heat transfer efficiencies, with consequent serious reduction in capacity and increase in the horse-power requirement of the units. High pressures develop in the condensers, and frequent cleaning of the tube bundles is required. The cleaning operation takes up to 8 hours and in some cases results in significant loss of production. One of the possible causes of fouling is deposition of scale, but this can be readily overcome by controlling the concentration of the water. When water evaporates, the dissolved solids remain behind; thus evaporation increases the amount of dissolved solids per unit volume. If half the original volume evaporates, the concentration of the dissolved solids is doubled and the water is said to have a 'concentration' of two. Concentration may be controlled by regulating the amount of water allowed to bleed from the system. The actual concentration value required is a function of the chemical analysis of the circulating cooling water. In one instance, where the problem of scale formation had been eliminated, fouling still persisted, and the possibility of excessive quantities of dust in the re-circulating water was investigated. A dispersing reagent was added to the condenser cooling water as a means of preventing sludge deposition in the condenser tubes. As shown by curve A in Fig. 1 the reagent addition did not decrease the rate of fouling.

HOWAT, B.Sc., Ph.D.(Fellow) An account is given of a laboratory experiment in which the resistivity of a primary slag like those produced in the manufacture of high-carbon ferrochromium was measured at current densities typical of operation in a submergedarc furnace. It was shown that the current flow from graphite elec trode to molten slag obeys Ohm's Law when electrode current densities are less than 12 A/cm". At higher current densities, arcing occurs from the electrode tip to the slag, causing an imbalance in the rate of heating in the furnace burden.

The paper discusses the claim that the remains of mines in Southern Africa date from ancient times, rather than from a more modern period. The evidence indicates that these mines were excavated by Iron Age Black people, who moved into South Africa from about A.D. 100 onwards. Details are given of the finds made in 1981 in an investigation of the remains of copper mines in the Dwarsberg, which probably date from the nineteenth century.

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion.
