A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. "INTRODUCTION ..Although the occurrence of iron ore in Missouri was recognized by Marquette as early as 1673, the first known mining and smelting operation was conducted in 1815. This operation was near Arcadia, Iron County, the first of its kind west of the Mississippi-Ohio River system. Several small furnaces of short life were erected in Missouri in the ensuing 30 years. However, until the extensive deposits of Iron Mountain and Pilot Knob were opened between 1843 and 1850, the state remained a minor producer of iron. It was this district which was chiefly responsible for the prominent position Missouri held in the iron industry until the late 1880's. At this time the easily minable high-grade ores became exhausted and the discovery of the immense Lake Superior deposits depressed the raw-ore price to such an extent that any mines ceased to operate. 3/Small yearly production of iron ores continued in Missouri to the present. Owing to war demands for hard ore suitable for open-hearth steel, the M. A. Hanna Co., through its subsidiary, the Ozark Ore Co., reopened the Iron Mountain, deposits and installed new equipment in an old concentrator to handle the low-grade ores left from previous operations. At present, ore production is from open pits, but underground mining is contemplated in the future. About 2,000 tons a day of iron ore is treated by gravity concentration of material from the open pits in the immediate vicinity. The concentrate is shipped to the Birmingham, Ala., district and to Granite City, Ill., for smelting. The coarse tailing is sold for ballast and concrete aggregate. The iron requirements of the concentrate stipulated by the purchaser are not difficult to meet, but the phosphorus is frequently higher than desired. For 1946 the concentrates averaged 54.18 percent iron and 0.235 percent phosphorus with low sulfur. The Ozark Ore Co. concentrate, however, sometimes contains as much as 0.40 percent phosphorus. The phosphorus in ores from those portions of the deposits wherein the phosphorus occurs with siliceous gangue is readily rejected in the milling, but in much of the ore the phosphorus is associated with the iron and concentrated with the iron minerals. Selective mining is impossible owing to the spotty occurrence of the phosphorus mineral. Often within 5 feet the ore will change from low phosphorus to high phosphorus, and it would be expedient to find a method of rejecting enough phosphorus at the mill from the latter type of ore to meet the phosphorus specification."

The 1990s brought an unprecedented increase in the development of innovative technologies to provide more effective and easier-to-install roof support in underground mines. To facilitate the application of these technologies in improving mine safety, the National Institute for Occupational Safety and Health (NIOSH) developed the Support Technology Optimization Program (STOP). STOP is a Windows-based software program that provides mine operators with a simple and practical tool to make engineering decisions about the selection and placement of these various roof support technologies. The program includes a complete database of the support characteristics and loading profiles obtained through safety performance testing of these supports at the NIOSH Safety Structures Testing Laboratory. A support design criterion in the form of the required support load density at a specified convergence can be established from four options: (1) a database of measured ground reaction obtained from various mines or ground behavior information input by the user,(2) load requirements based on a detached roof block or rock failure height, (3) criteria based on the current roof support system, and/or (4) arbitrary criteria set by the user. Using these design criteria, the program will determine the installation requirements for a particular support technology that will provide the necessary support load density and convergence control. Optimization routines are also available to determine the most efficient support design for a user-specified support installation. In addition to these performance measures, STOP can be used to compare material handling requirements and installation costs. Comparisons among the various support technologies are easily made, including a graphical analysis of relevant support parameters. This paper describes STOP and its application to optimizing standing secondary roof support systems.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure" or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", "canopies", "roll bars', "protective structures" and other such descriptive names. In this report, 'ROPS" describes the function of the structure; 'FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers’ soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

This report describes the development of a mine machinery training system from initial conception through a task and skill analysis, a training system analysis, implementation of a prototype system, and initial validation of the prototype system. The objectives of the training are to improve safety and productivity simultaneously via complete, thorough training. A task and skill analysts was executed for shuttle cars, continuous miners, cutters, loaders, face drills, tractors, and scoops. The prototype training system is for shuttle car operator training.

This study describes the principles involved in the design of a booster fan installation, the basic requirements, and the provisions needed to guarantee a safe operation of the unit. It also describes how a booster fan should be selected and what measures should be taken so that events such as uncontrolled recirculation of air in a mine can be avoided. A computer program called MFSELECT is presented to assist the ventilation engineer in the design process a For a given mine ventilation network, the program determines the duties of fans and regulators that will fulfill the airflow requirements of a mine and minimize the total power consumption. The application of the program is illustrated by the detailed solution of a sample problem. A Case Study based on the Jim Walter Resources' No. 7 Mine is utilized to describe the basic requirements for the design and operation of booster fans, and illustrate their potential benefits in mine ventilation. Finally, the study discusses a process control system designed to evaluate the safety conditions in the mine and report on the status of both surface fans and underground booster fans.

"INTRODUCTION In the State of Alabama few mines produce coal clean enough to be marketed directly without being washed. This is particularly true where the coal is to be used for the production of metallurgical coke. In washing plants where single-compartment jigs alone are used to treat a large range of sizes, it has been found that the washed coal finer than 1/4-inch contains a large proportion of free impurities and is much higher in ash content than are the coarser sizes. To reduce the ash content of this fine material with jigs usually entails a greet reduction in capacity and a loss of coarse coal in the refuse. This investigation, conducted by the Southern Experiment Station of the United States Bureau of Mines in cooperation with the University of Alabama and the Alabama By-Products Corporation, was undertaken to determine whether the fine washed coal from jigs could be economically re-treated on coal washing tables.COALS TESTEDThrough,the cooperation of the Alabama By-Products Corporation, samples of fine-sized washed coal were obtained from their washeries at Bradford and Gamma.The Bradford mine, on the Black Creek bed, yields a low-ash, medium-volatile coal with fairly good coking properties. This coal is blended with coal from the Mary Lee bed for coking purposes and compensates for the high ash content of the latter. The Black Creek bed is about 30 inches thick and seam analyses show an ash content of from 2.0 to 4.0 per cent. In the Bradford mine the undercut is about 6 inches high, so that a large proportion of fines is produced."

This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

This bulletin reviews the historical background of the cold-mold arc-melting technology, with specific references to the development that led to homogeneous zirconium ingots. Descriptions are given of modern production arc-furnaces for vacuum melting of troth exotic and conventional metals. Besides zirconium, specific data are given for production of chromium, thorium, and copper. The development of the skull-casting technique for titanium is detailed, and the application of the technique to such refractory metals as molybdenum and tungsten is described. Factors of operation of the apparatus and furnace design are considered.

There are no identified mineral resources in the Italian Peak RARE II areas, and there are no producing or developing mines within or adjacent to the study area. Several prospects are in RARE II area M-4945, Idaho, but none were found in the area I-1945, Montana. The Viola Mine (fig. 1, no. 15) vicinity and the Heart Mountain vicinity along the west and south borders, respectively, are being prospected. There has been no recorded production from mines within the study area, but between $2.5 million and $5.0 million worth of lead, silver, and zinc were produced in the adjacent Birch Creek district - dominantly from the Viola Mine - from 1882 to 1889 (Anderson and Wagner, 1944, p. 14). The Viola and other mines in that district are possibly, on basin-margin, carbonate-hosted, lead-silver-zinc deposits stratabound within the Devonian Jefferson Formation. Previous studies have considered them to be hydrothermal, replacement orebodies. Mineral occurrences in the Heart Mountain area are possibly black-shale hosted uranium-vanadium deposits in the Mississippian-Devonian McGowan Creek Formation or perhaps the underlying Devonian Three Forks Formation. The Jefferson and McGowan Creek Formations underlie many scattered segments of the study area. The deposits and occurrence; are not sufficiently exposed to determine tonnage and grade, but sampling indicated moderate resource potential at two properties just outside the study area, the Viola Mine and the Elkhorn Group (fig. 1, no. 33). Local residents indicated there are several thousand tons of zinc-bearing resource; at the Viola line. A 23-ft (70-m) drill hole intercept near Heart Mountain et the Elkhorn Group adjacent to the stuny area contained 0.15 percent uranium oxide

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The largest proportion of injuries overall occurred during powered haulage (28.5%). The
