This paper presents several case studies in which a mechanics-based boundary-element program is used to back-calculate the surface subsidence associated with various panels at several northern Appalachian coal mines. The program used in this case study is called LAMODEL, which incorporates a frictionless, laminated overburden into a general-purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin-seam or vein-type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from this work show that the LAMODEL program is not as accurate as available empirical subsidence-predictive methods: the expected correlation between the geology and the optimum input parameters is not evident. However, for a mechanics-based program, LAMODEL does provide moderately accurate subsidence calculations, and it is one of a few programs that can even attempt to practically calculate both underground stress and convergence and the resulting surface subsidence.

To reduce needless paging of persons by all phones in a mine or mill, while retaining all-location page capability. Approach Standard pager phones of any manufacturer are modified to include the option of selective calling and message holding. How It Works All commercial mine pager phones presently rely upon voice paging via a loud-speaker. When a page is initiated, every phone in the system broadcasts the audible voice page, even phones in locations where the desired person could not possibly be. The advantage of this scheme is that whole-mine paging occurs. The disadvantage is that persons soon begin ignoring pages because they occur all the time, and most are for someone else. Also, it requires considerable battery power from all phones making it necessary to change batteries very frequently, even in phone locations where personnel rarely go. In addition, if a voice page is made and not heard, there Is no way to leave the message. Therefore, persons who at a later time come near a phone, have no way of knowing a page was made and was not acknowledged. This results in situations that often have a direct bearing on safety and productivity.

The following additional studies are recommended: 1. Future development of the magnetic sludge process should involve optimization of the process variables; these include stirring rate, sludge heating time, aeration rate, method of preliminary sludge dewatering, and the effects of magnetic separation for final sludge processing. In addition, the matter of amenability of coal mine waters to treatment should be considered more thoroughly by means of a more comprehensive literature review as well as actual tests on mine drainage samples. 2. The technique of sludge freezing should be explored further. Emphasis should be given to conservation of energy in the process, and the filtration characteristics of the resulting sludges should be evaluated. 3. Further studies should be conducted on the feasibility of the CO2-addition approach to mine drainage sludge densification. The filtration characteristics of product sludges should be evaluated, and the possibility of recovering and recycling the residual alkalinity of the sludge, either directly as CaCO3 or as CaO plus CO2 after calcination, should also be explored further. 4. Efforts should be made to develop cost data for the conceptual processes involving magnetic sludge formation, sludge freezing, and C02 pretreatment, with the purpose of selecting at least one of these processes for further testing at a field site. 5. The use of inexpensive waste materials (e.g. fly ash, "red dog," slag) as sludge additives, possibly in conjunction with coagulant aids, should be considered further. Results of the present studies have indicated that such materials, employed in relatively large amounts, increase the density and enhance the filterability of sludges from lime neutralization of coal mine drainage. The use of pulverized blast furnace slag in this regard appears particularly promising, and studies should be made to ascertain its availability, relative cost, residual alkalinity, and behavior as an additive in conventional mine drainage treatment processes involving lime neutralization and aeration.

"Three men lost their lives in the Black Diamond Coal Mine near Seattle, Wash., recently while wearing oxygen breathing apparatus. The press dispatches stated that these men lost their lives while practicing with the apparatus. Later reports stated that the men died while attempting to make a trip 1200 feet down a 25 degree slope which was filled with black damp, in order to measure the amount of water that had accumulated at the bottom of the mine, and the trip was attempted with oxygen in the tanks of the apparatus with dials indicating only 45 minutes supply. The oxygen in the tank was used up and the men therefore lost their lives from a deficiency of air to breathe.In spite of all the education and training done by the Government to prevent accidents, men are prone occasionally to take unnecessary chances. Every piece of apparatus, no matter how perfect, has its limitations. The Government, through the agency of the Bureau of Mines, has trained many thousands of miners in the use of mine rescue apparatus. The training has been given to all miners who requested it, and the Bureau has gone to the extreme of urging miners to join the rescue and first-aid classes. In spite of all the efforts of the Government, men occasionally attempt the impossible."

Minimize airborne respirable quartz dust produced by continous mining machines. Approach Install a shovel-mounted underboom water spray system on the off-curtain side of the mining machine. Dusty air containing quartz is momentarily trapped under the boom, where it is captured by fine spray mist. The remaining dust cloud is directed immediately behind the curtain before it can migrate back to the machine operator's location. How It Works Previous studies have shown that most of the dust generated by continous mining machines occurs under the boon as the cutter head shears down. "Methane, frequently called fire damp or marsh gas, is very well known to coal miners but to thy average gold miner it means nothing, as it is not associated generally with the rock formations in which gold is found.We have recently been conducting a study of mine air in typical gold mines on the Pacific Coast, and out of five California mines in which the air was sampled, three showed methane. Each of these three mines, referred to below as mines A, B, and C, have had accumulations great enough to be ignited. An authentic report from another California, gold mine, which has not yet been sampled, states that recently the superintendent was seriously burned by the ignition of a pocket of gas. This mine is later mentioned as mine D.Mine A is an old mine which had been abandoned for several years and permitted to fill with water. It has been unwaterad recently, and is now being developed at greater depths. During the unwatering, gas bubbles formed on the water and upon being ignited burned freely. It is reported that two men were seriously burned from accidentally igniting the gas. Samples of the bubbles on analysis showed high percentages of methane. Since the mine has been unwatered, no trouble has been experienced through gas being ignited. However, out of a total of six air samples which we took recently in scattered working places, all showed small amounts of methane, the methane content being 0.06, 0.04, 0.05, 0.04, 0.04 and 0.07 per cent, respectively. When these samples were taken methane was not suspected, but its general presence in the mine air indicates that it is being given off constantly."

Reliably measure stress chan¬ges in order to assess stability of mine openings. Approach: A durable, permissible, sensor and readout system have been developed and tested. How It Works: The stress sensing element is a taut steel wire which is, vibrated at its natural frequency, If the tension on the wire is changed because of deformation of the sensor housing, the natural frequency of the wire changes. This effect is similar to decreasing or increasing the pitch of a violin string by loosening or tightening it. Because the stress sensor electrical output is a frequency signal, rather than an amplitude signal, its accuracy is unaffected by the resistance of the signal wire, or other attenuation. Signal wires can be a mile or longer without affecting accuracy. When a button is pushed on the readout box, the sensor wire is electromagnetically excited and vibrates at its natural frequency. That signal causes a readout in illuminated digits. (By referring to calibration chart and the previous reading, the user knows the change in stress.) This system is permissible. To install the sensor, a slightly oversize hole is drilled into the mine pillar. Next, a special tool is used to both position the sensor and wedge it in place. Figure 1, shows the sensor and its integral wedge and hole-fitting piece.

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."' In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

A motion transducer based on coherent mixing of laser light backscattered from rough surfaces is evaluated in terms of sensitivity, bandwidth and range. Tests made with a prototype composed of a 4-mw HeNe laser, a silicon avalanche photodiode, and a 15-cm aperture telescope demonstrate that remote measurements with reasonable bandwidth and accuracy are feasible at distances up to 100 meters.

The rapid depletion of shallower coal reserves dictate that mining in the future will be deeper and more complex with more difficult natural conditions. Consequently, an increase in methane emission is expected. It is becoming evident that more accurate predictions and better planning are necessary to design efficient methane drainage systems. This objective can be achieved by the utilization of the knowledge of the physics of gas flow through coal seams and rock strata and by the application of digital computers in the solution of methane flow problems. Although the methane emission models described here have not been adequately applied to existing field operations, good agreement between actual field measurements reported in literature and the simulation results indicates the potential of these models for initial flow quantity approximations and ventilation planning. This report has, therefore, introduced to the mine operator yet another application of computers as a planning tool. AREAS FOR FURTHER RESEARCH The study reported here is by no means complete. Extensive research efforts should be directed to the following areas: (a) Better understanding of the physics of gas flow through porous media which exhibit fracture permeability. (b) Determination of field parameters which control gas migration. (c) Investigation of the effects of the rate of penetration on the emission rate and fracture propagation.

Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of whole-body vibration (WBV) and shock. The human factors group at the NIOSH-Pittsburg Research Center has investigated the use of viscoelastic foam to reduce shock for the equipment operator and improve seats on mine shuttle cars.

Reduce the dust levels to which jacksetters and helpers on auger mining sections are exposed by identifying viable, effective methods for control-ling respirable dust on these sections. Approach The Bureau of Mines con-ducted laboratory tests and respirable dust surveys to identify the factors that distinguish clean auger mining operations from dusty ones. Study Results Results of the Bureau's study revealed that ventilation is the most important element of auger mining dust control. The four must important venitilation parameters are airflow, curtain configuration, curtain setback, and curtain installation.

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). "A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."
