The pollution of streams by acid mine drainage has become of great importance in the past few years in certain regions of the United States. Large quantities of acids are used in a discharged from other industries than mining, notably in tube, sheet, tin-plate and era hell inn works. These are usually less important then coal mines as a source of acid drainage, because of their more limited distribution throughout the States most affected by acid waters and their relatively smaller numbers. Streams are naturally alkaline and are, therefore, able to take care of rather large quantities of acid wastes, but when such enormous quantities as are often found in mining districts enter the streams, the natural alkalinity is quickly overcome. When a neutral or almost neutral condition has been reached, the further addition of a relatively slight quantity of acids will cause a great difference in the quality of the water.

The Bureau of Mines conducted laboratory and in-mine tests on the Racal airstream helmet (Model #AR21) to evaluate its protection efficiency. Laboratory tests indicated that as ambient air velocity increased, the protection offered by the helmet decreased. In tests conducted at several coal mine long-wall sections with face velocities under 400 fpm, the helmet was 84 pct effective at reducing respirable dust in the miner's breathing zone. However, at a high-velocity section, 1,200 fpm, the efficiency of the helmet was significantly reduced, confirming our laboratory results.

An accurate and reproducible procedure was developed using the gas-liquid chromatograph to quantitatively measure oleic acid on flotation products and in flotation water phases. The method comprised extraction of the oleic acid from the mineral surfaces with alcoholic NaOH, esterification of the extracted oleate, and chromatography of the methyl ester with an internal standard. Quantitative analysis of oleic acid on flotation products from test tube and bench-scale flotation tests with pure minerals and with natural ores proved the applicability of the method on a variety of minerals. The accountability of oleic acid added was 100 percent, ±5 percent.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. The purpose of this Bureau of Mines investigation was twofold. The first phase of the work was to determine the technical and mechanical feasibility of defluorinating low-grade siliceous fluorspars on an intermediate scale by high-temperature pyrohydrolysis in a rotary kiln. The second phase was to react the liberated hydrogen fluoride (HF) offgas with alumina monohydrate to produce commercial-grade aluminum fluoride (85 percent AIF3). The two phases of the work were to be integrated into a single continuous process. Evaluation of the data shows that low-grade siliceous fluorspars can be successfully defluorinated, either in a solid or a molten state, in a gas-fired rotary kiln in the presence of water vapor at 1,250° to 1,350° C. The water produced by combustion of propane was sufficient to yield defluorinatians of 75 to 85 percent.

[Since the publication of the preliminary report on this subject in July, 1927, (The Wire Saw in Slate Quarrying, Preliminary Report, Serial No. 2820, by Oliver Bowles) the wire saw has been in constant daily operation at the quarry of the Colonial Slate Company. Luring this time between twenty end thirty successful cuts have been made varying in length from forty-five to ninety-two feet and in depth from six to ten feet. No accurate time records have been kept on these cuts but they have totaled over 12,000 sq. ft. of area and required 19,000 lineal fact During these cuts the average speed of cutting has risen from the 12.8 sq. ft. per hour obtained in the original recorded tests to between 15 and 20 sq. ft. per hour, with the present rate running very close to 20 sq. ft. per hour at this quarry.]

A Bureau of Mines feasibility study on the use of tracer pulses to assess the degree of fracturing in an underground formation consisted of three phases: 1. A laboratory study on sand packs and open tubes, which developed a correlation between dispersion of the pulse and size of the flow channels. 2. A test on a retort, 11 feet in diameter and 45 feet high, packed with shale rubble. Void volume was measured, but evaluation of channel size was not possible because of interference from the space unoccupied by the matrix. 3. A field test on an explosively fractured shale formation. Pressure, flow, and transit time led to qualitative estimates of fracture pattern, but quantitative detection of dispersion in the formation was overwhelmed by dispersion effects in the well.

The mine pager phone to public telephone interconnect system permits mine paging telephones to be interconnected with the public phone system, thereby providing emergency and off-hours communications. The system, a push-to-talk, push-to-listen system, is compatible with any mine paging system utilizing dc voltage on the line to enable paging. A tone generator of the proper frequency enables an outside caller to page over mine pager system loudspeakers. A caller inside the mine can make an outgoing call to a preselected, preprogramed number with the use of a proper frequency tone generator. The system includes an automatic hangup timer that restricts the time off-line due to a wrong number or incorrect hangup to 20 seconds and 6 minutes, respectively.

Ammonium nitrate-fuel oil (AN-FO) mixtures are used as blasting agents in mining pyrite-bearing ores. The temperature of these ores can increase by the continuous, though at times slow, oxidation weathering of the pyrites. At elevated temperatures, AN-FO reacts exothermally with pyrite, and the reaction becomes self-sustained at 120° C ± 10° C. The Bureau of Mines has conducted an investigation to determine the reactivity of mixtures of AN-FO with pyrite containing ferrous sulfate. The results of tests in a heated vessel simulating a hot borehole demonstrate that small amounts of ferrous sulfate, a major product of pyrite weathering, initiate a self-sustained exothermic reaction with AN-FO at 80° C. Five pct by weight of urea was found sufficient to prevent a reaction among the three ingredients, at least within the limits of the test, which reached 180° C. Smaller amounts of urea and of potassium oxalate slowed down the reaction and delayed its onset to higher temperatures, but did not prevent it.

Hydrocarbon gases, primarily methane but also the Ca through Cs paraffins, the Ca and C3 olefins and possibly the C4 and Cs olefins, are byproducts of coal formation. Although it is generally believed that coal formation occurred at temperatures below 200° C, most experimental work on gas formation from coal has been performed at temperatures between 200° and 1,000°C. The objective of this Bureau of Mines experiment was to determine if observable changes in the gases from coal could be produced at temperatures below 200° C in relatively short periods of time. The experiment involved heating coal samples from six coalbeds at constant temperatures and analyzing evolved gases. The composition of the gases at three temperatures was compared. At 35° C, over 99 pet of the gas is methane; at 125° and 150°, methane constitutes approximately half of the hydrocarbon gas. Isobutane and pentane are the predominant higher hydrocarbons at temperatures between 100° and 150° C.

In the preparation of beryllium-copper alloys by fused-salt electrolysis, beryllium was electrowon from beryllium oxide dissolved in fluoride electrolytes and deposited on copper cathodes. At 880° to 1,030° C, deposition was on solid cathodes. Beryllium deposited on the copper, forming a liquid alloy that dripped from the cathode. Dripping alloys containing 3 to 4 weight-percent beryllium were produced with as high as 90 percent cathode current efficiency, by electrolysis at 910°.C. To prepare alloys of higher beryllium content, attempts were made at depositing beryllium on liquid copper cathodes. These efforts were generally unsuccessful, although alloys containing as much as 12 percent beryllium were prepared by this method. At temperatures of 1,100° to 1,300° C, requisite to maintaining beryllium-copper compositions as liquids, the beryllium reacted with cell structures.

The hydrodesulfurization characteristics of a Venezuelan topped crude oil and a Venezuelan reduced crude oil were determined at temperatures from 740° to 850° F, pressures from 800 to 1,600 psig, and space velocities from 1.0 to 2.0 Vo/Vc/hr. Kinetic calculations showed that under these conditions the desulfurization reaction was first order with respect to sulfur and had an average activation energy of 32.5 kcal/mo1. Catalyst life tests made at 750° F, with pressures of 800, 1,200, and 1,600 psig and space velocities of 1.0 and 1.25 Vo/Ve/hr, showed that the decrease in the relative activity of the catalyst was a logarithmic function of time or volume of oil processed and the amount of vanadium deposited on the catalyst. Comparative tests made with residual fuels prepared from a Wilmington, Calif., crude oil and a Wyoming asphaltic crude oil showed that catalyst life may be extended by processing fuel oil with a low metal content, but it may be shortened by the presence of large amounts of asphalt in the feed.

Sixty samples, selected from a 2,300-foot core of the Green River Formation in Colorado, were studied to ascertain differences in the structure of the organic material present in the oil shale samples. Emphasis was placed upon relating differences in the aromatic content of the insoluble kerogen and the alkane content of the extractable material obtained from the selected samples. The methods used in determining these differences consisted of fractionation of the soluble material, carbon and hydrogen analysis, volatile material determination, carbon residue determination, oxidation rate determination, and infrared analysis. In general, it was concluded that the organic material in this core does vary in chemical structure and that same of these variations resulted from factors related to depth of burial. Other observed changes in structure of the organic material were not depth-dependent and resulted from other factors such as source material variations, biological alterations, or ecological differences.

Since 1970, abnormally high methane emissions have been observed in eastern sections of the Federal No. 2 Mine operating in the Pittsburgh Coalbed in northern West Virginia. The nature and volume of these emissions indicate a source other than the coalbed. An investigation was undertaken to delineate probable methane sources. Gas well information and stratigraphic correlation of corehole data indicates that a sandstone directly above the main coalbed is an additional source of methane emissions. The sandstone body appears to be an ancient stream channel, infilled with fine-grained sand and organic matter. Coalification of the organic matter produced methane as a byproduct. Additional methane presumably migrated into the sandstone unit from the subjacent coalbeds. The methane became trapped in the porous clasticunit by the surrounding impermeable strata. Mine development near this unit creates a significant pressure gradient, triggering abnormal methane emissions into the mine along naturally occurring fractures. Pre-development methane drainage of the sandstone could be accomplished by completing vertical boreholes along its trend.

The Bureau of Mines examined the wellbore of a vertical gas drainage well in the Mary Lee coalbed to determine the results of specific completion procedures in coal. A jet-slotting tool was used to cut four vertical slots through the casing about 1 ft below the coalbed. Even though stimulation treatment pressure was excessive, hydraulically induced channels were contained entirely within the target coal zone. Sand-filled, induced channels were horizontal, inclined, and vertical, and were propagated in directions similar to bedding planes, rock joint, and coal cleat directions measured in the mine. Variable gas flow rates, recorded during the productive life of the well, were attributed to chronic downhole pump malfunction and the slotted casing below the production zone.

Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.

The practice of using doors to control main ventilating currents in bituminous-coal mines is common throughout the industry. When doors are erected in pairs to form air locks, they are usually accepted as satisfactory by both State and Federal coal-mine-inspection agencies. A review of the contributing factors in recent methane ignitions showed that interrupted ventilation (often caused by doors latched open, destroyed, or damaged) was the principal cause of methane accumulations that subsequently were ignited.
